Ahead of the 2019 general election which is divided into two stages, namely the Legislative election and the Presidential election. This event is the right moment to find out the political participation of the people at the grass-roots level while at the same time seeing the interaction between the people in the grass-roots and political parties. The interaction that wants to be seen is what forms of political behavior and community participation at the grassroots, as well as how political parties behave in interacting with this community. Then the important point that is also seen is how political parties behave in involving and seeking to raise support from the community. In the end, through this research, it will be known the quality of political participation from the public and electoral political parties in 2019.

An analytical study on the quality of the political participation of the people of Paser Regency seen from the perspective of gender. This paper is to see how the quality of women's group participation in the public sphere in Paser Regency in this case is participation in the political field. The method used in this paper is descriptive with a qualitative approach, namely the data source in the form of interviews or observations in the field. Based on the findings, the decline in the quality of women's political participation in Paser Regency is related to the cultural perspective of the community in seeing the role of women. In addition, there is a tendency in women to show a lack of motivation and competence.

The elections which were held throughout Germany on May 20, 1928, are of considerable interest and importance not only to Germany but also to the rest of the world. These elections, to be sure, did not have the dramatic interest which attended the Reichstag elections of December, 1924. But they deserve attention for a number of reasons: first, because they are the first elections to be held in the Reich under what may be called normal conditions; second, because elections for five Landtags and several city councils were held at the same time; and third, because the elections gave a further test, and supplied additional evidence of the operation, of the German system of proportional representation.Despite the intensive work of the political parties, the people were not aroused to much enthusiasm during the campaign. The old Reichstag was dissolved before Easter, but not until the last week of the campaign could one detect any excitement. Never before had the electors been bombarded with so much printed matter, posters, and, last but not least, loud-speakers and films. All the modern methods of appealing to the voters were tried by the numerous political parties. There were lacking, however, the overpowering issues and the battlecries which were so effective in 1924. Parades, demonstrations, meetings, and all the rest were carried through successfully on the whole, but they were quite dull and uninteresting. Only the two extreme parties, the National Socialists or Hitlerites on the right, and the Communists on the left, could appear enthusiastic. Nevertheless, the lack of what the Germans call a “grosse Parole” and the lack of excitement are not to be deplored; their absence probably indicates progress toward social and political consolidation.

<p class="06IsiAbstrak"><span lang="EN-GB">'Show-Changing Bojo' Politics in the Constellation of Election of Regent and Deputy Regent of Rembang. The election of the Regent and Deputy Regent of Rembang is based on the electeroral law. Electoral law is followed by an electoral process, one of which is by receiving input from the public. Because people have the right, opportunity and receive equal services based on statutory regulations. Submission of candidate pairs for Regent and Deputy Regent candidates by the DPC Political Party needs to consider the electoral law and electoral process, including ethical issues in politics. This study aims to analyze the political style of the candidates for regent and deputy regent of Rembang in leadership succession through the 'bojo showing off' model. The method used is qualitative with a phenomenological approach, which proves that community participation in the selection process of prospective regents and deputy regents at the level of political parties is never a concern. Therefore, 'showing off' bojo is one way to attract the attention of the public to pay attention to the succession of the leadership.</span></p>

The problems faced when approaching the election are many, one of which is the problem related to how to lobby politics to the public to use their voting rights so that they do not abstain. This problem that is often encountered can be solved by implementing the right political campaign model strategy. The strategy in political campaigns is a careful plan for activities to achieve specific goals where the activities carried out are carried out by political organizations or competing candidates to compete for positions in parliament in order to get the support of the mass of voters (voters) in voting. In line with Law No. 10 of 2008 concerning elections for members of the DPR, DPD and DPRD loaded with 30 percent quota for women in article 53, coupled with article 8 paragraph 1 mentioned regarding statements of at least 30 percent quota of women's representation in central party political party management as one of the requirements political parties to be able to become participants in the election. The purpose of this study was to find out in depth about the strategy of the political campaign model of female candidates in Blitar Regency as a method used by legislative candidates to attract their voters. This way of lobbying politics to the community has the aim of introducing candidates to the public through political campaigns that bring up the positive image of legislative candidates by involving the community. One way in which legislative candidates take to attract attention and get votes from various communities is starting from giving promises when campaigning. The subject of this research is that all the people and female candidates in Blitar Regency and the object of their research are the political campaign model strategies in Blitar Regency. The type of research used is qualitative research using the phenomenology approach. The phenomenology approach aims to describe the meaning of life experiences experienced by some individuals about certain concepts or phenomena by exploring the structure of human consciousness. So here the researcher wants to know the meaning of the experience experienced by the community and female candidates related to the political campaign model strategy through this phenomenology study. This research method uses a qualitative approach with interviews, observation, and documentation studies. This research produced a strategy model for political campaigns related to the phenomenon of female candidates in Blitar District.

