Its studies, which are based mainly on new archival documents, are of practical importance, because they nurture not only scientific knowledge and promote networking, but can also help to improve interstate economic relations and strengthen the positive image of Russia abroad.

The article reviews the documents collection “The Path to Victory. Evacuation of industrial enterprises to the Chelyabinsk region during the Great Patriotic War of 1941–45,” dedicated to the 75th anniversary of the Victory. The book provides information about the enterprises evacuated to the Chelyabinsk region. The book structure is analyzed. The publication begins with a historiographic overview presenting the context for the history of wartime evacuation, its causes, scope, mechanisms, difficulties, and results. Besides the historiographic review, the collection contains two major documentary sections. The first one includes articles on departments evacuated to Chelyabinsk and on heads of the People’s Commissariats. The second section contains articles on enterprises relocated to the region. It includes bibliographic reference with data on the leaders of the Chelyabinsk region and employees of industrial enterprises. Each section contains unique archival documents from the fonds of the United State Archive of the Chelyabinsk Region (OGAChO). The collection is complemented by memoirs and photographic documents representing a comprehensive impression of the era. The review concludes that the collection is of great practical importance. The collection of historical documents prepared by the OGAChO team reconstructs the complex evacuation process and provides an incentive for further study of the economic history of Russia during the Great Patriotic War.

Purpose. The purpose of the article is to identify the fundamental values of the Ukrainian people, on the basis of which not only his mentality, but also all national-state institutions, including institutions of justice and justice, as well as to identify trends of influence of these values on the further development of legal foundations of the judiciary and justice of Ukraine. Method. The methodological basis of the study was the combination of principles and methods of scientific knowledge. For the objectivity of the research, a set of general scientific, special-legal, special-historical and philosophical methods of scientific knowledge was used. Results. At the current stage of reforming the institutions of the judiciary and the judiciary, the notion of fair justice, which is formed on the basis of popular national culture, plays an important role. Given the functioning of the modern Constitutional Court of Ukraine, whose representatives are formed by delegation to the Verkhovna Rada of Ukraine, the President of Ukraine, the Cabinet of Ministers of Ukraine and the judiciary, this institution needs radical reform as it has repeatedly made political rather than constitutional decisions. Scientific novelty. Based on the analysis of the national tradition of justice, it is established that the Constitutional Court should be formed by public organizations, which are formed by legal experts. There are several higher scientific institutions in Ukraine which have departments, constitutional law research institutes. Their representatives should delegate the best experts in the constitutional right to competitive selection to fill vacancies in the constitutional court. Practical importance. The results of the study can be used in further historical and legal studies, preparation of special courses.

The development of political and economic relations between Spain and the European Union commenced in 1970 with their first agreement and demonstrated the clear interest on the Spanish side to engage with this new Community. The full membership to the then European Community that took place in 1986, was previously supported by the Spanish political class when the country returned to democracy. In the more than three decades of membership, Spain has become the border of Europe in a key geopolitical part of the continent. It has contributed to the development of several Justice and Home Affairs measures and it has helped to the development of European external relations with other countries. Thirty-four years after joining the Community, history has demonstrated that Europhilia is still more important than any unintended consequences developed with the membership, including the Eurocrisis. Its roots could be found in Spain’s recent political and economic history, where isolationism and impoverishment dominated the country for most of the 20th century and the option of joining the Community was seen as a positive move against their political and economic problems. The membership has provided stability in some Spanish political and economic matters, but has not fully resolved the long-term and structural problems that this Iberian country suffers from. However, throughout this journey, Spain has held to a pro-EU sentiment, even in recent times, while other EU countries suffer from high levels of Euroscepticism. This chapter argues that despite some of the negative consequences of joining the European Union, Spain’s recent history has been too significant to transform its Europhilia into Europhobia.

В обзорной статье представлен феномен языковой способности человека с позиции различных областей научного знания: биологии, психофизиологии, лингводидактики, когнитивной психологии, логопедии. Автор сравнивает различные подходы к изучению генезиса и структурных составляющих данного феномена. Языковая способность рассматривается в трех основных значениях: как обучаемость (задатки), как процесс овладения языком (речевой онтогенез) и как обученность (результат).Выводы, полученные в результате аналитического осмысления научных данных, имеют важное прикладное значение для современной педагогики в целом и лингводидактики в частности.The review presents the phenomenon of a humans language capability from the standpoints of various fields of scientific knowledge: biology, psychophysiology, language pedagogy, cognitive psychology, speech therapy. The author compares the diverse approaches to the research of genesis and structural components of the phenomenon. Language capability is viewed as three basic definitions: as the ability to learn language (aptitude), as a process of language acquisition (language development), and as language proficiency (the result of learning). The conclusions obtained as a result of the analytical understanding of scientific data are of practical importance for comprehensive pedagogy in general and language pedagogy in particular.

On the occasion of the 300th anniversary of the Russian Academy of Sciences, the Free Economic Society — VEO of Russia, is preparing a series of articles devoted to members of the academy who actively collaborated with VEO. Academician Sitaryan S.A. entered the economic history of Russia both as a prominent theoretical scientist, and as a talented organizer of economic reform processes, and as an active participant in the life of VEO. The article analyzes the scientific views of Academician S. Sitaryan on the problems of reforming the Soviet economy, starting with the «kosygin reform» and up to the reform of the late 80s of the twentieth century. The role of academician S. Sitaryan is revealed. in approving value categories in the practice of managing the national economy. The contribution of S. Sitaryan to the theory of analysis of macro- and microeconomic processes is shown; organization and assessment of the effectiveness of foreign economic relations; building rational and optimal budgetary relations between the center and the regions.

