The elections which were held throughout Germany on May 20, 1928, are of considerable interest and importance not only to Germany but also to the rest of the world. These elections, to be sure, did not have the dramatic interest which attended the Reichstag elections of December, 1924. But they deserve attention for a number of reasons: first, because they are the first elections to be held in the Reich under what may be called normal conditions; second, because elections for five Landtags and several city councils were held at the same time; and third, because the elections gave a further test, and supplied additional evidence of the operation, of the German system of proportional representation.Despite the intensive work of the political parties, the people were not aroused to much enthusiasm during the campaign. The old Reichstag was dissolved before Easter, but not until the last week of the campaign could one detect any excitement. Never before had the electors been bombarded with so much printed matter, posters, and, last but not least, loud-speakers and films. All the modern methods of appealing to the voters were tried by the numerous political parties. There were lacking, however, the overpowering issues and the battlecries which were so effective in 1924. Parades, demonstrations, meetings, and all the rest were carried through successfully on the whole, but they were quite dull and uninteresting. Only the two extreme parties, the National Socialists or Hitlerites on the right, and the Communists on the left, could appear enthusiastic. Nevertheless, the lack of what the Germans call a “grosse Parole” and the lack of excitement are not to be deplored; their absence probably indicates progress toward social and political consolidation.

Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.

Abstract: Elections means implementation of the sovereignty of the people held in directly, general, free, confidential, honest, and fair in the Republic of Indonesia under Pancasila and the Constitution of the Republic of Indonesia Year 1945. The implementation of the election has a lot of dynamics, among others political boat fees are expensive, expensive campaign funds to political imagery, the cost of consultations and surveys are expensive as well as winning money politics. Financial disclosure is very important political party in an election, because a lot of the flow of the corruption that is used in the election. As a result, people do not believe in political parties, or some communities in Indonesia began to no longer sympathetic to the political party. The idea of political party financial disclosure regulations should be initiated carefully in Indonesian election codification plan. Forward Indonesia must have arrangements campaign funds or political funds transparent, accountable, and has strict sanctions and binding on the parties involved, so that people come back believing again to political parties, and assured political parties place to channel their aspirations in granting the right in elections  Abtrak: Pemilu adalah sarana pelaksanaan kedaulatan rakyat yang diselenggarakan secara lansung, umum, bebas, rahasia, jujur, dan adil didalam Negara Kesatuan Republik Indonesia berdasarkan Pancasila dan Undang-Undang Dasar Negara Republik Indonesia Tahun 1945. Pelaksanaan pemilu memiliki banyak dinamika, antara lain biaya perahu politik yang mahal, dana kampanye yang mahal untuk politik pencitraan, ongkos konsultasi dan survei pemenangan yang mahal serta politik uang. Keterbukaan keuangan partai politik sangat penting didalam pelaksanaan pemilu, karena banyak aliran hasil korupsi yang dipakai dalam pemilu. Akibatnya masyarakat tidak percaya kepada partai politik, atau sebagaian masyarakat Indonesia mulai tidak lagi simpatik pada partai poltik. Gagasan regulasi keterbukaan keuangan partai politik harus digagas dengan seksama didalam rencana kodifikasi pemilu Indonesia. Kedepan Indonesia harus memiliki pengaturan dana kampanye atau dana politik yang transparan, akuntabel, serta memiliki sanksi yang tegas dan mengikat para pihak yang terlibat, sehingga masyarakat kembali percaya lagi kepada partai politik, dan yakin partai politik tempat menyalurkan aspirasi mereka dalam pemberian hak dalam pemilu. DOI: 10.15408/jch.v4i2.3433

Many figures of Ukrainian culture are waiting for the recognition, study and promotion of their work. Among them is the representative of the Ukrainian intelligentsia at the end of the 19th – the first half of the 20th centuries – Ksenophon Sosenko, who played an important role in the folklore process in Galicia in the 20–30's of the last century. He was an adherent of the Viennese Cultural and Historical School, adopting its methodology, which he applied in his thorough and original works which still impress the scholarly erudition. The article attempts to characterize the life and scientific path of O. Ksenofont, to identify the main directions of research and its contribution to the history of Ukrainian folklore. Attention is drawn to how K. Sosenko illuminated the “moral image of the people”, as expressed by P. Kulish, having touched on the problems of ethno-ethics, emphasized the people's view of traditions as holiness, as a moral duty. The studies of the researcher are imbued with patriotism. K. Sosenko's desire in all his writings to prove the autochthonousness of the Ukrainians on their land was determined primarily by the political situation of the early XX century. When pessimism, panic, despair, and indifference prevailed in Ukraine after the unsuccessful national-political contests of 1917–1919, it was K. Sosenko's studies that once again aimed to reaffirm to the world that Ukrainians have their original history, rich and unique culture and, therefore, have the right to live on their own lands and on their state forever.

