The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector

The article focuses on the importance of digitization of agriculture for rising the competitiveness of the domestic agro-industrial complex (AIC). In order to obtain an objective picture of APC nowadays, there have been analyzed the supplies of the staples in the Russian Federation and revealed the problems with producing milk, beef, fruit and vegetables of sheltered ground. It is stated that today Russia is actively implementing import substitution strategies in the sectors of the national economy including the agricultural sector. The main purpose of functioning of the national AIC has been determined as ensuring the parameters of food security for the population of Russia. There are considered the burning issues on achieving food self-sufficiency, the solution of which lies in increasing the competitiveness of the national AIC. The emphasis is placed on the need to transfer agricultural production to the ecological and economic principles of management and the rational distribution of using all types of resources. It has been recommended to assess the soil-climatic and economic potential of the territory in order to identify the priorities of food self-sufficiency for basic types of food in all regions of the country. Formation of the organizational and economic mechanism for creating competitive advantages of AIC helps to develop agricultural production on the innovative basis and to ensure the long-lasting food security at the federal level. The factors increasing AIC competitiveness are: economic soil fertility, usable agricultural areas, optimization of the structure of sown areas, system development of fodder production and animal husbandry, digitization of agriculture, etc. There have been analyzed the problems of insufficient digital prevalence in agriculture; the role of digitalization in achieving the parameters of food security is substantiated. The study results can be used to improve the mechanism of ensuring food security for the population of Russia.

The grain farming is the basic sector of the agro-industrial complex (AIC) of the Russian Federation, which has always been the basis for the sustainable development of the entire agricultural sector of the country. The feed grain is of particular importance for obtaining cheap livestock products and import substitution in this field. The share of the imported meat and dairy products will sharply decrease if the system of ensuring self-sufficiency for the country's regions with grain is properly built. At the same time, the resources spent on imports will fund the development of the entire AIC. Due to some natural and economic factors, not all regions in the Russian Federation are able to provide themselves with their own grain. It is favorable for such regions to import cheap grain from other regions and to supply their cheap livestock products to these regions. Most of the grain should be fed to livestock and poultry in order to eliminate the discrepancy between the export and import of food. The attempts are made in the Russian Federation to transfer agriculture to an industrial basis, but, unfortunately, this is done only in the farms that receive high subsidies and preferential loans, while most of the farms try to develop at their own expense, which they lack. This results in the technological backwardness of the industry and the general crisis state.

This article examines the financial elements of agricultural production digital architecture in Russia during the transition to the fourth technological stage in order to compete and import substitution in the agro-industrial market of the country. The pandemic and its consequences have had a negative impact on the Russian economy, in the context of the country's insufficient food security and the inevitable increase in prices for imported goods, due to rising prices for hydrocarbons and the predominance of low-value-added food products in exports. Due to the weakening of the ruble against the falling oil prices, the economy may face the need for a new wave of import substitution. This study identifies the problems of the agricultural sector and the reasons for Russia’s high dependence on imports justify the need to develop high-tech technologies. Authors determined the development directions of agricultural production digitalization in Russia through innovative agricultural technologies based on the Internet of things, distributed computing, and artificial intelligence technologies. Increasing the level of the agro-industrial complex development, bringing it to a new independent stage, is vital. However, it is impossible without state support and the digitalization of technological processes.

Subject. The article considers the investment activity in the regions of the Ural Federal District. Objectives. We analyze the impact of import substitution policy on investment activity by type of economic activity, using the regions of the Ural Federal District case. Methods. We employed methods of logic, statistical, and structural analysis. Results. We offer our own approach to the study of the impact of import substitution policy on the investment activity of regions. It rests on comparing the dynamics of Russian imports by major commodity group and the dynamics of investment in fixed assets by type of economic activity. The study revealed two trends. First, the development of substitute goods production. Second, the commodity sector development. It was found that in 2013–2019, investments in the sectors of mining and processing of mineral resources demonstrated faster growth. At the same time, investments in the production of import substituting goods did not show a stable positive dynamics. Thus, the enterprises of the Ural Federal District are more focused on the production of traditional export goods; the orientation of the import substitution policy to the domestic market and high-tech exports currently does not give the expected results and is local in nature. Conclusions. The results of the study can be used by Federal and regional authorities to assess the impact of import substitution policies on the investment activity of enterprises.

