This article examines how political parties in Portugal organize concerning emigrants and the subject of migration outflow, uncovering the issues and strategies that they favour. The 2009 Portuguese legislative elections offer a privileged site for empirical inquiry. Not only are emigrants able to elect members of the national parliament  through particular voting districts, but also a complete period of electoral campaigning under standard institutional conditions (rather than early elections) could thus be followed in real-time by the research team. Analysis draws chiefly on electoral manifestos, campaign activities, and first-hand interviews with members of the parliament and public officials. A close tie between the capacity of parties to organize abroad and the salience of issues related to the emigrant population in party programs is exposed. It is argued that the ambigous position of external voting between the strengthening of national(istic) bonds and transnational citizenship is disputed within the party system, since attitudes towards each of these perspectives vary across parties. Parties must therefore be understood as key players in the ongoing redefinition of the political agency of migrants, bearing a significant impact on their participation and representation. Last, implications for future research are addressed.

Three broad themes are examined (1) the adaptation of state and local parties to the more candidate-centered politics of the telecommunications age and the subsequent importance of campaign finance; (2) ideological polarization in the party system; and (3) regionalism in American politics. The author highlights directions for future research.

Abstract For the past two decades, the characteristic feature of the Czech Republic and the Republic of Slovenia’s party system has been relatively invariable and closed to fundamental change. In both cases, there has been a distortion of the change and its nature which occurred around 2010, when new political entities began to emerge on the political scene. These entities have received support from a large part of the electorate. The reason for the success of the new political parties is mainly related to the dissatisfaction of the Czech and Slovenian public with the political situation and the conviction of citizens about the widespread corruption among public officials. The success of the newly formed entities caused the decline of primarily established parties. The aim of this article is to determine the effect of these changes on the party systems, and simultaneously to answer the question, to what extent both party systems are institutionalized. The answer to this question can be obtained by measuring the extend of institutionalization of party systems based on three criteria, which are incorporation of political parties in the party system, party system stability and quality of party competition.

I should like to comment on the fine article, “Party Loyalty and Electoral Volatility: A Study of the Canadian Party System,” by Paul M. Sniderman, H.D. Forbes, and Ian Melzer in the June 1974 (vii, no. 2) issue of this journal. This article should be a major corrective in the study of Canadian political parties. In addition, the authors provide a number of useful insights which should fruitfully guide future research on parties.In the beginning of their article they point out that there is a “consensus among students of Canadian politics on the functions of parties and the nature of voting in Canada,” which consensus they call “the textbook theory of party politics.” Among the elements of this theory, according to the authors, is the interpretation that both major, old-line Canadian parties, the Liberals and Progressive Conservatives, are brokerage parties, and are, therefore, indistinguishable. Although the authors present evidence that calls into serious question other aspects of the “textbook theory,” such as the supposed lack of validity of the concept of party identification in Canada and the purported high level of electoral volatility of the Canadian voter compared to the British and American voter, the authors at the end of their article still accept important elements of the “textbook theory.” Thus, on page 286 they incorporate into their conclusion the idea that “it is surely true… that the major parties advance very similar platforms and share the same overall economic ideology.”

Political party systems are an important element of political systems in Africa and elsewhere. They form the central intermediate institution between the general population and the government. Party systems represent and aggregate diverse political views and group interests, and they form coalitions that then form governments with potentially important consequences of democracy and political stability. Unlike the case in the period directly after independence, African party systems have been overwhelmingly multiparty since the 1990s. As a result, the literature has grown significantly, although most works focus on political parties rather than party systems. Many efforts have been devoted to classification, referring to the legal context as well as, more specifically, the number of relevant parties, the levels of institutionalization, and, less often, the degree of ideological or other polarization. While levels of institutionalization and ideological differences are generally not pronounced, more than half of African party systems have been one-party dominant, of which most are authoritarian. In contrast, two-party and pluralist-party systems, which make up approximately one half of all multiparty systems, are generally more democratic. Besides determining classifications, most analytical work focuses on the determinants of African party systems using quantitative and qualitative as well as macro- and micro-level methodologies. Three determinants are debated: first, ethnicity, which has been cited as the main social cleavage behind African party systems; however, while ethnicity matters, its effects vary and are limited; second, political institutions, especially electoral systems for legislative elections, which only partly explain fragmentation or other features; third, the performance of political parties and rationalist approaches. Scholars largely agree that all of these elements need to be taken into account. While certain functions of party systems may facilitate democratization and political stability or other outcomes, little empirical work exists on the consequences of party systems. Some evidence suggests that highly institutionalized, moderately fragmented, and polarized systems promote democracy. Future research faces many challenges, in particular the development of integrated theory and more fine-grained data, as well as an increased focus on the consequences of party systems.