The existence of regulation of recall rights of political parties as regulated in Law No. 17 of 2014 and Law No. 2 of 2008 bring a great influence on the position of legislative members. Based on these rules, legislators may be dismissed from their positions if proposed by Political Party. This certainly brings a polemic for the people as the sovereign owner, who have chosen their representatives through the electoral process, but when chosen representatives of the people can be dismissed from his position by a political parties through the mechanism of the right of recall. This research was done by doctrinal method approach as well as the use of the statute, historical, and conceptual approach. This results showed that the legal politics of recall right of political parties is actually only used as an instrument of the political parties in controlling its members in parliament in order to always adhere to the party's policy direction. This makes the recall right political party is legal products that characterized conservative or orthodox. The existence of a political party's recall rights order gives a great authority to the political parties to negate the result of the people's choice as the holder of sovereignty for the sake of the political party. The function of political parties as a means of political recruitment in the process of filling political office in this case as members of the legislature, should have been completed after the people chose their representatives through electoral mechanisms. Therefore, it is necessary for the reconstruction of the ideal and relevant recall rights arrangement to the people's sovereignty.

Following Vatican II changes are rapidly taking place within Dutch Catholicism — the bishops no longer make decisions in an authoritarian way: religious practice is de clining ; priests and religious are decreasing in numbers and many religious and pastoral experiments have come into being. KASKI has the responsibility of keeping pace with the Church during this process of change. In order to do this it makes use of several modes of work — the production of statistics relating to the position of religion in Society, the planning of religious and pastoral institutions and the study of new forms of the religious life in orders and congregations. For the first task it has used the same instruments for twenty- five years and the censuses thus produced yield valuable infor mation. As far as pastoral planning is concerned, it works in the field, playing the role of catalyst for those who have to make decisions and the people who have to carry out these decisions. This was the case, for instance, in the pastoral planning of the town of Eindhoven. Finally, when dealing with the new forms of communal religious life it adopts the method of studying through participation so that two of its researchers working in this sector are themselves members of religious groups. Applied research poses important problems, both from the methodological and from the political points of view. Amongst them may be noted the difficulty of determining precisely what constitutes rapid change in religious life, and the political choice of the persons for whom the research is being con ducted; the latter inevitably imposes a certain degree of conformity upon the perspectives of the work. (For example, the choice of the Dutch hierarchy which was to follow the general lines given by a large majority of Catholic opinion when it was tested particularly on questions like the liturgical and parochial changes). The fact, also, that the director of KASKI himself has a personal commitment to what may be described as the « right of centre » position in Dutch Catho licism poses problems for the work of the Institute. Political and religious radicalism is not a strong characteristic of the more senior research workers. KASKI is a rare example of a centre which brings socio logists together and uses their professional competence to accompany change in religious institutions.

Abstract The Wukan Incident attracted extensive attention both in China and around the world, and has been interpreted from many different perspectives. In both the media and academia, the focus has very much been on the temporal level of the Incident. The political and legal dimensions, as well as the implications of the Incident in terms of human rights have all been pored over. However, what all of these discussions have overlooked is the role played by religious force during the Incident. The village of Wukan has a history of over four hundred years, and is deeply influenced by the religious beliefs of its people. Within both the system of religious beliefs and in everyday life in the village, the divine immortal Zhenxiu Xianweng and the religious rite of casting shengbei have a powerful influence. In times of peace, Xianweng and casting shengbei work to bestow good fortune, wealth and longevity on both the village itself, and the individuals who live there. During the Wukan Incident, they had a harmonizing influence, and helped to unify and protect the people. Looking at the specific roles played by religion throughout the Wukan Incident will not only enable us to develop a more meaningful understanding of the cultural nature and the complexity of the Incident itself, it will also enrich our understanding, on a divine level, of innovations in social management.

The economic crisis of 2008–2009 highlighted new problems in the development of the German social market economy model and brought to the forefront the factors of its resilience that have ensured Germany’s leadership positions in the EU. Changes in economic policy have affected in the first place the energy and the financial sectors. Shifts in the political landscape have led to the appearance of new political parties. These changes have affected the results of the 2013 elections, the liberal democrats failure to enter the Bundestag has made the winner – CDU – seek new coalition partners.

