Industrial Revolution 4.0 is a revolution that the currently touted by the government startingfrom the central government to the regional government. One of the things that can be done inimproving the quality of learning, especially at the university level, is through learning that is basedon learning through electronics. Electronic media that is intended is learning through blanded elearning that uses learning applications by utilizing technological advances as an effort in theimplementation of the industrial revolution that is being driven in the community and in thecampus environment. The purpose of the PPM (Community Devotion) program is carried out as atri dharma task of the tertiary institution and an effort to improve the competence of students,especially students in Sport Sciences at the Faculty of Sport Science, Cenderawasih University.The implementation of the PPM was carried out in July 2019, followed by 18 participants.The methods applied in this training are: lectures, demonstrations and practices using learningapplications based on e learning.The result is an increase in the competence of students, especially those who take kinesiologycourses in understanding teaching material so that it can spread the knowledge gained to theircolleagues and can then be applied to the workplace where he works later

Bina Darma University (UBD) as one of the university based information technology currently has been assisted by the use of IT in implementing its strategy. University 4.0 is a university that makes students as a learning center and assisted by the use of IT.  UBD in conducting learning has been assisted by e-learning which is one of the benchmarks of 4.0 University perspectives. E-Learning implementation assists the learning process by students and lecturers. The performance of the e-learning system has not been measured. Measurements are performed to improve the quality of e-learning systems in the 4.0 university perspective. To perform analysis used the IT framework Balanced Scorecard consisting of four perspectives namely Corporate Contribution/Business Contribution, User Orientation, Operational Excellence and Future Orientation. The result of this research is an improved analysis of quality and strategies to improve the quality of e-learning systems in the 4.0 university perspective.

Universitas Sangga Buana is an educational institution that continues to develop thefollowing technological advances by creating an e-learning system for students to facilitatedistance learning. This system is relatively new and still being developed, allowing there are stillmany gaps that others can exploit, especially on the security side of the system. To reduce systemsecurity vulnerabilities and data loss risks, it is necessary to conduct an audit of the e-learningsystem at the Universitas Sangga Buana. The stages used to determine security systemvulnerabilities and risk management in e-learning systems use the NIST framework and theAcunetix application as a system security testing tool. The final result of the e-learning systemaudit is that the e-learning system of the University of Sangga Buana is at a reasonable level withno high system vulnerabilities found and well-implemented risk management.

E-learning and e-courses have received great practical and research interest during the previous years. Recently, there has been a growing interest in increasing efficiency and adherence to quality standards for e-learning and e-courses. With the restrictions imposed by the recent COVID-19 pandemic and the shift to reliance on e-learning and e-courses, this has increased the interest of higher education institutions, especially in the Kingdom of Saudi Arabia, Dar Al-Uloom University has developed a framework to ensure the quality of electronic and electronic learning courses DAU-EQEM The framework consists of eight standards, And that was applied through this study on 272 electronic courses distributed over three colleges in addition to the university preparation program at Dar Al Uloom University. To verify the evaluation results, the evaluation results were matched with the results of a survey of students' perception at the university about the quality of e-courses. The questionnaire consists of 5 themes and 25 items. The results showed a great convergence in the results of the evaluation tools used to verify the quality of electronic courses at Dar Al Uloom University. The results also showed an advanced level of quality of e-courses at Dar Al Uloom University, with the need to develop plans to ensure continuous improvement and raise the level of performance related to the e-learning system and its e-courses.

