Subject. Service infrastructure of road transport in the region. Research topic. Methodological approach to determine the target values of road transport service infrastructure’ development indicators in the regions of the North Caucasian Federal District. Purpose. To analyze and provide target values of development indicators of the road transport service infrastructure (RTSI) of the region, to propose possible measures to influence the factors of development of RTSI. Methodology. Logical, comparative, economic and statistical analysis. Results. The author has developed the algorithm and the methodology of the estimation of the indicators of regional RTSI. Possible remedies to influence the factors of RTSI development, which were specified and finalized, based on the analysis of programs and measures, conducted in the region, have been offered. Scope. Economic policy of regional authorities in the sphere of road transport infrastructure’ management. Conclusion. The proposed methodology and algorithm for assessing target performance indicators for the regions of the North Caucasian Federal District were tested. The regions of the North Caucasian Federal District were divided into three groups. For each group of regions were obtained target indicators to assess the effectiveness and control the development of RTSI in the North Caucasian Federal District, which ensure the preservation of the effectiveness of RTSI enterprises in the further development of the region. For the group of regions (Republic of Dagestan, Karachay-Cherkessia Republic, Chechen Republic), a lag in the values of the indicators of the sufficiency of the RTSI enterprises compared to the average forecast values for the federal district as a whole was revealed; the priority is to increase the «Number of RTSI enterprises per 1,000 vehicles». For another group of regions (Stavropol Krai, Republic of Ingushetia), the priority objective is to increase the «Total volume of paid domestic RTSI services to the population. For the group of regions - the Kabardino-Balkar Republic, the Republic of North Ossetia-Alania - a proportional increase in the values of all target indicators of RTSI development is required. The conclusion was made that the development of RTSI enterprises in the North Caucasian Federal District is not provided with a unified set of measures, RTSI cannot effectively develop within the framework of regional programs to stimulate small and medium-sized enterprises, and compete with enterprises of other activities, due to their organizational and economic peculiarities. It is needed to give more priority to the development of RTSI, the creation and implementation of regional target programs for the RTSI development. Research objective: studies of economic and transport infrastructure development in the Arctic and Northern Territories of Russia. Research methodology: analysis of transport infrastructure in the Republic of Sakha (Yakutia) and the types of railways used in Russia. Results: economic development of any region is proportional to the development of the road transport infrastructure and logistics. When a conventional railway is operated in the Arctic conditions, it is not always possible to maintain a cargo turnover that would ensure its efficient use, and transshipment from one mode of transport to another is very problematic. A new type of railway is proposed, i.e. a light railway. Conclusions: the proposed new type of transport offers all the main advantages of narrow gauge railroads (high speed of construction, efficiency, etc.) and helps to eliminate their main disadvantage, i.e. the need for transloading when moving from a narrow gauge to the conventional one with the width of 1520 mm, along with a significant reduction in capital costs.

Abstract In the North West of England the issue of a perceived infrastructure gap is of increasing concern. Investment needs to be made to improve the transport infrastructure of the region if it is to be expected to promote the development of its own regional logistics gateway. Funding tools have been set up to address the challenges arising from the imbalance in infrastructure development that exists between regions in the north of the United Kingdom and those in the south. For regions with well developed economies the outlook is promising as the availability of modern transport infrastructure looks set to improve. However, some sources believe that the development of new transport infrastructure will have a negative impact upon sustainable development. It is expected that this will occur in a range of both direct and indirect ways. As a result, it is critical that planning for the creation of new intermodal transport infrastructure, or the upgrading of that which already exists, takes into account the impact that these developments will have on the sustainable development of the host region. A scenario based development methodology is proposed in this paper. It was developed to provide a way to identify potential scenarios that may arise within a given region as a result of transport infrastructure projects. To create significant scenarios the methodology is dependent on the availability of a sufficient quantity of quality data. For this paper that data was collected through a focus group composed of stakeholders from the region in question. This was further supported by the performance of an impact survey using the same group of stakeholders.

