The purpose of writing this article is to give an overview of watershed damage that has occurred, which also led to the occurrence of natural disasters. Watershed damage that occurs due to the interaction between human and natural resources show that the interaction is negative in the end will result in damage and natural disasters. This paper is a literature review on the analysis of the facts that occurred on the field of natural resource conditions watersheds, as well as in the analysis of the theories associated with pegelolaan DAS. Based on the problems and phenomena of watershed degradation that has occurred in recent years, it is necessary efforts and strategies for watershed management that are useful for the realization of the sustainability of the watershed for the present and future. Cooperation between the public and the government in watershed management is the key factor required. The government must be able to move the various stakeholders in the management of natural resources, including natural resources watersheds, through policies, strategies, and programs to both short term and long term.Keywords: dynamics, human, watershed resources.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

As políticas públicas ocupam importante papel no âmbito do planejamento estratégico e da gestão pública nos mais diferenciados setores. Sendo assim, este estudo tem como objetivo analisar a política pública de meio ambiente, tendo como foco principal o Plano Diretor da APA da Serrinha do Alambari, no município de Resende/RJ e sua correlação com a política setorial de turismo inscrita no Plano Diretor Municipal. A pesquisa se caracteriza como exploratória e de abordagem qualitativa, com estudo de caso. O resultado aponta para a falta de sinergia entre as políticas ambiental e a de turismo, comprometendo, pois, não só a atividade turística como a preservação do patrimônio natural. Espera-se que os dados e as informações obtidas norteiem o poder público para que sejam desenvolvidas ações efetivas, através das políticas públicas, para compatibilizar a prática do ecoturismo com a preservação e conservação dos recursos naturais, ambas pautadas na ótica do desenvolvimento sustentável. Public politics: Ecotourism X preservation of natural resources ABSTRACT Public politics have important role in the strategic planning and management of public in more differentiated sectors. Thus, this study aims to analyze the public environmental politic, focusing mainly on the Master Plan of the Serrinha Alambari Protect Area in the municipality of Resende (RJ, Brazil) and its correlation with the sectoral politic entered in the tourism Master Plan. The research is characterized as exploratory and qualitative approach with case study. The result points to the lack of synergy between environmental and tourism politics, compromising therefore not only to tourism activity as the preservation of natural heritage. It is expected that the data and information obtained will guide the government to be developed effective actions, through public politics, in order to reconcile the practice of ecotourism with the preservation and conservation of natural resources, both predicated in optics of sustainable development. Mobile applications available in anytime and from anywhere. The utilizing of mobile governmental applications is significant to reduce the efforts and time that are required to accomplish the public services by citizens. The main challenges that face the acceptance and adoption of mobile governmental applications are the privacy and security issues. The users, who do not trust the security of mobile governmental applications, may reject the use of these applications which discourages the government to adopt the mobile services. This study focuses in investigating the security and privacy requirements of mobile government applications. Many related works are reviewed and discussed to understand the important security requirements of mobile government applications. The main results indicate that effective privacy and security of mobile government applications should be assured so as to enhance the level of adopting and using these applications. The security requirements involve many considerations such as the hardware characteristics, software characteristics, and communication characteristics. This article mainly gives better understanding of security requirements of mobile government applications.

ABSTRAK Tulisan ini bertujuan untuk mengkaji terjadinya kerusakan lingkungan pantai di negara tropis dan sebagian negara subtropis akibat perilaku manusia. Perilaku manusia yang menyebabkan kerusakan lingkungan adalah memanfaatkan sumberdaya alam pesisir tanpa memperhatikan keberlanjutan sumber daya alam dan daya dukung lingkungannya. Kerusakan lingkungan pantai yang umum terjadi di negara tropis dan sebagian subtropis adalah erosi pantai dan degradasi ekosistem hutan bakau. Kerusakan lingkungan pantai ini akibat alih fungsi lahan menjadi jaringan jalan, permukiman, lahan pertanian/ perkebunan, pertambakan, dan pertambangan pasir. Kerusakan lingkungan pantai mempengaruhi kondisi sosial ekonomi masyarakat setempat seperti hilangnya badan jalan, permukiman, lahan pertanian, dan fasilitas umum akibat abrasi pantai. Upaya penanggulangan kerusakan lingkungan pantai sebagai bagian dari adaptasi manusia mempertahankan kehidupannya berupa pembangunan pemecah gelombang (breakwaters) dan rehabilitasi ekosistem hutan bakau. Upaya penanggulangan bencana tersebut tentunya membutuhkan biaya yang besar dan waktu lama daripada upaya pencegahan. Oleh karena itu, perubahan pola pikir baik pemerintah dan masyarakat dalam memanfaatkan, mengelola dan melestarikan sumber daya alam perlu ditingkatkan melalui perbaikan informasi, ilmu pengetahuan, dan strategi perencanaan yang holistik.Kata kunci: erosi pantai, kerusakan ekosistem hutan bakau, alih fungsi lahan, pemecah gelombang, rehabilitasiABSTRACTThis paper aims to assess the coastal degradation in tropical and subtropical countries in part due to human behavior. Human behavior is causing coastal degradation is to utilize natural resources without regard to the sustainability of coastal natural resources and the carrying capacity of the environment. Degradation of coastal common in most tropical and subtropical countries are coastal erosion and degradation of mangrove ecosystems. This coastal degradation as a result of land conversion into roads, settlements, agricultural/ plantation, aquaculture, and sand mining. Coastal degradation affects the socio-economic conditions of local communities such as loss roads, settlements, land and public facilities as a result of coastal erosion. Efforts to cope to the coastal degradation as part of human adaptation to sustain life in the form of construction of breakwaters and rehabilitation of mangrove ecosystems. The disaster relief certainly require a plenty of cost and time than prevention. The present or prospective shipper, investor, owner, operator, or laborer in the transportation field in the next few years must be a watchman in the night of one big, overriding factor—competition in its most emulous form. Competition between and among most transporters is now regulated by a beneficent government which, by policy, is also commanded to foster and preserve all forms of transportation. But there are not enough passengers or freight to keep all forms going at a healthy fiscal rate nor at anywhere near their hauling potentials. Accordingly, they are now starting to compete ruthlessly as never before, and the government, through the administration in power, is harking back to the theory of Adam Smith—that the supply will equal the demand, given freedom from controls; hence, that controls should be done away with. The public may realize short-term benefits and yet be victimized in the end. Government take-over of transportation in some utopian manner such as was advocated by Edward Bellamy in 1887 in Looking Backward may now become the forward look. The question is what can be done about it.