The enactment of Law Number 32 Year 2004 is a manifestation of the development ofadvanced democracy, namely all local chief elected directly by the people except the positionof the Governor of Yogyakarta. However, in its development, the implementation of theGeneral Elections of Regional Head gave rise to dissatisfaction which resulted in the appealof the results of the General Election to the court for various reasons. The presence of theConstitutional Court as an institution that resolved the dispute over the General Election ofRegional Heads has not been able to provide justice to the public, especially the emergenceof many Constitutional Court rulings that cause debate. In its development, the ConstitutionalCourt abolished its authority in the settlement of disputes in the General Election of RegionalHeads as stipulated in Decision Number 97 / PUU-XI / 2013. The Constitutional Court is ofthe opinion that the Constitutional Court only has the authority to resolve election disputes ofDPR, DPD, President/Vice President because the election is done nationally, while theelection is conducted in certain areas only. In addition, the volume of incoming cases relatedto election disputes more than the law review case which is the main authority of theConstitutional Court, so that this can affect the quality of the decisions of the ConstitutionalCourt considering the dispute resolution of the results of the General Election should beterminated within fourteen days. DOI: 10.15408/jch.v5i2.7090

Political parties are the only institution that has the right to propose candi- dates for president and vice president as stipulated in Article 6A paragraph 2 of the 1945 Constitution so that they will have power and legitimacy as heads of state and heads of government. These constitutional rights are not owned by any democratic institution other than political parties. However, in the process of holding the general election, it does not always go as expected, as stated in the KPU’s laws and regulations. There were irregulari- ties committed by candidates and by political parties in the form of Money Politics.According to the political dowry event is in the general election area based on the legal principle of Lex specialis derogat legimitation generaly which states that the law is specific (lex specialis) overrides the general law (lex generalis) the Money Politic event is resolved by an institution, namely Bawaslu (General Election Supervisory Board).Besides the Article 6A paragraph 2 of the 1945, there is also Law Number 10 of 2016 concerning the Second Amendment of Law No. 1 in 2015 concerning the stipulation of Perppu (the governmental regulation of low amandement) Number 1 in 2014 according to the governor’s election, regents and mayors, especially in Article 47, Article 187A,Article 187B, Article 187C and Article 187D which regulates general elections. But in reality there are many irregularities in the implementation of the Constitution and etc.Events in the form of political dowry still occured which is evidenced by the infor- mation given by several witnesses and as the victim and perpetrator of the political dowry. Surprisingly, the General Election Supervisory Board (Bawaslu) as an election watchdog institution mandated by the Act to enforce the prevailing regulations is very difficult to carry out its duties, reminding that Bawaslu has weaknesses in handling the alleged polit- ical dowry. The weakness of Bawaslu is that they do not have the power to take witnesses or people who will be questioned.The author argues that there is a need for a legal protection in the form of a law that provides better opportunities to Bawaslu so that the position of Bawaslu as an election supervisory bord can be much stronger.

South Africa has made considerable progress since 1994 in institutionalising and consolidating the quality of its democracy. However, serious and persistent governance and socio-economic related problems have angered and frustrated the people and motivated increased protest action through both conventional and less conventional channels. The opportunity for citizens to participate in the political process is essential for a healthy democracy, therefore it is important that appropriate procedures and mechanisms are in place to facilitate this participation. Using quality of democracy methodology, the paper addresses several important questions, namely: how developed are the opportunities for conventional participation in South Arica, and to what extent are these taken up? and, what non-conventional forms of participation exist and what is government’s response? In addressing these questions, this paper explores the link between active citizenship and political participation over the last 25 years with a view to ascertaining the quality of South Africa’s political participation.

A change is something obsolute and mandatory. People also do change. In the context of a public  service the people are categoried into demanders and suppliers (providers). Needs of the demander keep  changing. The changes happen to variant, quantity of the people’s needs as well as process of how they  expect to get their needs. To keep up with these changes and, moreover, to improve the quality of the  public service they supply to the demanders, the providers need to make some changes. The change that  should take at the first place is their competency. They should get competency development provided  by an orgnization where they belong to. Among many available alternatives of the competency  development methods, mentoring is something else. It involves the right person who shares expertise  and trains the competency needed by a trainee (mentee) because the person is the mentee’s supervisor  who can directly monitor and evaluate the progress of the mentoring. This method generates benefits  not only for the individuals involved but also the organization. For the organization the mentoring is  both efficient and effective. It costs almost zero budget. Despite the obstacles that may occur the  mentoring is a bull’s eye.  


The consolidation of local democracy will be realized well if the political information provided by the electoral institutions and political institution through political communication can encourage people to get a 'nutrition' receive political information, so they can learn about politics. Political information in simultaneosly election is part of candidate “candidates pair” a Mayor Cimahi City can do political communication for competing to provide on political information about prospective policy choice that will be submitter later. When the political information of the citizen is fulfilled, the citizen can choose with a large responsibility and rationally to choose leader in their area, based on considerations that the common benefit of the people themselves. In 2017 is a political year for 101 regions that held the head simultaneous elections (Pilkada) throughout in Indonesia. There are 7 Provinces, 76 District and 18 Cities that participate in the simultaneous elections. One of the 18 cities that held the elections was Cimahi City. Cimahi City has a permanent voter list of 375,722 people who use its sovereignty to elect a Mayor candidate who will lead the region for the next 5 years. In the party of democracy, it is fundamental that political information becomes a reinforcement in political cognition that will be implemented in the space of political participation itself. Political education is an obligation for political organizers, especially for the General Election Commision (KPU) Cimahi City and Political Parties to provide political information to the public.
