Abstract. Village management is a crucial as the government closest unit to the community. So it needs a clear planning and arrangement to realize the welfare of the local community. A transparent planning involving citizens through the Village Mid-Term Development Plan (RPJM Desa) and the Village Government Work Plan (RKP Desa). Citizens’ engagement will produce results like meeting the needs of clothing, food and shelter, as well as to have an easy access to various services and other social activities. But creating a prosperous village community is uneasy; a government policy should be in place to regulate the welfare efforts, one of which is through a development policy. This research uses a descriptive qualitative approach. Data collection is performed through observation, interviews and documentation study. The findings show that the village development planning policy carried out based on the stages adjusted to the policy promulgated by the central government through Village Law Number 6 of 2014. Furthermore, it contains the elaboration of the stages of village development planning adjusted to the priority development policies. It is through this policy priority that Cidokom Village conducts a development program to improve the welfare of the village community. Abstrak. Pengelolaan desa menjadi penting, sebab unit pemerintahan tersebut paling dekat dengan masyarakat. Sehingga perlu perencanaan dan penataan yang jelas untuk mewujudkan kesajahteraan masyarakat setempat. Perencanaan yang transparan dan juga melibatkan warga dapat melalui Rencana Pembangunan Jangka Menengah Desa (RPJMDesa) dan Rencana Kerja Pemerintah Desa (RKPDesa). Pelibatan Warga akan membuahkan hasil terhadap terpenuhinya kebutuhann sandang, pangan, dan papan., serta untuk memiliki akses yang mudah pada berbagai layanan dan kegiatan sosial lainnya. Namun mewujudkan masyarakat desa yang sejahtera tidaklah mudah, perlu adanya kebijakan pemerintah yang mengatur langsung usaha kesejahteraan, salah satunya melalui pembangunan. Penelitian ini mengunakan pendekatan kualitatif deskriprif. Tujuannya untuk memudahkan peneliti dalam menjelaskan bagaiman hasil temuan diperoleh di lapangan. Adapun metodenya melalui observasi, wawancara dan juga studi dokumentasi. Hasil penelitian menunjukan bahwa kebijakan perencanaan pembangunan desa dilakukan berdasarkan tahapan yang disesuaikan dengan kebijakan yangtelah dibuat olehpemerintahpusat melalui undang- undang desa nomor 6 tahun 2014. Selanjutnya berisi penjabaran tahapan perencanaan pembangunan desa yang disesuaikan dengan kebijakan prioritas pembangunan. Melalui prioritas kebijakan inilah Cidokom melakukan program pembangunan untuk meningkatkan kesejahteraan masyarakat desa.

Village government is the lowest level of government in the Government of the Republic of Indonesia. Its existence is very strategic for the implementation of programs of the central government, local government, and the wishes of the village community, so that the village government can help create a balance between the goals desired by the state and those desired by the people, namely the welfare of the people. For this reason, the role of village government officials is important to achieve the success of implementing village government tasks. In fact, there are still many village government officials who have not been able to carry out their duties and authorities properly and correctly. How are efforts to strengthen the role of village government officials so that they are able to carry out their duties and authority properly and correctly? One effort that can be done is to provide technical guidance to village government officials regarding village governance, the duties and authorities of village government officials, as well as the preparation of village regulations. Through this activity, it is hoped that the role of the village government apparatus in carrying out their duties and authorities will be strong, so that their duties and authorities can be carried out properly and correctlyABSTRAK;Pemerintahan desa adalah tingkat pemerintahan terendah di dalam Pemerintahan Negara Republik Indonesia. Keberadaannya sangat strategis bagi penerapan program pemerintah pusat, pemerintah daerah, dan keinginan masyarakat desa, sehingga pemerintah desa dapat membantu terciptanya keseimbangan tujuan yang diinginkan oleh negara dan yang diinginkan oleh rakyat yaitu kesejahteraan rakyat. Untuk itu peran aparatur pemerintahan desa menjadi penting untuk mencapai keberhasilan pelaksanaan tugas pemerintahan desa. Pada kenyataannya masih banyak aparatur pemerintahan desa yang belum dapat melaksanakan tugas dan wewenangnya dengan baik dan benar. Bagaimana upaya menguatkan peran aparatur pemerintahan desa, agar mampu menjalankan tugas dan wewenangnya secara baik dan benar? Salah satu upaya yang dapat dilakukan adalah memberikan bimbingan teknis kepada aparatur pemerintahan desa mengenai pemerintahan desa, tugas dan wewenang aparatur pemerintah desa, maupun penyusunan peraturan desa. Melalui kegiatan ini diharapkan peran aparatur pemerintahan desa dalam melaksanakan tugas dan wewenangnya menjadi kuat, sehingga tugas dan wewenangnya dapat dilaksanakan dengan baik dan benar.