Status: Postprint di Jurnal PUBLIKa Jilid 2 Terbitan April dan Oktober Halaman 48-58The region authority to controlling the development planning contained in a regulations No. 25 of 2014 about the system of development planning. The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.Key word: participation, social changes and development, RPJMD.

Indonesia's natural resources in the form of very wide waters pose a threat to the crime of illegal fishing. The prevention of these crimes is carried out by giving the investigator authority to sink / burn ships with foreign flags directly without a court decision having permanent legal force as regulated in Law 45/2009. This research is a normative legal research. The results of this writing explain that the sinking / burning of foreign-flagged ships by investigators is contrary to Article 28D Paragraph (1) of the 1945 Constitution which is hierarchically higher than Law 45/2009 and SPP regulated in the Criminal Procedure Code so that it does not provide justice and legal certainty because it has seized the rights of the suspect / defendant. The sinking / burning of the ship is the authority of the Public Prosecutor to carry out the execution after a court decision has permanent legal force which stipulates that evidence in the form of a ship is seized for destruction and is not under the authority of the investigator. The government and the DPR RI should revise Law 45/2009 to revoke the authority of investigators who can directly sink / burn ships and to the Prosecutor to coordinate and involve investigators to become witnesses in the execution. Kekayaan alam Indonesia berupa perairan yang sangat luas menimbulkan ancaman terjadinya tindak pidana illegal fishing. Penanggulangan kejahatan tersebut dilakukan dengan memberikan kewenangan kepada penyidik untuk melakukan penenggelaman/pembakaran kapal yang berbendera asing yang secara langsung tanpa putusan pengadilan yang berkekuatan hukum tetap sebagaimana diatur dalam UU 45/2009. Penelitian ini merupakan penelitian hukum normatif. Hasil penulisan ini menjelaskan bahwa Penenggelaman/pembakaran kapal berbendera asing oleh Penyidik bertentangan dengan Pasal 28D Ayat (1) UUDNRI 1945 yang secara hirarki lebih tinggi dari UU 45/2009 dan SPP yang diatur dalam KUHAP sehingga tidak memberikan keadilan dan kepastian hukum oleh karena telah merampas hak tersangka/terdakwa. Penenggelaman/pembakaran kapal merupakan kewenangan Jaksa Penuntut Umum untuk melakukan eksekusi setelah adanya putusan pengadilan yang berkekuatan hukum tetap yang menetapkan barang bukti berupa kapal untuk dirampas untuk dimusnahkan dan bukan merupakan kewenangan penyidik. Pemerintah dengan DPR RI agar melakukan revisi UU 45/2009 untuk mencabut kewenangan penyidik yang secara langsung dapat melakukan penenggelaman/pembakaran kapal dan kepada Jaksa agar melakukan kordinasi dan melibatkan penyidik untuk menjadi saksi dalam pelaksanaan eksekusi.

