The government is always looking at the latest technology that can ensure safety of road users, as outlined in the construction industry transformation plan. A small Korean manufacturing company invented a new concept longitudinal barrier, (The Rolling Barrier) which had continuous pipes covered with urethane rings. This study aims to evaluate the effectiveness of the “Rolling Barrier” and to understand the Rolling Barrier’s characteristics of crash cushioning, how to correct the vehicles running direction and the required strength of barriers. They convert that impact energy into rotational energy to propel the vehicle forward rather than potentially breaking through an immovable barrier. When a car hits the barrier, the rotating barrel converts shock from the vehicle to rotational energy. Upper and lower frames adjust tires of large and small vehicles to prevent the steering system from a functional loss. The Rolling Barrier can be effectively used in curved roads sections, ramps, medians and entrance or exit ramps in parking garages. In this paper, the description and studies of Rolling Barriers are elaborated. In 2015, there were 63,805 traffic accidents over on the Maharashtra, India, with 54.2 % composed of vehicles that crashed into longitudinal barriers. Such accidents can be drastically reduced if more safe barriers are installed for traffic safety. This study aims to evaluate the effectiveness of the RB & to understand the RB’s characteristics of crash cushioning, how to correct the vehicle’s running direction & the required strength of barriers. Experiments with barriers performance & crashing vehicle behavior at curved sections using a 1.3-ton passenger car & a 3.5-ton truck showed satisfactory vehicle behavior as they ran parallel with the RB after crashing. The structural problem of the RB wasn’t found during the time of the crash. In the strength performance test using the 8-ton truck & in the passenger protection test using the 1.3-ton passenger car, the RB satisfied the Ministry of Construction & Transportation’s “ Guidelines for Installation & Management of Road Safety Facilities.” The differences between the RB & conventional barriers where crash cushioning & required strength of barriers were involved were verified by mathematical equations. The RB can be effectively used in curved road sections, ramps, medians & entrance/exit ramps in parking garages. Expansion joints are a weak and fragile part of bridge superstructure. The damage or failure of the expansion joint will lead to the decline of bridge durability and endanger the bridge structure and traffic safety. To improve the service life and performance of bridge expansion joints, the ideal method is to use seamless expansion joints. In this study, starting from the commonly used asphalt mixture gradation of seamless expansion joint, and taking into account the actual situation of bridge expansion joint structure and environment in China, the gradation and asphalt-aggregate ratio are preliminarily designed. Through a Marshall test, the corresponding asphalt mixture is evaluated and analyzed according to the stability, flow value, and void ratio, and the optimal gradation and asphalt-aggregate ratio are determined. Finally, the asphalt mixture is prepared with the mixture ratio design, and the test results of an immersion Marshall test, fatigue performance test, and full-scale test verify that the asphalt mixture meets the road performance requirements of seamless expansion joints. On the basis of the experimental data, the performance of large sample asphalt mixture is continuously tested, compared, and optimized. The results show that the asphalt mixture ratio designed is true and reliable, which can provide reference for the optimal design of seamless expansion joint filler.

While drunk driving accidents, which are a serious problem in Taiwan, have decreased in recent years, cases of drunk driving continue to emerge endlessly, and are a source of traffic risks even when the accidents cause no injuries. In order to prevent drunk driving and reduce car accidents, the government has made laws stricter, and has vigorously promoted “designated drivers”. As the concept of designated drivers is not common in Taiwan, this study mainly explores drunk drivers’ understanding of designated drivers in Nantou County and Taichung City, and investigates the willingness of drunk drivers to use and to pay for designated driving services. This study conducted a questionnaire survey on the drunk drivers of the drunk driving and traffic safety training course held at the Motor Vehicles Office. Double-hurdle and tobit models were applied to investigate the issues mentioned above. According to the test results, the tobit model was superior to the double-hurdle model. The estimation results indicated that distance, age, income, family conditions, and drinking habits influence the willingness to use and to pay for designated drivers. Gender, age, family background, and experience in designated driving cause differences in the willingness to use designated drivers in the two regions. It is expected that the conclusion of this study could provide a direction and reference for the future improvement of designated driving services.

AbstractCOVID-19 has affected every sector of our society, among which human mobility is taking a dramatic change due to quarantine and social distancing. We investigate the impact of the pandemic and subsequent mobility changes on road traffic safety. Using traffic accident data from the city of Los Angeles and New York City, we find that the impact is not merely a blunt reduction in traffic and accidents; rather, (1) the proportion of accidents unexpectedly increases for “Hispanic” and “Male” groups; (2) the “hot spots” of accidents have shifted in both time and space and are likely moved from higher-income areas (e.g., Hollywood and Lower Manhattan) to lower-income areas (e.g., southern LA and southern Brooklyn); (3) the severity level of accidents decreases with the number of accidents regardless of transportation modes. Understanding those variations of traffic accidents not only sheds a light on the heterogeneous impact of COVID-19 across demographic and geographic factors, but also helps policymakers and planners design more effective safety policies and interventions during critical conditions such as the pandemic.

