Subject. Foreign language (linguistic) competence in the Civil Service of the Russian Federation Topic. Problems of linguistic competence in the Civil Service of the Russian Federation Goals. Analysis of normative acts and reference sources that define aspects of linguistic competence in the civil service of the Russian Federation. Identification of the practical need for foreign language (linguistic) competence in the civil service of the Russian Federation. Methodology. The method of comparative analysis of statistical data, assessment of the regulatory framework in the field of foreign language (linguistic) competence. Results. In the process of analyses of the foreign language linguistic competence of the civil servants development, practical and reputational incentives that contribute to an increase of the level of linguistic (foreign language) competence of the civil servants were identified. As a solution, it was proposed to develop a specialized advanced training course «The improvement of the linguistic communicative competence for the civil servants (72 hours)» on the basis of the RANEPA (Voronezh branch), contributing to the development of the linguistic competence of the civil servants of the Russian Federation, Voronezh region. Scope of application. State Service of the Russian Federation. Conclusions. The development of the advanced training course «The improvement of the linguistic communicative competence for the civil servants (72 hours)»on the basis of the RANEPA (Voronezh branch). This proposal will contribute to the development of the linguistic and communicative competence in the public sector. The article analyzes the problems of correlation between administrative and labor law of Russia in regulating relations in the civil service, with consideration of the possibility of subsidiary application of the norms of labor legislation of the Russian Federation in regulating relations in the civil service. It is concluded that the state-service relations themselves are not identical with those related to the state civil service. In this regard, the prospects for the development of the civil service in order to further strengthen the public legal status of civil servants are outlined.

The article examines theoretical issues related to understanding and important problems of legal regulation of the institution of conflict of interest in the state and municipal service, it analyses the category of “personal interest of an employee”, and also conducts a comparative study of the application of administrative and disciplinary responsibility to a civil servant in this conflict situations. The activity of the commissions on compliance with the requirements for official behaviour of civil servants is analysed. The authors analyse the specifics of the conflict of interest based on the current legislation. Particular attention is paid to the issues of increasing the efficiency of practical activities of state bodies to identify and prevent these conflicts. Gaps in the provisions of the laws of the Russian Federation related to conflicts of interest are investigated. There are proposals for the effective resolution of conflict situations in the civil service. Analysing the changes in the legislation of the Russian Federation, considering the opinions of scientists on combating corruption, the authors draw their own conclusions. The key position of the authors on this issue is that improving the measures of legal responsibility of civil servants in a situation of conflict of interest is a necessary task of the science of administrative law, an effective means of preventing offences and strengthening executive discipline in the state apparatus.

The presence of professional highly qualified personnel in the civil service, together with modern information technologies, is possible thanks to the existence of a democratic state governed by the rule of law. The professional activity of civil servants acts as a subsystem within the civil service system. The study of the peculiarities of personal and professional development of the individual in the civil service will contribute to the disclosure of the psychological mechanisms of this process, the resolution of a number of pressing questions about the methods and possibilities of optimizing professional and personal development, which in turn will contribute to improving labour efficiency. To study the features of personal and professional development of the individual in the Russian Federation Civil Service. Survey among civil servants and comparative analysis of the results obtained in all study groups; statistical processing of the results. 120 respondents took part in the study: federal-state civil servants (40 people) and civil servants of other types (80 people). The main problems and features of personal and professional development of the individual in the civil service of the Russian Federation are identified and the main directions of optimization of the studied process are determined. The process of personal and professional development of civil servants, as will be shown in this study, is an overall result of the professional education and additional professional education, including retraining, advanced training, and internships. The main directions of optimization of the studied process are the following: improving scientific, methodological, and organizational support; increasing the motivation for professional activity and career advancement; improving the efficiency of additional professional education; developing a program for personal and professional self-development; introducing additional forms and technologies for improving professional skills of state civil servants.

The article analyzes the proposals of the draft law of the Government of the Russian Federation aimed at optimizing the structure of monetary compensation and social guarantees for civil servants. This law should embody the provisions and the main directions for the development of the civil service designated by the Presidential Decree. The authors consider the range of grounds influencing the formation and optimization of the amount of monetary compensation for civil servants, as well as some other circumstances such as, for example, the specifics of civil service. The authors cite an extensive foreign practice of determining the monetary compensation for civil servants and believe that some of them can be applied in Russian practice as well. It is noted that well-organized social support for civil servants increases the number of highly professional managers who can effectively pursue state policy and increase the prestige of the civil service.

