PARTISIPASI MASYARAKAT DALAM TRADISI PENOBATAN PEMANGKU ADAT DI DESA AIR TELUH KECAMATAN KUMUN DEBAI KOTA SUNGAI PENUH SANDRA DWI LANOVA[1] Program Studi Pendidikan Pancasila dan Kewarganegaraan FIS Universitas Negeri Padang Email: [email protected] ABSTRAK ( ENGLISH ) The aim of this study 1) describe peoples participation in coronation rite stockholder tradition. 2) describes obstacles in following coronation rite stockholder tradition. 3) describes the efforts undertaken by rite stockholder and peoples to increase participation in coronation rite stockholder tradition at Air Teluh village Kumun Debai districts Sungai Penuh city.This research uses descriptive qualitative method. The research informants are rite leaders, community leaders, village heads and also Air Teluh peoples.Technique of collecting data is done through observation, interview, and documentation. Test data validity using source triangulation. Data analysis techniques through the stages of reducing data, presenting data, and draw conclusions from the data obtained. The results showed that peoples participation in coronation rite stockholder at Air Teluh village Kumun Debai districts Sungai Penuh city is already available but not fully optimal. Forms of community participation in the form of donations, skills and personnel. Constraints faced by society in coronation tradition of rite stockholder is problem of non-attraction of peoples, limited time, and work that can not be left behind. Efforts made by rite stockholder by attracting the public interest that is to provide socialization, through mobile cars and announcements in the mosque, as well as adat stakeholders provide a warning to people who do not participate. Kata Kunci:Participation,Peoples ,Coronation rite stockholderv ABSTRAK Penelitian ini bertujuan 1) mendeskripsikan partisipasi masyarakat dalam tradisi penobatan pemangku adat. 2) mendeskripsikan kendala dalam mengikuti tradisi penobatan pemangku adat. 3) mendeskripsikan upaya yang dilakukan pemangku adat dan masyarakat untuk meningkatkan partisipasi dalam tradisi penobatan pemangku adat di Desa Air Teluh Kecamatan Kumun Debai Kota Sungai Penuh.Penelitian ini menggunakan metode kualitatif deskriptif. Informan penelitian adalah tokoh adat, tokoh masyarakat, kepala desa serta masyarakat Desa Air Teluh.Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Uji keabsahan data menggunakan triangulasi sumber. Teknik analisis data melalui tahapan mereduksi data, menyajikan data, dan menarik kesimpulan dari data yang diperoleh. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam tradisi penobatan pemangku di Desa Air Teluh Kecamatan Kumun Debai Kota Sungai Penuh sudah ada namun belum sepenuhnya optimal. Bentuk partisipasi yang dilakukan masyarakat dalam bentuk sumbangan, keahlian serta tenaga. Kendala yang dihadapi masyarakat dalam tradisi penobatan pemangku adat yaitu masalah ketidak tarikan masyarakat, waktu yang terbatas, dan pekerjaan yang tidak bisa ditinggalkan. Upaya yang dilakukan pemangku adat dengan menarik minat masyarakat yaitu memberikan sosialisasi, melalui mobil keliling dan pengumuman dimesjid, serta pemangku adat memberikan peringatan kepada masyarakat yang tidak ikut. The Village

This research aims to determine the management of the village owned enterprises to increase community participation in the village if Riase District Pitu Riase District Sidenreng Rappang. The population in this study is 83 community figures in the village Bila Riase where the sampling used is Probability Sampling, with purposive sampling technique using formula Slovin with the number of samples 45 community leaders,  This research uses quantitative dexsriptif methods. Data collection techniques used through observation, questionnaire (Angket), interview, literature study. The data analysis techniques used are the DEKSRIPTIF statistics, the Data quality test, the classic assumption test using SPSS 16.0 and the Likert scale. The results of the study showed that the influence management of BUMDes with a value of 62.12% is categorized as "influential". The factors that affect the management of BUMDes are participation (67%) human resources (64%) with accumulated results of 65.5% or categorized as "influential". To improve the management of village owned enterprises to increase community participation in the village if Riase District Pitu Riase District Sidenreng Rappang with results 50.02% categorized less influential.

Access to services in accordance with the Public Information Disclosure Act directs all public bodies that utilize state/local budgets, must have Pejabat Pengelola Informasi dan Dokumentasi (PPID) whose duties and obligations provide information services to the public in order for the distribution of information so that aspects that prioritize services can occur properly. This study examines how the PPID performance of Bungo Regency Government in the fulfillment of public information availability. This research uses a qualitative method with descriptive analysis. Data analysis techniques using the model of Miles and Huberman. Furthermore, this study uses a data validity experiment using the Triangulation Method, namely by comparing information or data in different ways to obtain the correctness of information. The results showed that the performance of PPID Bungo Regency in the fulfillment of the availability of public information has not been maximally shown resulting in the service of unsatisfactory information received by the community. The cause is due to the lack of public information. The public does not always get the public information that is intended. Nevertheless, the development of public data/information has not been carried out. As the main provider of public information, the Regional Device Organization (OPD) as the Auxiliary PPID in Bungo Regency has not performed the function of depositing information to the main PPID by applicable rules.

