Areas of Production Forest Management Unit (KPHP) Model has been established  in Lampung that includes KPHP Register Model 47 Way Terusan Lampung Tengah regency, KPHP Bukit Punggur Lampung Tengah regency, KPHP Gedong Wani Lampung Selatan regency and KPHP Muara Dua Way Kanan regency (Wulandari, 2011).  One of the sinifeant factor management KPHP is the competent human resources.  Currently competence of human resources in KPHP especially in Lampung Province is not known yet, so it is necessary to do the mapping of human resources, which will be used as material for consideration on improving the competence of the employees KPHP in Lampung Province. The purpose of this research is to identify the competence of human resources that exist in every KPHP in Lampung and formulate the recommendations to increase the competence in need by KPHP in Lampung Province.  The research was conducted in April 2014 in  KPHP Gedong Wani Lampung Selatan regency and KPHP Way Terusan Lampung Tengah regency.  Competence human resources in KPHP Gedong Wani in the field of forest planning of 49,15 % and in the field of the utilization of the forest of 28,33%.  Competence human resources in KPHP Way Terusan in areas of forest planning is 35,07% and in the fields of the utilization of the forest of 36,33.  Human resource competence in KPHP Gedong Wani and KPHP Way Terusan in Lampung Province, have different educational background like Forestry Senior High School, bachelor of Forestry of non-forestry, as well as Master of Forestry.  Lack of training that followed, led to lack of forest planning and forest unilization within technical and non-technical.  So they need training for employyees in accordance with the needs of not-technical competence. This paper intends to analyze the principal's benchmarking strategy in improving the quality of human resources at SMA Nurul Jadid, Paiton, Probolinggo in an institution, namely to develop competitiveness. The method used is a qualitative approach through case studies So that it can encourage the quality of good institutional resources. This research provides strategic implications for benchmarking institutions in order to meet the complexities of the demands of the community in Islamic boarding schools to equalize those of high schools outside the pesantren. Even higher quality. As for the efforts made by Nurul Jadid Senior High School in improving the quality of human resources by increasing foreign language skills, Class Acceleration Provide motivation to every school member to continue to improve their performance to match the expectations of all parties. So that the quality of human resources in an institution can be created.

The success of managing the forest management unit cannot be separated from the availability of human resources.  The purpose of this study is to study the implications of the issuance of Law Number 23 of 2014 concerning Regional Government on Human Resources in the Gedong Wani Production Forest Management Unit. Data obtained through interviews and library studio analyzed descriptively qualitative.  The results showed that there have been changes in human resources in the Regional Technical Implementation Unit (UPTD) KPHP Gedong Wani.  In addition, there are also several inhibiting and supporting factors in its application. The most important implication is an increase in human resources both in quantity and quality due to the transfer of authory from the center to the regions.  Education and training are still needed to guarantee and improve the quality of human resources in the UPTD KPHP Gedong Wani.

Improving the quality of education is the responsibility of all stake holders, especially teachers during the process of learning in the classroom. Therefore, there is a need for teacher competence development that is influenced by various factors such as the principal's efforts. Based on this, the author wants to conduct a research entitled efforts of the principal school in developing teacher competence to improve the quality of education in the Public Senior High School in Banda Aceh which aims to determine the factors that can affect, the constraints faced and the efforts of principals in developing teachers’competency to improve the quality of education at SMA Negeri Kota Banda Aceh. Population and sample in this study were all principals of Public Senior High School in Banda Aceh as many as 16 headmaster are taken as sample (total sample). This is a descriptive research method with qualitative approach. data were collected through observation, interviews, and documentaries. Data was analyzed using simple statistics that is by tabulating the data in the table, calculating frequency and percentage then drawing conclusion. The results showed that the factors that affect teachers’ competence and the quality of education is the effort of the principal, training attended by teachers; learning facilities; teaching experience, health condition and educational background. Constraints faced against pedagogical and professional competence. The principal's efforts to develop highly effective and efficient teacher competencies can be done through MGMP empowerment, academic and clinical supervision and workshops or training with peers in schools. Students’ learning achievement can be increased by giving extra class in the afternoon, enrichment, remedial, and regular try out.