The paper substantiates the necessity to study a transport infrastructure in the context of its impact on socioeconomic indicators pertaining to the development of a certain region. The importance of this study is confirmed by the goals and objectives of the transport system development of the Republic of Belarus, which are outlined in the National Strategy of the Republic of Belarus for Sustainable Socio-Economic Development for the period until 2030, and they are considered as well as priority areas for the development of Minsk region, presented in the Sustainable Development Strategy of Minsk Region for 2016–2025. The influence of eight indicators for transport infrastructure development of Minsk region on four key socio-economic indicators of the region development such as gross regional product, investment in fixed assets, revenues of consolidated budgets, average wage level has been investigated in the paper. A multiple regression analysis has been applied for assessing a relationship between dependent and independent variables. A step selection method has been used as a method of multiple regression analysis. All calculations have been carried out in the IBM SPSS Statistics 20 program. As a result of the study correlation indicators have been established between dependent and independent variables, relationships between variables and dependencies have been determined in the paper. The reliability of the obtained results have been verified with the help of the Fisher and Student's criteria. The obtained results have made it possible to identify key indicators for a transport infrastructure of Minsk region which have the greatest impact on socio-economic development of this region and can be used to analyze an investment attractiveness of Minsk region.

The relationship of mass motorization with the quality of the urban environment and the development of the transport framework is analyzed. Examples of the modernization of the transport system and the humanization of the urban environment from the world urban planning practice are given. The authors formulated a number of recommendations for the reconstruction of the transport infrastructure on the example of the Crimea.

Celem niniejszego artykułu jest prezentacja miejsca infrastruktury transportowej w programowaniu rozwoju społeczno-gospodarczego oraz analiza charakteru i roli tego czynnika w wybranych teoriach rozwoju regionalnego. Pierwsza część pracy opisuje metodę badań oraz wykorzystywane źródła. Część druga zawiera syntetyczny przegląd literatury z zakresu ekonomiki transportu i wskazuje na elementy kluczowe z punktu widzenia rozwoju społeczno-gospodarczego oraz, co za tym idzie, zainteresowania władz publicznych. W części trzeciej opisana jest dyskusja tocząca się wokół oczekiwanej roli inwestycji infrastrukturalnych oraz ich miejsca w wybranych koncepcjach rozwoju regionalnego. Koncentruje się ona wokół dylematu „wyprzedzającego”, bądź „wtórnego” modelu rozbudowy infrastruktury, a także roli tego zagadnienia na tle innych czynników rozwoju regionalnego. Całość zamyka podsumowanie, które zawiera wnioski na temat roli sfery transportu we wspieraniu rozwoju regionów oraz konkluzję, zgodnie z którą infrastruktura transportu stanowi element niezbędny do kreowania dostępności i równolegle wewnętrznego potencjału regionów. The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.

Infrastructure development is considered a key factor in promoting economic growth and attracting foreign investors for sustainable production and productivity. Conversely, inadequate levels of infrastructure constrain economic growth, a situation developing countries find themselves in. This requires the government to invest in infrastructure supplemented by external financing. This chapter, therefore, discusses how levels of infrastructure development affect economic growth in Ghana, since 1986 to date. The focus is on road transport infrastructure and its impact on economic growth under successive Ghanaian governments. Using the Cobb-Douglas production function and Vector Auto-regression (VAR) approach our analysis shows a positive relationship between infrastructure development and economic growth. This explains governments' improved allocation and expenditure on infrastructure development and maintenance in the 2000s. Ghana governments' attempts to plan and prioritize development of infrastructure, roads in particular, and create a culture of maintenance are targeted at raising the country's competitiveness and attractiveness to foster growth of all sectors of the economy.

The level of transport infrastructure development directly affects the rate of economic growth. In 2018, in Russia, 67.1 % of the total volume of transported goods were delivered by road transport. However, we cannot talk about the full realization of the road transportation system since 57.6 % of public roads do not meet regulatory requirements. The available statistics indicate that, first of all, attention should be paid to the condition of the roads. The article analyzes the system for road maintenance in the constituent entities of the Russian Federation, considers the main regulatory documents governing the activities of road work suppliers and executive authorities in the field of road maintenance. The article examines and analyzes the advanced foreign experience in the field of technologies for servicing roads in the winter. As the result of analysis, the authors propose introducing performance-based contracts into the field of the road sector. The creation of an economically feasible form of performance-based contracts can lead to a decrease in the cost of road maintenance by 10-40 %.
