The article notes that modern methodology development of the general plans for large cities do not contribute to the efficiency of the projects; do not satisfy modern challenges and threats in urban development. One of the most important challenges is the process of globalization, when a special role is assigned to the large cities. Cities compete for the attracting investments, modern industrial facilities, and skill creative specialists. The concept of a competitive city is the motto under which the general plans of major foreign cities are developed. The main differences between the domestic and foreign practices of designing cities are given. First of all, they relate to the links between socio-economic and urban planning policies. In the foreign practice, the modern general plans are developed while taking into account the mission of the city and the strategic goals of the city development; as defined in the general Plans or the Strategies of Social and Economic Development. As a part of the modern strategies of social and economic development (2030-2035) of large Russian cities (St. Petersburg, Kazan) the mission of the city, strategic goals and even the conceptual basis of urban policy defines. It creates prerequisites for more effective communication of socio-economic and territorial planning in comparison with the established urban code, which provides for the mapping of the planned objects. The low social validity of general plans is noted. Possible directions for the improving methodological basis of developing general plans based on the attitude to the general plan as an instrument for creating the town-planning prerequisites for the realization of the city's mission and strategic goals are given.

Conceptual approaches to development of the region during the post-Olympic period are presented in the article. Conclusions that after the end of the Olympic Games, the region of their carrying out faces the recessive period are drawn. At the same time, tasks of finding new growth points and development of strategy of further development of the region based on improvement under the new conditions of the General plan come out on top in such conditions. The main directions of further social and economic development of the Sochi resort agglomeration are considered. It is shown that further development of economy and infrastructure of Sochi and creation of conditions for its accelerated development during the post-Olympic period are possible only on the basis of the strategized General plan of the city.

The aim of the study is to assess the modern Russian practice of strategizing social and economic development of large cities. Methods used for the research were content analysis of urban strategies developed in accordance with the requirements of Federal Law No. 172-FZ “On Strategic Planning in the Russian Federation”, followed by a logical and comparative analysis of methodological approaches to address key objectives of strategizing tested in practice. These tasks include: assessment of the achieved goals and the social and economic development potential of a large city, identification of its competitive advantages, justification of strategic goals and targets, definition of the appropriate amount of financial resources, selection of the strategy implementation mechanism. Object database of our study includes the cities of Voronezh, Kazan, Kaliningrad, Magnitogorsk, Novosibirsk, Penza, Rostov-on-Don, Tver, Tolyatti and Ulan-Ude. The analysis made it possible to identify several significant weaknesses inherent in the mass practice of strategic municipal planning. The first one is the inadequacy of the used methodological approaches to the complicated character of key tasks of municipal strategy development. The second one concerns the absence of clear, unambiguously interpreted requirements that define the required quality level for the results obtained in the solution of key tasks. The third one is a non-systematic planning process, manifested in weak coordination between the main components of the strategy (mission and strategic goals, strategic goals and objectives, strategic goals and management tools and financial resources that ensure their achievement). The fourth one is the limited number of participants when developing strategies, which significantly reduces the abilities to include the interests of different stakeholder groups. The main reasons for the presence of these weaknesses were determined. In order to improve the quality of strategic municipal planning it is necessary to focus the activities of public authorities on their elimination.

Current imaginaries of urban smart grid technologies are painting attractive pictures of the kinds of energy futures that are desirable and attainable in cities. Making claims about the future city, the socio-technical imaginaries related to smart grid developments unfold the power to guide urban energy policymaking and implementation practices. This paper analyses how urban smart grid futures are being imagined and co-produced in the city of Berlin, Germany. It explores these imaginaries to show how the politics of Berlin’s urban energy transition are being driven by techno-optimistic visions of the city’s digital modernisation and its ambitions to become a ‘smart city’. The analysis is based on a discourse analysis of relevant urban policy and other documents, as well as interviews with key stakeholders from Berlin’s energy, ICT and urban development sectors, including key experts from three urban laboratories for smart grid development and implementation in the city. It identifies three dominant imaginaries that depict urban smart grid technologies as (a) environmental solution, (b) economic imperative and (c) exciting experimental challenge. The paper concludes that dominant imaginaries of smart grid technologies in the city are grounded in a techno-optimistic approach to urban development that are foreclosing more subtle alternatives or perhaps more radical change towards low-carbon energy systems.