Penelitian ini bertujuan untuk mengidentifikasi dampak perubahan kebijakan kelulusan dalam meningkatkan persiapan sumber daya manusia, sarana dan prasarana, biaya, kegiatan monitoring dan evaluasi, serta tindak lanjut hasil monitoring dan evaluasi persiapan pelaksanaan ujian nasional terhadap peningkatan persiapan SDM di Kota Bima. Penelitian ini menggunakan metode penelitian kualitatif dengan jenis research of policy. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen. Keabsahan data diuji melalui trianggulasi data dan trianggulasi metode. Analisis data menggunakan model interactive. Hasil penelitian menunjukkan bahwa perubahan kebijakan kelulusan tidak berdampak pada perkembangan kegiatan persiapan peserta didik sekolah tingkat atas negeri dan swasta, tidak berdampak pada peningkatan jumlah sarana dan prasarana sekolah swasta, dan tidak berdampak pada peningkatan biaya persiapan ujian nasional sekolah negeri dan swasta. Orang tua, peserta didik, dan pendidik sekolah negeri dan swasta merasakan dampak negatif yang sama yaitu menurunnya motivasi orang tua memantau perkembangan anak, motivasi belajar peserta didik, dan motivasi mengajar pendidik. Dampak positif adalah menurunnya tingkat kecurangan saat pelaksanaan ujian nasional. Kepala sekolah sekolah negeri dan swasta dan dinas terkait melakukan kegiatan monitoring dan evaluasi sebelum, saat, dan setelah pelaksanaan ujian nasional, namun tindak lanjut hasil kegiatan monitoring dan evaluasi belum mempengaruhi perkembangan kegiatan persiapan sumber daya manusia, jumlah sarana dan prasarana, dan biaya persiapan ujian nasional. Perubahan kebijakan kelulusan tidak berdampak pada peningkatan mutu pendidikan menengah di Kota Bima.Kata kunci: kebijakan kelulusan, pendidikan menengah, mutu pendidikan THE IMPACT OF CHANGES IN THE POLICY OF GRADUATION TO THE SECONDARY EDUCATION IN BIMA-WEST NUSA TENGGARAAbstractThis study aims to identify the impact of changes in the policy of graduation to improve the preparation of human resources, facilities and infrastructures, budgeting, monitoring and evaluating, and following-up of monitoring and evaluating in implementation of national exam preparation towards improving the human resources preparation in Bima-West Nusa Tenggara. This is a qualitative research method and kind of the research is policy research. Data were collected through interviews, observation and document study. Data validation examined by data and method triangulation. The data analysis used by interactive. The results showed that the graduation policy changes had no impact on the progress of the preparation public and private senior high school, had no impact on increasing the number of facilities and infrastructures of private school, and had no impact on increasing the graduation exam preparation budgeting of national public and private secondary schools. The parents, students, and teachers of public and private school felt the same negative impact. The negative impact were declining motivation of parents to monitor child development, motivation of learners, and educators teach motivation. Positive impact was a decreased level of cheating during the implementation of the national exam. The principals and government did the monitoring and evaluating before, during, and after the implementation of the national exam, but following-up of the monitoring and evaluating had not affected for preparation of human resources, facilities and infrastructures, and the budgeting of national exam preparation.Keywords: policy of graduation, senior high school, and quality of education

Vocational education policies that are currently being implemented to produce skilled workers in their fields, one of them are, the proportion of Senior High School students: Vocational High School students are 30%: 70%, changes in the number of comparisons have an impact on the needs of the number of teachers, while temporary vocational teachers (productive teachers) in other expertise/specialization programs or other subjects, the number of teachers exceeds the amount that is required. The dual expertise program is a program to provide additional teaching authority for Vocational High School/Senior High School teachers who teach certain subjects to become productive subject teachers in Vocational High Schools in certain skill competencies that are different from previous skills competencies and relevant to their educational background. The objective of this study is to review and describe the implementation of dual expertise policies for Vocational High School teachers and their impact on Demak Regency. The process of preparation, implementation, and results of activities is described so that they can be understood as aspects related to the issues regarding the policy. This research was qualitative research. To get the validity of the data, the researchers used several data validity checking techniques, they were: (1) Technique of checking credibility; (2) Technique of transferability; (3) dependency checking technique. The data analysis used in this study was qualitative descriptive analysis. The result of this study is the impact of implementing dual expertise activities has not been significant towards the fulfillment of  the needs of productive teachers. It is known that the problem is the element of communication, namely the lack of delivery of information from policy actors to the teacher. For other elements such as disposition, resources, and bureaucratic structure, it has been implemented well.

