The agrarian policy pursued in Russia is primarily aimed at ensuring food security, the main components of which are the economic and physical availability of food to the population. However, the indicators approved in the regulatory legal acts on food security monitoring do not contribute to its objective assessment. They can be used to assess the overall state of food security. A more in-depth analysis is needed for a more objective assessment of the economic availability of food to the population of the Russian Federation, which requires, among other things, changes in the methods of calculating food independence, taking into account the share of household disposable resources used to purchase food. It is also necessary to take into account the energy value of food, the quality of food consumed, etc. To do this, it is necessary to significantly expand the information base on the food consumed, including taking into account its quality and energy value. The paper attempts, based on the available analytical data, to assess the economic availability of food for households depending on their income, as well as in the context of socio-demographic groups, to identify the main factors constraining bringing the level of food consumption to rational norms.

The purpose of the article is to develop instrumentarium for determination ofthe level of food security. In order to achieve the set goal, the authors use method ofmonitoring and economic & mathematical modeling of manufacture and consumption ofagricultural products. In the process of the research, the authors test this method by theexample of modern Russia and determine the existence of the problem of food security. Inorder to solve this problem, the authors develop recommendations for stabilization ofagricultural production, as a basis of country’s food security. The authors also conductanalysis of agricultural development of developed countries and determine primary tasks,solution of which will stipulate provision of the required level of food security. As a resultof the research, the authors come to the conclusion that the developed recommendationscan be directions of unified state approach to solving the problem of achievement of foodsecurity and formation of agrarian policy. At that, it should be noted that policy which isaimed at achievement of national-level goal cannot be formed without relevantinformational provision. Therefore, agriculture authorities must possess full, high-quality,and actualized information. Elements of state policy in the sphere of achievement of foodsecurity can stipulate achieving indicators which are determined by national doctrine andform optimal level of cooperation of national agriculture production and foreign partners.

Detritus (decaying organic matter) and phyllodes of mosses are two main components in the diet of groundhoppers (Orthoptera: Tetrigidae). We studied the energy balance of consumed food under laboratory conditions in the detrito-bryophagous groundhopper, Tetrix subulata (Linnaeus, 1758). The results indicated that the energy food budget of this detrito-bryophagous groundhopper was comparable to those of small herbivorous grasshoppers (Acrididae: Gomphocerinae, Melanoplinae), which have a similar energy food budget of approximately 800–1,100 J/g. T. subulata consumed four times more detritus than mosses, although both components provided similar amounts of energy (ca. 15–16 kJ/g). However, in contrast with detritus, moss fragments passed through the digestive tract without a distinct change in their mass or a loss in their energy value. We assume that moss may cause the longer retention of semifluid mass of partly digested food in the alimentary tract; hence, the digestion and efficiency of nutrient absorption from detritus could be more effective.

Food is a basic aspect of the needs of human life to ensure the survival of individuals and communities. The realization of national food security starts from the fulfillment of food in the smallest region, namely the village /sub-districts. The objectives of the analysis using the principal component method are (1) to describe the main components of the status of food security at the village/sub-districts level; (2) to grouping villages/sub-districts based on food security status in the Yogyakarta Special Region. The data source of analysis comes from secondary data (Podes 2018). From the analysis produced several things, namely: (1) the main components of the status of food security at the village/sub-district level in the Yogyakarta Special Region there are five, namely affordability/access, food availability, environmental health, guaranteed access, and utilization of food; (2) village/sub-districts typology based on the status of food security in the Yogyakarta Special Region, namely 4: (a) food insecurity covering 55 villages/sub-districts (b) less resistant to 169 villages/sub-districts; (c) typologies 3 are vulnerable to cover 170 villages/sub-districts; (d) food-resistant typology covering 44 villages/sub-districts.

