The subject of this research is the procedure for assessment of investment attractiveness of the Russian regions. A favorable investment situation is an important factor for investors in making their decisions, and this requires a transparent, information comprehensible and methodologically simple tool for assessment of investment attractiveness of a region. There is a need to develop criteria for assessment investment attractiveness of the Russian regions, which would allow determining the competitive advantages or underachievement of the specific regions and formulating recommendations based on the acquired results of assessment of investment attractiveness of the Russian regions. The author proposes a 6-stage assessment procedure of investment attractiveness of the Russian regions, which would calculate the final indexes of the integral assessment of investment attractiveness for each region under consideration, with the possibility of further comparison of the indexes and their ratings. Each index is calculated on the basis of 6 to 11 variables, and reflects corresponding subsystem of the factors of investment attractiveness of a region. The developed assessment procedure of investment attractiveness of the Russian regions can be valuable for the potential investors for the purpose of minimization of possible losses, as well as or public authorities for analyzing the development trends of a region and investors’ behavior.

The factors influencing the possibility of the theory of key competencies adaptation within the traditional ideas of the resource approach to ensure the long-term competitiveness of companies have been considered. For this purpose, the review of features of application of key competencies during the formation of strategies of the industrial companies of mature sectors of industries has been carried out, in which thanks to action of evolutionary mechanisms of technological and organizational development there are objective preconditions for creation of steady competitive advantages on their basis. The necessity of development of methodological approaches to the formation of company’s competitive strategy in the sector of electrical production based on the formation of organizational-economic mechanism of adaptation to external influences and internal changes to manage the development of key competencies as factors of sustainable competitive advantage in the future and the formation of long-term effective business development model of the enterprise, has been substantiated.

The purpose of the article is to develop a methodology of strategic analysis of enterprise competitiveness. The methodological basis of the research is the use of general scientific methods: the method of analysis and synthesis, theoretical generalization and comparison, and the means of modern computer technology for data visualization. The scientific novelty of the received results consists of developing a logical and linguistic methodology of competitiveness analysis in the long term. The article is devoted to the development of strategic analysis of the competitiveness of the enterprise. Relevance of research is caused by enterprises management in the modern markets that use innovations of products or technologies, constantly face competition, and according to its condition, should make decisions on strategic development in conformity with the country’s development market inquiries the society. Thus, the problem is not only for new companies but also for those that already function in the market and carry out planning of economic activity to become the market leader, not to lose leadership, to keep the positions. The given methodology can be used by any enterprise irrespective of the type of activity, form of ownership, or strategic goals. Conclusions. According to the study results, the methodology of strategic analysis, which is based on the study of potential internal development of the enterprise, taking into account the influence of external factors, which include macroeconomic factors of influence and market conditions. The basic approaches to the analysis of the competitiveness of the enterprise of foreign and domestic researchers are investigated in the article. The essential components of competitive advantages, which include price and non-price factors, are considered. Peculiarities of carrying out the analysis of the competitiveness of the enterprise after Porter are defined. The methodology of competitiveness analysis in the long term is developed. The main components of the strategic analysis are the estimation of activity scale in a long-term prospect, determination of strategic aims of the company, determination of aims of market coverage, selection of strategy type, selection of basic subjects of influence on competitive advantages, assessment of future relations with suppliers and buyers, assessment of cost price level, assessment of the quality of products and services and unique properties of products, formation of internal price policy. Territorial development is both a toolto ensure effective and sustainable socio-economic development of Russia, and on the other hand requires a consistent transformation of spatial organization and economic structure of the country. In developing the spatial development strategy advocates the need for a comprehensive methodology for the spatial distribution as the industry structure of the economy, as well as legal support for the planned activities. The article describes the principles and approaches to the choice of tools used in the development of spatial development strategy. The main stages of strategic planning of the territory’sare strengths and weaknesses, opportunities and threats. By type of competitive advantages, all the factors of competitiveness are grouped into three categories: natural resource, operational and strategic. Experience in building integrated competitiveness ratings of Russian regions allows you to select a group of factors that determine the future spatial development. Urgency of the research. International practice demonstrates that competitive and integrative benchmarking competition gives way to cooperation that may eventually become the driving force in changing the philosophy of the modern system of higher education. Target setting. The study of theoretical and methodological approaches to maintaining effective competitive and integrative benchmarking along with carrying out applied projects facilitating its implementation into the operation of national HEIs seems timely and relevant. Actual scientific researches and issues analysis. A study of characteristics of benchmarking as a management tool in education was accomplished by such scholars as N. Jackson, H. Lund, M. Udam, M. Heidmets, Kuźmicz K., Schwarz S., Wersterheijden D. Uninvestigated parts of general matters defining. The scientists have not yet sufficiently developed the comprehensive analysis of the competitive and integrative benchmarking, including the Higher Eeducation Institutions. The research objective. The article aims to prove the feasibility of competitive and integrative benchmarking to ensure the competitiveness of Higher Education Institutions and their adaptation to market and institutional realia of the domestic economy. The statement of basic materials. The article justifies the feasibility of competitive and integrative benchmarking increasing the competitiveness of national universities. Toolkit of process-oriented approach of benchmarking is based on justification of the reference strategy by comparing competitive advantages in selected 4P-subsystems of benchmarking of management in top universities. Conclusions. The concept of the competitive and integrative benchmarking, developed by the authors as a marketing and management tool facilitating the capacity of Higher Education Institutions to build and maintain their competitive edge, is a synthesis of the competitive analysis mechanism and marketing interaction for the purpose of adapting the best practices by identifying benchmark organizations.

