In the jurisdiction of the Bali Police, there are also VIP and VVIP escorts which are special escorts from the Police for working visits of government officials visiting the Unitary State of the Republic of Indonesia. In carrying out these mentoring activities, it must be in accordance with the established Standard Operating Procedure (SOP). This study aimed to examine the legal arrangements regarding the security of escorts carried out by Polri members on the way to their destination and reveal the sanctions received by Polri members in carrying out escorts that are not in accordance with Standard Operating Procedures. This study used a normative legal approach to problems and legislation. Sources of data used were primary data and secondary data obtained through reading and taking notes. Furthermore, the data were analyzed descriptively qualitatively. The results of the study indicated that the right to escort is also regulated in Law No. 22 of 2009 Article 134 concerning Road Traffic and Transportation. Sanctions received by Polri members who do not enforce discipline in escort are contained in Government Regulation of the Republic of Indonesia Number 2 of 2003 concerning Discipline of Polri Members or sanctions for violating the implementation of Polri's professional code of ethics as regulated in National Police Chief Regulation Number 14 of 2011 concerning Polri's Professional Code of Ethics.

ABSTRAKProblematik penelitian ini adalah : Apa dasar hukum  Peran Notaris dalam Transaksi Pengadaan Tanah Untuk Lokasi Pembangunan Komplek Perkantoran Pemerintah Kabupaten Sekadau? apa peran Notaris  Dalam Transaksi Pengadaan Tanah Untuk Lokasi Pembangunan Komplek Perkantoran Pemerintah Kabupaten Sekadau? dan apa akibat hambatan hukum atas Peran Notaris dalam Transaksi Pengadaan Tanah Untuk Lokasi Pembangunan Komplek Perkantoran Pemerintah Kabupaten Sekadau?Penelitian ini adalah dengan pendekatan yuridis-empiris yang bersumber dari pengumpulan data yang diperoleh dari data primer dan data sekunder, kemudian dianalisis dengan metode analisis kualitatif. Teknik pengumpulan data yang digunakan adalah teknik wawancara. Teknik analisis data menggunakan analisis data kualitatif.Hasil temuan peneliti menunjukkan bahwa Dasar hukum Notaris dan/atau PPAT dalam pertanahan, didasarkan pada Undang-Undang Nomor 30 Tahun 2004 tentang Jabatan Notaris dan Peraturan Kepala Badan Pertanahan Nasional Republik Indonesia Nomor : 1 Tahun 2006 tentang Ketentuan Pelaksanaan Peraturan Pemerintah Nomor : 37 Tahun 1998 tentang Peraturan Jabatan Pejabat Pembuatan Akta Tanah. Keputusan Presiden Nomor 55 Tahun 1993 maupun Peraturan Presiden Nomor 65 Tahun 2006, peralihan hak atas tanah tersebut dapat dilakukan melalui/dihadapan Notaris dan/atau PPAT. Peran nyata keterlibatan notaris dalam pembangunan komplek kantor Pemerintah Kabupaten Sekadau adalah pembuatan Akta Notaris Nomor 9 tanggal 06 Juli 2005 tentang Surat Perjanjian Pelepasan Hak atas Tanah di antara PT Sinar Bintang Sakti dan Pemda Kabupaten Sekadau dan Pembuatan Akta Notaris No. 10 tanggal 06 Juli 2005 tentang surat Pengakuan hutang yang pada pokoknya Pemkab Sekadau mengakui mempunyai hutang kepada CHAN INDRA, dengan jaminan tanah yang telah diterima pelepasan hak atas tanah dari CHAN INDRA selaku Direktur PT. Sinar Bintang Sakti. Perdebatan Notaris berwenang untuk membuat akta yang berkaitan dengan akta-akta pertanahan mengakibatkan keraguan mengenai keabsahan terhadap akta notaris yang terdapat dalam proyek pembangunan perkantoran di Pemerintah Kabupaten Sekadau.Kata Kunci : Notaris, Pengadaan Tanah, Kabupaten Sekadau. ABSTRACTIn relation to the authority of Notary, as mentioned in UUJN Number 30 Year2004 jo Law Number 2 Year 2014, Article 15 paragraph (2) letter (f), that Notary has authority to make deed related to land.The problematic of this research is: What is the legal basis of Notary's Role in Transaction of Land Procurement For Development Site of Sekadau Regency Government Complex  what is the role of Notary In Transaction of Land Procurement For Development Site of Sekadau Regency Government Complex ?; and what are the consequences of the legal barrier to the Notary's Role in the Land Acquisition Transaction for the Location of the Sekadau Regency