Community service activities are one of the activities that aim to assist the government in improving Good Government. Community participation is still very low in implementing the principles of good government. Yet society is a very important part of these principles. Because the role of the community is still very low, community service is held in the form of counseling and socialization about the importance of community participation in improving good government. To realize a civil society, good governance is needed, both at the center and at the local level so that they can work well together so that the goals desired by the community are carried out, and this is not the task of the central government alone but the government under it starting from the village government and local government. that is what we know as the implications of village autonomy. The village community is expected to become a useful community, especially in the process of administering government (at the village level in particular). Because the participation of the village community is a real embodiment of Good governance. This kind of society will be solid and actively participate in determining various government policies. In addition, this kind of society will also carry out an effective supervisory function in the implementation of government administration. If the community is not yet effective in front of the government and there are still many social problems in it such as conflict and group anarchism, it is very unlikely that Good governance can be implemented.

This study aims to determine the level of village community participation in village development planning meetings to establish village government work plans (RKPDes). Belanting village is chosen using the Perposive Sampling method, with the research method using Descriptive Research. The research data collection technique uses observation techniques. From the results concluded: (1) The level of participation of the community attendance is high, (2) The constraints faced by the community when facing the development planning meeting are the letter of invitation in the village planning meeting.

The purpose of this study was to determine the role of the village government of Jambi luar kota in empowering rural communities in rural independence and development. As we know, The Village autonomy is genuine, round, and complete autonomy and is not a gift from the government. Instead, the government is obliged to respect the original autonomy held by the village. As a form of democracy, a village consultative body was formed in the village which functioned as a legislative and supervisory body for the implementation of village regulations, village income and expenditure budgets, and village head decisions. The village budget includes original village income, APBN allocation known as the Village Fund, part of the district/city revenue and tax, village fund allocation which is part of the balance funds received by the district/city, financial assistance from the provincial APBD and district / APBD cities, grants and non-binding donations from third parties. With so many funds for village development above, can the village government implement an independent village development and support the village development program launched by the central government or vice versa. This study was conducted using a qualitative research approach. This research was conducted in Jambi Luar Kota and in Muaro Jambi Regency. The results of this study found that the empowerment of Village Communities in Self-Reliance and Development in Jambi Luar Kota District even though it has been done, the results are not yet optimal. it is due to several factors: 1). The study aims to determine the effectiveness of the village midterm development planning process / RPJMDes and the village government work plan / RKPDes implemented by Sidomukti Village Government, Muara Kaman District, Kutai Kartanegara District, which was evaluated based on Permendagri No 114/2014 on village development guidelines. The study uses an evaluation method with a qualitative descriptive approach, data collection through documentation and interview studies, data analysis using reduction, data presentation, and concluding. The results of the study found that in the preparation of the RPJMDes and RKPDes, the village government had not yet fully implemented the stages as stipulated in Permendagri No 114/2014, in the preparation of the RPJMDes there were 3 stages not carried out namely aligning the direction of district policy, assessment of village conditions, and village deliberations, while in the preparation of the RKPDes there were no indicative ceilings, this was due to the lack of competence of the Village Government officials in preparing the RPJMDes and RKPDes, weak administrative management, and lack of community participation.

