Balinese agriculture as a culture that becomes Balinese cultural tourism identity should still receive protection in line with the rapid development of tourism. However, in reality, the rapid and uncontrolled development of tourism is accused of having a big impact on the conversion of agricultural land in Bali. The disharmony that occurs can be used as a sign that the existing regulations have not been able to complete and integrate tourism and agricultural development. In this case, tourism development is not accompanied by legislation to protect agricultural land. This study aims to examine the legal arrangements related to tourism development with integrated agriculture in Bali and to examine the efforts that the government can take to integrate tourism development with agriculture in Bali. Empirical legal research is the type of this study. In addition, the approach used in this study is legislation approach, legal concept analysis approach and facts approach. The results of this study revealed that 1) the existing regulations relating to tourism development and agricultural development in Bali have provided an opportunity for integration between tourism development and agriculture in Bali, however, the regulations have not been optimal in preventing and reducing the negative impacts of rapid and uncontrolled tourism development. 2) In the perspective of ius constituendum, Bali tourism development must continue to provide protection for living cultural values, one of which is agriculture because basically Bali tourism development is based on Balinese culture which is imbued with the values of Tri Hita Karana and Sad Kerthi.

English
Conversion of agricultural land into non-agricultural uses represents one of major issues of agriculture development because of its significant negative impacts on food production as well as other socio-economic and environmental aspects. Many regulations launched by the government to control wetland conversion but these policies seem ineffective. This is reflected by the decreasing wetland area for food crops cultivation. Accordingly, policies revitalization on agricultural land conversion is essential for future agricultural development. This includes: reformulation of policy orientation and policy scope, reformulation of object of the policy, improvement of policy instruments used, improvement of organization structure of policy executives, and increasing policy socialization to stakeholders.

Agricultural land acquisition for urbanization (ALAFU) has strongly impacted agriculture in Vietnam during the last decades. Given the mixed data obtained from a survey with 50 households who lost 50% of their farmland area (in-depth interviews, a group-focused discussion and observation) this study shows the different impacts of ALAFU on each agricultural activity of affected household by comparing before and after ALAFU. Rice cultivation and animal breeding have sharply declined, but potted flower plantation (PFP) has quickly grown and is the main income of 34% of surveyed households. Rice cultivation has declined not only as a result of agricultural land acquisition, which has resulted in the loss of rice land, but also as a result of urbanization, which has resulted in rice land abandonment. Conversely, PFP is growing due to advantages associated with urbanization, such as a good consumer market and upgraded infrastructure. However, whether they are declining or increasing, all agricultural activities have to face challenges related to the shortcomings in agricultural land allocation and agricultural development plans. This study suggests that if ALAFU projects are continued, the government should evaluate agricultural development and forecast farmland abandonment after ALAFU. Simultaneously, they should put more effort into maintaining agriculture in the form of peri-urban or urban agriculture, which is significant for sustainable development in affected communities.
