The article justifies the role of self-control by transportation organizations and monitoring by tour operators and insurance companies of the behavior of drivers, their health and technical condition of vehicles. The article reveals the methodology of improving the quality of social services for the public by monitoring the behavior, health of drivers of vehicles and the technical state of vehicles in longdistance, international transport of the population (including tourists). The methodology is aimed at identifying possible dangers, discomfort in the process of providing services to the population and proactive purposeful actions to eliminate or minimize the negative consequences. The methodology contains a set of measures and recommendations that improve the quality of tourism road transportation, and allow car carriers, tour operators and travel agents significantly to reduce financial costs by avoiding traffic accidents through the fault of drivers of car carriers. The author develops and analyzes the concepts of behavior, the health status of drivers of the vehicle, the signs of their manifestation. The methodology includes recommendations for transportation organizations, tour operators (travel agents) for tests of the behavior of vehicle drivers through a «mysterious passenger». The author suggests ways to organize quality control of pre-trip medical examination of drivers. The author recommends for auto carriers introduce measures aimed at maintaining the normal technical condition of vehicles. The practical significance of the study lies in the possibility of implementing the methodology in the work of auto carriers, tour operators, travel agents not only in the Russian Federation, but also the host party abroad.

Intermodal transportation is becoming more and more willingly used in the goods supply chain in view of its specific, flexible characteristics. In Poland, intermodal transportation is based primarily on land-sea and rail-road transportation, using mostly containers. The most frequently used containers in 2017 were the 40-feet containers which accounted for over 57% of all containers transported. Contribution of the railway transportation in intermodal transportation is increasing every year. Despite the slow growth, both, planned as well as already carried out investments in intermodal terminals, indicate continuous growing pattern. Many operators strive to improve the technical condition of nodal and linear infrastructure that leads to raising the quality of services provided. Large number of investments aimed at improving the functioning of intermodal transportation in Poland are made by PKP PLK S.A which is the conductor rail operator. The most important of them include improvement of the railway lines technical condition of the major routes, that would increase the average operational speed. The largest intermodal terminal in Poland is the DCT Gdańsk located in the Northern Port in Gdańsk. The annual transshipment ability of the terminal after the investments made is set at 3 million TEU. The terminal is connected with the hinterland by road and rail connections. Due to high quality technical equipment it is able to serve up to 9 trains a day which adds up to almost 300 trains per month. It provides railway connection to almost all overland intermodal terminals in the country. DCT Gdańsk gladly invests in development of the railway transportation and endeavour to achieve rail system development not only at the terminal, but also throughout Poland.

The article deals with the development of the recreation and tourism sector in the Western region of Ukraine. Domestic investments in the development of the recreation and tourism sector of Ukraine over the past 20 years are analyzed, respectively, tended to fluctuate slightly, and reduced during the epidemic COVID 19. Accordingly, sales by travel agencies in the second quarter of 2020 decreased by 95.8% compared to the second quarter of 2019, hotel services decreased by 84.1%. Ukraine is one of those countries that have significant but unrealized tourism potential. It was revealed that a number of positive and negative tendencies, which are decreasing on the one hand, and on the other hand, create a favorable basis for investors in the recreational and tourist sphere of the region. The structure of capital investments in the recreation and tourism sector of the Western region is studied. Of these, the largest share was invested in additional transport services and ancillary operations, investments in the activities of temporary accommodation facilities, in the field of culture and sports, recreation and entertainment. At the same time, the main part of investments, except for the sphere of art and museum activities, took place at the expense of own funds of enterprises. It is proved that the structural shifts of the objects of this sphere, in particular, its material and technical base, have a significant impact on the intensification of investment in the recreational and tourist sphere of the region. The current investment proposals developed by the regional state administrations of the regions of the Western region for the development of the recreational and tourist sphere of the region are submitted. An integrated approach to the formation and implementation of state policy in the field of tourism and resorts is defined, which provides for the combination and intersectoral coordination of the components of tourism and resorts: tourism activities (tour operators, travel agents; excursion services); accommodation services (collective accommodation; individual accommodation); transport (air; rail; road; water: sea and river; city public); tourist information centers; museums and galleries; theaters, arenas, clubs; congress halls and conference centers; catering establishments; sports arenas; shopping malls, shops, souvenir shops; IT companies; insurance companies; media companies.

Abstract We present a set of hypothetical scenarios and cases where the need for access, sharing and processing of sensitive personal information increases the transparency of the customer to buyer relationship, although it may irreversibly damage the customer’s sphere of privacy. Highly personalised early risk prediction models for use by insurance companies to estimate the probability that a specific event (heart infarct) or a disease (diabetes) occurs in a given individual over a predefined time can enable earlier and better intervention, prevent negative consequences on a person’s quality of life and thus result in improved individual health outcomes. The challenge is to design, develop and validate new generations of comprehensive models that will be the result of a consensual process with the customers and will be based on artificial intelligence and other state-of-the-art technologies using multiple available data resources and will integrate them in personalised insurance policy pathways that empower the customers to actively contribute to their own individual health-risk mitigation and prevention.