Comparative analysis of cluster instruments for economic development of Ukraine and Vietnam is carried out. The study showed that the absolute majority of the clusters operating in Ukraine have significant strategic gaps between strategic goals and resources for their implementation. In order to eliminate strategic gaps, a set of practical recommendations has been substantiated, which generally consists of the following main elements: inclusion in the current legislation of the concept of "innovative industrial cluster of the sixth technological order"; providing the subjects of such clusters with innovative tax benefits; provision of concessional lending for intra-cluster innovation projects. In terms of the effectiveness of the use of cluster instruments for economic development, Vietnam is significantly ahead of Ukraine. The highest efficiency of cluster development was achieved in Vietnam for fourteen of the sixteen positions we analyzed, and in Ukraine, the highest efficiency was not achieved for any position. For each of the ten cluster instruments of economic development that are not used in Ukraine, we substantiated the feasibility and effectiveness of their implementation in our state. In order to introduce each of the most important cluster instruments of economic development, an appropriate legislative framework should be created in Ukraine, as well as a system of by-laws for its practical implementation. Vietnam has been well done in the cluster industrial policy. To the end of 2020, there are 260 industrial parks in the whole country (besides, there are some industrial parks acquired licensing but not yet constructed or having planned but not yet approved). Hanoi plans to build 43 industrial clusters in 2021. To ensure efficient operation of industrial clusters, Hanoi would provide supporting policies for enterprises and business households relocating their operation into industrial clusters, while setting up a list of service fees for all industrial clusters in the city. Hanoi plans to further promote investment and higher occupancy rate in industrial clusters, gradually transforming the current management model towards greater efficiency in operation of industrial clusters.

One of the key tasks of the current government is to develop the regions and strengthen their economic potential. One of the most important factors of economic growth is investment. For Ukraine, which is in a crisis pit, the issue of attracting foreign investments is especially important and relevant, as they have a significant impact on the economic development of the country. At the same time, the largest degradation in Ukraine today is investment activity, which is also due to the outbreak of COVID-19. Deterioration of the investment climate, the possibilities of budgets at all levels, the decline in business activity of economic entities have led to a difficult state of the investment sphere. The article analyzes the investment attractiveness of the regions of Ukraine. A special role is focused on the factors (positive and negative) that affect the formation of the investment climate of the regions: positive - geographical location, labor resources; negative - unfavorable climate and corruption. One of the indicators that reflects the stable economic development of certain sectors of the economy, as well as the country's economy as a whole is the investment potential of the regions. The investment and foreign economic policy of Ivano-Frankivsk UТС is analyzed, which is aimed at improving the image at the regional and international levels, promoting a significant increase in domestic and foreign investment in economic development, the implementation of active information and promotional activities. In the city, foreign investment is about 580 million dollars. US dollars, of which almost 80 million dollars. USA - loan capital. During the study, we analyzed the largest enterprises in Ivano-Frankivsk, including foreign investment, LLC “Electrolux Ukraine”, LLC “Tyco Electronics Ukraine Limited”, SE VO “Karpaty” (Delphi project), LLC “Imperial Foods”. The method of expert assessments indicates promising areas of business development of Ivano-Frankivsk UТС. In the course of the research we suggested ways to improve the investment attractiveness of Ivano-Frankivsk UТС.

No Recôncavo Baiano cidades médias e pequenas, antigos centros da economia urbana e regional, após décadas de estagnação econômica e esvaziamento populacional recebem atenção do Estado através de programas e ações que visam resgatar o desenvolvimento econômico perdido para os novos nós da rede urbana desta região. Em Cachoeira (32.252 habitantes) programas e ações federais e estaduais, envolvendo uma grande quantidade de investimentos, estão sendo implementados na reestruturação urbana (requalificação e refuncionalização do casario histórico) e na geração de renda e emprego através do incentivo aos serviços e comércios ligados ao ensino superior e ao turismo, como o campus da recém criada Universidade Federal do Recôncavo da Bahia (Ministério da Educação), o Programa Monumenta (Ministério da Cultura) e o Projeto de Turismo Étnico (Ministério do Turismo). Os novos moradores de Cachoeira, bem como os estudantes universitários que passam o dia na cidade, geralmente possuem maior renda e acabam levando a um aumento expressivo dos valores cobrados para aquisição e aluguel de imóveis. Há modificação na estrutura do emprego e na construção de infraestruturas para atender as novas funções e serviços. Constatamos processos de exclusão social/econômica e segregação de parte da população, que fica, assim, à margem do desenvolvimento socioeconômico que se pretende, além de ocasionar modificações profundas no cotidiano dos moradores. Abstract THE ROLE OF THE INSTALLATION OF UFRB, THE ACTION OF MONUMENTA PROGRAM AND THE ETHNIC TOURISM IN THE URBAN RESTRUCTURING AND EVERYDAY LIFE OF CACHOEIRA-BA PRELIMINARY APPOINTMENTS OF RESEARCH In the region of the Reconcavo of Bahia, medium and small cities, older centers of the urban and regional economy, after decades of economic stagnation and population decline, receive attention from the Govern through programs and action which intend to rescue the lost economic development for the new knots of the urban system in this region. In Cachoeira (32,252 inhabitants) Federal and State programs and actions, as the campus of the Federal University of Reconcavo of Bahia(Ministry of Education), the Monumenta Program (Ministry of the Culture) and the Project of Ethnic Tourism (Ministry of Tourism), involving a great amount of investments, are implementing in order to promote the urban reorganization, requalification and refunctionalization of the historical buildings, generation of income and job, through the incentive of services and commerce linked to the offer of higher education and the tourism. The new inhabitants, as well as the new students, who pass just hours in the city and generally possess greater income than the local population, are stimulating the increase of the values of rent and acquisition of housing. We find an important modification in the job structure and in the infrastructure of the city, bringing new functions and services. Processes of economic and social exclusion, as well the segregation of part of the local population, are evidenced. The oldest inhabitants are in the border of the new urban, social and economic development.

