This study aims to analyze the village fund policy, especially on the implementation process of village funds project from planning, disbursement, utilization to accountability. The research was conducted on seven villages receiving the village fund in Pineleng Sub-district, Minahasa District, North Sulawesi Province. This research was conducted for 3 (three) months from January to March 2017. This research uses primary and secondary data. Primary data comes from observations and interviews. The samples in this study were members of the village community in Pineleng Sub-district of Minahasa District in seven villages namely Sea, Sea One, Warembungan, Pineleng Dua Indah, Kali, Kali Selatan and Winangun Atas. Each village takes 10 (ten) respondents for each village so the total number of community members who become sample is 70 (seventy) respondents. The results show that the village fund program in Pineleng Sub-district is running well, but for the future it is necessary to increase the capacity and skill of the village government apparatus in order to support the implementation of this program to improve the economy and better society welfare.

This study aims to understand the practice of government financial accountability in Kludan Village, Tanggulangin District, Sidoarjo Regency. Village finances are very interesting to study, because of the large amounts of funds released by the centre for the development and welfare of communities in the village. This study uses two forms of public accountability, namely vertical accountability and horizontal accountability. The use of these two forms of accountability is expected to be able to dig deep information for the village government. This study uses an interpretive paradigm with a case study method. The data used are primary data, obtained from interviews with informants and secondary data obtained from documentation owned by the village government. Village culture is also a tool used by researchers in making decisions when observing research carried out. This is because village culture also influences the way the community and village government think about making decisions. The results showed that the village financial accountability vertically and horizontally had been carried out in accordance with the rules of government on 113 of 2014. This was evidenced by the implementation which was carried out in a transparent, accountable, participatory as well as orderly and budgetary discipline. However, there is still a lack of mastery by village officials regarding the recording of accountability reports. The village government tends to have less accountability. This will have an impact on the level of trust of the village community and the welfare of the village environment.

Based on Law No. 6 of 2014 Village development is an effort to improve the quality of life and life for the maximum welfare of the village community. Community needs that are a priority of the village include the development and maintenance of infrastructure, the environment in order to create comfort and prosperity for the community. Village Development is carried out by the village government by involving the entire village community. This research is motivated by high APBDes realization data, but there are damaged village roads. The purpose of this study was to determine the effectiveness of the APBDes in Sindanglaya Village development and its inhibiting factors. The theory used by Emitai Etzioni to measure the effectiveness of the APBDes in the development of the Sindanglaya Village based on the dimensions of adaptation, integration, motivation, and production. Researchers used a qualitative research method descriptive approach. Primary data sources used are the results of observations and interviews; Secondary data used are the Sindanglaya Village LPPD document and APBDe 2016-2018. Realization Report, the text of the Law. Data collection techniques with observation, interviews, and documentation. The data analysis technique used is the Miles and Hubberman model with the stages of reduction, data display, and drawing conclusions. The results of this study indicate the effectiveness of the APBDes in the development of Sindanglaya Village, Cimenyan District, Bandung Regency, is said to be effective. Based on the dimensions of adaptation, integration, and motivation can be said to be effective, but the dimensions of production have not been effective; Inhibiting factors include environmental characteristics, human resources, and community participation.

This study examines the task of village heads in carrying out their duties in Aur Kuning Village, Kampar Kiri Hulu Subdistrict, as agreed in the Regulation of the Minister of State for Administrative Reform Number: 13 of 2009 concerning Guidelines for Improving the Quality of Public Services, Rights, Duties and Obligations of Village Heads in accordance with the provisions of Law Number 6 of 2014 concerning Villages. Article 26 The Village Head who organizes the Village Government, implements Village Development, Village community development, and empoweres the Village community. The design of this study uses a qualitative descriptive method that will discuss and review secondary data related to documents relating to the Village Head in the Task Process in Aur Kuning Village, Kampar Kiri Hulu Subdistrict. In addition, so that the research objectives can involve researchers also using primary data as a result of interviews with research informants, namely: Village Chief Aur Kuning, Secretary of Desa Aur Kuning, Village Staff of Aur Kuning and Community of Desa Aur Kuning. The Village Head in Aur Kuning Village, Kampar Kiri District has been effective in the context of development. His job was as the head of Aur Kuning Village, Kampar Kiri District