Throughout its history, India has employed first-past-the-post (FPTP) electoral rules for nearly all of its legislative elections. Though India uses a relatively common set of electoral rules, three features of India’s FPTP electoral system stand out. First, India’s election constituencies exhibit persistent malapportionment, even after a recent redrawing of constituency boundaries. Second, India mandates representation for historically disadvantaged ethnic groups—and, more recently, women at the local level—by setting aside, or “reserving,” seats in which only members of certain groups may compete for office. Third, political parties often form pre-election alliances in which multiple parties agree not to field candidates against one another. As a result of frequent pre-election alliances, India’s party system exhibits a number of characteristics rarely found in countries using FPTP rules.

All Sahelian political regimes had adopted multiparty elections by the 1990s, however, few of the subsequent elections led to peaceful political change or democratization. These newly adopted multiparty systems produced a variety of outcomes ranging from the continued rule of a given political party, to the fracturing of political parties, to military intervention, to near state collapse. This chapter offers a historical account of political parties within this context. It identifies the broad historical trends from independence until the multiparty elections, and presents a typology of political parties in the Sahel. It then presents an initial analysis of the thirty-five legislative elections that have taken place in these six countries since multiparty systems have been installed. The chapter finds that the Sahel may represent an ideal sub-region for comparative analysis for future research on political parties, party systems, political transitions, and regime trajectories in Sub-Saharan Africa.

A systematic literature review (SLR) from 1991 to 2019 is carried out about EFQM (European Foundation for Quality Management) excellence model in this paper. The aim of the paper is to present state of the art in quantitative research on the EFQM excellence model that will guide future research lines in this field. The articles were searched with the help of six strings and these six strings were executed in three popular databases i.e. Scopus, Web of Science, and Science Direct. Around 584 peer-reviewed articles examined, which are directly linked with the subject of quantitative research on the EFQM excellence model. About 108 papers were chosen finally, then the purpose, data collection, conclusion, contributions, and type of quantitative of the selected papers are discussed and analyzed briefly in this study. Thus, this study identifies the focus areas of the researchers and knowledge gaps in empirical quantitative literature on the EFQM excellence model. This article also presents the lines of future research.

The article is devoted to the general patterns of political parties formation in Russia at the beginning of the 20th century. They were preceded by proto-party organizations that were far from being ideologically monolithic. Under the conditions of rapid differentiation of political forces, the existing alliances were often accidental and situational. They hung on to the legacy of the pre-revolutionary era, when the public was just “learning” to talk about politics, and the boundaries between different ideological structures were quite rather relative.

AbstractPolicy towards Hungarians living in neighbouring countries has been a central issue for Hungarian governments, yet Hungarian diaspora living mainly in Western Europe and North America have received very little attention. This has changed after the 2010 landslide victory of Fidesz. The new government introduced a structured policy focused on engaging Hungarian diaspora, largely due to the nationalist rhetoric of the governing party. The article argues that this change reflects a turn of Hungarian nationalism into what Ragazzi and Balalowska (2011) have called post-territorial nationalism, where national belonging becomes disconnected from territory. It is because of this new conception of Hungarian nationalism that we witness the Hungarian government approach Hungarian communities living in other countries in new ways while using new policy tools: the offer of extraterritorial citizenship; political campaigns to motivate the diaspora to take part in Hungarian domestic politics by voting in legislative elections; or the never-before-seen high state budget allocated to support these communities. Our analysis is based on qualitative data gathered in 2016 from focus group discussions conducted in the Hungarian community of Western Canada to understand the effects of this diaspora politics from a bottom-up perspective. Using the theoretical framework of extraterritorial citizenship, external voting rights and diaspora engagement programmes, the paper gives a brief overview of the development of the Hungarian diaspora policy. We focus on how post-territorial nationalism of the Hungarian government after 2010 effects the ties of Hungarian communities in Canada with Hungary, how the members of these communities conceptualise the meaning of their “new” Hungarian citizenship, voting rights and other diaspora programmes. We argue that external citizenship and voting rights play a crucial role in the Orbán government’s attempt to govern Hungarian diaspora communities through diaspora policy.

The author investigates political radicalism in the Czech Republic, a rather heterogeneous current considering the structure of participants: from political parties to the extremist organizations. The peculiarity of the Czech party system is the existence, along with typical radical parties, of other non-radical parties whose representatives support xenophobic, nationalist and anti-Islamic statements. This is primarily the Civil Democratic Party, known for its critical attitude towards European integration, and the Communist party of the Czech Republic and Moravia, which opposes Czech membership in NATO and the EU. Among the Czech politicians, who are close to radical views, analysts include the well-known for its anti-Islamic position of the Czech President M. Zeman and the leader of the movement ANO, billionaire A. Babich. Voters vote for them not because their economic or social programs are particularly attractive to the electorate, but because of dissatisfaction with the economic situation in the state. Almost all right populist parties oppose European integration, interpreting it as an anti-national project run by an elite distorted by a deficit of democracy and corruption.
