In speed skiing, an athlete’s functional readiness is tested by means of a bicycle ergometer (EGM). The purpose of this research is to make various mesocycle plans for high school boys, engaged in speed skiing, with due account for their cardio-functional indicators obtained by means of the EGM. The study was attended by the 16–17 years old, first-category and sub-master racing skiers, included in the junior regional teams of the Russian Federation (Republic of Tatarstan and Udmurtia). The total number of subjects included eight men. In training young racing skiers, a differentiated approach combined with leg muscle testing will allow an improvement in sports results more effectively at different stages, as well as monitoring the young athlete’s response to the cardiovascular load. Low cardiac capacity indices have a negative impact on the racing skier’s performance. EGM testing allows determining the maximum cardiac capacity by measuring the amount of oxygen delivered to the working muscles at the HR of 190 beats per minute. Therefore, case-specific aerobic load was planned for each mesocycle according to these data. Based on the cardiac capacity growth, such means of physical training as interval, high-speed, and tempo training were planned.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.

The article offers a socio-psychological analysis of religious identity structure of Muslim youths who live in the Russian Federation. The research was conducted in the Chechen Republic (city of Grozny). The two groups of respondents were selected, the high school pupils (9–10th grades) and students (1–2 year). In order to study their religious identity was applied a “Religious identity components” questionnaire. The original version of this tool was developed by D. Van Camp, it was adapted to the Russian circumstances by V. A. Shorokhova and subsequently developed by O. S. Pavlova. The results of the study prove that religious identity of the two age groups in both cases remains the same, i.e. the four-factor model, regardless the respondents’ age. However, there are still some specific features as applied to each group.

The article presents a comparative analysis of the level and structure of poverty of the Russian population using two different concepts of poverty definition — the absolute income criterion currently used by Rosstat, and the AROPE indicator of poverty and social exclusion. The paper also attempts to assess how the change of the methodology for determining poverty can affect the existence of the poverty status of individuals. The study is carried out both at a national level and at a federal district level. The empirical basis of the paper is selective observation of income of the population and participation in social programmes, conducted by Rosstat in 2017. The results show that in transition from the absolute income criterion to the multi-criteria AROPE index, the poverty level of the population of the Russian Federation significantly increases. The highest growth of poverty is among people over working age. The age structure of poverty also changes significantly. With AROPE, the proportion of older persons among the poor increases and the proportion of children decreases. It is also shown in the article that the transition from the current official methodology of poverty definition to the definition in accordance with AROPE’s methodology can lead to loss of the poverty status by part of the population, which, in case of the official transition to using AROPE index as a criterion for receiving social support, can have a negative impact on their socio-economic situation. The obtained results vary significantly by federal districts of the Russian Federation.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

Due to the extremely low level of current Russian economic scientists and practitioners, we can only place our hope on the younger generation. In this regard, the article considers the textbook on Economic Theory recommended by the Ministry of Education of the Russian Federation for students of 10-11th grades, currently in its 26th edition. The textbook arouses no interest, only antipathy to Economics among school students. It is unjustifiably focused on economic theory, not practice. The textbook is too complicated and boring, almost completely ignoring the economic problems of Russia and Third World countries. It is argued that the course of Economics for high school students can be not only informative and useful, but also involving. The Soviet and Russian economies are full of mysteries, which can make use of the enthusiasm school students have for solving mysteries and puzzles. The author suggests a program for a course in Economics for school students, comprising 10 new chapters, as well as a summary of the new chapters. The author also presents economic entities interested in high-quality school textbooks. The textbook recommended by the Ministry of Education of the Russian Federation is compared to the previously published more informative and involving textbooks for high school students.

In modern economic conditions, the state of small business is an indicator that reflects the dynamics of the development of the main socio-economic trends occurring in the country. In return, the current crisis phenomena have a negative impact on the development of small business, which contributes to the formation of the middle class, which makes up a significant part of the economically active population of the country. Despite all the measures provided by the government of the Russian Federation (tax holidays, subsidies, reduction of the tax burden due to the introduction of special tax regimes, etc.), the number of small businesses is decreasing. This article analyzes the current state of the state’s tax policy in relation to small enterprises, examines the issues of taxation of small enterprises in Russia, and identifies the main trends and disadvantages of taxation of small businesses. The most complex and urgent problems of functioning and further development of small businesses are identified and characterized. Statistical data on the dynamics and structure of small businesses by type of economic activity in Russia, the dynamics of the tax burden on small businesses, and tax revenues to the budget of the Russian Federation are presented and analyzed. The article substantiates the need to reform the tax system as a necessary measure to support small businesses, designed to improve and accelerate the dynamics of socio-economic development of the state.