Regulations for assessment of workable bed hazardous characteristics during the mining operations include the coal metamorphic grade classification indices borrowed from the industrial classifications without any proper scientific justification. For true forecasting the workable bed hazardous characteristics during the mining operations, the method to detect the metamorphic grades by changing the content of main components and moisture in the organic matter has been developed. Purpose. Development of the forecasting technique logical sequence for workable bed liability to spontaneous ignition in different stages of coal metamorphic conversion and their chemical activity during the mining operations. Methods. They are based on assumption of spontaneous fires with three blocks of factors independent of each other. The factors of block one describe the chemical activity of coals. They are defined by their elemental composition and properties at the different stages of bed metamorphic conversion. The second group of impacting factors characterizes the mining and geological conditions of bedding. It includes the coal beds position relative to each other, their occurrence depth, thickness and degree of inclination, presence of geological breaches and adjacent strata properties. The factors of block three is independently connected with the mining operation conditions. The forecasting technique for workable bed liability to spontaneous ignition avoids any stable correlation relationships between the factor parameters of three blocks under consideration. It allows separate consideration of each block and avoid their random correlations with factors of other blocks. Results. The statistical processing result analysis of more than 1000 coal samples with carbon content of 80÷94% has allowed establishing the relationship between the organic matter components and total moisture, as well as their share of participation in carbonization process that reflects the Donets Basin coal metamorphic conversions. Compliance of the initial data with analytical data of different coal deposits has been established. For the first time, the technique has been developed; and organic matter separate components and total moisture participation shares in coal carbonization process indices creation, which is one of evaluation criteria for workable bed metamorphic conversion degree for different deposits, have been established. The revealed regularities of change ambiguity for organic matter elemental composition components and their different participation shares together with the moisture in carbonization process have allowed establishing the distinctive features of the coal metamorphic conversion different stages for true forecasting the workable bed hazardous characteristics during the mining operations. In the course of this approach, the real chemical activity of coals is established by their elemental composition in different stages of bed metamorphic conversions; certain places of long-term contacts between the mine air and coal are differentially forecasted in the mine field. It enables the enhanced automated monitoring of mine air condition and revealing of spontaneous combustion places in early stages of their creation. Scientific novelty. The pattern of change for classification indices of coal industrial classification has been revealed to establish the workable bed hazardous characteristics during the mining operations. Practical relevance. Opportunity to improve the regulatory framework for safe processing of workable beds by establishing the interrelation between fossil coal metamorphic conversions and their elemental composition.

In order to better develop and improve students’ music learning, the authors proposed the method of music learning based on computer software. It is still a new field to use computer music software to assist teaching. Hereby, we conducted an in-depth analysis on the computer-enabled music learning and the music learning status in secondary schools, obtaining the specific analytical data. Survey data shows that students have many cognitive problems in the current music classroom, and yet teachers have not found a reasonable countermeasure to them. Against this background, the introduction of computer music software to music learning is a new trial that can not only cultivate the students’ initiatives of music learning, but also enhance their abilities to learn music. Therefore, it is concluded that the computer software based music learning is of great significance to improving the current music learning modes and means.

The article is devoted to the assessment of food consumption in the region. The aim of the study is to develop the main directions of improving the food security of Kyrgyzstan in the future. It is revealed that the absolute number of the world population suffering from malnutrition, according to modern estimates, increased from about 804 million in 2016 to almost 821 million in 2017. This trend serves as a clear warning that, if not intensified efforts, the task of the SDGs to eliminate hunger by 2030 will not be achieved The research toolkit includes mathematical methods for processing statistical data, an assessment of the energy and nutritional value of food consumed by the population. The scientific novelty of the study is to identify the factors that limit food consumption and the assessment of the nutritional value of the products used. The research results can be applied to further scientific developments in the direction of providing the market with various types of products.

The article is devoted to a study on the management of an important professional and personal quality of any employee of a customer-oriented company - empathic culture. The relevance of this research is due to the low level of human resource development in Russian regions. Having conducted an in-depth analysis on the research problem, the author has come to the conclusion that it is the empathic culture of personnel that has a huge impact on efficiency and profitability of any Russian client-oriented company. The author identified the main components of empathic culture of front liners and selected methods to determine the level of formation and development of each of the components. Based on the data following this research, which was conducted on the basis of three client-oriented organisations, the author proposed the most effective ways to manage the empathic culture of staff in order to successfully operate the companies.