This research is concerned on the evaluation of how the policy of free payment school at senior high school / islamic senior school and vocational school in the regency of  ogan komering ilir are implemented through CIPP model which was develop by Stufflebeam’s.  The aim of the research is to dig comprehensively the implementation of the above policy. The findings of the evaluation obtained: (1) context, program is covering all the main needs, regulations, goals, are fulfill so that the program possibly to be implemented, (2) the input, human resources, budget, strategy, the structure of the organization, infrastructures, and procedure are available, (3) the process, communication, attitude of the program implementers, and bureaucracy are well built, (4) the product of the program are helping to ease the parent’s from the school cost and to improve the quality, welfare, and the school performance.

Tujuan umum penelitian ini adalah mendeskripsikan hasil resepsi pembaca terhadap novel Supernova. Teori yang digunakan dalam penelitian ini adalah teori estetika resepsi. Jenis penelitian yang digunakan adalah penelitian studi kasus. Metode penelitian menggunakan metode terbuka dan retrospektif. Data bersumber dari novel Supernova. Data utama berasal dari dokumen tertulis para kritikus sastra dan pembaca umum yang dimuat di internet. Temuan penelitian ini adalah sebagai berikut. Pertama, variabel pembaca berjumlah 79 orang dengan strata pendidikan paling banyak SMA dan S1. Jenis pekerjaan lebih banyak bekerja di bidang keterampilan daripada bidang keilmuan. Novel Supernova lebih diterima oleh pembaca yang berpendidikan SMA dan S1 dengan pekerjaan di bidang keterampilan. Kedua, unsur tekstual yang khas yang paling menentukan resepsi pembaca terutama pola pengaruh sains yang dianggap memberikan angin segar bagi khazanah kesusatraan Indonesia. Unsur tekstual lainnya kurang mendapatkan resepsi yang baik, misalnya unsur tokoh yang tidak digarap secara mendalam, alur yang meloncat-loncat, serta bahasa yang rumit dan sulit dipahami. Abstract: The general aim of this study is to describe reader reception to the novel Supernova. Research method used in this study is qualitative method because this method is appropriate with the characteristics of this research which produces written data from its study subject. The method used is of open and retrospective type. The data are from the novel Supernova with the main data taken from written documents from literary critics and general readers that have been published in the internet. The findings of this research indicate, firstly, that the readers are varying; they consists of 79 readers with the majority educational background of senior high school and college. In terms of profession, more come from vocational field than from academic field. The novel Supernova are more highly received by the readers with senior high school and college background with the work in vocational field. Secondly, it is found that the textual aspect of the novel pertaining to the scientific topic is the part that gets most of the receptions from the readers. This has some impact on the reception of the other elements of the novel like characters which is said to be not so much refined, the plot to leap up and down, and the language to be delicate and difficult to understand. Abstract: The success of schools in improving the quality of education cannot be separated from the role of the principal. Headmaster. This study aims to describe (1) the role of the principal as empowering the human resources of the teaching and educational staff. (2) supporting factors for the success of school principals as empowering human resources for teaching and educational staff. (3) obstacles faced by school principals as empowering human resources for teaching and educational staff. (4) Headmasters' efforts as empowering human resources for teaching and educational staff in overcoming school problems. This research uses a multi-site study. This research was conducted at Senior High School YKHS and Senior High School Darul Munir. Data obtained through interviews, observation, and study documentation. The results of this study indicate that (1) the role of the head of YKHS and Darul Munir senior high schools as empowering human resources is to involve teachers and staff in managing school