This study aims to describe the function and style of the mural by Arnis Muhammad. Mural as art in public space, which means that the space for movement and the target audience for the audience and audience is the general public. As a two-dimensional work of art, mural is also inseparable from style. Visually, the style in a work of art is the selection of objects, techniques, colors, and environmental conditions, time, era, and environmental conditions in which an artist creates his work. The population in this research is that all of Arnis Muhammad's mural works for the 2017-2019 period are 51 works. In this study the authors took samples using purposive sampling technique. The reason for taking samples is the number of mural works that still exist and are still intact. There are 10 mural works in the research location. In this case, the writer examines these mural works based on their function and style. The method used in this research is descriptive qualitative method. The function of the mural by Arnis Muhammad is a personal function as a reflection of the resonance of the environment in which he lives. Social function, as a form of concern for the environment and the surrounding community in everyday life. Physical function, as an aesthetic value enhancer and the various ways the general public use it. Arnis Muhammad's murals tend to have a surreal and decorative style.

Through the constitutional law of January 18, 1996, Cameroon endowed itself with a constitutional justice. The question is to what extent do the mechanisms of access to constitutional justice contribute to the democratic governance of the country? To analyse this fact, it appears that the mechanisms of access to constitutional justice in Cameroon are highly prohibitive and deny the rule of law and participatory democracy; all things that are resolutely situated at the antipodes of a democratic governance.

The choice of a group decision-making rule is one of the most important political issues. Buchanan and Tullock have provided a framework for analyzing the optimal k-majority rule from the perspective of “methodological individualism.” They proposed the concept of “external costs” and “decision costs” and argued that the optimal k-majority rule takes place where the sum of these two costs–“total costs”–is minimized. Despite the fact that the approach is widely accepted as a tool for dealing with public decision-making rules, the study of formalizing these two costs in a quantitative manner has been relatively rare. We propose a systematic way of modeling these costs considering the assumptions mentioned by Buchanan and Tullock. We find that the resulting shape of the graphs is generally similar to that of the Buchanan-Tullock model, except for some minor details. Then, using this analytical model, we investigate several factors that could affect Buchanan-Tullock’s two costs and the optimal k-majority rule. We show that “clustering of disadvantages” (social factor) and “loss aversion” (personal factor) could increase external costs in Buchanan-Tullock’s model. These factors can result in a separation between the theoretical and actual optimal k-majority rules. Meanwhile, some recent developments in information and communication technologies can not only decrease decision costs, but also increase the same costs simultaneously through amplified “group polarization” (technological factor). If the effect of the former is not the same as that of the latter, this leads to a difference in optimal k-majority rules as well. These discrepancies bring us to the dilemma of “public choice before public choice.”

Sapir (1998) calculated the probabilities of the expert rule and of the simple majority rule being optimal under the assumption of exponentially distributed logarithmic expertise levels. Here we find the analogous probabilities for the family of restricted majority rules, including the above two extreme rules as special cases, and the family of balanced expert rules. We compare the two families, the rules within each family, and all rules of the two families with the extreme rules.

Some teachers carry out teaching activities that are less effective because they are still teacher-centred so that students are less active and creative in learning. The national attitude of students is very necessary, therefore Christian teachers need to make efforts to improve teaching in changing behaviour, increasing the knowledge and skills of students in school institutions. School institutions are the main choice for educating the nation's children, using a quantum teaching approach. The purpose and objective of this research are to strive for a fun, comfortable, and satisfying teaching process for students in a learning environment to increase the national attitude expected by the general public. This study uses a qualitative method with an observation approach and a semi-standard type of interview. The findings are that teaching using a quantum teaching approach in forming study groups of 2-4 student members can increase the effectiveness, creativity, and proactivity of the students when studying in the classroom. So, through study groups of 2-4 members of students when studying in class, it is very helpful for students to behave to increase motivation in learning, ability in learning, and high interest in reading so that they get enough knowledge for their own interests and build interests. people.Abstrak Sebagian guru melakukan kegiatan pengajaran yang kurang efektif karena masih berorientasi pada teacher centered sehingga peserta didik kurang aktif dan kreatif dalam pembelajaran. This article attempts to discuss the practice of democratic governance in contemporary Indonesia. This study is essential since Indonesia is one of the countries transitioning from authoritarianism towards democracy following the fall of Suharto’s regime. This study shall answer whether democratic governance in Indonesia experiences a crisis, with a focus of analysis on the four dimensions of democratic governance, namely: (1) rule of law, (2) human rights, (3) civil society, and (4) elections and political process. This study applies a qualitative method by collecting data from document studies and literary studies. The findings in this study indicate that democratic governance in Indonesia experiences a crisis as evidenced by the remaining-weak legal supremacy in Indonesia, and the existence of violations of the implementation of human rights, eventually led to horizontal conflicts. The inability of civil society organizations to carry out their functions in democratization as an intermediary between the community and the state as well as to influence government policies for the public interest. Another recent weakness is there are still strong issues related to primordialism in the occasion of General Elections. This crisis of democratic governance shall bring Indonesia to "the decline of democracy" instead of democratic consolidation.

The paper reflects on the methods democratic systems use for arriving at decisions. The most popular ones are elections where the majority rules and deliberative democracy. I argue that both of these do not measure up to the demands of democracy. Whether we use voting with majority rule or deliberative methods, only a portion of the citizenry is allowed to rule itself; minorities are always excluded. Instead of voting with majority ruler or deliberative methods, I suggest that we employ mediation (ADR) to reach agreement in democratic publics.
