During the research it was found that globalization in no way affects the content of monopoly capital, which had changed its form because of existence of transnationalization process. The increasing number of transnational corporations not only enhances engagement with the state at the nowadays process of globalization. Minimization the negative consequences of transnational corporations on the consumer market, providing the country’s food security suggested the implementation of a strategy of import substitution and reasonable protectionism. It triggers upgrades foreign economic strategies, improves institutional and organizational and economic efforts of state regulation to ensure the protection of the boundaries of the consumer market. Here are target goals are defined: growth of own production; increase in investment demand; increasing non-raw exports through the export of high-tech, knowledge-based goods and services; intensification of measures within the system of integrated export support.

Introduction. Socially significant goods and services is the complex that includes a certain list of food products, certain types of products present in the domestic consumer market, which are sold at fixed prices. The regulation of the market for socially oriented goods and services requires regulation of consumer behavior and an optimal behavioral approach, which can help to improve the well-being of the population. Aim and tasks. The purpose of the article is to substantiate the theoretical and methodological principles and conceptual provisions for the regulation of the domestic consumer market in terms of socially significant goods and services in Ukraine. Results. A conceptual approach to socially oriented goods and services has been developed for the better functioning of the domestic consumer market. At the same time, it is important to take into account that the approach is built taking into account the principles: accountability and responsibility, predictability, consistency and consistency: efficiency, adaptability, social justice. The mechanism of state regulation of the market of socially significant goods and services has been improved. The concept of state regulation of the market of socially oriented goods and services is presented. The process of implementing the concept should include full interaction of all elements of state regulation of the market of socially significant goods and services. The purpose of the concept is to substantiate the theoretical and methodological aspects of state regulation of the market of socially significant goods and services in Ukraine. Conclusion. A conceptual approach to the regulation of the market of socially oriented goods and services is presented, which consists in the application of all components, namely the legislative aspect, the economic aspect of market regulation of socially significant goods and services taking into account factors influencing the regulation of domestic consumer market and legislative aspects of price regulation for socially oriented goods and services. The concept presents three components of socially oriented goods and services. State regulation is applied to each of the components (price regulation, regulation of the industry – in some industries, which are producers and suppliers of socially oriented goods and services, natural monopolies operate). Compliance principles of market regulation of socially oriented goods and services would ensure the appropriate and rational consumption of the goods by the population.

The importance of the natural resource and environmental factors in the development of the modern economy is becoming more important in the context of energy security and the quality of economic growth. This is also due to the fact that the state’s policy in increasing GDP has been adjusted to a qualitative social-and-economic development. In this regard, the quantitative measurement of the quantity and quality ratio of economic growth is relevant. The rise of the global economy as a whole and its individual territories is due to both a high-tech breakthrough and the development of raw materials industries – oil, gas, coal and metallurgy. Currently, to meet the needs of society in natural resources, environmental goods and services, ever-increasing costs are required for expanded reproduction of the mineral resource base and compensation for negative consequences resulting from the degradation of ecological systems and pollution of the natural environment.

Introduction. In modern conditions it is important to ensure the competitiveness of one's own country by facilitating the development of high-tech, quality national production, with further stimulation of its exports and protection against fraudulent imports. The research of the state and trends of the consumer market is relevant and necessary for determining the directions and levers of the state's influence on its development. Purpose. The objective of this paper is to research the trends of the Ukrainian consumer market, substantiates possible ways of regulating it with the help of fiscal tools from the point of view of modern protectionism and taking into account globalization and integration requirements. Results. The dynamics and structure of consumer expenditures of households as the main end consumers, the share of imports in the consumer market of Ukraine, foreign trade trends are considered. The import dependence of the consumer market and disturbing tendencies for its strengthening have been revealed. The necessity to support and facilitate the development of national production and deterrence of imports has been identified. Conclusions. The expediency of the implementation of the import substitution policy, the use of fiscal instruments for the development of competitive production with the emphasis on the innovative component is substantiated. Anti-dumping, countervailing and special trade defence measures need to be improved and activated to counteract unfair imports.