The place of various organizational and legal forms of the agricultural sector of the economy in the formation of national food security resources, as well as in the formation of food resources of the regions of Russia is considered, the urgency of the problem is revealed, statistical indicators for the provision of food to the population are given. The main sources of food supply to the country’s food fund are characterized. The main problems of the national food security of Russia are revealed, measures to strengthen the country’s food security are proposed. The assessment of the replacement of imported food with domestic products is given, food production is considered in the context of the country’s regions. The level of food production that provides the population with the necessary domestic food products is revealed. The dynamics of production and consumption of agricultural products by the population of Russia in comparison with medical standards is given. The article considers the development of the food processing industry in Russia.

The article examines the issues of state and legal regulation of the agricultural sector of the Russian Federation, as a basic component of the country’s agro-industrial complex, at the present stage. The authors analyze the problems associated with the peculiarities of the regulatory support of the agricultural sector, focus on the priorities of the state socio-economic policy in the current conditions of the need for import substitution, including agricultural products. The article examines the methods and limits of government intervention in agricultural production. The most effective methods of state influence and stimulation of the subjects of agrarian legal relations in order to attract highly qualified personnel to the field of agriculture are analyzed.

Economic and food security are becoming a priority for the development of the state in conditions of high political instability and disruption of foreign economic relations. The products of the agro-industrial complex play an important role in ensuring the life of the country’s citizens. This study provides a horizontal analysis of the dynamics of production and consumption of the main types of meat and dairy products in the Rostov region, and a vertical analysis of the structure of meat products in the region. The study also reveals the reasons for the negative dynamics of the main indicators of the region’s food supply for the meat and dairy industries. This work reflects the features of the state policy of import substitution in the agro-industrial complex. The article explores the issues of effective functioning of the subjects of the agro-industrial complex in the conditions of sanctions pressure of Western countries. In conclusion, priority directions for improving the mechanisms of state regulation of the agricultural sector are given. The article gives some recommendations on improving the mechanisms of state support and stimulating of import substitution in the agro-industrialcomplex.

Improving the efficiency of agricultural production and the competitiveness of agricultural products is impossible without the creation of professional teams with a high level of productivity. The formation and development of the personnel potential of the agro-industrial complex comes to the fore in the light of ensuring the country’s food security and solving the problems of import substitution. The development of the industry relies more on the creation of a vertical education system, the development of rural territories, etc. Compilation of forecasts for the staffing of the agroindustrial complex will coordinate the efforts of educational institutions, business structures, and authorities in organizing the training and retraining of personnel for the agricultural sector.

