The article examines the emergence of Kalmykia’s professional arts activities in the 1930s. Goals. It seeks to review formation stages of the ethnic school, determine its essentials and local features as part of Soviet artistic culture. In this regard, a fundamental research problem is that the vast majority of local pre-war visual arts works had been lost during the Great Patriotic War and Kalmyk deportation (1943–1956). Materials and Methods. Considered are works of Kalmykia’s first professional artists ― such as I. Nuskhaev, L. Ochirov,R. Bogoslavsky, etc. ― inspired by epic heritage and realia of Socialist construction. The study employs a historical-and-cultural approach which determines the use of sources (archival papers, eyewitness reports, available pictorial works and studies); characterizes the pre-war life of the republic and its integration into Socialist cultural environment. Results. The paper reveals a central event of the era, examines the preparation and arrangements of the 1940 jubilee exhibition to celebrate 500 years of the Kalmyk heroic epic of Jangar. Conclusions. Cultural heritage proved most essential to the formation of Soviet Kalmykia’s pictorial arts trend, central to the latter being traditions of Russian realistic art represented by ethnos-related works of V. Favorsky and his colleagues.

The paper provides a review on the joint Russian-Belarusian tutorial “History of the Great Patriotic War. Essays on the Shared History” published for the 75th anniversary of the victory in the Great Patriotic War. The tutorial was prepared within the project “Belarus and Russia. Essays on the Shared History”, implemented since 2018 and aimed at publishing a series of tutorials, which authors are major Russian and Belarusian historians, archivists, teachers, and other specialists in human sciences. From the author’s point of view, the joint work of specialists from the Russian Federation and the Republic of Belarus in such a format not only contributes to the deepening of humanitarian integration within the Union state, but also to the formation of a common educational system on the scale of the Commonwealth of Independent States or the Eurasian integration project (Eurasian Economic Union – EEU). The author emphasises the high research and educational significance of the publication reviewed when noting that the teaching of history in general and the history of the Second World War and the Great Patriotic War in particular in post-Soviet schools and institutes of higher education is complicated by many different issues and challenges (including external ones, which can be regarded as information aggression by various extra-regional actors).

The article put attention on the need for a methodological collaboration analysis of the academic and modern types of teaching sculpture in the specialized creative colleges and universities of the Republic of Kazakhstan in the modern educational and aesthetic discourse. The main research problem focuses on identifying and characterizing the most relevant educational theoretical and practical methods that can significantly increase the level of domestic art education in the art of sculpture. The author believes that a comprehensive scientific analysis of the educational potential of the Kazakhstani aesthetic originality of modern sculpture, its history and technical and technological features will give a possibility to understand deeply and see the big picture of the art education role in the general socio-cultural canvas of sovereign Kazakhstan. At the moment, the Kazakhstani art education system is on a peripeteia and it is necessary to clear the choice between academic and contemporary art practices or their harmonious synthesis. This work is devoted to these question’s analysis and the author's research work disclosure.

This study aims to define the interaction and tolerance of Hindus and Muslims in the life of a multicultural society. A socio-cultural approach related to local wisdom is used in this study. The application of qualitative methods with observation and in-depth interviews was used as a means of collecting data and information. Theories about multiculturalism were used to analyze the data. Azra (2007) states that multiculturalism is an understanding of life that puts forward togetherness on the principle of difference, whether religious, political, or ethnic differences. This study found that community life in Serangan Village, South Denpasar District, which consists of six banjars (village community organization) namely Banjar Ponjok, Banjar Tengah, Banjar Kaja, Banjar Peken, Banjar Kawan, and Banjar Dukuh, and an environment called Kampung Bugis Environment goes hand in hand in harmonious situation and condition. This research is expected to strengthen the understanding of multiculturalism for Indonesians who comes from hundreds of ethnicities with multi-variety languages, cultures, customs, traditions, and beliefs. The results of the research are also expected to have contributed to increasing the sense and value of nationalism towards the nation and the Unitary State of the Republic of Indonesia.

The current manner of evaluating the state and capabilities of the Ministry of Defense and the Serbian Armed Forces is gradually losing its relevance and partially deviates from the contemporary trends, which is why the paper singles out a special research problem, aimed at overcoming the traditional understanding of performance management, i.e. gradual introduction of the performance management process into the defense system. Taking into consideration the complexity of the mentioned research problem and the current level of the development of the defense system of the Republic of Serbia, the subject of the research is based on the possibility of considering the implementation of the performance management process of non-profit organizations within the Ministry of Defense and the Serbian Armed Forces. In this regard, the paper starts from the hypothetical view that certain elements of the performance management model of non-profit organizations can be successfully implemented within the defense system. The objective of this paper is to point out the possibility of developing similar solutions in the Ministry of Defense and the Serbian Armed Forces through the presentation of a strategic map and the dashboard of the performance management model of non-profit organizations, with a brief overview of the defense systems of some foreign countries. By the implementation of the method of content analysis, focused on the comparative analysis of the considered models, the research results have confirmed the set hypothetical framework. The paper concludes that there are the objective possibilities for the implementation of the performance management process of non-profit organizations within the Ministry of Defense and the Serbian Armed Forces.

