En Tonaya, el agave verde (Agave angustifolia Haw) se cultiva desde 1845, pero en la actualidad el agave azul (Agave tequilana Weber) lo ha reemplazado casi en su totalidad. El cambio de cultivo y el incremento en la demanda del licor de agave provocó daños ambientales. En este artículo se describe el contexto histórico, los efectos socioambientales generados por la industria destiladora de agave, y también se analiza cómo intervienen las instituciones gubernamentales; un estudio hasta hoy inexistente para la región. Se trabajó con información de archivos bibliográficos y de entrevistas a actores clave, mediante la técnica bola de nieve. Además, se analizaron los efectos causados a la biodiversidad y a la calidad del agua del vertido de desechos líquidos o vinazas en el río Tuxcacuesco. Se tomaron decisiones que redujeron la contaminación ambiental, sin embargo, muchas de las acciones se han abandonado, lo que de nuevo pone en riesgo la integridad del sistema acuático y lo que representa. Socio-environmental contextualization of agave in Tonaya, Jalisco, MexicoIn Tonaya, the Agave angustifolia Haw has been cultivated since 1845, but today has been replaced almost entirely by the Agave tequilana Weber. This replacement and the increase in the demand for agave liquor caused environmental damages. The historical context and the socio-environmental effects generated by the agave distiller industry are described in this article, and the role played by the government institutions is analyzed, a study on the region that was nonexistent until today. Information from bibliographic archives and from interviews to key actors, using the snowball technique, was obtained. Moreover, the effects on biodiversity and water quality by the dumping of liquid waste or vinasse into the Tuxcacuesco river were examined. Decisions were made reducing environmental pollution; however, many of these actions have been abandoned, putting at risk again the water system’s integrity and what it represents.

This study discusses environmental monitoring which is an activity carried out directly or indirectly by the regional environmental supervisory apparatus to determine compliance with business and / or activity compliance with regulations in controlling environmental pollution. This research method uses qualitative research using the theory proposed by T. Hani Handoko (1995: 23) "Basic Oversight", namely: 1. Preliminary Supervision; 2. Supervision of Implementation; 3. Feedback Monitoring (After Implementation). Key informants were: Head of the Banyuasin District Environmental Agency, Head of Environmental Compliance and Capacity Building, Head of the Environmental Monitoring Section, Head of the Environmental Pollution Control Section, the Head of the Environmental Damage Control Section and the Company Management. The results of the research show that compliance with business and / or activities responsible for the regulation in controlling environmental pollution has problems, namely: the available budget is still limited for supervisory operational needs, the implementation of supervision in Banyuasin District seems slow and has not been implemented well apart from the lack of company compliance in reporting liquid waste management in Banyuasin Regency for that important role with stakeholders, namely the government, the community, and companies that produce waste is needed. Conducted joint supervision will have a very effective impact in overseeing industrial waste that will result in environmental pollution, while the company itself should periodically and continuously check the industrial waste produced

There are several International Olympiads for secondary school students (for example, mathematics, physics, chemistry, biology and informatics). These Olympiads are not just a science competition, but a means to care for talent in the particular science. The goal of this paper is to identify the necessary topics important for good results at these international contests, and to compare the contest systems for the countries in South Eastern Europe, in the field of Informatics (Computer Science), as a region that is one of the prominent world regions in the context of high results in the international competitions. Here, we provide comparison through detailed analysis of several countries, and further we present a new approach that may be used to compare the achievements of the countries based on the results that students achieved at these competitions. Finally, we present an application of this approach on the results of some of the discussed countries compared to Macedonia. We strongly believe that the paper will provide a valuable content and approach for the entities involved in the organization of the contests, to measure their results compared to other countries, to use the information for improvement, and to use their achievements to raise awareness among the government institutions and companies in order to get support from them.

Basically, nature has the ability to perform the restoration of environmental damage caused by increased human activity, but because of the limited carrying capacity, then the environment has decreased the quality from year to year. In saving the environment, technology plays a role in reducing the risk of pollution, increased efi siensi process, and creating processes and environmentall friendly products, monitoring and prediction of environment quality, environmental pollution control, restoration and environmental improvement. Waste Technology (end of pipe technology) are widely used to cope with environmental pollution, both for liquid waste, solid and air. Waste processing technology developed for the waste can be in accordance with quality standards thathave been established, while monitoring technology has been developed either manually or automatically. For recovery and improvement of technology has been developed remedies and restoration that rely on bacteria in nature.Keywords: end of pipe technology, reuse, recycle, reduce (3R), carrying capacity, and environment pollution

