Law No. 6 of 2014 mandates that village development planning should be implemented in a participatory manner, involving all communities including vulnerable groups (minorities, disabled, women, poor). It is so that the development undertaken by the village really beneficial to all villagers in the village. However, to date, most villages in Indonesia are still unable to implement the mandate of the Act. There are villages that carry out elitist development planning, fully undertaken by the village administration without the involvement of the community. There are also villages that have tried to involve the community, through musrenbangdes mechanism, but unfortunately not all community components are invited in the musrenbangdes. The impact of development planning that has not been participatory is that village development can not be felt by all levels of society. Meanwhile, village development can not be said to succeed if there are still some people who have not been able to feel the benefits. As one of the efforts to realize the participatory village development planning, PSPK UGM conducts training on planning, budgeting and evalauasi of village development results in Jomboran Village. The activity involves representatives from all components of the village community (community members, administrators of social organizations, and village government), and through this training it is hoped that in the future village development planning can be implemented in a participatory manner so that the results of the builders can be felt by all citizens.

This study aims to analyze the village fund policy, especially on the implementation process of village funds project from planning, disbursement, utilization to accountability. The research was conducted on seven villages receiving the village fund in Pineleng Sub-district, Minahasa District, North Sulawesi Province. This research was conducted for 3 (three) months from January to March 2017. This research uses primary and secondary data. Primary data comes from observations and interviews. The samples in this study were members of the village community in Pineleng Sub-district of Minahasa District in seven villages namely Sea, Sea One, Warembungan, Pineleng Dua Indah, Kali, Kali Selatan and Winangun Atas. Each village takes 10 (ten) respondents for each village so the total number of community members who become sample is 70 (seventy) respondents. The results show that the village fund program in Pineleng Sub-district is running well, but for the future it is necessary to increase the capacity and skill of the village government apparatus in order to support the implementation of this program to improve the economy and better society welfare.

AbstractThis study aims to determine the perceptions of the people of Romean Village, Yaru District, West Southeast Maluku Regency on the management of village funds to improve the welfare of the village community. This research conducted a discretive caulitative approach using the analysis flow from Millis and Huberman. The technique of collecting data is through interviews with village government officials and several community members as informants. The results showed that Village Fund Management was not optimal because of low human resources, low level of community participation in village program planning, low supervision, lack of accountability and transparency in managing village funds, and finally the impact of village funds on community welfare was still low.Keywords: Community Perception and Village Fund Management

The background of this research is the phenomenon of village development planning in Sukamaju village which has not been implemented well due to the low human resources in knowledge about RKPDes. The planning of the development in Sukamaju Village using the theory of Syaodih consists of achieving better goals in the future, utilizing resources optimally, paying attention to limitations and striving for efficiency and effectiveness. The purpose of this study is to know the Village Government Working Plan in Sukamaju Village Cilawu District Garut Regency in 2018. This research uses descriptive analysis method. The author took the research location in Sukamaju Village Cilawu District Garut Regency, involving Sukamaju Village government and community Sukamaju Village District Cilawu Garut regency with the number of informants 5 people. From the interviews and observations, it is found that RKPDes in Sukamaju village is still lacking in human resources aspect because the team in RKPDes is still new and not yet understand its duty and its function to run RKPDes. But the effort from Sukamaju Village is to conduct guidance and counseling for Sukamaju Village employees.

The objectives of this study are: 1) to find out how the impact of the POKMAS program on village community empowerment; and 2) to find out what are the factors that hamper the effectiveness of POKMAS in an effort to realize the empowerment of rural communities. Based on the combination of Cluster Analysis and Root Cause Anaysis methods, the POKMAS program has proven to have implications for the empowerment of rural communities as indicated through three things, namely: 1) an increase in income especially the poor; 2) the community is able to arrange village development planning and implementation; and 3) the community is able to take responsibility. However, the implementation of the program still leaves four problems, namely: 1) the limited amount of grant funds is adjusted to the needs of the village; 2) low participation of the poor and women; 3) the interests of individuals or small groups are still more dominant; and 4) limited administrative capacity. Overall, the POKMAS program has proven to have achieved village independence so it is important to hand over development to the village. This finding can be a proliferation of empowerment models that are based on the transfer of village authority.