The article highlights the problems that have led to a significant increase in social tension, namely to the population needs  increase  in social services. It has necessitated a rethinking of the role of social services in the people's lives and changes of the whole system of their providing. Trying to cover especially vulnerable people/groups of the population, such a social demographic group as a youth found itself outside the social services system. The purpose of our article is to analyse and characterize the problems, features and trends of modern youth, and the development of effective ways of improvement of the quality of social services of informing and counselling. We used a complex of methods to achieve the established goal: the analysis of scientific literature, normative legal documents to clarify the essence of key concepts of the research; the synthesis, comparison and generalization – for the development of effective ways of improvement of the quality of social services of informing and counselling; the systematic summarizing method – for the formulation of conclusions that are based on the results of the research; the predictive - for the determination of the prospects of improvement of the system of social services of young people in the community.The goal of the system of social services is solving the life problems of individuals or social groups; creating such conditions under which the specified groups will be able to solve their problems on their own, restore lost skills and functions, overcome or minimize the negative consequences of those circumstances that they are not able to overcome on their own through the use of their available resources.Priority is given to developing a strategy for the development of quality youth information policy in Ukraine to meet the information needs of youth.It is determined that youth is the subject of receiving counselling services, which are carried out during the period that is necessary to get out of a difficult life situation and adapt the person, family to the new conditions of the social environment, that are aimed at eliminating/adapting the limitations of livelihood, maintaining social independence, preserving and continuing the social activity of the individual, family.

The purpose of the study is to characterize the subjective perception of the quality of life by residents living in the zone of influence of the Vostochny cosmodrome. Materials and methods. According to the results of a sociological study conducted by the method of questionnaires (n = 353) in 2020 in the Closed Administrative Territorial Formation «Tsiolkovsky», the features of the respondents› perception of the quality of life, which characterize the level and living conditions, which allows satisfying the basic non-interchangeable needs of the population, were revealed. Results. It was found that 21 % of the respondents rate their quality of life as «good», of which 3 % — as «very good», 64 % of respondents believe that the answer option «neither bad nor good» is more appropriate for assessing the quality of life (there were no differences in assessments between the groups formed on the basis of age and sex criteria). For representatives of all age categories, according to the survey, all aspects of life are important — this is the state of health, and financial situation, and housing, the environment, the development of social infrastructure, the quality of medical services, the availability and quality of education, the quality of social services for leisure activities, the quality of trade and transport services, the degree of security, etc. The results obtained in this study are consistent with modern concepts of «quality of life», which encompasses not only income and consumption levels, but also health and environmental conditions, access to cultural heritage, family and interpersonal relationships, etc. Conclusions. The study of the quality of life, which includes a large number of criteria, makes it possible to track the relationship between them and assess the degree of mutual influence, to make a comparison between different groups of the population, which makes it possible to identify the weakest and most vulnerable places and adjust the activities for the further development of the municipality and preventive measures aimed at improving the quality of life of the population.