A study on water quality status of three riverine systems, S. Bailang (SB), S. Maasing (SM), and S. Tondano (ST), in coastal city of Manado, North Sulawesi Province, has been conducted to measure several water quality parameters, to analyse source and quality of wastewater discharge, and to assess the status of the rivers related to the water quality. Measurement of the parameters was conducted using three indicators, i.e. organic (BOD5) and in-organic (N-NO3 and P-PO4), and pathogenic microorganism (Escherichia coli [EC] and total coliform [TC]). The result showed that the level of water quality varied between the rivers. The average level of water quality (based on the observed parameters) in SB, respectively, was 0.317 mg/l, 0.093 mg/l, 2 mg/l, >2420 MPN, and  >2420 MPN; in SM, respectively, was 0.029 mg/l, 1.859 mg/l, 17.7 mg/l, >2420 MPN, and >2420 MPN; and in ST, respectively, was 0.299 mg/l, 0.252 mg/l, 3.5 mg/l, >2420 MPN, and >2420 MPN. The level of water quality between the rivers was not significantly different (p>0.05), except based on the parameter of N-NO3 which was significantly different (p<0.01). The status of the observed rivers varied based on the classes of their water utilities (according to the Government Regulation of Indonesia, No. 82, 2001); mostly was "unsuitable". Kajian tentang status kualitas air di 3 perairan sungai di kota pesisir Manado, S. Bailang (SB), S. Maasing (SM), dan S. Tondano (ST), Provinsi Sulawesi Utara, telah dilakukan yang bertujuan untuk mengukur beberapa parameter kualitas air, menganalisis sumber dan kualitas buangan limbah domestik, dan menilai status ketiga perairan sungai tersebut. Tiga indikator digunakan, yaitu: bahan organik (BOD5), bahan anorganik (N-NO3 dan P-PO4), dan mikroorganisme patogenik (Escherichia coli [EC] dan coliform total [TC]). Hasil kajian menunjukkan bahwa tingkat kualitas air perairan tersebut berbeda-beda. Konsentrasi rerata parameter kualitas air  (BOD5, N-NO3, P-PO4, EC, dan TC) di SB, berturut-turut, sebesar 0.317 mg/l, 0.093 mg/l, 2 mg/l, >2420 MPN, dan >2420 MPN; di SM, berturut-turut, sebesar 0.029 mg/l, 1.859 mg/l, 17.7 mg/l, >2420 MPN, dan >2420 MPN; dan di ST, berturut-turut, sebesar 0.299 mg/l, 0.252 mg/l, 3.5 mg/l, >2420 MPN, dan >2420 MPN. Konsentrasi kualitas air ketiga sungai tersebut tidak berbeda secara signifikan (p>0.05), kecuali parameter N-NO3 (p<0.01). Secara umum, kondisi kualitas air ketiga sungai tersebut, menurut Peraturan Pemerintah No. 82, 2001) berada dalam status “tidak cocok” untuk peruntukannya.

This paper analyses all of the activities carried out by CETREL to establish its Environmental Management System - EMS. This system encompasses all of CETREL's environmental protection efforts: treatment of industrial effluents and residues; environmental monitoring (soil, air, groundwater, rivers and the sea); wildlife preservation programme, environmental education programme, among other activities. CETREL's EMS is a mid-sized system consisting of nearly 425 Instruments (244 Procedures and 181 Work Instructions). The size of the system was selected based on British Standard BS-7750, which provides the principal tools that will allow the organisation to continually maximise beneficial environmental effects while minimising adverse environmental effects. Since the EMS in question is a voluntary one, the result of initiatives taken by CETREL itself, the system's design and architecture were chosen so that the Company's environmental standards would be more stringent than those in the environmental legislation, that is, stricter than the government-mandated environmental requirements.


This first-ever history of the US National Intelligence Council (NIC) is told through the reflections of its eight chairs in the period from the end of the Cold War until 2017. Coeditors Robert Hutchings and Gregory Treverton add a substantial introduction placing the NIC in its historical context going all the way back to the Board of National Estimates in the 1940s, as well as a concluding chapter that highlights key themes and judgments. The historic mission of this remarkable but little-understood organization is strategic intelligence assessment in service of senior American foreign policymakers. It has been at the center of every critical foreign policy issue during the period covered by this volume: helping shape America’s post–Cold War strategies, confronting sectarian conflicts around the world, meeting the new challenge of international terrorism, and now assessing the radical restructuring of the global order. Each chapter places its particular period of the NIC’s history in context (the global situation, the administration, the intelligence community) and assesses the most important issues with which the NIC grappled during the period, acknowledging failures as well as claiming successes. With the creation of the director of national intelligence in 2005, the NIC’s mission mushroomed to include direct intelligence support to the main policymaking committees in the government. The mission shift took the NIC directly into the thick of the action but may have come at the expense of weakening its historic role of providing over-the horizon strategic analysis.

As for the academics and policymakers, more attention has been given to the issue on how to reduce environmental pollution through the cooperation of environmental regulation and local officials’ promotion incentives. With the use of a city-level panel data of 266 Chinese cities from 2005 to 2016, this study preliminary explores the impacts of environmental regulations, local officials’ promotion incentives, and their interaction terms on urban environmental pollution at national and regional levels by using the spatial Durbin model. The results indicate that the impacts of environmental regulations and local officials’ promotion incentives on urban environmental pollution have achieved the desired goal with the other’s cooperation, and their interaction term’s coefficients on urban environmental pollution are significantly negative. Moreover, spatial heterogeneity is established, and the uneven development of urban environmental pollution among different regions deserves more attention. In order to effectively reduce the level of urban environmental pollution in China, the government should focus on such solutions as enhancing the implementation and supervision efficiency of environmental regulation, optimizing the performance appraisal system of local officials, improving the synergistic effects of environmental regulations and local officials’ promotion incentives, and establishing a multi-scale spatial cooperation mechanism based on both geographical and economic correlations.

The South Australian Water case study illustrates the management challenges in aligning Information Technology with business objectives in a publicly owned corporation. To achieve the alignment, the new CIO begins by refreshing the IT infrastructure to support the required business applications. When the Government establishes ‘Improved water quality’ as a major corporate goal, the CIO seeks to add value to the business by developing a quality reporting system that leverages the existing technology. At the same time, he demonstrates to the corporation the IT function's capability to deliver business value through the management of multiple outsourcing vendors.