A Minute study of metal work can make extraordinarily illuminating contributions to the history of science and to economic history, and can substantially enhance our appreciation of early art and culture in general. But it requires not only technical and historical knowledge but also quite costly apparatus and an unusual complaisancy in museum directors. Oldeberg possesses an expert’s familiarity with metallurgical processes and a truly remarkable mastery of the relevant geological and archaeological literature. The State Historical Museum in Stockholm is equipped with a good spectroscope wisely used for the increase of scientific knowledge. To the same end various Swedish museums have permitted the analysis of 640 specimens and a microscopic examination of 34 dating from the ‘Copper Age’ to Viking times. (The number of analyses actually at the author’s disposal and published is brought up to 747 by the inclusion of earlier reports on Danish, Norwegian and Finnish objects). The publication of such results alone, especially when as here illustrated by 800 splendid photographs, would constitute an outstanding event in prehistory.

The aim of the article is to study the role of the authorities and the Orthodox clergy in the formation of a positive image of the Union of the Russian people in Volhyn at the beginning of the 20th century. The author studies a set of archival documents which highlight the key activities of the imperial authorities and the Orthodox clergy in the formation of a positive image of the Pochaiv branch of the Union of the Russian people in the period under study. The research methodology is based on the use of special historical methods (chronological and comparative-historical) and general scientific (analysis, synthesis, and generalization), statistical method, which in combination with the principles of historicism, objectivity, and multifactoriality created the necessary conditions for unbiased coverage. The scientific novelty of the work is that the author, on the basis of archival documents and periodicals, clarified the role of the authorities and the Orthodox clergy in forming a positive image of the Black Hundreds. Much of the archival documents of this work are introduced into scientific circulation for the first time. Conclusions. As a result of the events of the first Russian revolution, the imperial government made a number of unprecedented concessions, and in accordance with the manifesto of October 17, 1905, the activities of political parties were allowed. In the autumn of the same year, as a result of the unification of a number of monarchical structures, the Union of the Russian People was formed. Soon Volyn province became one of the leading centers of the Black Hundred movement in the empire. The Black Hundreds enjoyed the support of the imperial authorities, and in Volhynia at the origins of the organization stood the Orthodox clergy, who played a key role in forming the organizational network of the URP. Being on the foundations of the inviolability of the foundations of the autocracy and the Orthodox Church and at the same time carrying out active activities aimed at discrediting their opponents, the Black Hundreds paid important attention to the formation of their positive image. The Orthodox clergy of the region also took an active part in this. Thanks to the support of the authorities, they managed to form the image of ‘defenders of the peasants and the Orthodox faith’ in a relatively short period of time, while blaming opponents of foreigners and non-believers for all the public troubles. On the one hand, this contributed to the growth of the URP's authority, and on the other hand, it exacerbated the already complex interfaith and interethnic relations in Volyn.

Today every state is interested in creating and maintaining a positive image of the country because it serves as a means of achieving success. The image of the state determines its international heft, impact in various spheres. A positive image of the country will promote cooperation with various countries, the development of trade and economic relations with them, while a negative image of the country can be used by the opposition to criticize the government and its policies. There are a large number of different factors that have a direct impact on the creation of the image of the state: natural factors; the availability of resources; the culture of the country; the political system; the stability of the economy; scientific achievements; exports of goods and services; etc. The article outlines the stages of the creation of the image of Russia, as well as the directions that are most actively involved in it. The article analyzes the position of Russia in such international ratings as the Doing Business, the IMD World Competitiveness Ranking, the Global Innovation Index ranking and the Human Development Index ranking. The article also outlines the principles on which all stages of creating and promoting a country’s image should be based. Special attention is paid to the ways to improve the image of Russia in the world.

Purpose. The purpose of this work is to analyze the content and legal nature of the constitutional project «Fundamentals of the State System of the Halych Republic», developed by WUNR representatives and submitted to the Entente States in April 1921. Method. The methodological basis of the study was the combination of principles and methods of scientific knowledge. For objectivity of the research, a set of general scientific, special-legal, special-historical and philosophical methods of scientific knowledge, in particular historical-legal, comparative, special-legal and others, was used, which allowed to systematize the narrative base and formulate relevant conclusions and generalizations. Results. In the course of the research the significant influence of the European experience of the national state-building on the reflection of human rights and freedoms in national legislation was determined. A comparative analysis of the project "Fundamentals of the State System of the Halych Republic" and the Declaration of Human and Citizen Rights in 1789 was established. This legal act is deeply democratic, fair and humane, enshrining universal values where human, its rights and freedoms are of the highest social value. Scientific novelty. The work deepens Ukrainian historical and legal studies in the field of the formation of the national system of constitutionalism and the evolution of political and legal thought of the first half of the twentieth century. It is argued that in the conditions of modern reforming of the Constitution of Ukraine, lawyers should refer both to European sources of constitutional law and to projects already known to us by the constitution of Ukraine, created by the creators of the Western Ukrainian People's Republic, who have not lost their relevance to date. Practical importance. The results of the study can be used in further historical and legal studies, preparation of special courses.