The research was conducted on the researcher's curiosity on various environmental problems that arise as a result of the condition of the earth that is no longer able to sustain all the needs and desires of humans are infinite. But to avoid too much discussion, research will focus on how coal's role in contributing to high levels of air pollution in India. Air pollution is one of the environmental problems that often gets the world's attention. Talking about air pollution must be very closely related to the State of India, whose position as the country with the worst levels of pollution in the world. The method in this study uses a type of qualitative method with the source of data in the form of a literature review that is journal articles that have relevance to the research topic. The data obtained through the literature review will then be carried out data analysis with data reduction stages, data presentation and drawing conclusions. Based on the results of the study it can be seen that coal is the belle of fuel used by India as a support for the large energy needs of Indian society. Indeed, coal's natural resources have a positive impact on the economic situation and conditions of energy security in India, but there are more urgent things that need attention that is related to the negative impact of coal use in the form of pollution which is very dangerous for the survival of Indian society. Therefore, to protect the public from the worsening air conditions in India requires serious efforts from various groups, especially the government

ABSTRAKMeskipun hak gugat pemerintah atas kerusakan dan/atau pencemaran lingkungan hidup telah menjadi hal yang lazim dewasa ini, namun di Indonesia landasan doktriner gugatan pemerintah tersebut masih jarang diperbincangkan. Dengan menggunakan metode penelitian hukum doktrinal, penelitian ini dimaksudkan untuk menganalisis landasan teoretis hak gugat pemerintah. Berdasarkan kajian analisis atas peraturan dan putusan pengadilan yang berlaku, serta melakukan perbandingan dengan doktrin-doktrin yang berlaku dalam tradisi common law, tulisan ini menemukan bahwa gugatan pemerintah telah diajukan dalam beberapa dasar teoretis yang berbeda, antara lain: i) pemerintah sebagai wali lingkungan hidup; ii) kerugian negara; dan iii) konsekuensi tanggung jawab negara terkait lingkungan hidup. Selain itu, hak gugat pemerintah di Indonesia memiliki karakteristik yang serupa dengan yang ditemukan dalam doktrin public trust dan doktrin parens patriae. Kemiripan ini membawa pada konsekuensi hukum bahwa gugatan pemerintah atas pencemaran harus ditujukan semata-mata untuk memulihkan lingkungan hidup yang mengalami kerusakan/pencemaran.Kata kunci: doktrin; hak gugat pemerintah; kerugian lingkungan hidup. ABSTRACTDespite the government’s right to sue for environmental damage is a common practice in various countries nowadays, in Indonesia the theoretical basis of it is rare to be discussed. Using a doctrinal-research, this article analyzes the government’s right to sue with prevailing laws and court rulings and compares it to several common law doctrines. This article finds the government’s right to sue in Indonesia is based to three different theories, including: i) the government as a trustee of public natural resources; ii) state’s damage; and iii) the tail of state’s responsibility. In addition, the government’s right to sue also shares similar characteristics found in the public trust doctrine and parens patriae doctrine. The similarities bring about the legal basis that the government’s suit against pollution should primarily aim at restoration.Keywords: doctrine; environmental damage; government’s right to sue.

Several articles of various legal provisions outside Statutory of Cultural Heritage No. 11/2010 concerning cultural heritage have mentioned the issue of incentives and compensation. The incentives and compensation here is given by the government when the public has an cultural heritage objects. The government provides relief by not imposing tax status to the communities that have cultural heritage in the form of sites or buildings. The purpose of this conceptual framework is to identify and recognize how the government seeks to pay attention to aspects of participating communities to protect and preserved cultural heritage. The approached adopted in this study is literature review, using Statutory of land and bulding tax No.12/1994 and the regulation of Public Works and Public Housing Republic of Indonesia No.1/PRT/M/2015 as the main source and some articles related to cultural heritage. The results of the discussion provide an illustration that the government is pursuing a legal product related to incentives and compensation to people who have ancient relics as an effort for the preservation of cultural heritage pertaining to the community.Beberapa pasal dari berbagai ketetapan hukum di luar Undang-undang Nomor 11 Tahun 2010 mengenai cagar budaya, telah menyebutkan dan mencantumkan perihal pemberian insentif dan kompensasi. Insentif dan kompensasi di sini diberikan oleh pemerintah ketika masyarakat memiliki suatu peninggalan purbakala. Pemerintah memberikan keringanan dengan tidak mengenakan status pajak kepada masyarakat yang memiliki warisan budaya/cagar budaya berupa situs atau bangunan. Tujuan dari kerangka konseptual ini adalah untuk mengenali bagaimana pemerintah berusaha memperhatikan aspek masyarakat yang berpartisipasi untuk melindungi dan menjaga cagar budaya. Pengumpulan data dilakukan melalui telaah pustaka, dengan menggunakan Undang-undang Pajak Bumi Bangunan Nomor 12 Tahun 1994 serta Peraturan Menteri Pekerjaan Umum dan Perumahan Rakyat RI Nomor 1/PRT/M/2015 sebagai sumber utama dan beberapa tulisan yang berkaitan dengan cagar budaya. Hasil pembahasan memberikan gambaran bahwa pemerintah mengupayakan sebuah produk hukum yang berkenaan dengan insentif dan kompensasi kepada masyarakat yang memiliki peninggalan purbakala sebagai usaha untuk pelestarian cagar budaya yang bersinggungan dengan masyarakat.
