The article is devoted to the study of bilateral relations between Azerbaijan and Iran in 1991-2019, as well as historiography on this topic. The author analyzes the priority areas of cooperation, such as trade and economic relations, tourism, cooperation on trilateral platforms, as well as the factors that influenced the dynamics of their development: Azerbaijani Turks living in Iran; the issue of the legal status of the Caspian Sea and the Nagorno-Karabakh conflict. The author also identifies six stages of bilateral relations: 1) building relations (1991-1993); 2) trouble trusting in a relationship (1994-2000); 3) the most tense period (2001-2003); 4) enhanced cooperation (2004-2010); 5) sharp deterioration (2011-2013); 6) normalization and rapid development (2014-2019). It is indicated that because both states had different foreign policy strategies and international positioning on regional issues, in 1991-2019, bilateral relations were characterized by inconsistency - cooperation, on the one hand, and confrontation, on the other. However, thanks to the efforts of the presidents of both states, bilateral interaction during this period was generally able to maintain its constructive nature. Special attention is paid to the cooperation in the regional triangles: Azerbaijan - Iran - Russia and Azerbaijan - Iran - Turkey, which had different goals and different expectations. If the trilateral cooperation between Baku, Tehran and Moscow is mainly aimed at the implementation of the North-South International Transport Corridor, then the cooperation between Baku, Tehran and Ankara is aimed at strengthening trust and confidence in interstate relations. In conclusion, the author stresses that thanks to the efforts of political elites, especially the Presidents of Azerbaijan and Iran, in general bilateral relations in 1991-2019 were able to maintain their constructive character.

After a century since the Soviet-Iranian Treaty was signed in 1921 authors of the article consider its significance from a new viewpoint – as the backing of the sovereignty of Iran and Russia that supported development of their relations. Authors examine the way it complied with the interests of Russia and Iran, and its impact on the bilateral relations in the 20th century. The signing of the Treaty secured the sovereignty of Iran, served as the base for the development of equal relations between the two neighboring states and opened up Iran for relations with foreign states. For the Russia, this document was a step towards breaking its diplomatic isolation. The authors emphasize that Russia had granted almost all its property to Iran which contributed to the improvement of the financial situation in Iran and served as a base for the development of mutually beneficial economic relations between the two countries. The authors mention that the property transfer clause was connected with the security of the Soviet Russia. This fact was reflected in the Article 6 of the Treaty. The Treaty set up the basement for the legal status of the Caspian Sea as a closed sea in the states' joint usage. The Convention on the Legal Status of the Caspian Sea, signed in 2018, to some extent retained the special regime of the sea and reflected the spirit of the Treaty of 1921. Although in IRI there are different views about the Treaty some experts consider that it generally complied with Iran's national interests.

Central Asia is the heart of the Eurasian continent, a region directly adjacent to China, and the Silk Road, which connects the Eurasian continent, passes through this region. Kazakhstan is a country rich in natural resources and energy in Central Asia. Apart from the mineral resources of Central Asia, its location as the center of two continents, its importance in China's foreign trade and its strategic position in the defense of the North-West Frontier, made Kazakhstan known to the world about the location of this project. Since 2014, China has focused on the "One Belt - One Road" strategy in the region. Since 2014, economic relations between the two countries have developed under the "One Belt - One Road" initiative, but the problems remain. The article is devoted to the analysis of economic relations between the two countries and give some suggestions to solve the problem

At  the  present  stage  one  of  the  unsolved   problems in  interstate relations of  Caspian bordering countries is defining international­legal status of the Caspian Sea. It is noted in the article that this problem is not a new one at all. The history of “division” of the Caspian Sea begins in the ancient age, namely in VIII century. It is underlined that the basic stumbling block  is the position of Iran on the right to use the Caspian Sea, and also occurrence of extra regional players, such as  the USA, China, etc. First of  all, it is connected with rich oil fields and other minerals, and also with convenient geopolitical and geostrategic position. The only way to worry out the international­legal delimitation of the Caspian Sea problem is a negotiating process. By now, despite of  certain disagreements on  legal status of  the Caspian Sea, five Caspian bordering countries managed to achieve certain progress, admitting the possibility of applying the principle of sectorial sectioning on the Caspian Sea.  Clear proof  of  it is the agreements on  division of ground on the northern part of Caspian Sea signed between Kazakhstan, Russia and Azerbaijan. It is important that Kazakhstan, Russia, Azerbaijan and Turkmenistan clearly stated their positions and agreed to make a compromise in their official statements. More than likely, in the near future Iran will soften its position, considering its present  situation and   strained relations with the USA. It has been alleged that the constructive  dialog  already  started; everything depends on  the mobility,  concurrency and rationality of actions of all Caspian bordering countries.

The article analyses the main provisions of the peasant reform in Georgia, which had a further impact on the socio-economic development of the landowner peasants of Tiflis and Kutaisi provinces in the last quarter of the 19th – the early 20th centuries. On the basis of archival sources and literature, the author considers the reasons for the difficult economic situation of the Georgian landowners in the period under study. An analysis makes it possible to conclude that the socio-economic relations that had been formed in Georgia determined the contradictions inherent in the capitalist mode of management. On the one hand, the peasant reform contributed to the more rapid development of the capitalist mode of production in the countryside, laying the foundation for economic development in agriculture, the introduction of commercial agriculture, the growth of agricultural productivity, and the maturation of commodity-capitalist relations. On the other hand, the main means of production were in the hands of the landlords, which led to an even greater extensive impoverishment of the landlord peasants. Thus, in Georgia, the remnants of serfdom survived even longer than in the European provinces of the Russian Empire. It is concluded that the reason for these remnants included the backwardness and relatively weak development of capitalist relations in the South Caucasus, in particular, in Georgia.