Government Complex ?This research is with juridical-empirical approach that comes from collecting data obtained from primary data and secondary data, then analyzed by qualitative analysis method. Data collection techniques used are interview techniques. Data analysis techniques used qualitative data analysis.The findings of the researcher indicate that the legal basis of Notary and / or PPAT in the land is based on Law Number 30 Year 2004 regarding Notary Position and Regulation of the Head of National Land Agency Number 1 Year 2006 regarding Provisions on Implementation of Government Regulation Number 37 Year 1998 on the Regulation of Officials of the Establishment of Deed of Land. Presidential Decree No. 55/1993 and Presidential Regulation No. 65/2006, the transfer of land rights can be done through / in the presence of a Notary and / or PPAT. The real role of notary involvement in the construction of the Sekadau District Government office complex is the making of Notarial Deed No. 9 dated July 6, 2005 concerning Letter of Agreement on the Release of Land Rights between PT Sinar Bintang Sakti and the Regional Government of Sekadau Regency and the Notarial Deed. 10 dated July 6, 2005, concerning letters of recognition of debt principally Pemkab Sekadau acknowledged to have a debt to CHAN INDRA, with guaranteed land that has been received the release of land rights from CHAN INDRA as Director of PT. Sinar Bintang Sakti. The debate of a Notary is authorized to make deeds relating to land deeds lead to doubts about the validity of the notarial deed contained in office building projects in the Sekadau District Government.Suggestions to lawmakers to anticipate differences in legal interpretation in the future, it is recommended that both Law No. 30 of 2004 in conjunction with Law Number 2 Year 2014 on UUJN and the Notary Profession Code of Ethics, to strengthen the explanation of legislation has been compiled.Keywords : Notary Public, Land Procurement, Sekadau District.

Efforts to overcome crime through peace based on Restorative Justice, namely justice for all parties are greatly missed by everyone. In carrying out law enforcement duties, the State Police Investigator of the Republic of Indonesia has the duties, functions, and authorities in the field of investigating criminal acts in accordance with the applicable laws and regulations. Based on the Regulation of the National Police Chief Number .6 of 2019 concerning Criminal Investigation, it has a role to carry out prevention efforts without having to use the Criminal Justice System (SPP), namely by resolving cases through the peace process. This process is due to the desire of the community who wants the case to be completed immediately and no longer be complicated. The resolution can be supported by the police's discretionary authority so that the type of research is descriptive empirical juridical, using primary data by means of interviews and secondary data by means of documentation studies. Then all data were processed using qualitative data analysis. Based on the research results, the Pemayung Police Sector policy is to settle criminal cases peacefully (penal police), or through the settlement of criminal cases involving the perpetrator, victim and/or their family and related parties, with the aim of achieving justice for all parties/restorative justice can be carried out, if it does not cause public unrest or there is no community rejection, it will not have an impact on social conflict and the case is still in the process of investigation and investigation. So that it can be directed to a settlement by conducting mediation to the parties, both the victim and the suspect. From the results of the mediation, it was agreed by the parties, both from the reporting party and the reported party as a suspect, admitting all his actions. And from the results of the mediation there was an agreement with the parties (victim and suspect) and a letter of peace was made and the revocation of the Police Report by the victim but after that, the victim came and asked again for the case to be continued, the investigator explained that the agreement had become an agreement of both parties and was binding and the investigation has been discontinued.