The aim of this paper is to analize the role and importance of financial and non-financial instruments of supporting the sector of small and medium enterprises (SMEs) in the Republic of Srpska (RS). For that purpose, in late 2013 and early 2014, there was conducted a quantitative research on a sample of 110 respondents on the whole territory of RS, with the aim of finding the answers to the following question: What is the reason that a large number of SMEs in RS fail to provide adequate financial and non-financial support to their business activity and what measures should be taken in order to improve the current situation? In order to specify the research problem, we ask ourselves if the existing instruments of financial and non-financial support to the sector of SMEs in the RS are sufficiently developed and accessible, as to contribute to the successful growth and development of the said enterprises? We found that the above mentioned instruments of support to the SME sector in RS are not sufficiently developed. Respondents were acquainted with the sole instruments and models of financial and non-financial support that exist in RS. According to the results of the empirical research, we conclude that creating and mastering the models and instruments of financial and non-financial support to SME sector in the RS and providing the adequate business climate for their successful functioning, will increase the availability of favourable financial means for SMEs, as well as the possibility of using the positive aspects of clusters, guarantee funds, factorings and other forms of entrepreneurship infrastructure.

In the history of wars, humanity has more than once met with the blockade of cities of one of the belligerent countries. The blockade of Leningrad introduced a new page in the history of mankind. The artists who lived in the city during the blockade did not stop their work, understanding it as their civic duty, contributing to confronting the enemy and giving hope to achieve victory. Every day on the streets of Leningrad there were propaganda posters, caricatures of enemies, which were created by graphic artists, painters and sculptors. The works created by them entered the treasury of Soviet art and represent its golden fund. Despite all the difficulties of life in the besieged city, exhibitions were organized in it. The years of the Great Patriotic War inscribed a special page in the history of Soviet art, reflected the life of Leningraders in the besieged city and their struggle for victory over the enemy.

The 1945 Constitution, article 27 paragraph (3) and article 30 paragraph (1) mandates every citizen about the rights and obligations of every Indonesian citizen in the defense and security efforts of the state. State defense efforts are carried out in a universal defense system involving all citizens. In addition, the arrangement of defense areas throughout the Republic of Indonesia is based on Government Regulation Number 68 of 2014 concerning the Arrangement of National Defense Areas starting from the provincial level to the district/city level. One of them is in the city of Bandung. The implementation of the defense area arrangement is carried out in an integrated manner with the regional spatial plan. But its implementation in the city of Bandung has not been fully integrated. For this reason, research or evaluation of this policy is carried out. The research problem is about the initial conditions (antecedent), the implementation process (transaction), and the achievement results (outcomes) of the defense area arrangement policy in the Bandung City Spatial Plan. The aim of the research is to evaluate the policies at these three stages. This study uses a qualitative method with Stake's Countenance Model. The results of the study show: (1) the initial condition of the defense area arrangement in the Bandung City Spatial Plan has been based on Law Number 26 of 2007 concerning Spatial Planning and has been synergized, but not maximal yet; (2) the policy implementation process has been implemented, but not maximal ye; and (3) the results of the achievement of policies in the form of a Defense Area Plan have been realized and a the Defense Area Detail Plan has not been realized and has not been used as a reference in the preparation of the Bandung City Spatial Plan. The conclusion that the defense area arrangement policy in the Bandung City Spatial Plan was 57.7% in the moderate/moderate category.

Abstract. Snow avalanche data in the French Alps and Pyrenees have been recorded for more than 100 years in several databases. The increasing amount of observed data required a more integrative and automated service. Here we report the comprehensive web-based Snow Avalanche Information System newly developed to this end for three important datasets: an avalanche chronicle (Enquête Permanente sur les Avalanches, EPA), an avalanche map (Carte de Localisation des Phénomènes d'Avalanche, CLPA) and a compilation of hazard and vulnerability data recorded on selected paths endangering human settlements (Sites Habités Sensibles aux Avalanches, SSA). These datasets are now integrated into a common database, enabling full interoperability between all different types of snow avalanche records: digitized geographic data, avalanche descriptive parameters, eyewitness reports, photographs, hazard and risk levels, etc. The new information system is implemented through modular components using Java-based web technologies with Spring and Hibernate frameworks. It automates the manual data entry and improves the process of information collection and sharing, enhancing user experience, data quality, and offering new outlooks to explore and exploit the huge amount of snow avalanche data available for fundamental research and more applied risk assessment.

A comprehensive objective scientific understanding of political processes and changes in the multinational Russian state at the present stage is impossible without reference to the historical experience and the analysis of its national and regional components. In this context, the economic, social, cultural and political development of Dagestan in the years of the Great Patriotic War (1941 – 1945) deserves special attention of social scientists. The article traced the adjustments to the design and organization of the work of public authorities and management in Dagestan that started at the beginning of the Great Patriotic War. The article features Dagestani mobilization of military age people, the main directions of the political work among the population of the republic in the new extreme conditions aimed at the mobilization of material resources, spiritual and moral potential of the peoples of the region in order to achieve a speedy defeat of the enemy. The author comes to the reasonable conclusion that the efforts of the authorities, the selfless labor of workers in towns and villages, purposeful political work in a multinational region in time of war, as well as all over the country, helped repel the aggression and achieve victory over Nazi Germany.
