As one of the strategic means of enhancing future competence and career, every individual, including teachers, is strongly encouraged to pursue a higher degree. Nevertheless, lack of financial ability may become one of the debilitating hindrances for the teachers to pursue a higher degree, mainly overseas. Currently, however, the Indonesian Government strives to support Indonesians to pursue a higher degree through a scholarship mechanism called the Indonesia Endowment Fund for Education, or popularly called as LPDP. Simultaneously, various scholarship mechanisms are also offered by several governing bodies in national or international contexts, such as Australia Awards, Chevening, Fulbright, DAAD, and many others. Therefore, this community empowerment project aims to enhance the understanding of schoolteachers, student-teachers, and other education communities regarding the administrative and technical preparation to register for a scholarship and prepare for overseas study. Moreover, the participants were also expected to comprehend the academic and social conditions while studying abroad, as well as the impact of pursuing a higher degree in their future competence and career. 535 participants were attending this community empowerment program in total.

The purpose of this study was to analyze the impact of community empowerment programs conducted by PT. STM to the social and economic life of society, both directly and indirectly. The method used is a qualitative and quantitative data collection techniques using observation method, the method of documentation, interview and questionnaire. Technical analysis of the data used in the method of qualitative research is data reduction, data display and conclusion; Technical analysis of the data that is used mainly on quantitative methods are counting frequency. The results showed that in terms of direct benefits, the vast majority of corporate social responsibility is embodied in the form of community empowerment program very useful. However, if the terms of the indirect benefits of community empowerment programs implemented by the company is still less perceived benefits. This can be understood as the activities carried out by PT. East Sumbawa Mining (STM) are still at the exploratory stage and given the share of allocation of funds spent on community empowerment program is still relatively small compared to the total allocation of development funds in the District of Hu'u. Social impact is more felt by the people than the economic impact. It is due to that ComDev in economics is relatively small when compared to the social sector, both in terms of budget as well as routine and sustainability programs.

The community empowerment program is a program that is carried out with assistance and has a plan of up to five years. The empowerment program will be evaluated after one year of program implementation to see the impact of the program for the community. One of the programs is Berdikari Peat Village, which is an empowerment program for the Volunteer Fire Brigade called Masyarakat Peduli Api (MPA). One way to evaluate an empowerment program is to compile a Community Satisfaction Index (IKM). The concept of IKM will evaluate the program from the beginning of program planning, program implementation, to program exit so that the overall implementation of the program to the public is seen. This research was conducted with quantitative methods in the Berdikari Peat Village Kampung program which was carried out in Bukit Batu District, Bengkalis Regency, Riau Province. An article in The Guardian in 2006 claimed that: ‘some bright students have found an answer to the fees nightmare: in Europe’. It went on to argue that the introduction of variable fees in the UK in 2006 had encouraged some UK students to consider moving overseas for their degrees and, in particular, to European countries such as Sweden and the Netherlands, which charged low fees or no fees at all. While there have been a small number of further press reports which have indicated that changes to the funding of higher education in the UK have encouraged more young people to consider seriously the possibility of studying abroad, we still know relatively little about the impact of financial factors on a decision to pursue a degree overseas. Although many researchers have explored the economic rewards which often accrue in the medium- or long-term as a result of overseas study, the academic literature has much less to say about both the impact of fee differentials on young people's decision-making, and the resources upon which they draw to fund a period of study overseas. In an attempt to redress this gap, this paper draws on data from a qualitative study of young UK citizens who had either completed a degree abroad, or were seriously considering moving overseas for this purpose, to explore the impact of short-term economic calculations on their decisions, and the sources of funding upon which they drew. In doing so, we argue, firstly, that there are important differences between mobile students: those who moved abroad for an undergraduate degree tended to be from more privileged backgrounds than those who moved for postgraduate studies and, as a result, considerably less sensitive to price differentials. Secondly, we suggest that, despite important differences in economic capital, both undergraduates and postgraduates were able to draw on significant cultural resources. This raises questions about the extent to which overseas opportunities can be opened up more widely, to include a greater cross-section of young people.