 The purpose of this study was to determine the use of village funds in community empowerment programs in 8 villages, which were chosen deliberately (purposive sampling) from 19 villages in Sonder District. This research lasted for 2 months from October to November 2018. The data used in this study are primary data and secondary data. Primary data is data obtained from interviews with 4 respondents per village selected based on accidental sampling so that the total number of respondents from 8 villages is 32 community members. The interview was intended to find out the opinion of the community about the use of village funds. Secondary data in this study is data obtained from the APBDES document (Village Budget and Revenue). Data analysis method in this research uses descriptive method. The results showed the use of village funds in Sonder Subdistrict for physical programs amounted to 14 types of activities and for empowerment programs amounted to 15 types of activities. Therefore the total activities amounted to 29 activities. The opinion of the community who stated agreed on the openness of the village government to the village funds amounted to 68.75% and 31.25% of the community stated disagree. The community stated that they agreed to use the village funds for development programs amounted to 75%  and 25% of the community disagreed. The opinion of the community that stated that the development program was approriate amounted to 78.12% and 22.88% of the community stated that it was not appropriate. *eprm*

Law No. 6 of 2014 mandates that village development planning should be implemented in a participatory manner, involving all communities including vulnerable groups (minorities, disabled, women, poor). It is so that the development undertaken by the village really beneficial to all villagers in the village. However, to date, most villages in Indonesia are still unable to implement the mandate of the Act. There are villages that carry out elitist development planning, fully undertaken by the village administration without the involvement of the community. There are also villages that have tried to involve the community, through musrenbangdes mechanism, but unfortunately not all community components are invited in the musrenbangdes. The impact of development planning that has not been participatory is that village development can not be felt by all levels of society. Meanwhile, village development can not be said to succeed if there are still some people who have not been able to feel the benefits. As one of the efforts to realize the participatory village development planning, PSPK UGM conducts training on planning, budgeting and evalauasi of village development results in Jomboran Village. The activity involves representatives from all components of the village community (community members, administrators of social organizations, and village government), and through this training it is hoped that in the future village development planning can be implemented in a participatory manner so that the results of the builders can be felt by all citizens.

This research aims to describe, know and analyze management of village funds management. Management of village Funds management is measured through planning, implementation, supervision and responsibility or reporting. The research was conducted in Sungai Gelam village, Muaro District, Padang Gelam District. The type of data used in this study is primary data and secondary data. Data collection techniques are done triangulated (combined) i.e. observation, interviews, libraries, and documentation. This research is descriptive using a qualitative approach and the analysis is inductive or qualitative. Based on the results of the research of all processes in the management phases of the village fund management has been implemented, but the results for the planning and implementation process are still not optimal. This can be seen from the difference between the village's income budget and the realization of the village's income, where the realization of the village revenue is smaller than the planned village's income budget, as well as the amount of the village expenditure is not clear Thus grouped into other unexpected shopping fields. The amount of realization of village expenditure is greater than the amount of village revenue resulting in excess village expenditure. At the supervision and accountability stage or report the village funds is good enough. Local government support as well as human resources owned are supporting factors in conducting good Village fund management management. While the inhibitory factor is the concern for the planning between the village and the subdistrict is still not in sync, still the low allocation of village funds to support the operation of village governance and lack of socialization about the management of village funds to the village community.