This research was conducted to seek the Standard Operating Procedures of the Immigration Office in Handling Foreign Tourists Who Misused Permits for Visiting Visa in Bali. The research used in study is qualitative descriptive. The informant determination technique used was the Purposive Procedure technique. The data sources used were primary and secondary data sources. Primary data in this study were data that come from direct observation to the location of the study by observation and interview. While secondary data in this study were data obtained from documentation or literature studies to supplement primary data. The results showed that the supervision and deportation of foreign nationals at the Ngurah Rai Special Class I Immigration Office was carried out to the maximum by immigration officers, starting from the coming till being out of Indonesia, the process was in accordance with Law Number 6 of 2011 and Regulations The Government of the Republic of Indonesia Number 31 of 1994 concerning Procedures for Supervision of Foreigners and Immigration Measures as well as provisions that apply to the stages of foreigners is carried out by the process of detention in the detention room of the Immigration Office, given the action by the Head of the Immigration Office. The purpose of this research to find out and analyze law enforcement against police officers who violate the code of ethics in carrying out their duties at Central Java Police, obstacles and solving obstacles. This study uses a sociological juridical approach with descriptive analysis research specifications. The data used are primary data and secondary data obtained through interviews and literature study. The data analysis method used is qualitative analysis. Furthermore, based on the research results it can be concluded: Law enforcement against police officers who violate the code of ethics in carrying out their duties at the Central Java Regional Police refers to Act No. 2 of 2002 concerning the Police, Government Regulation of the Republic of Indonesia Number 2 of 2003 concerning Disciplinary Regulations for Members of the National Police and Regulation of the Chief of Police No. Pol. 14 of 2011 concerning the Professional Code of Ethics for the State Police of the Republic of Indonesia. Several factors that hinder law enforcement against unscrupulous police officers who violate the code of ethics are divided into internal factors: Leaders who have not fully paid attention to the implementation of disciplinary law enforcement duties for Polri members, level of discipline, awareness and compliance of Polri members with binding disciplinary regulations and applies to him is still relatively low so that disciplinary violations keep happening, Polri's disciplinary law enforcement often appears to lack transparency. In the national land Agency Chief Regulation No.1 Year 2006 as modified by regulation the head of BPN number 23-year 2009 on implementation of the provisions of the Government Regulation Number 37 Year 1998, head of the Office of land do coaching and surveillance against a land deed official (PPAT). Starting on the dotted the legal basis and see the development as well as the needs of the ground then for the validity of the ownership of the land, should be are published through the certificate of property rights. For it is necessary supervision against the authorized officials as a PPAT in the deed of the land pembuatak. As for the problems in this research is how the functions of the national land Agency in the construction and supervision of land deed official Tanjung Jabung Barat region. The type of research that is in use is the empirical research. Data on use is the primary data and the data of skunder. Data collection was done through the research library and field research. The research describes the construction and supervision on Land against the head of the Office to do the task in Tanjung Jabung PPAT West, running as it should be in accordance with article 65 of the regulation of the Republic of Indonesia head of BPN No. 1 year 2006 regarding the implementation of the provisions of REGULATION No. 37 Year 1998 Of Regulations Office of the PPAT in coaching and supervision is quite optimal. It can be seen that for the year 2016 year 2017 until the violations perpetrated PPAT decreased. Surveillance against PPAT performed by the Head Office of land is to provide direction to all stakeholders associated with the PPAT's, conducting surveillance over the organisation of the profession of PPAT to keep running in accordance with the direction and the goal, run other actions deemed necessary to ensure the service of PPAT continue to run properly and to conduct surveillance against a PPAT and PPAT in order to run the code of ethics of the profession, the PPAT Tanjung Jabung West land in cooperation with the relevant parties especially the IPPAT code of ethics watchdogs and PPAT.

<p>Abstract<br />This article aims to determine the problematic implementation of adoption in terms of the Government  Regulation of the Republic of Indonesia Number 54 of 2007 concerning the Implementation of the Appointment of Children at the Putra Bakti Orphanage in Batang Regency. This legal research is a type of empirical legal research that is descriptive. The research approach uses a case and legislation approach. The type of data in the form of primary data where the main data comes from the results of empirical research conducted, and secondary data obtained from literature related to research. Based on the results of the study it can be seen that, the implementation of the adoption carried out by the Putra Bakti Orphanage in the Regency of Batang experienced various problems, which in the implementation of adoption were carried out directly without going through court decisions. The reason for the Putra Bakti Orphanage in Batang Regency to appoint