The purpose of the article is to develop instrumentarium for determination ofthe level of food security. In order to achieve the set goal, the authors use method ofmonitoring and economic & mathematical modeling of manufacture and consumption ofagricultural products. In the process of the research, the authors test this method by theexample of modern Russia and determine the existence of the problem of food security. Inorder to solve this problem, the authors develop recommendations for stabilization ofagricultural production, as a basis of country’s food security. The authors also conductanalysis of agricultural development of developed countries and determine primary tasks,solution of which will stipulate provision of the required level of food security. As a resultof the research, the authors come to the conclusion that the developed recommendationscan be directions of unified state approach to solving the problem of achievement of foodsecurity and formation of agrarian policy. At that, it should be noted that policy which isaimed at achievement of national-level goal cannot be formed without relevantinformational provision. Therefore, agriculture authorities must possess full, high-quality,and actualized information. Elements of state policy in the sphere of achievement of foodsecurity can stipulate achieving indicators which are determined by national doctrine andform optimal level of cooperation of national agriculture production and foreign partners.

Agriculture is an important and organic part of the national economy of any country. Its role is great in ensuring the country's food security, improving the balance of payments and strengthening state independence. The state and proportions of development of other sectors of the national economy depend on the level and speed of development of agricultural production. This connection is reflected in both technical-technological and industrial-economic connections. At the same time, this connection is bilateral, with the increase of agricultural production, the structure and quality of food of the population improves, the volume of imported food decreases, which has a positive impact on reducing the balance of payments deficit and increasing the degree of independence of the country. Due to the important role of agriculture, the field received a lot of attention in the first years of the restoration of independence, which is confirmed by the agrarian policy developed and implemented during that period, whose primary task was to ensure the country's food security and strengthen food independence. In connection with the important role of agriculture in the first years of the restoration of independence of the region, much attention was paid, which is confirmed by the agricultural policy developed and implemented during this period, the main task of which was to ensure the country's food security and strengthen food independence. At the same time, it was a great challenge for a country with a devastated economy, followed by significant reforms in agriculture, restructuring of the sector and the creation of an appropriate legal framework, the integration of state regulation of the market economy and self-regulatory mechanisms. However, under the influence of a number of external and internal factors, it was not possible to fully implement the developed agrarian policy. Agriculture is still characterized by low productivity and, consequently, by a small share in the sectoral structure of the national economy. The country has serious problems in supplying and providing vital agricultural products such as wheat, corn, potatoes, vegetables, meat and poultry. The global pandemic and the resulting global economic crisis have put the issue of solving the country’s food security problem on the agenda. To this end, the revitalization of rural areas, social stability and balancing the level of migration from rural to urban areas should be a priority. Establishing food security is a complex task and is primarily the responsibility of the government. There is no universal mechanism for solving the global food security problem in the world today. This problem must be solved at the national level, as food security is considered to be a level of national food production that allows the principle of self-sufficiency of the population and state reserves with food to be implemented in accordance with scientifically substantiated norms. The current severe economic crisis in the country has further intensified the social background and demanded the strengthening of the stimulating and organizing function of the state. The issue of state regulation of the agricultural sector should be considered in close connection with the development of entrepreneurship and self-regulation of production at the micro level, and priority should be given to measures that maximize the adaptation of producers to market economic conditions, increase production efficiency and competitiveness, which will ultimately contribute to the saturation of the market with domestic products and state food security. It should also be noted that recent years and even more so the pandemic process, have once again confirmed the notions of omnipotence on the market mechanism. The market does not have a magic wand that will solve all the problems by itself and regulate the existing problems. The myth of the role of the "invisible hand" and the crisis itself is a thing of the past. The modern world community supports the social orientation of the economy, therefore "realizing the dangerous nature of social polarization", which can not be solved by bypassing state regulation and mechanisms.

At present, the main landmark of state agrarian policy is the transformation of Russian agriculture into an innovative, competitive, institutionally developed industry. Agriculture belongs to the category of life-supporting industries responsible for food security, both throughout the country and regions. In modern conditions, the priority tasks of the Ministry of Agriculture of Russia are: ensuring the competitiveness of the agricultural industry, achieving full self-sufficiency in basic food products, and therefore, studying the factors that can increase the competitiveness of the agricultural industry are subject to analysis and systematization. Accord-ing to the results of the study, the modernization of the mechanism of state support for agricul-tural enterprises is proposed.

