Within the framework of the public administration system effectiveness in the provision of services to the population, the authors consider topical issues of improving the quality of the work of such a social sector as public transport. It is noted that the state reform of public transport demonstrates high efficiency in implementing a set of tasks (development of digitalization of the industry, renovation of transport parks, etc.). However, in the field of transport services, there are still open meta related to the need to optimize their practical activities. An important point in the study is the analysis of the features in assessing the degree of satisfaction with transport services consumers. These features are largely due to the quality of the driver himself, who is the subject of providing services to vehicle users, and the key role of passengers who are able to objectively assess the work of social services. The article discusses various methods of increasing efficiency, including in the field of transport management. The Kazakhstani experience of research and application of these and other approaches to improving the efficiency of public transport management is considered. Having considered this practice, it is proposed to introduce an assessment of the satisfaction of public transport passengers; to implement the research objectives, the authors proposed a methodology based on the results of a survey of the population in an online format. In the presence of an integrated mobile application, this methodology will make it possible to introduce an estimated indicator of passenger satisfaction with completed trips. The result of these measures should be an improvement in the quality of services provided by public transport, which, in turn, will stimulate the abandonment of private vehicles in favor of public ones, significantly improve the environmental situation in the city, and also be able to relieve the traffic of city streets during almost all working hours. In the context of the state program for the implementation of the "smart" urban transport project, the maximum optimization of the existing system and the achievement of the ultimate goal of ensuring comfortable and safe travel by public transport is possible. The intensification of public transport in urban areas due to increased mobility at the regional and state levels, discrepancies between urban areas with the same population and the lack of statistics related to the efficiency and quality of public transport services are the main factors of our work. It is necessary to draw boundaries between the quality of services and the performance indicators of the public transport system. The quality of services is the subjective result of many intangible variables. The quality of service can be approached from four sides: from the point of view of the passenger, the performance of the vehicle, the specialized passenger transportation company, and the Government. Accessibility, comfort and convenience-these are the main indicators that should be evaluated by the population as having high ratings for the good quality of urban transport services. The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region

The public urban transport market takes the form of a natural monopoly. In some cases, especially in the situation of supply of a relatively large volume of operation work, the implementation of competitive solutions may result in: improving the quality of services or reducing the cost of vehicle-kilometers. The purpose of the article is to present the determinants of functioning of regulated competition on the public urban transport market in Poland. The conducted analysis focuses on the issue of market openness and access to participation in competitive procedures of private operators. The research covered urban transport markets in cities over 200.000 inhabitants and their characteristics in the scope of: the model of public transport organization (with particular emphasis on the level of opening of markets), the level of competition on the operator market and the method of selecting operators. On the basis of the conducted research, the scope of applying pro-competitive solutions in the scope of contracting services by the largest organizers of public urban transport in Poland was characterized.

<p>The growth and concentration of motor vehicles in developing cities has led to increased demand for urban mobility. Renewed commitments of Asian cities are required in order to achieve the SDG target on urban mobility as well as to enhance overall sustainability of urban transport systems and services. Cities and countries need to track the progress in improving urban mobility. With a view to support evidence based decision, the paper introduces the Sustainable Urban Transport Index (SUTI) of urban transport services, to help summarize, track and compare the state of urban mobility in Asian cities, as model for developing cities in the world. It also presents the results of pilot application of SUTI in four Asian cities: Greater Jakarta; Kathmandu; Hanoi; and Colombo. The four pilot cities were able to collect data, analyzed and assess the state of urban mobility in their city using SUTI. The assessment result supported policy makers to identify policy gaps, prioritize additional measures and investment strategies required to improve urban transport systems and services in each city. The visual output display in spider diagram was useful to comprehend state of all 10 key indicators in a glace. The pilot study demonstrated the usefulness of SUTI tool and the pilot cities were already using the results of SUTI analysis. In Kathmandu additional efforts are required to improve pedestrian infrastructure and facilities, Colombo needed to improve quality and reliability of public transport system, while Hanoi and Greater Jakarta need to put additional efforts to increase mode share of public transport system.</p>