<p>Abstract<br />Human behavior is defined as an effort made by humans because of a need. A human being is said to<br />have reasonable behavior if there is an effort to harmonize the role of humans on their needs as individual<br />beings and also as social beings. Spatial Language Theory explains that human reputation and the way<br />they get along with other humans are the most powerful things that humans feel. Therefore, the way in<br />which a space facilitates or hinders this behavior is the most important thing to consider when observing<br />and designing a space. In line with this theory, the theory of 9 Guiding Elements of Design explains that<br />the ideal design of a space is carried out through a process of analysis of the Needs and Wills of the space<br />user. This study aims to identify the effect of Cohousing Communal Space in Kampung Communities<br />in East Java on the Behavior of Community Members. The qualitative narrative research method was<br />chosen to examine: Primary Data Sources, in the form of direct observations and interviews conducted<br />by research assistants on the research object, and Secondary Data Sources, namely a collection of<br />various literature studies and documentation related to the research object. From the results of the<br />analysis carried out on the elements: User-Maker of Sapce, Content of Space and Shaper of Space, it can<br />be concluded that there are three Cohousing indicators found in the Kampung Community, namely:<br />Sense of Safety, Contractual Character, and Contractual Community. There is a match between the<br />behavior of community members with the physical and social background in the village community.<br />The behavior of the Village Community Members is formed because of the Communal Activities that<br />are carried out repeatedly in the Communal Space within the Village Community. This is due to the<br />Homogeneous Needs of Community Members.</p><p><br /><strong>Keywords: cohousing, communal space, 9 guiding elements of design, the language of space, human</strong><br /><strong>behavior</strong></p><p>Abstrak<br />Perilaku Manusia didefinisikan sebagai sebuah usaha yang dilakukan oleh manusia<br />dikarenakan adanya kebutuhan. Seorang manusia dikatakan memiliki perilaku wajar<br />apabila didalamnya terdapat upaya penyelarasan peran manusia atas kebutuhan mereka<br />sebagai makhluk individu dan juga sebagai makhluk sosial. Teori Bahasa Ruang menjelaskan<br />bahwasanya reputasi manusia dan cara mereka bergaul dengan manusia lain adalah hal<br />paling kuat yang dirasakan oleh manusia. Oleh karena itu, cara bagaimana sebuah ruang<br />memfasilitasi atau menghalangi perilaku ini menjadi sebuah hal yang paling diperhatikan<br />ketika melakukan pengamatan dan perancangan ruang. Sejalan dengan teori tersebut, dalam<br />teori 9 Unsur Pemandu Desain dijelaskan bahwasanya perancangan sebuah ruang secara<br />ideal dilakukan melalui proses analisa terhadap faktor Needs dan Wills dari pengguna ruang.<br />Penelitian ini bertujuan untuk mengidentifikasi pengaruh Ruang Komunal Cohousing pada<br />Komunitas Kampung di Jawa Timur terhadap Perilaku Anggota Komunitasnya. Metode<br />penelitian deskriptif kualitatif dipilih untuk mengkaji: Sumber Data Primer, berupa hasil<br />observGasi langsung dan wawancara yang dilakukan oleh asisten peneliti terhadap objek penelitian, serta Sumber Data Sekunder, yaitu kumpulan berbagai studi literatur dan dokumentasi terkait objek penelitian. Dari hasil analisa yang dilakukan terhadap unsur-unsur:</p><p>Pengguna-Pembuat Ruang, Muatan Ruang, dan Pembentuk Ruang dapat disimpulkan bahwa<br />terdapat tiga indikator Cohousing yang ditemukan di dalam Komunitas Kampung, yaitu:<br />Sense of Safety, Contractual Character, dan Contractual Community. Terdapat kesesuaian antara<br />perilaku anggota komunitas dengan latar fisik dan latar sosial di dalam komunitas kampung.<br />Perilaku Anggota Komunitas Kampung terbentuk karena adanya Aktifitas Komunal yang<br />dilakukan secara berulang pada Ruang Komunal di dalam Komunitas Kampung. This research aims to analyze the Implementation of Village Financial System (SISKEUDES)  towards the government organization in Suwaan Village Kalawat Subdistrict North Minahasa Regency. This research using qualitative research approach as using primary data, which were in the form of interview and secondary data. The informants are the village head, the village secretaries, and the head of village government affairs. The result showed that : (1) The implementation of Village Financial System in Suwaan Village has running well (2) The procedure of SISKEUDES utilization done by 4 stages which are : Planning, Implementing, Administrating, and Reporting (3) Village Financial System has been giving the positive influence towards the performance of each employee. Therefore, Village Financial System holds an important role upon village government that impact directly by the employee of village. This is as accordance with the purpose on the implementation of Village Financing System which is to assist the work of villagers’ employee.Keywords: Village Financial System, Village Government

This study aims to determine how Administration, Reporting and Accountability of Dana Nagari in Batang Anai District, Padang Pariaman Regency, West Sumatra Province. There are three (3) aspects in village funds, administration, reporting and accountability. To achieve these objectives, descriptive qualitative research methods are used. Data sources are primary data and secondary data. Data collection techniques are carried out by observation, interviews, and documentation using qualitative descriptive analysis techniques. The results of the study show: (1) Administration carried out by the treasurer in the form of receipts and expenditures which are recorded in the general cash book, bank book, income details book, and financing details book which is equipped with receipts. (2) Reporting that the delay in disbursing village funds was due to the late regulation of the Regulations of the Regent of Padang Pariaman which caused the disbursement of stage I and phase II village funds to be delayed too late. (3) Accountability Submission of accountability reports to the public through various media, such as websites and billboards. Submission through this media can make it easier for the public to obtain information about the performance of the village government.