The subject of the research is to identify the place and role of personal subsidiary plots in social production in general and in agriculture in particular; object — personal subsidiary plots as a form of non-entrepreneurial activity for the production, processing and sale of agricultural products. The purpose of the study is to identify the importance of the functioning of personal subsidiary plots in ensuring the implementation of the state agrarian policy in terms of ensuring food security. The objectives of the study are to analyze the state of functioning of personal subsidiary plots, to identify their role in ensuring the country's food security. The novelty of the research: the relationship between consumer cooperation and personal subsidiary plots has been revealed. Conclusions: the role of consumer cooperatives in ensuring food security increases with the strengthening of their purchasing and marketing ties with personal subsidiary and peasant (farm) households.

The article explored the problems of formation and improvement of mechanisms to ensure the development of the agricultural sector in the state's economic security system. It has been found that today socio-economic transformations actualize the urgent need to improve scientific and methodological research and development on the creation and implementation of an effective state agrarian policy, as well as the development of innovative management decisions to ensure and accelerate the development of the agricultural sector to strengthen the general economic security system of Ukraine. Approaches to the definition of the category “economic security of the state” were summarized and a refined definition was provided. A universal and effective mechanism for ensuring the development of the agricultural sector in the system of economic security of the state has been developed, the functioning of which, in turn, is directly dependent on internal and external destabilizing factors and will be based on the improvement of three interconnected mechanisms: strengthening the food security of the state; increasing investment attractiveness by introducing an innovative component; optimization of agricultural sector financial support. The differences and interrelationships of the types of destabilizing factors affecting the economic security of the agricultural sector were analyzed and it was concluded that all these factors can both negatively affect the entire economic security system in the agricultural sector and be areas of constant improvement. Block proposals for strengthening the food security of the state are described. It has been proved that to be able to develop and implement these innovative methods requires significant investment injections from both the state and Ukrainian investors, as well as external investments on favorable conditions for agricultural sector entities. The article considers the current state of the institutional field of modern state agrarian policy, which consists of a number of legislative acts regulating: the area in which business activities of economic entities of the agrarian sector, features, mechanisms and measures of state support of the agrarian sector, measures to protect natural resources used in agriculture. The main problems that hinder the further development of the agrarian sector are highlighted: deformed structure of agricultural production in favor of export-oriented crop products, lack of program document on agrarian sector development, low efficiency of state support of the agrarian sector, lack of strategic vision and concrete actions to overcome the livestock crisis, access of agricultural producers to bank loans, inefficient use of the potential of Ukrainian lands, environmental problems of agricultural land use, insufficient development of agricultural market infrastructure. Currently, the agrarian sector makes a significant contribution to the country's GDP, the inflow of foreign currency from foreign trade operations provides the domestic market with a wide range of food products at a very acceptable level. However, the current model of functioning of the agrarian sector is inefficient. The lack of effective mechanisms to support small producers leads to a decrease in their competitiveness, reduced production of agricultural products and increasing demand for their imports, deteriorating food security, rising unemployment among the rural population and migration of labor to large cities and abroad. Due to the non-inclusive development of the agrarian sector, Ukraine is losing a significant share of the positive potential of favorable trends in world food markets. The main directions of further reforming of the agrarian sector of Ukraine and ensuring food security of the state, in particular: stimulating investment processes in the agrarian sector of Ukraine, introduction of modern technologies in agricultural production, development of agricultural market infrastructure, development of small agricultural production, development of agricultural cooperatives, rural development.

The article proposes the methodological tool and comprehensive indicator for assessing the food security of the regions. The index of food security is determined on the basis of the systematic groups of indicators. In the distribution of food products, the following indicators are analyzed: the indexes of food prices, the magnitude of the change in real incomes of the population, the population with incomes below the subsistence minimum. Among the indicators in the distribution of food products the volume of food consumption in accordance with rational consumption rates, the share of food expenditure in the structure of household consumption expenditures are considered. In the field of production the indexes of production of various types of agricultural products in the region are considered. The ranking of the Southern Federal District (SFD) regions by selected groups of indicators made it possible to determine the leaders in food security among the regions. In 2017, Krasnodar Krai, the Republic of Adygea and Rostov Region were among these regions. On the basis of the analysis performed, the authors established risks and threats in food supply of the SFD regions: imbalance of the consumer ration; decrease in real incomes and purchasing power of population; a high proportion of the population with incomes below the subsistence minimum in the region. The practical significance of the proposed approach lies in the possibility of justifying the choice of priority measures to optimize agrarian policy, taking into account the need to maintain an acceptable level of food provision in the regions of Russia.