Abstact : The process of implementing village development activities requires a good planning. In the preparation of development planning, the village government is required to be accountable and participatory, considering that this is the mandate of the Regulation. In addition the quality of village development will be determined by the extent of the role of the community in providing aspirations, implementing, monitoring, and evaluating the village development as well as the extent to which the village government is able to implement the values of accountability so that the community has access to information and data related to village development. This study using a qualitative approach. Primary data sources in this study were obtained through interviews with the objects interviewed, including: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, and Tokoh pemuda. Based on the results of the analysis of this study, it is known that the level of involvement of the villagers in Sumberngepoh in the process of planning, implementing, and monitoring development is still lower. Communities that should be involved have not been well involved, such as vulnerable groups, disabled people, marginal communities, the poor, and women are still not actively involved. While in terms of accountability, based on the results, it is known that the delivery of information related to the planning and implementation process of village development has started well, although there are many things need to be improved. Such as the process of submitting the reports related to the implementation of previously planned development. Keywords : Participatory, Development Planning and Accountability. Abstrak: Proses pelaksananaan kegiatan pembanguna desa memerlukan perencanaan yang baik. Dalam penyusunan perencanaan pembangunan, pemerintah desa dituntut untuk akuntabel dan parisipatif, mengingat hal tersebut merupakan amanah UU Desa. Selain itu kualitas pembangunan desa akan ditentukan oleh sejauh mana peran masyarakat dalam memberikan aspirasi, melaksanakan, mengawasi, dan mengevaluasi pembangunan desa serta sejauh mana pemerintah desa mampu menerapkan nilai-nilai akuntabilitas sehingga masyarakat memiliki akses terhadap informasi dan data terkait pembangunan desa. Penelitian ini menggunakan pendekatan kualitatif. Sumber data primer dalam penelitian ini diperoleh melalui wawancara dengan objek yang diwawancarai, antara lain: Pemerintahan Desa, Lembaga Pemberdayaan Masyarakat Desa, Badan Permusyawaratan Desa, Tokoh Perempuan, Tokoh Masyarakat, dan Tokoh pemuda. Berdasarkan hasil analisa dari penelitian ini, diketahui bahwa tingkat keterlibatan warga Desa Sumberngepoh dalam proses perencanaan, pelaksanaan, dan pengawasan pembangunan masih belum maksimal. Masyarakat yang sepatutnya terlibat belum terlibat dengan baik, seperti kelompok masyarakat rentan, difabel, masyarakat marjinal, masyarakat miskin, dan kaum perempuan masih belum terlibat secara aktif. Sementara dari sisi akuntabilitas, berdasarkan dari hasil anlisa diketahui bahwa penyampaian informasi terkait proses perencanaan dan pelaksaan pembangunan desa sudah mulai baik, walaupun masih banyak hal-hal yang perlu diperbaiki. Seperti proses penyampaian laporan terkait pelaksaan pembangunan yang telah direncanakan sebelumnya. Kata Kunci : Partisipasi, Perencanaan Pembangunan dan Akuntabilitas.

The concept of village development has changed since the passing of Law number 06 of 2014. These changes have had a major impact on the concept of village development ranging from broader authority granted to village governments to the authority of village financial management. All these authorities have demands and responsibilities to the village government to strive for the welfare of the village community. The welfare of the village community becomes mandatory after the enactment of Law number 06 of 2014 concerning the Village, implicitly or explicitly giving clear instructions and making guidelines to the village government to maximize all efforts in realizing the welfare of the village community either through physical infrastructure development or human resource development. Because the village is a miniature of the Republic of Indonesia,the benchmark of the success and the progress of Indonesiaare reflectedby the smallest entity in the scale of village government. The impact of development in the village will be directly felt by the village community as a whole and indirectly affect the progress of the Republic of Indonesia.

Abstract. Village management is a crucial as the government closest unit to the community. So it needs a clear planning and arrangement to realize the welfare of the local community. A transparent planning involving citizens through the Village Mid-Term Development Plan (RPJM Desa) and the Village Government Work Plan (RKP Desa). Citizens’ engagement will produce results like meeting the needs of clothing, food and shelter, as well as to have an easy access to various services and other social activities. But creating a prosperous village community is uneasy; a government policy should be in place to regulate the welfare efforts, one of which is through a development policy. This research uses a descriptive qualitative approach. Data collection is performed through observation, interviews and documentation study. The findings show that the village development planning policy carried out based on the stages adjusted to the policy promulgated by the central government through Village Law Number 6 of 2014. Furthermore, it contains the elaboration of the stages of village development planning adjusted to the priority development policies. It is through this policy priority that Cidokom Village conducts a development program to improve the welfare of the village community. Abstrak. Pengelolaan desa menjadi penting, sebab unit pemerintahan tersebut paling dekat dengan masyarakat. Sehingga perlu perencanaan dan penataan yang jelas untuk mewujudkan kesajahteraan masyarakat setempat. Perencanaan yang transparan dan juga melibatkan warga dapat melalui Rencana Pembangunan Jangka Menengah Desa (RPJMDesa) dan Rencana Kerja Pemerintah Desa (RKPDesa). Pelibatan Warga akan membuahkan hasil terhadap terpenuhinya kebutuhann sandang, pangan, dan papan., serta untuk memiliki akses yang mudah pada berbagai layanan dan kegiatan sosial lainnya. Namun mewujudkan masyarakat desa yang sejahtera tidaklah mudah, perlu adanya kebijakan pemerintah yang mengatur langsung usaha kesejahteraan, salah satunya melalui pembangunan. Penelitian ini mengunakan pendekatan kualitatif deskriprif. Tujuannya untuk memudahkan peneliti dalam menjelaskan bagaiman hasil temuan diperoleh di lapangan. Adapun metodenya melalui observasi, wawancara dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa kebijakan perencanaan pembangunan desa dilakukan berdasarkan tahapan yang disesuaikan dengan kebijakan yangtelah dibuat olehpemerintahpusat melalui undang- undang desa nomor 6 tahun 2014. Selanjutnya berisi penjabaran tahapan perencanaan pembangunan desa yang disesuaikan dengan kebijakan prioritas pembangunan. Melalui prioritas kebijakan inilah Cidokom melakukan program pembangunan untuk meningkatkan kesejahteraan masyarakat desa.