Abstrak : Reformasi dan otonomi daerah sebenarnya adalah harapan baru bagi pemerintah dan masyarakat desa untuk membangun desanya sesuai kebutuhan dan aspirasi masyarakat. Kewenangan Badan Permusyawaratan Desa (BPD) dalam melaksanakan fungsi pengawasan kepada pemerintah desa. Tujuan penelitian adalah untuk mengetahui kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-undang Nomor 6 Tahun 2014 tentang Desa dan fakor-faktor yang menjadi kendala Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan kepada pemerintah desa di Desa Sukaharja, Kecamatan Cibingbin, Kabupaten Kuningan. Metode penelitian ini dengan pendekatan yuridis empiris, yaitu menggunakan data primer dan sekunder dan dianalisis dengan metode deskriptif analisis. Hasil penelitian ini adalah kewenangan Badan Permusyawaratan Desa dalam melaksanakan fungsi pengawasan sesuai dengan Undang-undang Nomor 6 Tahun 2014 yaitu BPD memiliki hak untuk mengawasi dan meminta informasi tentang administrasi desa kepada pemerintah desa; menyampaikan pendapat tentang pelaksanaan pemerintahan desa, pelaksanaan pembangunan desa, pengembangan masyarakat desa, dan pemberdayaan masyarakat pedesaan; serta mendapatkan biaya operasional untuk pelaksanaan tugas dan fungsi anggaran pendapatan dan belanja desa serta faktor-faktor yang menjadi kendala yaitu dalam menerapkan fungsi supervisi kepada pemerintah desa terbagi menjadi 2 (dua) : faktor internal termasuk: sarana yang tidak memadai, pola komunikasi tidak berjalan dengan baik, dan anggota BPD tidak mengerti fungsi sedangkan faktor eksternal meliputi: masyarakat tidak mengerti fungsi BPD, ada sosialisasi pemerintah desa terkait fungsi Badan Permusyawaratan Desa , dan faktor sumber daya manusia masyarakat desa. Kesimpulan adalah kewenangan BPD dalam melaksanakan fungsi pengawasan sesuai Undang-Undang Nomor 6 Tahun 2014 tentang Desa yaitu BPD yang berhak mendapat pertanggungjawaban kepala desa dan meminta informasi kepada pemerintah desa.Kata kunci: Otoritas, BPD, Pengawasan, dan Pemerintahan Desa.�THE IMPLEMENTATION OF AUTHORITY OF VILLAGE CONSULTATIVE AGENCY IN RUNNING CONTROL FUNCTIONS ON VILLAGE GOVERNMENT (STUDY IN KUNINGAN REGENCY)�Abstract : The writer conducted this research with background to know the authority of Village Consultative Agency (Badan Permusyawaratan Desa) in implementing supervision function to village government. The purposes of writing this research� are to know the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village and what factors that become obstacles are faced by Village Consultative Agency in implementing supervision function to village government in Sukaharja Village, Cibingbin District, Kuningan Regency. This research used descriptive analysis research with juridical-normative approach. Stage of research is through literature research using primary and secondary data collected through documentation and analyzed descriptive qualitative method. The result of this research was the authority of Village Consultative Agency� in implementing supervisory function according to Law Number 6 of 2014 namely VCB has the right to supervise and request information about the administration of village administration to village government; to express opinions on the implementation of village governance, implementation of village development, village community development, and empowerment of rural communities; as well as obtaining operational costs for the execution of duties and functions of the village income and expenditure budget. The factors that into two: internal factor including: inadequate means, communication patterns were not working properly, and members of Village Consultative Agency do not understand the functions while external factors include: the community does not understand the functions of Village Consultative Agency, there was a socialization of the village government related to the function of Village Consultative Agency, and the human resource factor of the village community. The conclusion of paper was the authority of Village Consultative Agency in implementing supervision function according to Law Number 6 of 2014 about Village namely VCB was entitled to hold accountability of village head and ask for information to village government.Keywords: Authority, VCB, Supervision, and Village Government.
