With ever-increasing demand for software professionals, time has come for the information technology (IT) industry to unearth competencies required for software professionals. The majority of IT companies have been employing outsourcing software projects to inexpensive hubs in developing nations. Therefore expectations from highly skilled software professionals are rising. The purpose of the study is to recognize the technical competence levels associated with software professionals in a range of profiles which are found in India's major IT organizations. There are three basic objectives of the present study. The first objective is to conduct a literature survey of description of the software engineers in IT domain. The second objective is to quantify the competency levels of the software engineers in IT sector. Finally, the third objective is to conduct a survey-based empirical study on software engineers. The professional occupation is set up through seven successive profiles.

Introduction. The widespread use of telelearning raises the issue of ensuring its effectiveness. Researchers consider various factors, but student readiness for such learning has not yet become the subject of systemic research in domestic science. The objectives of the article are: to reveal personality predictors of online learning success, to identify the components of student readiness for such learning (on the basis of foreign works); to characterize the readiness and self-efficacy of students’ online educational activities drawing on empirical data. Materials and Methods The researchers utilized the methods of theoretical analysis of the problem and the survey method. The author’s questionnaire was used to collect the data on the online activity of the students, self-assessment of readiness and effectiveness of online learning. 252 first- and second-year IT-students participated in the survey. Results. Five components of students’ readiness for online learning have been identified: attitude towards online learning, self-directed learning, time management, communicative competence, and technical competence. The students’ attitudes towards online learning are ambivalent. The students understand the importance of such training, but they are not willing to invest enough time and effort into it. Two interrelated components (self-directed learning and time management) contribute most to the overall online learning readiness. Online learning self-efficacy is related to technical competence and attitudes towards online learning. Discussion and Conclusion. The results will be useful for further research of the factors and ways improving online learning effectiveness. The research prospects are the development of psychodiagnostic tools for assessing the online learning experience and readiness of students and the diversification of the sampling by adding students from different programme tracks and with different experiences in online educational activities.

Many studies demonstrate the importance of communication in project performance. However, little is known about how project communication exerts its effects on the outcomes of capital projects that have a large impact on environmental and economic sustainability. Using a longitudinal survey and bootstrap-based structural-equation modeling, this study uncovers how project competencies and team innovative behavior affect the relationship between project communication and capital project performance. This study collects repeated measures from project managers at two time points: immediately after the initiation and planning stages end and immediately after project completion. Excluding responses with missing data, this study’s sample includes 108 capital projects. This study finds that project technical and managerial competencies completely mediate the relationship between project communication and project performance. This study also finds that team innovative behavior affects project performance through the mediating effect of project technical competence. Team innovative behavior also moderates the relationship between project technical competence and project performance. Project communication has the largest effect on project performance despite having the smallest direct effect; project managerial competence possesses the next-largest effect on project performance despite having the largest direct effect. This study discusses the managerial and research implications.

Globalization is an opportunity for small and medium industries (IKM) in Indonesia to be able to market various products they produce. One of the facilities provided by the government is the Ease of Import for Export Purposes (KITE IKM). This study aims to identify some issues that arise, conduct analysis, and provide alternative solutions to those constraints that occur in the utilization of KITE IKM in the KPPBC TMP B Yogyakarta. This research uses a qualitative research approach in the form of case studies. Based on the results, there are still some obstacles in fostering the growth of IKM. Internal is related to the efforts to disseminate KITE IKM, good governance practices particularly in archiving of customs documents, technical competence of employees, and implementation of risk management. External consist of the IKM’s compliance with the procedures or provisions and strategic coordination between related agencies or institutions. This research implies that some policies need to be made to improve governance and risk mitigation. The object of research is limited to IKM at KPPBC TMP B Yogyakarta which conducts import and export activities through the nearest port. Subsequent research can be carried out on other customs offices with different characteristics. Keywords: duty drawback, export, facility, good governance Dengan adanya globalisasi, luasnya jangkauan pasar menjadi peluang bagi para industri kecil dan menengah (IKM) di Indonesia dalam memasarkan berbagai produk yang dihasilkan. Salah satu fasilitas yang diberikan pemerintah kepada IKM adalah Kemudahan Impor Tujuan Ekspor (KITE). Penelitian ini bertujuan untuk mengidentifikasi kendala-kendala yang timbul, melakukan analisis, dan memberikan alternatif penyelesaian atas permasalahan yang terjadi atas pemanfaatan fasilitas KITE IKM di wilayah kerja KPPBC TMP B Yogyakarta. Studi ini merupakan penelitian kualitatif berupa studi kasus. Berdasarkan hasil penelitian, masih ditemukan beberapa hambatan dalam mendorong tumbuhnya IKM. Permasalahan internal terkait kurang gencar dan luasnya upaya sosialisasi dan edukasi fasilitas KITE IKM, lemahnya tata kelola atau pengarsipan dokumen kepabeanan, belum meratanya pengetahuan dan kompetensi teknis pegawai, dan kurang optimalnya penerapan manajemen risiko. Permasalahan eksternal terkait kurangnya pengetahuan dan pemahaman pelaku usaha atas prosedur atau ketentuan dan belum efektifnya sinergi dan koordinasi strategis antarinstansi atau lembaga. Penelitian ini memberikan implikasi kebijakan terkait perlu dilakukan upaya perbaikan tata kelola pemerintahan dan optimalisasi penerapan manajemen risiko. Objek penelitian terbatas hanya terhadap IKM terdaftar penerima fasilitas KITE di KPPBC TMP B Yogyakarta yang melakukan kegiatan impor dan ekspor melalui pelabuhan terdekat. Penelitian berikutnya dapat dilakukan terhadap objek penelitian yang berbeda karakteristiknya. Kata Kunci: ekspor, fasilitas, KITE, tata kelola, UMKM

Purpose: Formation of the idea of laboratories accredited by Accreditation System of Russian Federation, in particular radiation control laboratories, about the possibility of confirming technical competence by means of participation in interlaboratory comparison tests at international level. Content: Description of the experience of successful passing the international comparisons by radiation control laboratories under up-to-date requirements. Conclusion: The experience described in the article can be used by accredited laboratories in practice for conformity validation with accreditation criteria.