Annotation Subject. Digital competencies of State civil servants of the Russian Federation Topic. The importance of digital competencies of civil servants of the Russian Federation in the system of public administration and the main approaches to their formation and development. Goals. Analysis of the results of the development of digital competencies in the public sector in order to form a unified approach to the methodology of teaching the basics of digitalization in the public sector. Methodology. Methods of statistical, graphical, system analysis, grouping methods, comparative analysis of statistical data, expert evaluation, as well as assessment of the regulatory framework in the field of competencies in the civil service of the Russian Federation were used in the research. Results. Based on the analysis of the results of the development of digital competencies in the public sector, it is possible to draw conclusions about the need for a high-quality study of the composition of digital transformation teams, a responsible approach to the appointment of digital transformation managers, as well as the need to develop a unified methodology for teaching the basics of digital transformation, both the teaching staff and civil servants of the Russian Federation. To solve this problem, it is proposed to form a single categorical and terminological apparatus, to define unified requirements and approaches for the appointment of those responsible for digital transformation in state bodies, as well as to develop methodological recommendations that define the main aspects of the organization of the learning process. In order to improve the quality of teaching the basics of digital transformation in the field, it is advisable to develop a course aimed at training the teaching staff. Scope of application. State authorities of the Russian Federation and the subjects of the Russian Federation. State Civil Service of the Russian Federation. Conclusions. The transition to the information society is characterized by the formation of new relationships between the individual and the government, the improvement of the quality of life, the emergence of conditions for business development, the use of innovative solutions. Today, there is a high demand for information technologies in the public sector, government agencies are focused on customer orientation, and actively implement an innovative approach. The process of mastering the digital competencies of state civil servants of the Russian Federation will allow optimizing the organizational work of state structures. Subject. Introduction of a unified information system for personnel management of the State civil service of the Russian Federation. Topic. Analysis of information and methodological support for assessing the effectiveness of civil servants in the subjects of the Russian Federation. Goals. Development of recommendations based on the analysis of information and methodological support for assessing the effectiveness of civil servants in the subjects of the Russian Federation. Methodology. The research uses the methods of logical and comparative analysis of the practice of introducing elements of the digital economy in the management of the personnel of the state civil service of the Russian Federation. Results. Based on the analysis of the current situation in the field of information and methodological support for assessing the effectiveness of civil servants in the subjects of the Russian Federation, problems are identified, proposals are formulated and reasoned in the form of changes to the existing information system. Scope of application. The sphere of personnel management of the State Civil Service of the Russian Federation. Conclusions. The introduction of information technologies in the civil service in the constituent entities of the Russian Federation and the automation of the assessment of the effectiveness of personnel is a rather labor-intensive process that requires the use of modern methods and tools to improve the efficiency of public administration in general. In this article, the author carries out the organizational and legal analysis of the adaptation of personnel in the state civil service. The results of the study suggest that the existing legislation does not contain provisions directly regulating the process of adaptation for civil servants. The article presents a comparative analysis of the personnel adaptations and probation period, identifies the main differences of these technologies. The organizational analysis of civil service personnel adaptation is carried out on the experience of using this personnel technology in the Ministry of Culture of Zabaikalsky Krai, the Ministry of Labor and Social Development of Omsk region, Executive authorities of Penza and Yaroslavl regions, Khabarovsk Krai and St. Petersburg, in the Ministry of Industry and Trade of the Russian Federation, and in the Pension Fund of the Russian Federation. The analysis of adaptation practices implemented in the different bodies of public authorities of the Russian Federation allows to conclude that, currently, there is no single approach to civil service personnel adaptation. There are often formal practices that fail to achieve their goals. Government bodies today increasingly pay attention to the need to regulate the adaptation process of employees, however, they implement their programs with varying degrees of success. Not all government bodies effectively use the adaptation mechanisms for civil servants, which means that measures must be taken to correct the situation. The author sees the solution of the problems in changing the legal and organizational basis for the personnel adaptation in the civil service.

The article considers some actual problems in legal regulation of renumeration and retirement benefits for some categories of federal civil servants. These problems relate to the assessment of the equal status of the higher legislative, executive, and judicial branches of state power of the Russian Federation. The author has studied in detail the relevant legal acts, scientific articles, and monographs published on similar topics and provide convincing arguments about the need to correct the current imbalance. The author concludes that it is necessary to raise the level of attractiveness of civil service and increase the competitiveness of the state as an employer. It is suggested that this can be achieved through equalizing the level of wages of civil servants with the wages of workers in the corresponding/similar specialty and qualifications of the non-state (commercial) sector. The author identifies priorities for further improvement of legal regulation, formulates proposals to eliminate the selective approach in determining and changing the salaries and other significant parameters of the monetary content of federal civil servants of some higher state authorities.