The article identifies the need to assess the competitiveness of the fisheries industry, given that the fisheries industry is one of the most promising and cost-effective areas of agribusiness development for small and medium-sized agricultural entities, and is of great interest to investors. The role and importance of the fish industry for the food security of the country are substantiated and it is determined that this industry is a promising area of development in the country. The scientific literature sources on the subject of the existing methods of assessing the competitiveness of the fisheries industry are analyzed and the main methodological approaches for assessing the level of competitiveness of the fisheries industry are determined, taking into account the specifics of the industry. The article provides a comparative analysis of methods for assessing the competitiveness of the fish industry, identifies the advantages, disadvantages and possibilities of applying this analysis. It is determined that the assessment of the competitiveness of the fisheries sector is an important element of ensuring effective management and a prerequisite for obtaining sustainable competitive advantages in the long run. The article states that the assessment of the competitiveness of the fisheries sector determines the favorable and unfavorable market positions, as well as the strengths and weaknesses of fisheries. It is noted that the competitiveness of the industry is an aggregate indicator of the potential of all structural units and elements of the industry's potential, as well as its ability to prevent and respond quickly and adapt to changing environmental factors. It is emphasized that there is no single methodology for assessing the competitiveness of both the enterprise and the fisheries industry today, which is primarily due to the ambiguity of the interpretation of the very concept of competitiveness. Based on the fact that the competitiveness of the enterprise and the industry as a whole in modern conditions is one of the defining characteristics of the efficiency of its economic activity and, at the same time, opportunities for further development, the article defines the concepts of "industry competitiveness" and "industry competitiveness assessment".

Abstract The topic of ecotourism is now more relevant than ever, both in Russia and around the world. Despite the existence of well-known world practices of creating a variety of ecotourism products and services compatible with the goals of conservation of natural territories, Russia still has a long way to go to turn ecotourism into alternative form of recreation that contributes to the environmental and socio-economic development in the Russian regions. The article discusses the methodological approaches, experiences, and results of the All-Russian competition organized to identify pilot ecotourism areas, where tourist and recreational clusters (TRCs) may be developed through implementation of the combined potential of nature protection areas and adjacent territories. The research database includes the competition documents and regional projects published on the website https://priroda.life. The paper presents the goals, objectives, stages and features of the competition, regional strategies for participation in the competition, and the best projects. Moreover, the study identifies the key challenges for the development of ecotourism in natural areas. It shows that the process of involving Russian protected areas (PAs) in ecotourism is more than one-step action, that requires a systematic approach to advancement of tourism-and-recreational clusters jointly with the development of natural and adjacent territories.

The article is dedicated to the overview of new methodological approaches towards the typology of Russian regions developed to support the locality-based decisions at the federal level of governance in order to design and implement the Spatial Development Strategy of the Russian Federation in the long-term. Drawing evidence from several examples illustrating the formation of different regional typologies the authors propose their own one taking into the account the core principles of Russian State Regional Policy and the aims of Spatial Development Strategy which were formulated in its Conception. Giving the current conditions which indicate a necessity for a radical improvement of spatial development governance system, the research proposes a number of criteria towards the typology of Russian regions. The authors propose the measures for the system of criteria for social and economic indicators that can be used to generate homogeneous groups of regions on the basis of subdividing the regions under analysis into corresponding groups within the development of sectoral and industrial or problem focuses typology. For the creation of a structural and sectoral typology of the regions, the indices of the share of specific types of the economic activity in the structure of GDP in the total volume of the shipped goods into the manufacturing plants are used. The results of such a 2D-typology of Russian regions when using a structural, industrial and problem-focused typologies made on the basis of the official statistical data issued by the Rosstat over the period 2014-2016 are provided. The main approaches to their use at the determination of priorities of perspective social and economic development of the regions of the Russian Federation are given.