The article is devoted to the particularity of Canada-Mexico bilateral relations in the period from their beginning to signing and entry into force the North American Free Trade Agreement (NAFTA). It is noted that from the time of first contacts bilateral relations between two countries have developed unevenly with periods of increase and periods of decline. It is determined that in the history of Canada-Mexico relations before signing NAFTA can be identified four main periods. The first one is a period of early contacts that lasted from the end of XIX century to the establishment of the official diplomatic relations between Canada and Mexico in 1944. In this period of time ties between the two countries were extremely weak. The second period lasted from 1944 to the end of the 1960s. This period clearly shows the limits of cooperation between Canada and Mexico after the establishment of the official diplomatic ties, but it is also possible to see a certain coincidence between the values and diplomatic strategies of these countries. The third period of Canada-Mexico relations lasted from the beginning of the 1970s to the end of the 1980s. During this period, both Canada and Mexico try to diversify their foreign policy and strengthen the organizational mechanism of mutual cooperation. But it is also shown that despite the warm political rhetoric, there was some distance in Canada-Mexico relations. The fourth period of the relations lasted from the late 1980s until the NAFTA treaty came into force in 1994. At that time Canadian and Mexican governments began to give priority to economic relations over political and diplomatic ones. It was revealed that the main influencing factors of bilateral relations between Mexico and Canada were the impact of third countries, especially the United Kingdom and the United States, regional and global economic conditions, and the attitude to the bilateral relations of the political elites of both countries.

In the present article, the author analyzes the problem of conflict zones around Russia on the post-Soviet space. The events of August 2008 in the Caucasus region highlighted many problems, which should be solved in order to ensure the security of Russia. Moreover, the "frozen" conflicts in South Caucasus and Moldavia carry a destructive potential. Territorial problems exist between Russia and Ukraine. The subject of the Caspian Sea legal status remains unclear, and it is bordered with Central Asia having its own social, ethno-religious and territorial problems, which create the instability belt on the southern borders of Russia. The success of Russia's policy and its global role will be determined foremost by its economic and scientific potential, its capacity for rapid development.

The complexity of the economic aspects of federal relations and the multidimensional nature of management tasks predetermines the need to comprehend the essence of the system of federalism. Therefore, the purpose of this study is to substantiate a model that, on the one hand, considers federalism as the concept of the creation and functioning of the state system and as a way of managing the economy of the federal state on the other. Application of an evolutionary methodological approach allowed the author to divide the fundamental theories of federalism into two groups: the one examines federalism as a power paradigm, focuses on the federal principles of building a state, political and legal status The other examines federalism as a mechanism for coordinating the economic interests of its participants from the position of providing resources for fulfilling the assigned state functions at each level of the federal structure. The first group of fundamental works allows us to single out the essential features of federal relations. The second group of works made it possible to determine the economic principles of the functioning of federalism relations. Based on the highlighted features and principles of economic relations of federalism the article presents the author’s view of the dual subject essence of the state. Firstly, as a carrier of federal relations as a construct that structures and formats the territorial-state structure, as a mechanism of management and organization that sets the formal conditions for the reproduction of the subjects of the federal state based on the possession of power. Secondly, as an actor, one of the participants in the economic cycle of reproduction of the gross regional product based on the resources of the public sector. The proposed binary representation of the state allows us to show not only its creating role in the system of economic federalism, but also includes the goals of the regional economy in the federal system.

The paper considers the tendencies of the international cooperation in the Black-Caspian Seas region. Since the collapse of the USSR in 1991, there has been formed the conditions for expanding the cooperation and strengthening the economic relations between the states of the Caspian and Black Seas Region. The paper analyses the international positioning and priorities of the cooperation applied by the regional states, on the basis of which key areas and formats of their interaction are implemented. The results of the cooperation are being studied. They include the creation of intergovernmental organizations and new transit routes for the supply of goods. The influence of the issue of the the legal status of the Caspian sea on cooperation in the Black-Caspian Seas region is also considered. In the context of the conflict of the foreign policy interests, the concept of the regional cooperation has not been formed both on state the intergovernmental level. However, due to the high transit potential of the region, international economic ties are being formed, which is in the interest of all regional states. Regional cooperation is pragmatic and has a limited scale. Expansion of the cooperation is so far possible between the parties that do not have opposing positions on ethnopolitical conflicts.

The adoption in 2018 of the Convention on the Legal Status of the Caspian Sea creates the conditions for ensuring of environmental safety of the Volga basin and the Caspian in accordance with the international and national documents such as the UN Sustainable development goals on 2030 the Paris agreement on Climate change and the federal project on the Volga Rehabilitation. The potential of the formation of UNESCO geoparks was assessed on the basis of Caspian environmental programme and the federal multidisciplinary projects. Newly emerging legal aspects will make it possible to use competitive advantages geographic position in economy and society to enable effective implementation of the North South Transport Corridor project. Assessment of competitive advantages was designed on the basis of risk concept and the unique natural resources estimation for landscape-basin systems. The key output of the research is identification of cumulative effect of the North South Transport Corridor project and environmental projects focused on conservation of the natural resources and landscapes of the Volga basin.

Russia's policy success and its world role will primarily depend on its economic and scientific potential, its capacity for rapid development.