Heavy fog weather can increase traffic accidents and lead to freeway closures which result in delays. This paper aims at exploring traffic accident and emission characteristics in heavy fog, as well as freeway intermittent release measures for heavy fog weather. A driving simulator experiment is conducted for obtaining driving behaviors in heavy fog. By proposing a multi-cell cellular automaton (CA) model based on the experimental data, the role of intermittent release measures on the reduction of traffic accidents and CO emissions is studied. The results show that, affected by heavy fog, when cellular occupancy [Formula: see text], the probability of traffic accidents is much higher; and CO emissions increase significantly when [Formula: see text]. After an intermittent release measure is applied, the probability of traffic accidents and level of CO emissions become reasonable. Obviously, the measure can enhance traffic safety and reduce emissions.

The groups of participants of the pedestrian and automobile flows, whose actions cause the greatest danger to the occurrence of conflict situations in the zone of unregulated transition, are identified. The factors determining the likelihood of a traffic accident at an unregulated transition are systematized, for which probability estimates of the occurrence of road traffic accidents are calculated. As an estimated parameter, the hazard coefficient of a conflict point of an unregulated transition is proposed, which is determined by the ratio of the probability of a traffic accident in the real-time hourly interval to the average annual probability of a traffic accident reduced to the hourly interval. The dependences of the hazard ratio of an unregulated transition are established on the most significant factors: the speed mode of transport in the area before the transition and the state of the road surface.

This paper presents estimation of the traffic accident costs in Serbia, based on original dominant costs model. Dominant costs model uses human capital approach and this model is developed for simple and quick calculation of the traffic accidents costs, because other simple methods as 1 million rules, are not suitable for estimation of the traffic accident costs in the countries with a low GDP per capita. Knowing the costs of traffic accidents is of crucial importance for establishing traffic safety to the level defined by the size of costs made as a consequence of unsafely. So, politicians, decision makers and stakeholders in the field of traffic safety often need quick estimation of the traffic accident costs and economic effects of the particular measures which are applied for decreasing the number and severity of traffic accidents. The estimation of the level of the traffic accidents costs in Serbia, based on the official data (from the Ministry of Interior of the Republic of Serbia) about traffic accidents in Serbia for 2008 is shown in this paper and the comparison between predicted and calculated value of the traffic accident costs for 2009 is also presented.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

9238 traffic accidents data are collected in rural road of China. Through the data analysis, the main causes of rural road traffic accident are presented. The external environment, the participant features, road features and accident characteristics are involved. The regression analysis in SPSS is applied to find the relationship between the accident features. Overall, the rural road traffic accident was mainly due to in the rural area there are mass travel mode, lower grade roads, poorer safety awareness of traveler and the road is lack of traffic safety facilities and so on.

With the development of economy, there are an increasing number of cars as well as traffic accidents, thus intensifying the need to take measures to reduce traffic accidents and protect the safety of life and property. Vehicle distance is one of the most important indexes of traffic safety. The measurement of safety vehicle distance has become an increasingly hot research area of intelligent transportation. Through analyzing the basic principle of stereo vision and calibrating the parameters of the CCD sensors both inside and outside, this paper comes up with a method to measure the former vehicle distance based on stereo vision and DSP. Once the vehicle speed and distance form a non-security association, it will give a warning, and upload data or force speed-limiting. According to the different coordinates of the obtained images of the target vehicle from the left and the right sensor, this method can identify feature points, calculate distance to the target vehicle, and analyze the security of vehicle distance. The experimental results show that this method has wide measurement range, high measurement accuracy, and fast operation rate, thus it can meet the actual needs of the measurement of safe vehicle distance in intelligent transportation.

Introduction: One of the significant characteristics of schools in Vietnam is that almost all parents send their children to school and/or pick up their children from school using private vehicles (motorcycles). The parents usually stop and park their vehicle on streets outside the school gates, which can lead to serious congestion and increases the likelihood of traffic accidents. Methods: The objective of this study is to find out factors affecting the picking up of pupils at primary school by evaluating the typical primary schools in Hanoi city. A binary logistic regression model was used to determine factors that influence the decision of picking up pupils and the waiting duration of parents. The behavior of motorcyclists during the process of picking up pupils at the primary school gate has been identified and analyzed in detail by the Kinovea software. Results and Discussion: The study showed that, on the way back home, almost all parents use motorbikes (89.15%) to pick up their children. During their waiting time (8.48 minutes in average), they made a lot of illegal parking actions on the street there by, causing a lot of “cognitive” errors and “crash” points surrounding in front of the primary school entrance gate. Risky picking-up behaviors were significantly observed, i.e. picking-up on opposite side of the school, making a U-turn, backing-up dangerously, parking on the middle of street, and parking on the street next to sidewalk). Conclusion: Based on the analyzed results, several traffic management measures have been suggested to enhance traffic safety and reduce traffic congestion in front of school gates. In addition, the results of the study will provide a useful reference for policymakers and authorities.