children without conducting a court decision is that parents who raise their children want to establish kinship with their biological parents by adopting children because they assume that the appointment of children in a court is complex and the regulations are too complicated. convoluted and requires a lot of money, takes a long time, the orphanage does not provide special costs in the process of implementing adoption, cultural factors that emphasize the appointment of adoption without going through the court and assume that the community is together, lack of socialization and guidance given or carried out by the government and society, this raises a discrepancy with the Government Regulation of the Republic of Indonesia Number 54 of 2007 concerning the Implementation of Child Appointment which explains that the adoption of the child must be carried out through the court and broken off by the judge.<br />Keywords: Problem; Appointment of Children; Orphanage</p><p>Abstrak<br />Artikel ini bertujuan untuk mengetahui problematika pelaksanaan pengangkatan anak ditinjau dari  Peraturan Pemerintah Republik Indonesia Nomor 54 Tahun 2007 tentang Pelaksanaan Pengangkatan Anak di Panti Asuhan Putra Bakti Kabupaten Batang. Penelitian hukum ini merupakan jenis penelitian hukum empiris yang bersifat deskriptif. Pendekatan penelitian menggunakan pendekatan kasus dan perundang-undangan. Jenis data berupa data primer dimana data utama berasal dari hasil penelitian empiris yang dilakukan, serta data sekunder diperoleh dari bahan kepustakaan yang berkaitan dengan penelitian. Berdasarkan hasil penelitian dapat diketahui bahwa, pelaksanaan pengangkatan anak yang dilakukan oleh Panti Asuhan Putra Bakti Kabupaten Batang mengalami berbagai problematika, dimana dalam pelaksanaan pengangkatan anak dilakukan secara langsung tanpa melalui putusan pengadilan. Alasan Panti Asuhan Putra Bakti Kabupaten Batang melakukan pengangkatan anak tanpa melakukan penetapan pengadilan adalah orang tua yang mengangkat anak ingin menjalin kekeluargaan dengan orang tua kandung dengan cara melakukan pengangkatan anak karena mereka beranggapan bahwa pengangkatan anak yang dilakukan di pengadilan tergolong rumit serta peraturan tersebut terlalu berbelit-belit dan membutuhkan banyak biaya, membutuhkan waktu yang lama, pihak panti asuhan tidak menyediakan biaya secara khusus dalam proses pelaksanan pengangkatan anak, faktor budaya masyarakat yang mengedepankan pengangkatan anak tanpa melalui pengadilan dan beranggapan bahwa masyarakat bersifat kebersamaan, kurangnya sosialisasi serta bimbingan yang diberikan atau dilakukan oleh pemerintah dan masyarakat, hal tersebut menimbulkan tidak efektifnya Peraturan Pemerintah Republik Indonesia Nomor 54 Tahun 2007 tentang Pelaksanaan Pengangkatan Anak yang menjelaskan bahwa pengangkatan anak harus dilakukan melalui pengadilan dan di putus oleh hakim. <br />Kata Kunci: Problematika; Pengangkatan Anak; Panti Asuhan</p>

Abstract. Follow up audit results by State Audit Agency or Badan Pemeriksa Keuangan (BPK) are intended to fulfill its obligations as recommended in Audit Report. The completion of follow up audit results has been slightly increased. The percentage is higher than average. However, it is still below the minimal standard determined by BPK. Time completion is ineffectively conducted. This study is a qualitative research and a case study.This research was conducted in Local Government of Talaud Islands Regency. Data consists of primary and secondar data. Primary data were collected with in-depth interviews. On the other hard, secondary data were employed by document analysis. Interviews were transcribed into data transcriptions, analysed, coded, and categorized into themes. Content analysis was used to analyse the data. Resuls indicate that the quality of human resources in this team faces obstacles : (1) The lack of understanding in responding or following up the audit recommendations; (2) The insufficient number of staff involving in executing the follow up audit results; and (3) The follow up process is not fully being implemented. The process must be in accordance to Standard Operating Procedure (SOP) of follow up audit results by BPK. Moreover, this SOP is not yet publicized among the team. Tindak lanjut hasil pemeriksaan Badan Pemeriksa Keuangan adalah tindak lanjut yang dilakukan oleh pemerintah daerah untuk memenuhi kewajiban seperti yang dituangkan dalam rekomendasi Laporan Hasil Pemeriksaan Badan Pemeriksa Keuangan. Penyelesaian tindak lanjut mengalami peningkatan walaupun sangat kecil. Persentasi saat ini berada diatas rata-rata, namun belum mencapai standar minimal dari Badan Pemeriksa Keuangan. Waktu penyelesaian tindak lanjut tidak efektif dilaksanakan. Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus. Lokasi penelitian di Pemerintah Daerah Kabupaten Kepulauan Talaud. Sumber data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer diperoleh dari wawancara mendalam terhadap responden individual. Data sekunder diperoleh dari studi dokumentasi. Hasil wawancara di-transcribe menjadi transkrip data, kemudian dianalisis, diberi kode, dan dikategorikan ke dalam tema. Analisis data menggunakan analisis isi. Hasil penelitian menunjukkan bahwa kualitas Sumber Daya Manusia dari tim teknis cukup memadai. Namun masih ada hambatan bagi tim teknis : (1) kurangnya pemahaman tentang cara menindaklanjuti rekomendasi hasil pemeriksaan; (2) jumlah personil yang dilibatkan dalam pelaksanaan tindak lanjut masih kurang; (3) proses tindak lanjut belum sepenuhnya dilakukan berdasarkan prosedur yang tertuang dalam Standar Operasional Prosedur Tindak Lanjut Hasil Pemeriksaan Badan Pemeriksa Keuangan Republik Indonesia. Selain itu Standar Operasional Prosedur yang telah dibuat belum dipublikasikan kepada tim . Kata kunci:  Tindak lanjut hasil pemeriksaan, Sumber Daya Manusia, dan Standar Operasional Prosedur.