Twenty five years ago, the Municipal Transportation Board in Gdynia (ZKM) was launched. As part of the process of changes in the transport service of Gdynia and neighboring municipalities, a unit was created to organize public transport. A specialized urban transport organizer has been set up to improve the quality of public transport services. During the 25 years of operation of ZKM, the level of quality of service has been improved significantly, adjusting the transport offer to the demand and transportation preferences of inhabitants, learned through systematic representative marketing research. Trolleybus transport has been modernized, thanks to trolleybuses having an energy storage tank. Transport services within the network of ZKM are carried out by operators owned by the City of Gdynia and competing private entities. Before ZKM there are challenges related to the constantly increasing expectations of the inhabitants in terms of quality of service and the changing conditions of their service in the situation of strong development of motorization and implementation of the policy of sustainable urban transport development. The article presents the tasks and scope of activities of ZKM, bus, midibus, microbus and trolleybus transport organized by ZKM, operators contracted by ZKM, supervision and regulation of traffic in the transport network of ZKM, transport service of mass events by ZKM, marketing research conducted by ZKM, customer service by ZKM, quality evaluation of ZKM services and future challenges standing ahead of this unit.


Road Transport Sector (RTS) is crucial for the people living in rural areas because other modes of transportation are hardly available in these regions. People are basically dependent on road transport services to run their day to day works in rural areas. Assam is a state of India where majority of the population is living in rural areas. The state comprises different geographical locations such as remotest of the remote locations, flood affected areas etc. and on the other hand, other modes of transportation such as trains, flights etc. are not adequately available in all places of the state. Thus, road transport plays a crucial role in moving goods and services in the state. So far as the welfare states are concerned, Public Road Transport Corporations (PRTCs) play a major role in delivering bus services to the people so all sections of the people can travel comfort journey at reasonable prices. Assam State Transport Corporation (ASTC) is only the Public Sector Road Transport Corporation (PSRTC) in Assam which provides bus services to the people of the state and in its connected regions. Here, the present study has been made to understand the status of services provided to the people living in rural areas of Assam under ASTC. Total 100 respondents from the group of passengers travelled by ASTC’s buses (Lakhimpur Division) have been purposively contacted for collecting primary data and the data collected from passengers would help to understand the availability/unavailability and the quality of services provided by ASTC to the passengers. Apart from the passengers, 8 ASTC’s officials (four from each station) and 2 higher officials from ASTC’s headquarters have been interviewed to understand the challenges faced by them in operating buses. Based on the collected data, the study finds that the corporation has failed to provide quality services to the passengers in many regards. The findings of the study highlight unavailability of push back system in seats in many buses, absence of a/c connections in buses allotted to rural areas, unhygienic bus stations etc. The study also reveals that service delivery is affected by the problems which are related to operation of buses such as rigid official procedures, financial deficiency, dissatisfaction of employees etc. Based on the findings, the study suggests concerned authority to take necessary steps to improve the quality of services regarding different aspects and to introducing such rules and regulations wherein employees feel comfort to discharge their duties. The study also suggests concerned authority to keeping proper surveillance over the properties of ASTC, focusing on proper maintenance of buses and bus stations etc.

Improvement of quality of public services is one of the important goals in the advancement of the operation of state / public administration in Latvia. The aim of the research was to evaluate the quality of customer service in the institutions of public administration in Latvia, to perform the factor analysis of the collected data.The research was based on the selection of customers of public services, in total of 292 people in Riga and in Latvian regional centres in 2017-2018. The research was conducted in public institutions of Latvian regions that provide social assistance (SSIA – the State Social Insurance Agency), offer employment promotion services (SEA – the State Employment Agency); realize tax policy in the state (SRS – the State Revenue Service), implement the state environmental protection policy (MEPRD – Ministry of Environment Protection and Regional Development); provide legal aid services (DC – Daugavpils Court). The quality of services provided to the clients of corresponding institutions was evaluated. For the data collection, the service quality assessment model – the SERVQUAL instrument (Parasuraman et al., 1988) was used, as well as the analysis of the research data factors was carried out.The service quality assessment revealed that the performance of public service organizations in Latvia does not meet the customers’ expectations. The evaluation of service quality provided by public authorities, as well as their regular monitoring would improve the quality of services provided.

