The preparation of this Strategic Environmental Assessment (SEA) is mandatory for the Government and Local Governments. Based on these obligations, the SEA Semarang City Spatial Planning Revised for 2011-2031 was prepared with the aim of improving the quality of the Regional Spatial Planning which so far has not been able to solve the City's problems, such as floods and tides. This study aims to determine the process of drafting the 2011-2031 Regional Spatial Planning for the City of Semarang. The research method that will be used is descriptive qualitative method. Based on the results involving stakeholders, such as the Government, the private sector and the community (Academics and non-Government Organizations). The process of preparing the SEA does not yet reflect the maximal sustainable values (interdependency, equilibrium and justice). This is because the analysis carried out is less detailed due to data and budget limitations, so the results of the studies conducted affect the formulation of recommendations for Policies, Plans and/ or Programs (PPP).

Strategic Environmental Assessment (SEA) is a process by evaluating environmental impacts and ensuring that the principles of sustainability are integrated in decision making. Strategic Environmental Assessment (SEA) in Indonesia is regulated in a law stipulated by the government which stipulates that it is the duty of both the government and local governments to carry out both development planning and spatial planning. Salatiga City in spatial planning in accordance with the existing guidelines implements SEA, namely in making the Regional Spatial Plan and Detailed Spatial Plan. The rules and policies that are continuously updated by the government regarding the procedures for implementing SEA require understanding from stakeholders who have an interest in Policies, Plans and Programs (KRP) in spatial planning in Salatiga City, with good quality understanding by stakeholders can ensure that the stages of implementing SEA running well and integrating SEA into the KRP spatial planning that ensures environmental damage can be minimized. The purpose of this research is to examine the effectiveness of the implementation of SEA in spatial planning in the city of Salatiga and it is hoped that it can provide alternative steps for implementing SEA which can be used as a direction in the implementation of SEA based on existing facts and conditions. The data used in this study consist of primary data and secondary data which refer to the SEA implementation tools, namely Rules and Policies, Documents and Reports, Institutional Tools, Implementation Standard Operating Procedures, Monitoring, Evaluation and Feedback. The research method used is a mixed method research by combining qualitative and quantitative analysis. From the results of the analysis, it can be seen that the implementation of SEA in the City of Salatiga in spatial planning still needs to be considered in order to run effectively, even though the resulting SEA process has adjusted to the existing regulations but still in activities such as monitoring, evaluation and feedback still need to be carried out in an effective manner. maximum because these activities constitute control over decision making in Activities, Plans and Programs in the resulting spatial planning and stakeholder understanding of the institutional instruments of SEA in Salatiga City still need to be improved because not all existing instruments are understood and are still in a category that is not all in categories really understand evenly so that steps are needed that are adjusted to the existing conditions in an effort to increase the effectiveness of the implementation of SEA so that the resulting SEA can run effectively and maximally.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Spatial planning can improve one’s quality of life by enhancing the environmental quality and its potential. Thus, the application of the concept of identity into the planning process is essential in emphasizing the significance of a place, especially in heritage tourism area, where tourist satisfaction is obtained from the tourism objects peculiarities that become the place identity. However, similar studies are still limited so that this study will contribute to filling the gaps. This study is conducted in Maimoon Palace District, a historic area in Medan. This study aims to examine the application of the concept of spatial planning based on the area identity. A qualitative method is used to collect the data about spatial planning elements in the area. The findings indicate that the existing spatial planning has already contained the place identity. However, many problems in spatial planning elements still cause a chaotic view of the area. Therefore, the government should improve the area not only by improving the physical quality but also increasing tourist satisfaction to enhance tourism attractiveness.

<table width="680" border="1" cellspacing="0" cellpadding="0" align="left"><tbody><tr><td valign="top" width="487"><p><strong>The purpose of this study was to determine and analyze the implementation of the Regional Regulation of Madiun City Number 45 of 2018 concerning with Prevention and Improvement of Quality of Housing and Slums and the constraints in the implementation of the City without Slums Program in Madiun City. This research method uses empirical data that is obtained directly through field research with primary, secondary and tertiary data sources as well as data collection by observation, interview, document study analyzed descriptive qualitative. The results of this study indicate that the Government of Madiun City has implemented Regional Regulation Number 45 of 2018 regarding Prevention and Improvement of Quality of Housing and Slums, quite well, there are 6 (six) villages which are categorized in mild slum areas. There are inertnal and external constraints in the implementation of the Cityless Slums Program in Madiun City.</strong><strong></strong></p><p><strong> </strong></p></td></tr></tbody></table>