The article studies the problems of improving the service quality of tourists’ transportation with motor transport. The category of these services in the tourism product includes: transfer; transportation of tourists on routes of short, medium and long distances; excursions by motor transport. Analyzing the experience of foreign and domestic scientists, the authors conclude that there was nit any targeted research in this direction in the post-Soviet period. The article presents the main methods and research results of tour operators (travel agents) and transfer companies’ role in ensuring the quality of services in the process of tourists’ transportation. The authors develop the methodology for improving the quality of tourist services to the population using motor transport, which includes: definition of service quality indicators. An important feature of some service quality indicators for tourists is that they not only reflect a certain quality feature, but at the same time affect the quality level, increasing or lowering it. The methodology helps to identify and analyze the factors influencing the quality level of tourist services with the use of motor transport; the most significant factors of impact, forms of their manifestation. The methodology includes recommendations to tour operators on the choice of the most convenient transfer company and a technique for monitoring the behavior, physical condition of drivers, technical condition of vehicles. The developed methods of improving the quality of tourist services provided by motor transport can improve the quality of tourist services, reduce the number of tourists falling into traffic accidents caused by transfer companies and host companies, working with tour operators. Within the framework of the public administration system effectiveness in the provision of services to the population, the authors consider topical issues of improving the quality of the work of such a social sector as public transport. It is noted that the state reform of public transport demonstrates high efficiency in implementing a set of tasks (development of digitalization of the industry, renovation of transport parks, etc.). However, in the field of transport services, there are still open meta related to the need to optimize their practical activities. An important point in the study is the analysis of the features in assessing the degree of satisfaction with transport services consumers. These features are largely due to the quality of the driver himself, who is the subject of providing services to vehicle users, and the key role of passengers who are able to objectively assess the work of social services. The article discusses various methods of increasing efficiency, including in the field of transport management. The Kazakhstani experience of research and application of these and other approaches to improving the efficiency of public transport management is considered. Having considered this practice, it is proposed to introduce an assessment of the satisfaction of public transport passengers; to implement the research objectives, the authors proposed a methodology based on the results of a survey of the population in an online format. In the presence of an integrated mobile application, this methodology will make it possible to introduce an estimated indicator of passenger satisfaction with completed trips. The result of these measures should be an improvement in the quality of services provided by public transport, which, in turn, will stimulate the abandonment of private vehicles in favor of public ones, significantly improve the environmental situation in the city, and also be able to relieve the traffic of city streets during almost all working hours. In the context of the state program for the implementation of the "smart" urban transport project, the maximum optimization of the existing system and the achievement of the ultimate goal of ensuring comfortable and safe travel by public transport is possible. The article explores the current state and trends in the development of railway transport services. It is determined that the frequent change of the administration of JSC «Ukrzaliznytsia» and the priorities of its development, inhibition of the necessary reformation changes, inconsistency and non-systematicity of the implemented policy of railway transport development led to an extremely difficult financial and technical condition of the railway company. The result of the technical degradation of railway transport and the decrease in its throughput and transportation capacity were a catastrophic deterioration in the quality of services of railway enterprises and a gradual loss of the share of the freight market in favor of other types of transport. It is proved that restoring consumer confidence and ensuring the balanced development of services of railway enterprises requires the use of a digital instrumentarium for their modernization and the introduction of new digital solutions aimed at improving communication with stakeholders. The main requirements of consumers for the quality of transport service in terms of segments of activities of railway enterprises are disclosed. The theoretical foundations for the balanced development of services of railway enterprises are formed, taking into account the trends in the digital transformation of the railway industry and defining the key role of digital instruments in ensuring the balanced development of services of industry enterprises. Scenarios for the development of services of railway enterprises based on the introduction of digitalization instruments are presented, among which pessimistic, realistic and optimistic scenarios are identified. In particular, the pessimistic scenario involves the introduction of digital instruments that ensure the improvement of only the customer service of railway enterprises, realistic is focused on the introduction of digital instruments in the segments of transport service in accordance with the formation of the railway transportations market. To implement the optimistic scenario, it is necessary to ensure the improvement of existing and the development of new services based on the comprehensive implementation of digital transformation instruments.

The work was performed as part of the Crisis and Risks Engineering for Transport Services project of Erasmus+ program. Purpose. Nowadays the key role in ensuring business processes both within the state and in the performing of foreign economic activity belongs to the transport industry. Carriage of goods and passengers over relatively short distances is economically attractive for road transport, which has shown a significant increase of traffic volumes in recent years. At the same time, there are random factors and the resulting risks during international road transportation, which does not allow us to estimate the cost and duration of such delivery with sufficient accuracy. Therefore, the purpose of this work is to analyze the process of international cargo delivery by road and identify risks and reasons for their occurrence at each stage of transportation. Methodology. To achieve the goal of the work, the methods of statistical analysis were used to determine the volume and structure of foreign economic activity in the provision of transport services; methods of system analysis, including SWOT analysis, to determine the characteristic features and identify risks at the stages of international cargo transportation by road. Results. The analysis of the volume of foreign economic activity of Ukraine made it possible to establish that the European Union (EU) is its main foreign economic partner, and the transportation of 10% of goods by volume and 38% by value between that countries is carried out by road. Increasing the road transport part in foreign trade providing with the EU is also confirmed by the increase in the trucks number that crossing the western part of the Ukraine state border, especially the section adjacent to Poland. Using SWOT-analysis, the strengths and weaknesses, as well as risks and opportunities of international transportation of goods by road, are identified. Scientific novelty. It was found that the presence of a large number of participants in the transportation process and their possible incompetent actions lead to an increase in the number of random factors and the resulting risks. The authors identified transport risks and the reasons for their occurrence in the international road transportation. Practical significance. The obtained results can be used in the process of risk management to increase the efficiency of management of international cargo transportation by road.

The objective of this article is to consider the use of predictive mathematical models for assessing risks associated with a critical loss of values of functional quality of bearing structural elements (foundations) of bridge structures using methods of probabilistic analysis and forecasting the risks of reducing of values of indicators of the technical state of structural elements.The research results in development of an algorithm and a mathematical model that characterise the features of the process of reducing of values of indicators of the technical condition of load-bearing structures during the service life cycle. The results of assessing the loss of functional quality of foundations obtained using this model are presented.The practical significance of the study relates to the possibility and expediency of using probabilistic methods for predictive assessment of the technical state of loadbearing structures. With the help of an appropriate mathematical model, it becomes possible to proceed with design rationale of indicators of functional quality of foundations of bridge structures.The need to improve regulatory provisions for design and forecasting of indicators of the technical condition of transport infrastructure objects is substantiated.