The purpose of the article is to consider the modern scientific discourse on agricultural lending in Naddnieper Ukraine in the second half of the 19th and early 20th centuries and to identify promising areas for further research on this issue. The authors used empirical and theoretical methods of scientific research in particular methods of analysis and synthesis, the method of scientific abstraction, and others characteristic methods of research on economic history to achieve this goal and implement the corresponding research tasks. In recent years, a body of diverse scientific research of historians, economists and lawyers has appeared in Ukraine in which these problems are considered. These works differ both in the depth of study of the problem of agricultural lending and in the range of studied issues. The entire body of works of modern Ukrainian scientists, which forms the modern scientific discourse on the history of agricultural lending in Naddnieper Ukraine in the second half of the 19th - early 20th century, consists of three groups including in particular : 1) research, which are devoted to outstanding economists and theorists of lending of the 19th - early 20th century; 2) works on the history of the Peasant and Noble banks, branches and offices of which operated on the territory of the Ukrainian governorates; 3) research of cooperative crediting. We are obliged to note that despite a significant amount of scientific research on the history of lending (including agricultural lending) in Naddnieper Ukraine in the second half of the 19th and beginning of the 20th century, today prevail works devoted only to certain aspects of this complex and important scientific problem, without proper cooperation between representatives of various branches of knowledge. In the authors' view, synectics that is scientific cooperation of representatives of various specialties: economists, historians and lawyers, should become promising in studying the history of agricultural lending in Naddnieper Ukraine in the second half of the 19th and early 20th centuries. It allows to solve such a complex scientific problem comprehensively and considering the economic component (determination of the most optimal scientifically grounded lending methods) and the historical as well as anthropological approach and the study of the legal regulation of credit relations. In our opinion, it is exactly the kind of approach, that allows not only to study the problem of the history of agricultural lending in Naddnieper Ukraine in the second half of the 19th and early 20th century comprehensively, but also to offer modern lenders a mechanism for developing balanced and affordable credit products that will stimulate the development of the agricultural sector and the economy of Ukraine as a whole.

В современном мире происходит формирование нового мирохозяйственного уклада, который характеризуется нестабильностью геополитической обстановки и «перекроением» торгово-экономических отношений, а также форсированным развитием высоких технологий и их активным внедрением в производственную сферу. В этой связи актуальным вопросом является усиление позиций России на международном рынке посредством реализации конкурентных преимуществ отечественных продовольственных товаров. Основа любого высокоэффективного и качественного производства, в том числе и аграрного, – техническая и технологическая оснащенность, высокий уровень которой обеспечивает своевременное выполнение агротехнологических мероприятий без нарушения технологических сроков сельскохозяйственных работ. Проведенные исследования показали, что в нашей стране отмечается значительное отставание в техникотехнологической обеспеченности и инновационности АПК в сравнении с передовыми аграрными странами, что не позволяет в полной мере реализовать потенциал сельскохозяйственной отрасли. В развитых странах мира отмечается переход к шестому технологическому укладу, основанному на применении наукоемких технологий. В этой связи для нашей страны все большую актуальность приобретают вопросы техникотехнологической модернизации и цифровизации аграрной отрасли, повышения инновационной активности субъектов агробизнеса, повсеместного использования научных достижений пятого технологического уклада и ускоренного перехода на «рельсы» шестого технологического уклада. Решение данных вопросов обеспечит паритет России с ведущими аграрными странами по качественным и количественным характеристикам выпускаемой сельскохозяйственной продукции на международном рынке. Одним из решений данной проблемы может стать разработка и внедрение единой государственной политики модернизации аграрной отрасли страны. In the modern world a new world economic structure is being formed, which is characterized by the instability of the geopolitical situation and the «redrawing» of trade and economic relations, as well as the forced development of high technologies and their active introduction into the production sphere. In this regard, an urgent issue is the strengthening of Russia's position in the international market through the implementation of competitive advantages of domestic food products. The basis of any high-efficiency and high-quality production, including agricultural, is technical and technological equipment, the high level of which ensures the timely implementation of agricultural technological measures without violating the technological terms of agricultural work. The conducted studies have shown that in our country there is a significant lag in the technical and technological provision and innovation of the agro-industrial complex in comparison with advanced agricultural countries, which does not allow us to fully realize the potential of the agricultural industry. In the developed countries of the world, there is a transition to the sixth technological structure, based on the use of high-tech technologies. In this regard, the issues of technical and technological modernization and digitalization of the agricultural sector, increasing the innovative activity of agribusiness entities, the widespread use of scientific achievements of the fifth technological structure and the accelerated transition to the «rails» of the sixth technological structure are becoming increasingly relevant for our country. The solution of these issues will ensure the parity of Russia with the leading agricultural countries in terms of the qualitative and quantitative characteristics of agricultural products on the international market. One of the solutions to this problem can be the development and implementation of a unified state policy for the modernization of the agricultural sector of the country.