Maternal and child health is one of the Millennium Development Goals MDG's 2015global agreement targeting the maternal mortality rate in Indonesia can be reduced to 102per 100,000 live births in 2015. Efforts to suppress AKI continue to be pursued, includingthe provision of health services for pregnant women. In 2014, the government beganimplementing a National Health Insurance (JKN) nationally. Implementation of the JKNprogram causes Delivery Guarantee (Jampersal) for pregnant women deleted. The deletionencourage local governments to be creative pressing AKI with JKN program and theRegional Health Insurance (Jamkesda). Policy of Implementation Security SystemMaternal Health in Banjarmasin, which inhibits MCH program because the program JKNknows no territorial, pregnant women can choose the health care she likes, while the MCHprogram is monitoring the health of pregnant women by the cantonal ie PWS-KIA forevaluation and program planning region. The cause of the mortality rate among pregnantwomen in the city of Banjarmasin is due late in delivery to the referral occurs as a result offactors helper (service providers at a basic level), delayed detection of high risk so that thecondition of pregnant women who were referred is severe enough, and too late to reachhealth care at the level of referral services. Lack of adequate resources, facilities andinfrastructure that do not support and quality of service at referral level is a factor causingdelay in rescue efforts maternal health. JKN program bureaucratic system does not supportMCH programs, thus largely independent midwives are reluctant to deal with pregnantwomen / mothers give birth this was due to a convoluted bureaucracy and services /approved rates are too low in accordance with Law of the Ministry of health No 59, 2014. O presente artigo se insere na temática da reestruturação do espaço em cidades médias brasileiras e apresenta como principal objetivo analisar a implantação de Projetos Urbanos de relevante impacto na estrutura da cidade de Juiz de Fora, MG. Segundo perspectiva histórica, desde a década de 1970, o município vem passando por alterações significativas na sua estrutura, resultantes de sua expansão e do surgimento de novas centralidades. Destaca-se, no entanto, que desde o ano 2000, Juiz de Fora se tornou palco de Projetos Urbanos (especialmente na sua Região Sul), a partir de mudanças implementadas pela administração pública focadas no planejamento estratégico e no empresariamento urbano.  Percebe-se assim, o surgimento de um novo núcleo de atratividade num processo crescente de alteração da dinâmica urbana do município. Diante da ineficiente ação por parte do poder público local, somada à falta de políticas urbanas integradas ao planejamento espacial da cidade, este trabalho se justifica por se apresentar como um meio de explorar e debater idéias que contribuam efetivamente para a qualidade urbana da cidade.   This paper is part of the issue spatial restructuring in Brazilian average cities and has as its objective to analyze the implementation of urban projects of significant impact on the structure of Juiz de Fora, MG. According to a historical perspective, since the 1970s, the city has been undergoing significant changes in its structure, resulting from its expansion and the emergence of new centers.  Stands out, however, from the year 2000, Juiz de Fora became the scene of urban projects (deployed in its Southern Region), from the implemented changes by the government focused on the strategic planning and the urban enterprising: It is noticed, the rise of a new core attractiveness distinct from the others: excluding and in order to threaten the dynamic urban areas.  In front of the ineficcient action from the local government, together with the lack of integrated urban policies to the spatial planning of the city, this work is justified by presenting itself as a way to explore and discuss ideas that contribute effectively to the quality of the town.

 The research carried out aims to find out the extent of the implementation of Law Number 10 Year 2009 concerning Tourism, whether this policy has been properly implemented or not and to find out how the efforts made by policy providers (the Government) to advance the tourism potential in the city of Cirebon, especially Kejawan Beach. The research method used in this study is a qualitative method with a descriptive design because in this study, data collection through observation and interviews is obtained directly down to the field, therefore the techniques used were Purposive Sampling and Accidental techniques. The results of the study show that the implementation of Law Number 10 of 2009 has not gone well and there is still a lack of tourist attraction to visit the coast due to the lack of government attention to the shore beaches, and the lack of complete infrastructure and governance that has not been maximized in accordance with Law Number 10 of 2009.