The study aimed to identify the current status of applying e-learning quality standards at the Arab American University from the point of view of faculty members, and to what extent average means differ according to the different demographic variables. To achieve this, the descriptive analytical method was used, and (211) members were randomly selected, who represented (45.4%) of the study population (465) faculty members working at the Arab American university. A questionnaire consisting of (39) items covering (3) dimensions (the lecturer’s role in using e-learning system, the quality of e-learning system, the role of the university administration in the quality of e-learning system) was used after testing its validity and reliability. After the descriptive statistical analysis, the results showed that the average means of the study sample towards the current status of applying the quality standards of e-learning at the university received a high degree. There were also statistically significant differences in the gender variable in favor of females; in qualification in favor of PhD holders; and in experience in favor of (more than 10 years). The study concluded with a number of recommendations, including developing and innovating new methods of evaluation suitable for the e-learning system, providing all kinds of support to faculty members, and relieving the psychological stress faced during the e-learning process.

This research was conducted to find out the impact of the Industrial Revolution 4.0 on employment in Indonesia. The method used in this study is a qualitative research method with data in the form of literature review and analyzed with content analysis. The results of this study indicate that the 4.0 industrial revolution has hit the world, including Indonesia. The basis of the 4.0 Indonesian Revolution lies in the progress in communication and connectivity compared to technology. The Industrial Revolution 4.0 was marked by the emergence of technological breakthroughs in a number of fields, including robotics, artificial intelligence, nano technology, quantum computing, biotechnology, the Internet of Thing (IoT), 3D printing, and autonomous vehicles. This revolution creates opportunities and of course saves the various challenges that must be faced. The industrial revolution has significantly affected labor aspects. The policies that can be taken by the government to improve labor capabilities are: First, harmonization of standardization and competency certification through cross-sectoral, cross-regional, and cross-country business partner cooperation, within the framework of market openness. Second, the development of partnership programs between the government and business / industry and between the central government and regional governments to improve the quality of the workforce. Third, improving governance in organizing training programs to accelerate worker certification. Fourth, expanding economies of scale towards sectors / sub-sectors with high productivity. The conclusions of this research: increasing the workforce and decreasing unemployment, as well as the increasing number of young people who succeed in digital business, shows that Indonesia has successfully exploited the opportunities of the Industrial Revolution 4.0. The study aimed to analyze the reality of e-learning at Palestine Technical University-Khudouri/Tulkarem, and to identify the most important challenges facing students when using the education system, as well as to analyze the extent to which university students interact with the e-learning system, and to show the differences between the average opinions of the study sample on e-learning according to the study variables due to the nature of the study, the descriptive analytical approach was used, in order to reach practical results, and to achieve and analyze the reality of e-learning  a questionnaire consisting of (34) paragraphs was designed, where the study community consisted of (6,559) students, and a simple random sample of (522) students was taken, and the questionnaire was distributed electronically because it was not able to be distributed manually due to the prevailing conditions _ the spread of the Corona pandemic- at the time of the preparation of the study. The results of the study showed that (63.136%) of the researched believe that the reality of e-learning at the university suffers from different problems. The study indicated that (87.97%) among respondents, complaints have increased in the e-learning system after the Corona pandemic and that (81.36%) among the researchers, the infrastructure was one of the most barriers in e-learning. While (63.934%)of the researched that e-learning has a role to play in achieving Interaction among students, as the results of the study showed no differences Statistically significant to the reality of e-learning according to the gender variable, and there are no differences depending on the variable of the scientific qualification except in the field of e-learning reality, there are also no differences Statistics according to the variable of the academic level ,except for the field of Interaction with students. In the light of the results of the study, a series of recommendations were made, the most prominent of which were: 1.Include an e-learning system item in The computer course assigned as a university requirement for first-year students 2. Provide opportunities to train and develop the capabilities of all educational parties to use and apply E-learning.