The article discusses the role of the social context in the evolution of implemented urban development utopia. The ontological and morphostructural problems of one of the implemented urban development utopias on the example of the city of Togliatti are revealed. It was established that the general plan of the Avtozavodsky district of Tolyatti, which fully met the ideals of the Athenian Charter, came into conflict with the idea of the city as a concentrated environment. It is noted that modern Togliatti is in search of a solution to the problem of the integrity of the urban structure. The conclusion is drawn: overcoming the crisis state of Togliatti lies in the field of generating, including new utopias; integration of existing morphostructures; reinforcing redundant conceptuality of form with contextual content. A new morphological unit is proposed - this is macro frame, which is based on multilevel integration of traffic and pedestrian flows.

Research objective is development of the forecast of scenario conditions of increase of economic efficiency of the city-forming enterprise of the monotown for further social and economic development of the region for 2014-2016. For achievement of a goal a number of tasks is solved: consideration of theoretical prerequisites to concept economic efficiency; research of features of economic efficiency of the city-forming enterprise in the monotown; choice of a method of forecasting; forecasting of economic efficiency of the city-forming enterprise. When carrying out research scenario approaches and expert methods of forecasting are used. The main versions of the forecast – option 1 (conservative), option 2 (moderate and optimistical) and option 3 (forced) – are developed on the basis of a uniform hypothesis of external conditions and differ with models of behavior of the enterprises of the monotown, and as with prospects of increase of their efficiency. It is established that at realization of all versions of the forecast economic efficiency of the city-forming enterprise of the monotown increases. However quality of this increase in considered scenarios of the forecast of social and economic development of the region variously. As the most acceptable the moderate and optimistical option is recognized, so at its realization economic efficiency will increase on the average 0,7 items above, than in option 1. The moderate and optimistical option is more focused on innovations, assumes carrying out transformations in development of the human capital and science, and also active modernization of the enterprise.

Abstract. The right choice of the necessary business and management instru- ments, including the appropriate normative legal or theoretical and methodological basis, high levels of efficiency and coordination in management, knowledgeable leadership, particularly in the area of implementation a management decisions con- cerning, inter alia, sustainable exploitation of resources are factors that particu- larly important in the context of implementing the decentralization and public management reform, as well as sustainable development of our country. The current theory and management issues, the theoretical and methodological aspects of the administration have an influence on the two sides: first of all, on result and ef- fectiveness of the different sectors of economy; but, on the other hand, on the level of the social support for the different segments of the Ukrainian population. Under these circumstances, significant research into many aspects of theoretical and methodological foundation of modern management is necessary in an increas- ingly competitive environment conditions and the transformation of market relations. The article is devoted to the analysis of considerable theoretical and method- ological foundation of modern management as a primary way to inform and imple- mentation a management decisions at all management levels – national, regional, municipal and enterprise by which sustainable social and economic development of Ukraine is achieved. Comparison, methods of abstraction, analysis and generalization, graphic and tabular modeling are the research methods which were used in the article. In this science paper the concept of “modern management”, the theoretical and methodological basis, main features, basic principles and functions of the administration and impacts of the management decisions on social and economic development of Ukraine in the context of decentralization, reformation of public management and promoting the culture of managerialism are analyzed by authors. So, based on research, it was determined that the theoretical and methodological foundation of modern management can be improvement by building strong and accountable state institutions, preparation of quality executive decisions, forming professional civil service, launching e-governance, providing convenient services to general public.