The quality of the performance of the State Civil Apparatus (ASN) is a very important resource to be able to determine the capacity of the Regional Apparatus Organization (OPD). One of the efforts to improve the quality of OPD performance is the promotion of positions. Promotion of an award given for work performance and dedication of a civil servant, as well as being excited to improve work performance and loyalty. Therefore, it is necessary to determine a promotion. The weighting method in this study uses the Analytical Hirarchy Process. This study also compares this method with the Technique for Ordering Preference based on Similarities with Ideal Solutions. The resulting criteria are formal and informal. Consists of formal sub-criteria consisting of formal education, position experience, class rank, technical competence, managerial competence and socio-cultural competence. Then for the informal sub-criteria consisting of discipline, innovation, creativity, ideas for institutional functions, the ability to collaborate and work in teams, loyalty, responsibility, leadership, ability to communicate well and recommendations at the provincial and / or ministerial level. Furthermore, calculations are carried out using the AHP and TOPSIS methods for data for 2018 which means 1 position, in 2019 means 2 positions, and in 2020 means 4 positions. In one position consists of 3 ASN alternatives. After comparing the accuracy level of the AHP and TOPSIS methods with experts, the results of the AHP method are better in making recommendations for structural promotion of echelon IV ASN by producing a perfect score of 100% and a TOPSIS value of 71.4%.

National accreditation agencies in different countries have set quite strict requirements for accreditation of testing and calibration laboratories. Interlaboratory comparisons (ILCs) are a form of experimental verification of laboratory activities to determine technical competence in a particular activity. Successful results of conducting ILCs for the laboratory are a confirmation of competence in carrying out certain types of measurements by a specific specialist on specific equipment. To obtain reliable results of ILC accredited laboratories, it is necessary to improve the methods of processing these results. These methods are based on various data processing algorithms. Therefore, it is necessary to choose the most optimal method of processing the obtained data, which would allow to obtain reliable results. In addition, it is necessary to take into account the peculiarities of the calibration laboratories (CLs) when evaluating the results of ILС. Such features are related to the need to provide calibration of measuring instruments for testing laboratories. The evaluation results for ILCs for CLs are presented. The results for all participants of ILCs were evaluated using the En and z indexes. The obtained results showed that for the such ILCs it is also necessary to evaluate the data using the z index also.

This paper aims to identify the barriers that are related to the maturity of project management in the public sector. Therefore, a systematic literature review was carried out based on works extracted from the CAPES Journal Portal and Google Scholar, using the protocol proposed by Felizardo et al. (2017) and from the keywords “project management maturity”, “public-sector”, “barriers” and their variations. The final review sample consisted of six studies, two of which were developed in the Brazilian context, one in the United Kingdom, one in Slovenia, one in Serbia, and one in Iceland. The barriers presented in the studies were summarized in seven dimensions: technical competence, management methodology, computerization, human relations, organizational structure, alignment with the organization's business, and transversal categories. The notes of the studies brought as main notes the needs that organizations work with the intensification of benchmarking practices in the context of project management and the integration of this area with its strategic management.

Abstract Background The increasing popularity and availability of tablet computers raises questions regarding clinical scenarios. This pilot study examined the patient’s satisfaction when using a tablet-based digital questionnaire as a tool for obtaining medical history in an emergency department and to what extent gender, age, technical competence and mother tongue influence the user satisfaction. Patients were asked to complete three consecutive questionnaires: The first questionnaire collected basic epidemiological data to measure past digital usage behaviour, the second questionnaire collected the patient’s medical history, and the third questionnaire assessed the overall perceived user satisfaction when using the tablet-based survey application for medical anamnesis. Results Of 111 consenting patients, 86 completed all three questionnaires. In summary, the user evaluation was positive with 97.7% (n = 84) of the patients stating that they had no major difficulties using the digital questionnaire. Only 8.1% (n = 7) of patients reported a preference to fill out a paper-and-pen version on the next visit instead, while 98.8% (n = 85) stated that they would feel confident filling out a digital questionnaire on the next visit. The variables gender, age, mother tongue and/or technical competence did not exert a statistically significant influence towards the defined scales usability, content and overall impression. Conclusion In conclusion, self-administered tablet-based questionnaires are widely accepted tools for collecting medical information in the emergency room across all ages and genders, regardless of technical competence.

SUMMARY The expert witness practice of psychiatrists is under constant scrutiny by the courts and, in the UK, the General Medical Council, as well as within appraisal and revalidation as part of a doctor's overall practice. Regulation and appraisal of expert witness practice must address not only technical competence, including demonstration of a real understanding of the interface between medicine and law, but also ethical probity, including in respect of bias, which is the most challenging appraisal focus. In psychiatry, there is much room for ‘values expression’, and therefore bias, in the offering of expert opinion. This article first describes various legal and psychological definitions of bias; then addresses the sources and routes to expression of bias within expert witness practice, viewed legally, psychologically and neuroscientifically. Finally, it proposes ways in which inevitable bias can be minimised by the individual practitioner.