AbstractThe aim of the article is to learn about the mobility preferences of the inhabitants of the city of Pila in terms of services provided by the Municipal Transport Company in Pila (MTC). The research aims to improve the quality of services provided by MTC. The article characterizes the concept of urban transport and mobility, and then proposes a mobility model that takes into account the preferences of residents when choosing a means of transport.This model was analyzed in the form of a questionnaire survey. In which, inter alia, o user data (sex, age, place of residence), information on the mobility structure, travel organization, selection criteria of the analyzed means of transport, i.e. public transport (e.g. cost, time, comfort, safety, punctuality and frequency of travel). Based on the research, it can be concluded that the inhabitants of Pila choose public transport because they do not have a driving license, they download information about the timetable from the Internet, buses in Pila are punctual, comfortable, safe, and drivers and ticket inspectors are usually polite, buses should run more often, they are incorrectly synchronized, a new bus line should be open and the ticket machine is easy to use. In addition, the residents of Pila do not know what the Dynamic Passenger Information System is, but they would like to use the mobile application showing the actual time of arrival of the bus.

Introduction. The results of the research of the social and economic preconditions and perspectives for the services market development of Ternopil city public transport are presented in this article. The population dynamics, migration level, wage level, household composition, household expenditure structure etc. are investigated here. The perspective of transport services monetization in view of the amount spent on the provision of urban public transport in Ternopil is analysed. Purpose. The article aims to identify social and economic preconditions and directions of development of the market of urban public transport services on the example of Ternopil region. Method (methodology). The results of evaluation of quality of urban public transport services which are carried out on the basis of personal interview and statistical review are presented in the article. Results. The survey has investigated the slow dynamics of social and economic indicators of development of Ternopil region through the prism of transport services consumption. The innovative state of urban transport in Ternopil city has been determined as satisfactory one. It has been proved that the monetization of transport services in Ternopil region does not have sufficient financial resources. It has been substantiated that strategic vectors of urban public transport should be based on the creative implementation of European experience and a harmonious combination of economic, environmental and social aspects. The results of the study can be used by scientists and graduate students in the field of public administration, marketing and management, managers of public transport enterprises.

The problems of improving the quality of public urban transport services, environmental protection, and public health in large cities and megacities have taken the leading place among the issues on the agenda of public administration bodies, as well as of non-governmental and international organisations.This context determined the study on the significance, modern conditions, problems, and development outlook regarding the urban public transport in Yerevan.Important part of the population of the Republic of Armenia lives in the city of Yerevan. Main economic activity of the Republic, as well as urban and private transport facilities are most concentrated in the capital city. The total number of vehicles circulating in the city on working days exceeds 300 thousand units.Urban public transport of Yerevan plays an important role in ensuring the normal life of residents and guests of the city. At the same time, several serious socio-economic problems are associated with transport, which are aggravating while the economy develops and the volume of cargo, passenger transportation and motorization of the city grows. Such problems, first, include the growth of the number of road traffic accidents, then, serious environmental degradation in the areas adjacent to the highways and in other districts of the city.In recent years, it has become obvious that the solution to those problems goes beyond the competence and responsibility of the city hall or of any single ministry and requires focusing the efforts of the number of government bodies and of the public at large.The objective of the study is to identify the main factors affecting the efficiency and safety of urban public transportation, as well as the impact of road traffic on the environment in Yerevan.Their identification will improve the quality of transport services and transportation safety, as well as reliability of vehicles and of their service properties, reduce their environmental impact, and develop a unified integrated effective and viable system of measures towards a comprehensive and effective solution of transport problems of public urban transport.
