Summary This article elaborates on the issue of recognition and enforcement of foreign arbitral awards in the Russian Federation. It is common knowledge that foreign companies seeking R&E in Russia suffered damage because of the broad interpretation of Russian public policy in the past decades. However, it is uncertain how the present judicial development appears like and where it will lead in the future. The article specifically considers two basic ideas on the issue at hand: one is slightly critical (Karabelnikov) while the second is rather optimistic in regard with the recent development (Zykov). The main goal is to introduce the issue to the respective readers and to try to inflame a discussion.

In speed skiing, an athlete’s functional readiness is tested by means of a bicycle ergometer (EGM). The purpose of this research is to make various mesocycle plans for high school boys, engaged in speed skiing, with due account for their cardio-functional indicators obtained by means of the EGM. The study was attended by the 16–17 years old, first-category and sub-master racing skiers, included in the junior regional teams of the Russian Federation (Republic of Tatarstan and Udmurtia). The total number of subjects included eight men. In training young racing skiers, a differentiated approach combined with leg muscle testing will allow an improvement in sports results more effectively at different stages, as well as monitoring the young athlete’s response to the cardiovascular load. Low cardiac capacity indices have a negative impact on the racing skier’s performance. EGM testing allows determining the maximum cardiac capacity by measuring the amount of oxygen delivered to the working muscles at the HR of 190 beats per minute. Therefore, case-specific aerobic load was planned for each mesocycle according to these data. Based on the cardiac capacity growth, such means of physical training as interval, high-speed, and tempo training were planned.

The article is devoted to the protection of the Russian Federation public policy interests in the field of intercountry adoption. It is established that strengthening of such protection entails changes in the legislation. Such changes are connected either with the super-mandatory character of already existing statutory mandatory substantive rules or with the emergence of new super-mandatory rules. In the field of intercountry adoption in Russia, this process is particularly striking. The study highlights that the general equation contained in Art. 1192 “Rules of direct application” of the Civil Code of the Russian Federation establishes two ways that allow by analogy to determine the super-mandatory nature of certain mandatory substantive rules stated in the Family Code of the Russian Federation: “by reference in the mandatory rules themselves” (the over-mandatory character of the rule is expressly determined by the legislator) or “because of their particular importance also for the protection of rights and legally protected interests” (the over-mandatory character of the rule is determined by the executor of law). It is concluded that the emergence of constitutionally significant values/public interests in the content of the mandatory substantive rule (“protection of morals, health, rights and legitimate interests of other family members and other citizens”, etc.) forms a criterion that allows the executor of the law to determine such rules as rules of over-mandatory character. Based on the analysis of international treaties of the Russian Federation on interstate cooperation in the field of adoption of children, the article defines the fundamental principles that make up the structure of intercountry adoption in the Russian Federation. It is established that the additional conditions and requirements of the state of child’s origin are included in the regulation of intercountry adoption (provisions of articles 165, 124-133 of the Family Code of the Russian Federation; provisions of bilateral treaties between Russia and European countries where more than 85% of Russian children are adopted (France, Italy, Spain)) to protect the interests of the RF public policy.

We analyze the content of components of The Navy of the Russian Federation as a type of the state armed forces. The methodological basis of this analysis was the interpretation of the concept of “content” in the context of the fact that it represents a set of elements that form the system of their interactions and the perspective changes caused by them. On the basis of the study of specialties of the Navy we produce a generalized integration of homogeneous types of professional activities of soldiers, based on the analysis of more than 300 heterogeneous names. It is specified that the Navy of the Russian Federation at the present stage of evolutionary development is a set of five relatively interrelated and mutually conditioned units: underwater forces and surface ships; flight-lifting structure of naval aviation; marines, combat swimmers, reconnaissance, sabotage and other special units; coastal anti-aircraft missile and artillery units; support services, radio engineering, communications, rear area, engineers and equipment, including naval aviation. The above-mentioned integration of the common structure of combat operations of specialists for the purpose is the basis for the development and availability of five appropriate utilized programs for physical training, since the physical readiness of military personnel is an integral part of the system of combat improvement of the fleet. Beyond the range of specialties we reveal the feasibility of separate sixth program of physical training for units of the Navy of the Russian Federation, involving, if necessary, to implement the peacekeeping functions in the areas of likely military action. The above approach of justification of the required optimal number of physical training programs on the management scale of fleet forces of the Russian Federation is for the first time applied in the theory and technique of physical training of the military personnel.