<p>This paper aims to analyze the legal counselors' advocacy against the enforcement of advocate professional ethics. An advocate Honorary Board as an<br />institution formed by a functioning Advocate Organization and authorized to oversee the implementation of the Advocate's code of ethics. This is so that every advocate as a profession holder remains in professional values, is responsible and upholds the profession he holds, considering that the Advocate's status as Law Enforcement is one of the instruments in the judicial process which has an equal position with other Law Enforcement. This study uses a normative juridical approach, and secondary data as the main data supported by primary data. The secondary data in the form of primary, secondary and tertiary legal materials are analyzed qualitatively. Based on the analysis revealed that in Law No. 13 of 2003 concerning Advocates, stated that Peradi was the sole forum for advocacy organizations but with the presence of KAI coupled with divisions in Peradi's body which finally issued a Circular Letter of the Supreme Court of the Republic of Indonesia No. 73 KMA / HK.01 / IX / 2015 the application or  xecution of decisions against violations of the code of ethics by advocates is difficult to implement.</p>

Members of the traffic police must be firm in taking action against traffic violations, but must not deviate from the duties they carry.The deviation of behavior of the members of the Police of the Republic of Indonesia above is a violation of the discipline rules of the members of the Police of the Republic of Indonesia as regulated in Government Regulation of the Republic of Indonesia Number 2 of 2003 concerning Discipline Regulations of the members of the Police of the Republic of Indonesia.The formulation of the problem in this thesis research is what are the factors causing the abuse of authority carried out by the traffic police at Medan City Police Resort, how is the action taken by Propam(Profession and Security) against traffic police that exceeds their authority in carrying out their duties at Medan City Police Resort, and how to deal with against traffic police who exceeded their authority in carrying out their duties at Medan City Police Resort.The research method used is descriptive analysis that leads to empirical juridical legal research that is research conducted by examining primary data by obtaining them directly from sources or interviews and secondary data by processing data from primary legal materials, secondary legal materials and tertiary legal materials.The result showed that the factors causing the abuse of authority by the traffic police in Medan City Police Resort were economic factors, namely the lack of income earned by a police officer that was not comparable with the high cost of leaving. The action taken byPropam(Profession andSecurity) against traffic police who exceeded their authority in carrying out their duties in Medan City Police Resort was to impose sanctions for disciplinary violations against members of the Indonesian Police. The handling of traffic that exceeds their authority in carrying out their duties in Medan City Police Resort, among others, by holding a discussion of cases so that a commitment is made to the decision to be taken as a member of the traffic police with restrictions so as not to occur abuse of authority, carried out for justice and the public interest. Key-Words: Repression, Profession and Security (Propam), Beyond Authority.

Pawnshop Company is a State Owned Enterprises (SOEs), which is engaged in the business of providing credit services and applicable statutory lien for anyone with a moving objects collateral requirement. In order to develop the business, so Government Regulation No. 103 of 2000 was issued, stated of the granting of the loan based on the collateral of fiduciary money. As an institution that provides credit to guarantee the fiduciary shall comply with the provisions set out in Law No. 42 of 1999, especially Article 11, paragraph (1) which states that the objects are burdened with fiduciary collateral required to be registered, but in reality there is no Pawnshop Company comply with Article 11 paragraph (1) of Law No. 42 of 1999 on Fiduciary. Based on the gap das sein and das sollen, then can be formulated the problem of how fiduciary guarantee enrollment application pursuant to Article 11 paragraph (1) of Law No. 42 of 1999 on Company Pawnshop and how execution of fiduciary insurance company that is not registered by the Company Pawnshop when borrowers are in default. Empirical legal research is used in this thesis, because it’s getting out of the gap between das Sein and das sollen. The approach used in this thesis is the legislation approach, case-based approach, and the analytical approach. The nature of the research in this study was a descriptive study, sites in the Pawnshop Company branch Denpasar and Tabanan. The data used in this thesis is the primary data / field data and secondary data / literature. Data collecting techniques used in this thesis is planned interview techniques and reading literature. Sampling techniques used in this thesis is purposive sampling and the data obtained are presented in descriptive qualitative. The results of this problem study is application of fiduciary guarantee enrollment on the Pawnshops Company, that disobedience to law number 42 of 1999 Article 11 paragraph (1) was happened, while the execution of fiduciary insurance company that is not registered by Pawnshop Company if debtor in default is done by a family way.