programs, managing curriculum, creating a conducive learning climate and achievement, involving teachers in training to improve their competence, facilitate facilities and infrastructure to support school activities, plan budgets, conduct student management activities, specifically assign teachers to oversee the program, and conduct supervision. (3) Internal factors that support success are the togetherness of the teachers to optimize their potential and the sincere desire to run the school program that has been planned together. External factors are strong student guardian support for programs that have been run by schools. (3) Internal constraints faced are limited time from teachers to carry out or run the program to the maximum extent possible. The external obstacle is the student's guardian awareness of the school program. (4) Efforts made in improving the quality of schools to overcome internal and external problems are communicating to teachers to be more active in carrying out or carrying out planned programs.Keywords: Principal, Empowerment, Human Resources. Abstrak: Keberhasilan sekolah dalam menigkatkan mutu pendidikan tidak lepas dari peran kepala sekolah. Kepala sekolah. Penelitian ini bertujuan untuk mendeskripsikan (1) peran kepala sekolah sebagai pemberdayaanan SDM tenaga pendidik dan kependidikan. (2) faktor pendukung keberhasilan kepala sekolah sebagai pemberdayaanan SDM tenaga pendidik dan kependidikan. Penelitian ini dilakukan di SMA YKHS dan SMA Darul Munir. Data diperoleh melalui wawancara, observasi, dan studi dokumentasi. Hasil penelitian ini menunjukan bahwa (1) peran kepala SMA YKHS dan SMA Darul Munir sebagai pemberdayaan SDM yaitu melibatkan guru dan pegawai dalam pengelolaan program sekolah, melakukan pengelolaan kurikulum, mewujudkan iklim belajar dan berprestasi yang kondusif, mengikutkan guru-guru dalam pelatihan untuk meningkatkan kompetensinya, memfasilitasi sarana dan prasarana pendukung kegiatan sekolah, merencanakan penganggaran, mlakukan kegiatan pengelolaan kesiswaan, menugaskan secara khusus guru-guru untuk mengawal program, dan melakukan pengawasan. (3) Faktor internal yang menjadi pendukung keberhasilan yaitu kebersamaan guru-guru untuk mengoptimalkan potensi yang dimiliki dan keinginnan yang ikhlas untuk mejalankan program sekolah yang telah direncankan bersama-sama. Faktor eksternalnya yaitu dukungan wali murid yang kuat pada program yang telah dijalankan oleh sekolah. (3) Kendala internal yang dihadapi adalah keterbatasan waktu dari guru-guru untuk melakukan atau menjalankan program dengan semaksimal mungkin. Kendala eksternalnya adalah kesadaran wali murid akan program sekolah tersebut. (4) Upaya yang dilakukan dalam meningkatkan mutu sekolah untuk mengatasi masalah internal dan eksternal adalah mengkomunikasikan kepada guru-guru untuk lebih aktif melakukan atau menjalankan program yang telah direncanakan.Kata kunci: Kepala Sekolah, Pemberdayaanan, Sumberdaya Manusia

This study aims to identify the competencies and to develop a human resource development model for industry 4.0 in Aceh. To achieve the objectives, the study used a mixed-method research approach. Qualitative research was conducted through in-depth interviews with human resource development practitioners and experts who were selected purposively. While quantitative research was carried out by surveying 337 respondents who worked in various fields of work in Aceh. The results showed that there are 4 competencies needed to be able to compete and survive in industry 4.0, which are: (1) personal competence, (2) social competence, (3) methodological competence, and (4) technical competence. Of these four, personal competence has the greatest contribution in explaining the variants of competencies needed in the industrial revolution 4.0. For this reason, various elements of this personal competence should be prioritized in the human resource development model, followed by various other competencies, such as social competence, methodological competence, and technical competence. The development of these various competencies is expected to generate and transform Aceh's human capital into better superior human resources, who mastered and advanced in sciences, technology, and innovation as the main pillars of the regional development to achieve the Indonesia Golden Vision 2045.