Purpose Generally, the user requires customized information reflecting his/her current needs and interests that are stored in his/her profile. There are many sources which may provide beneficial information to enrich the user’s interests such as his/her social network for recommendation purposes. The proposed approach rests basically on predicting the reliability of the users’ profiles which may contain conflictual interests. The paper aims to discuss this issue. Design/methodology/approach This approach handles conflicts by detecting the reliability of neighbors’ profiles of a user. The authors consider that these profiles are dependent on one another as they may contain interests that are enriched from non-reliable profiles. The dependency relationship is determined between profiles, each of which contains interests that are structured based on k-means algorithm. This structure takes into consideration not only the evolutionary aspect of interests but also their semantic relationships. Findings The proposed approach was validated in a social-learning context as evaluations were conducted on learners who are members of Moodle e-learning system and Delicious social network. The quality of the created interest structure is assessed. Then, the result of the profile reliability is evaluated. The obtained results are satisfactory. These results could promote recommendation systems as the selection of interests that are considered of enrichment depends on the reliability of the profiles where they are stored. Research limitations/implications Some specific limitations are recorded. As the quality of the created interest structure would evolve in order to improve the profile reliability result. In addition, as Delicious is used as a main data source for the learner’s interest enrichment, it was necessary to obtain interests from other sources, such as e-recruitement systems. Originality/value This research is among the pioneer papers to combine the semantic as well as the hierarchical structure of interests and conflict resolution based on a profile reliability approach.

Nowadays, globalization has given birth to various forms of non-traditional education. These forms of education are transcending borders and traversing boundaries of space and time. The evolution of information technology in the context of Industry 4.0 has transformed education rapidly and, at the same time, resulted in new problems. This paper discusses the role, the importance and the relationship between lecturers (in universities) and e-lecturers (in the virtual reality environment) when implementing cross-border education. In addition, the article also mentions the changes of universities, lecturers, curriculums and teaching methods when deploying distance e-learning programs in Industry 4.0. The article uses conceptual model, diagrams and interdisciplinary methods such as education, culture, science and technology to investigate e-lecturers’ concept and provide solutions for improving the capacity of lecturers and the quality of teaching cross-border training programs in universities.

This paper discuss good governance model for conflict resolution around water tourism area in Indonesia. This paper developed structural factors that influence water tourism such as the population, economic development, regional generated revenue, real-time sector revenue, poverty rates, and water management which is the focus of the study affected the rising of the water conflict. This study is field research qualitative study. The objects in this research are water tourism stakeholders which are composed of three different water tourism management in Karanganyar, Central Java, Indonesia, namely Grojogan Sewu, Jumog and Peblengan. This study conducted in Karanganyar as a district that has a natural beauty with huge potential to further develop its natural attractions. The data sampling is done by observation and interview. From the result of this study it can be concluded that (1) there needs to be a clear explanation for the villagers near the water tourism area that the natural resources of water needs to be preserved and used moderately ; (2) a communication needs to be established between the stakeholders and those using the water resource, for the sake of the villagers’ welfare as well as the economic improvement; (3) the government, both the regional government as well as the central government need to make regulation to keep the condition of the nature without ignoring the possibility of conflict ensuing because of water usage by the villagers; (4) increasing the role of the villagers in managing the water resource so that there will be no prolonged conflict in the future.

The increase of regional capacity in managing the needs of Regional Development accompanied by the Delegation of Authority from Central Government to Regional Government, has implications in increasing the need for Development Funds, while the Regions can’t continue to rely on the fulfillment of these needs to the Central Government. In response to this, in implementing Autonomy, the Regions are given additional Authority of Financial Management. Such authority, creates demands for the Regions to be creative and focused in achieving the Government Goals that have been established.,As an effort to execute duties and functions of Regional Government in the form of Regional Financial Management, then a region must be able to recognize the potential and explore all the resources it has. Local Government is expected to dig deeper related to the potential derived from its own financial resources, especially in order to meet the needs of government financing and development in the region, one of them through Local Own Revenue as one of the main sources of Regional Financial Reception. Independence of Local Own Revenue for a Regional Government, giving positive support to the ability of the region in meeting the needs to build the region. Thus, the greater source of income derived from the potential owned by a region, the more freely the area can accommodate the needs of community without the interest of Central Government which is not in accordance with the needs of people in the region.