The controversy surrounding the Second Amendment—“the right of the people to keep and bear arms”—is, to a large extent, historical in nature, redolent of other matters in this country’s legal and constitutional past. But the historical analogies that might support the Amendment’s repeal do not permit easy conclusions. The issue demands that legal historians venture beyond familiar territory to confront unavoidable problems at the intersection of theory and practice and of constitutional law and popular constitutionalism. An interdisciplinary analysis of Lichtman’s Repeal the Second Amendment illuminates the political, legal, and constitutional dimensions—as well as the perils—of undertaking the arduous amending process permitted by Article V of the U.S. Constitution.

Between July 13-24, 2019 the people of Puerto Rico took the streets after a series of corruption scandals shocked the political establishment. The social uprising resulted in the ousting of the Governor of Puerto Rico (Dr. Ricardo Rosselló, Ricky), the resignation of the majority of his staff something unprecedented in the history of Puerto Rico; this period has been called El Verano del 19 (Summer of 19). Social media played a crucial role in both the organization and dissemination of the protests, marches, and other activities that occurred within this period. Puerto Ricans in the island and around the world engaged in this social movement through the digital revolution mainly under the hashtag #RickyRenuncia (Ricky Resign), with a small counter movement under the hashtag #RickySeQueda (Ricky will stay). The purpose of this study is to illustrate the magnitude and grass roots nature of the political movement’s social media presence, as well as their characteristics of the population of both movements and their structures. We found that #RickyRenuncia was used approximately one million times in the period of analysis while #RickySeQueda barely reached 6,000 tweets. Particularly, the pervasiveness of cliques in the #RickySeQueda show concentrations of authority dedicated to its propagation, whilst the #RickyRenuncia propagation was much more distributed and decentralized with little to no interaction between significant nodes of authority. Noteworthy was the role of the Puerto Rican diaspora in the United States of America and around the world, contributing close to 40% of all geo-located tweets. Finally, we found that the Twitter followers of the former governor had indicators of being composed of two distinct populations: 1) those active in social media and 2) those who follow the account but who are not active participants of the social network. We discuss the implications of these findings on the interpretation of emergence, structure and dissemination of social activism and countermovement to these activities in the context of Puerto Rico.

The article examines the role of political parties in modern state-building processes in Ukraine. The place of political parties in the political and legal system of society is determined. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered. It is noted that political parties play an important role in the organization and exercise of political power, act as a kind of mediator between civil society and public authorities, influence the formation of public opinion and the position of citizens directly involved in elections to public authorities and local governments. It is determined that in a modern democratic society, political parties carry out their activities in the following areas: the work of representatives of political parties in public authorities and local governments; participation in elections of state authorities and local self-government bodies; promoting the formation and expression of political will of citizens, which involves promoting the formation and development of their political legal consciousness. These areas of political parties determine their role and importance in a modern democratic society, which determines the practical need to improve their activities and improve the national legislation of Ukraine in the field of political parties. Political parties are one of the basic institutions of modern society, they actively influence the ac-tivities of public authorities, economic and social processes taking place in the state and so on. It is through political parties that the people participate in the management of public affairs. Expressing the interest of different social communities, they become a link between the state and civil society. The people have the opportunity to delegate their powers to political parties, which achieves the ability of the people to control political power in several ways, which at the same time through competition of state political institutions and political parties contributes to increasing their responsibility to the people. It is noted that the political science literature has more than 200 definitions of political parties. And approaches to the definition of this term significantly depend on the general context in which this issue was studied by the researcher. It was emphasized that today in Ukraine there are important issues related to the activities of political parties. First of all, it is a significant number of registered political parties that are incapable, ie their political activity is conducted formally or not at all. According to official data from the Department of State Registration and Notary of the Ministry of Justice of Ukraine, 352 political parties are registered, of which 48 political parties do not actually function. The reason for the liquidation of such parties is not to nominate their candidates for the election of the President of Ukraine and People's Deputies of Ukraine for 10 years. According to this indicator, Ukraine ranks first among other European countries. Thus, 73 political parties are officially registered in Latvia, 38 in Lithuania, 45 in Moldova, 124 in Romania, and 56 in Slovakia. However, despite the large number of officially registered political parties in Ukraine, public confidence in their activities is low. It is concluded that political parties occupy a special place in the political and legal system of society and play an important role in the organization and exercise of political power, as well as a kind of mediator between civil society and public authorities. The general directions of overcoming problematic situations of activity of political parties in Ukraine are offered, namely: introduction of effective and impartial control over activity of political parties; creating conditions for reducing the number of political parties, encouraging their unification; establishment of effective and efficient sanctions for violation of the requirements of the current legislation of Ukraine by political parties.
