The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.

The paper presents an overview of the problems faced by the enterprise of the military-industrial complex in the process of diversification when identifying market needs, searching for directions and opportunities for the promotion and sale of civilian and dual-use products. One of the key constraining factors of diversification is the lack of market competencies of the personnel of defense industry enterprises. In the current conditions, the skills of market segmentation and positioning of goods and enterprises, management of trademarks and brands, creation of intangible market assets, formation of business partnerships that allow entering the markets with competitive goods in a short time, ensuring the flexibility of enterprises and reducing the time to enter the markets of civil products become relevant. The condition for the successful implementation of the diversification strategy is the formation of market competencies: strategic analysis and market research, product portfolio management, the formation of product, price, service policy, the implementation of competitive strategies, the development of marketing services: the creation of divisions focused on working with the markets of civil and dual-use products, the development of new functionality for marketers, ensuring the interaction of production, technological and marketing services within the framework of meeting market needs. The development of market competencies will make it possible to realize the production and technological advantages of defense industry enterprises in the process of diversification and ensure: access to new markets for civil and dual-use products; targeted actions in existing markets; increasing the competitiveness of civil and dual-use products and defense industry enterprises in the markets; increasing the degree of adaptability and mobility of defense industry enterprises in the markets of civil and dual-use products to environmental conditions, reducing the response time to market requirements; solving socio-economic problems through broad integration with the high-tech civilian sector of industry.

In the article discusses approaches to the formation of the methodological apparatus for estimating the cost of the life cycle of weapons and military equipment. Attention is drawn to the fact that the formation of this apparatus is not a one-time act, but a complex and long process in which all stages of the life cycle should be covered. The nomenclature and hierarchical structure of cost indicators are proposed, factors that influence the objective non-stationarity in time of these indicators and, accordingly, the accuracy of planning of financial resources needs are analyzed. The expediency of creating an information analytical system for monitoring prices for high-tech defense industry products is substantiated.

Purpose: the work covers the issues of organizational, methodological and instrumental support of the processes of diversification of organizations and enterprises of the Russian defense industry complex. Based on an analysis of the reasons for the low efficiency of federal targeted programs for the conversion of enterprises and the organization of the military-industrial complex in 1993-1997, proposals for its improvement were formulated.Methods: the methodological basis of the approach considered in the article is to assess the effectiveness of diversification, including both parameters of the use of production capacity and the main results of the production activities of economic entities.Results: the article proposed and justified: 1) the principles of diversification of enterprises and defense industry organizations; 2) tools for assessing the economic consequences, based on justifying calculations of the use of production capacity, determining the need for resources, the volume of capital investments and production areas; 3) action plan (“roadmap”) for the development and production of high-tech civilian products.Conclusions and Relevance: Diversification of enterprises and organizations of the defense-industrial complex of the Russian Federation in most cases (except for dual-use products) requires an investment of a considerable amount of funds. In order to ensure the minimization of the resources required for its fulfillment (amount of capital investments, production space and labor force), the use of the production potential load factor is proposed as a criterion for evaluation of conversion efficiency of military production.

After the Cold War, the defense industries found themselves at a crossroads. However, it seems that they are gaining new momentum, as new technologies such as robotics and artificial intelligence are enabling the development of autonomous, highly innovative and disruptive intelligent systems. Despite this new impetus, there are still doubts about where to invest limited financial resources to boost high-tech defense industries. In order to shed some light on the topic, we decided to conduct a systematic literature review by using the PRISMA protocol and content analysis. The results indicate that autonomous intelligent systems are being developed by the defense industry and categorized into three different modes—fully autonomous operations, partially autonomous operations, and smart autonomous decision-making. In addition, it is also important to note that, at a strategic level of war, there is limited room for automation given the need for human intervention. However, at the tactical level of war, there is a high probability of growth in industrial defense, since, at this level, structured decisions and complex analytical-cognitive tasks are carried out. In the light of carrying out those decisions and tasks, robotics and artificial intelligence can make a contribution far superior to that of human beings.

The diversified growth strategy is one of four reference strategies that have been actively pursued by companies operating in open markets since the middle of the last century. Today, this task at the state level has been set for defense enterprises, where the production process is fundamentally different from civilian production. The article discusses the directions of the defense industry diversification. The author's approach to the classification of strategies for diversified growth in relation to the defense industry enterprises is proposed. A review of regulatory legal acts on the use of the term "Defense industry enterprises diversification" is carried out; the author's interpretation of the definition is given. Current problems of the production of high-tech civilian and dual-use products by enterprises of the Sverdlovsk region are considered; the project approach to diversification management is proposed.

The goal of creating a network of innovative territorial clusters in the regions of Russia is to increase business competitiveness by using the potential of geographical proximity of production, scientific, educational, and infrastructure organizations. The cluster of aircraft and shipbuilding of the Khabarovsk territory is formed on the basis of defense industry enterprises producing products that are competitive in the world markets. As the foreign practice shows, the fulfillment of orders for the creation of high-tech military equipment can become the basis for the subsequent development of innovative systems. The enterprises of aircraft and shipbuilding of the Khabarovsk territory show high rates of modernization and increase in the products sales. Around the core of the cluster, a belt of small innovative companies begins to form. Innovative infrastructure institutions are being created: business incubator, engineering centers. In the future, this makes it possible to implement the concept of the Regional Innovation System in the Khabarovsk territory.

We give a brief analysis of the results of the development of the domestic defense industry in recent years in its relation to communities of issues and problems of development of Russian industry in general and mechanical engineering segment in particular. The necessity of the transition from the maintenance of the reduced level of industrial and technological base to implement the model of modernization of high-tech sectors of the engineering sphere, built on the targets and the development of mutual guarantee system for each participant.