Ketujuh azastersebut meliputi azas kepastian hukum, azas tertib penyelenggaran, azas kepentinganumum, azas keterbukaan, azas proporsionality, azas prfesionalitas dan azasakuntabilitas.Otonomi daerah juga terbagi atas Pemerintahan Tingkat Provinsi,Pemerintahan Tingkat Kabupaten/Kota, dan Pemerintahan Tingkat Desa.Pemerintahan Desa dikatakan pemerintahan yang otonom karena dalam UU No. 6Tahun 2014, desa adalah kesatuan masyarakat hukum yang memiliki kewenangan untukmengurus dan mengatur kepentingan masyarakat setempat berdasarkan adat istiadatdan asal usul yang diakui oleh Negara. The village fund is expected village government and technical institutions can realize the vision of Jayapura city government that believes, independent, unified, modern, prosperous based local wisdom.  The city of Jayapura has established the Community Entrepreneurship Agency (BKM) in each village/village/Kelurahan in order to manage the funds of the village/village/Kelurahan more effectively, efficient, precisely targeted to support the governance activities Good and transparent. The purpose of this research is to describe the management of ADD in village community empowerment as well as driving and inhibiting factors. The results showed that optimizing village funds allocation in the development of community entrepreneurship at Village Tobati Jayapura City is already running but not maximally, hence the need for strategy.  STRATEGY (W-O) makes strategy that utilizes the opportunity to overcome weaknesses, namely consist of: Government policy that makes Village Tobati as a demonstration village for tourism, this is an opportunity to add Income or family's confidentiality. The help of Village fund, ADK, ADD the average routine each year.  The commitment of the city government to improve and develop fisheries sector, especially the cultivation of fish cages very smooth and good means of transportation, and the help of the Prospect fund from the years 2016 and 2017 for the business of kiosk, sales Pinang, vegetable sales + Seasoning Kitchen, selling cold beverages + juice jacket, selling yellow rice, handicraft business, business selling pulse, oil kerosene + gasoline, net business. The opportunities mentioned above show that weaknesses in Village Tobati can be overcome well because of the very dominant opportunities in the village. Therefore the need for awareness from the local community to take advantage of the opportunities that exist for the welfare of the family in doing some very promising efforts.

Mapping of data and information on the preparation of village development planning dikecamatan Tambang Kabupaten Kampar. The preparation of village development planning is very important to be carried out by the village head and its equipment. The objectives of the village planning arranged for the village development plan can be discussed in the village development consultation forum. In this Forum the village development plan is matured, so it becomes the Village Development Plan. The preparation of village development planning can not be carried out properly, without complete data and information either in the implementation of village government, organization and governance of village administration, village finance, village profile and other information related to governance and community empowerment. The three villages that were used as research mapping object in Kampar sub-district Tambang were Tarai build village, Rimbo Panjang village and Tambang village. Village development planning in the three sample villages appears to be underdeveloped by complete data and information, and this has a major impact on the Village Mid Term Development Plan (RPJMDesa) and the Government-Village Action Plan (RKP -Desa) which guides development implementation in the countryside

Abstrak This study aims to discuss trends in the use of village funds. Basically, the village government is obliged to prosper the village community with a village fund budget that has been channeled directly by the central government because the village government is directly in contact with rural communities. However, in line with the village budget allocation to the village government more and more fraud has occurred. In the study, measuring the level of fraud on the use of village funds, in this study used two variables, the dependent variable (the tendency of fraud on the use of village funds) and the variable free (the nature of love of money and spiritual intelligence). The results of the regression calculations show that Love of Money (X1) has a partial effect on the Fraud Tendency on the use of village funds. Whereas Spiritual Intelligence (X2) has no partial effect on the Fraud Tendency on the use of village funds.