In article on the basis of the analysis of the audit evolution as a professional sphere of activities and infrastructure element of a market economy disclosure trends of its development in modern conditions. The features of the current phase of reform and modernization of control systems, including structural changes in the economy, aimed at import substitution and the strengthening of the role of high-tech industries, enhancing state regulation in all spheres of activities, strengthening strategic management and control over effectiveness of activities of economic entities. As one of the trends of audit development the objectives of improving the quality and informativeness of financial reporting in its new forms - consolidated financial statements, the sustainability report, integrated report; more in line with the direction of the results of activities of the audit community to meet the needs of business; a more complete cooperation of state control with audit organizations and regulatory convergence of the state audit (budget funds and state ownership) and audit of commercial structures.

The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector

Introduction. The customs regulation of the consumer market is one of the main universally recognized means of implementing state economic policy, a tool for fulfilling internal tasks. The main work in improving customs regulation of the consumer market should be aimed at increasing the competitiveness of domestic producers, promoting domestic and foreign investment for the national economy, as well as the development of new progressive and harmonized with European practice systems of product standardization and certification. The purpose of the article is to identify pragmatic aspects of customs and tariff regulation of the consumer market, systematization of vectors to increase the efficiency of state regulation of the consumer market of Ukraine. Methods. Methods of dialectical analysis and synthesis, as well as methods of logical generalization, comparison and formalization are used in the research. Results. The essence and social role of the consumer market are studied. Emphasis is placed on the need for state regulation of the consumer market using customs tools. It is established that the development of the consumer market is determined by changes in macroeconomic indicators, among which one of the key is retail trade. The share of the population's expenditures on the purchase of goods and services in the amount of total expenditures (revenues) was monitored. It is revealed that the main element of customs and tariff regulation of the consumer market of Ukraine is the customs tariff. Based on the results of the study of theoretical and practical principles of customs regulation of consumer Ukraine, measures were systematized that will improve the efficiency of its implementation, sustainable and progressive development. Prospects. Further research will focus on the implementation of innovative approaches to international customs regulation, in particular in the European Union, in national practice in order to improve the efficiency of the consumer market.

The Enterprise Resource Planning (ERP) entrepreneurial venture challenge for the innovators was to develop an ERP database using standard generic database software within existing resources and available data at lowest cost in minimum time. The generic ERP database model so developed was completed as a part time task by two innovative entrepreneurs over twelve months for the Australian Department of Defense. They used standard generic database software, existing data, with no additional resources or external consultants. This action research was undertaken on a longitudinal basis by the two entrepreneurs networking closely with the many internal and external stakeholders. The Australian Department of Defense is a complex, high tech Australian Federal Government Department of around 90,000 employees. In 2008-09 the Australian Department of Defense will spend more than $9.6 billion acquiring and sustaining military equipment and services, and will employ over 7,500 people in more than 40 locations around Australia and overseas (Department of Defense, 2009). This comprises the procurement of defense capability products (goods and services) and their support and maintenance from almost every industry sector, on a global basis. Hundreds of small to large enterprises are dependent on the Australian Department of Defense for such orders. The anticipation of the developers of the ERP database was that this entrepreneurial venture could not only help the Australian Department of Defense become an inclusive knowledge based learning society, but subsequently provide an inexpensive database model for other organizations, large or small.

The article examines the state of production capacity of Russian industry. It is shown that in spite of certain positive shifts, the rate of technological modernization in recent years has been insufficient for marked progressive changes in the capacity structure and quality. In contrast to the industrial growth after the crisis of 1998 that took place in the presence of significant reserves of capacity, the current level of idle capacity is much lower. The lack of mass input of modern and high-tech industries objectively limits the possibilities of import substitution and economic growth.

Subject. Under rapid changes in the external economic environment, new forms and methods of State regulation of oil and gas industries, especially, improving the taxation and tax regulation instruments become relevant. Objectives. The study aims to provide an original interpretation of methods of improving the tax administration of major taxpayers in the oil and gas sector applied at the present stage. Methods. I employ normative and holistic approaches to examine taxation efficiency in the oil and gas sector, general scientific and special methods of scientific cognition, i.e. retrospective, system analysis, observation, classification, instrumental methods of grouping, sampling, comparison and synthesis, as well as evolutionary and dynamic analysis. Results. I consider basic problems and solutions in the sphere of tax administration of major taxpayers of Russian oil and gas industries. The paper offers a package of measures and recommendations aimed at improving the efficiency of tax regulation, underpins the applied approach to tax administration of organizations operating in the oil and gas sector. Conclusions and Relevance. Our country needs a comprehensive program for tax administration of the entire technological cycle: from upstream operations to full-scale import substitution of consumer goods.