<p><em>Tri hita karana's essence is not well understood by the community, so the Government of Ngis Village must be able to make persuasive communication in the implementation of tri hita karana in Ngis Village so that it can run well according to the meaning of tri hita karana. The imbalance of the ability of Ngis Village community to accept and digest the intention of globalization so that society is faced with various pressure.</em><strong><em></em></strong></p><p><em>The problems discussed are the first of the persuasive steps undertaken by the village government in implementing the tri hita karana in Ngis Village, Manggis District, Karangasem Regency, dissected using communicative action theory by Jurgen Hubermas, the result of the research shows that the persuasive step of the Ngis Village Government covers aspects of Parhyangan, Pawongan, and Palemahan. Second, the persuasive obstacles facing the village government in implementing the tri hita karana in Ngis Village, Manggis District, Karangasem  Regencywere dissected using the SOR (Stimulus-Organism-Response) theory by Fisher, the results indicate that these barriers include noice factor, prejudice, motivational barriers, different stakeholder obstacles between community and village government, and time constraints of implementation of activities. Thirdly, the impact of persuasive communication resulting from the efforts of the village government in implementing the tri hita karana in Ngis Village, Manggis District, Karangasem Regency was dissected using the theory dependence effect of mass communication includes: cognitive impact (change of knowledge), affective impact such as attitude change from indifferent to be concerned in applying of tri hita karana and willing to follow adat rules in dressing worship to the temple, and behavioral impact related to the behavior of Ngis Village community.</em><strong><em></em></strong></p>

This study aims to determine the level of village community participation in village development planning meetings to establish village government work plans (RKPDes). Belanting village is chosen using the Perposive Sampling method, with the research method using Descriptive Research. The research data collection technique uses observation techniques. From the results concluded: (1) The level of participation of the community attendance is high, (2) The constraints faced by the community when facing the development planning meeting are the letter of invitation in the village planning meeting.

UU telah mengatur tentang hak untuk mengelolah potensi desa salah satunya dalam sektor pariwisata. Pembangunan desa wisata merupakan realisasi dari pelaksanaan Undang-Undang Nomor 22 Tahun 1999 Tentang Otonomi Daerah. Pembangunan desa berbasis wisata tidak semerta-merta, melainkan perlu memperhatikan potensi desa yang ada di wilayah tersebut. Begitu pula dengan Desa Ketapanrame, kepala desa setempat menemukan ada potensi untuk dijadikan desa wisata. Dengan demikian, perangkat desa dan masyarakat bekerja sama guna merealisasikannya, salah satunya adalah Taman Ganjaran. Taman Ganjaran ini digadang-gadang menjadi alun-alun Desa Ketapanrame. Dengan adanya Taman Ganjaran ini perangkat desa berharap akan mampu meningkatkan perekonomian masyarakat Desa Ketapanrame. Selain itu, untuk kedepannya pemerintah desa juga akan membangun inovasi-inovasi lain guna tetap mempertahankan jumlah pengunjung yang datang. Kata Kunci : Pariwisata, Potensi Desa, Taman Ganjaran Abstract The law regulates the right to manage village potential, one of which is in the tourism sector. The development of tourist villages is a realization of the implementation of Law Number 22 Year 1999 concerning Regional Autonomy. Tourism-based village development needs to pay attention to the potential of villages in the region. Likewise with Ketapanrame Village, the local village head there found the potential to become a tourist village. Thus, the village apparatus and the community work together to make it happen, one of which is Ganjaran Park. This Ganjaran Park is predicted to become the Ketapanrame Village square. With the existence of the Ganjaran Park, village officials hope to be able to improve the economy of the Ketapanrame Village community.