Since the enactment of Law No.22 of 1999 concerning Regional Government, the regional government has been given the right, authority and obligation to regulate and manage regional government affairs. The Regional Revenue Agency (BAPENDA) of Blitar Regency is one of the regional government agencies that has the responsibility to record revenues from the local tax sector and report it to the public as a form of transparency. Hotel tax is one type of local tax collected by the local government of Blitar Regency, this is in accordance with PERDA No.2 Year 2017. The purpose of this study is to find out the implementation of the Minister of Home Affairs No.64 of 2013 on hotel tax accounting records in BAPENDA Blitar Regency. The type of research used in the study is a qualitative method with data analysis techniques in the form of qualitative descriptive analysis and data triangulation. The results of the study show that BAPENDA in recording has used the accrual basis effectively at the beginning of 2017. However, in the recording of hotel tax receipts there are still records of accounting journals that have not been carried out by the treasurer of BAPENDA Blitar Regency

The purpose of this study describes the implementation of textbook writing pantun students and the implementation of text ratings pantun works of students of class VII 2 SMPN 3 Kota Bengkulu. The method used in this research is descriptive qualitative method. The subject of this research is the teacher who is carrying out the learning and the students who are following the pantun text writing lesson in class VII 2 SMPN 3 Kota Bengkulu. Data collection techniques used observation, interviews, and document studies. Data analysis techniques used are Miles and Huberman which include data reduction, data presentation, data verification, and conclusion. Test data validity used is source triangulation. The results showed that the implementation of pantun text writing lesson in class VII 2 using scientific approach and implemented based on the Implementation Plan of Learning that has been made by the teacher. Teachers carry out the assessment of the text of the students 'pantun begins by giving instructions on performing the task of writing the pantun, the students doing the tasks and collecting the task, the teacher reading and assessing the students' pantun based on the assessment criteria contained in the Lesson Plan. Based on the assessment, the grade averaged 76.5.

Ethnomatematics is mathematics that is contained in culture. The purpose of this research is to examine the material of the sadulur batik lebak banten motif through aspects of halal products. The research method used is a qualitative method with an ethnographic approach. The data collection techniques used are literature study, interviews and documentation. The data analysis techniques used were data reduction, data presentation, and conclusion drawing. Data validity checks were carried out by extending observations, increasing persistence, using reference materials. The result of this research is that in the batik sadulur motif of lebak banten, there is a halal aspect of the material used in the form of batik cloth, the equipment used such as cloth, chanting and coloring.

This study aimed at finding out management of the use of facilities and infrastructure in learning, obstacles and the solutions in Elementary School of 25 Betung. This research used a qualitative method. Subject in this study was the principal, teachers, infrastructure coordinator, school committee and supervisor. Technique of collecting data employed observation, interview and documentation. The technique of data validity used triangulation of methods and sources. Data analysis techniques used interactive model. The management of learning facilities and infrastructure is utilized through planning, implementing and controlling facilities and infrastructure. The obstacles are the storage area requires funds for expansion and repair, and a lack of administrative personnel, especially for the management of facilities and infrastructure. Solving budget problems by optimizing the limited personnel is to be more observant in determining the priority scale according to the existing budget, then involving existing personnel in formal courses or training. Tourist attraction located in the traditional village environment it is believed will provide many benefits for the community, both directly involved in the management or that are not directly involved. This study aims to determine the participation by local communities in the management and Taro Bali Adventure Tours to determine the extent of the role played by the public. Data collection techniques in research using the method of direct observation location, interviews with two informants directed that Operational Managers and Kelihan Adat, as well as the documentation by taking pictures. The data obtained were analyzed using qualitative data analysis techniques that work with the data, organize data, search and find patterns, to get interesting data and specify the data to be lifted The results showed that the lack of direct participation in the management because there is no activity that can involve the community. Community participation has been limited to maintaining the security of the area yaang use and management in Taro Bali Adventure Tours has been done because it has future plans, oversight by the board of commissioners as representatives of the public and accountability of managers every month. This study aims to describe the reception of public officials on Update Pagi SBO TV  program. This research using qualitative method. Informants in this study are public officials who come from government or non government in Surabaya. The data collected by indepth interviews, observation and documentation. Data analysis techniques used Miles and Huberman models. The results of the study shows that the Update Pagi program is considered important and effective, it is helpful in providing information from stakeholders to the public, and has contributed to delivering new policies or problem solving with a direct dialogue strategy between the community and the government or parties related themes discussed in Update Pagi SBO TV Program.

Abstract The  problem  of this research is : How is the language development of children age 12 to 24 months in Semarang ?. The purpose of this study is to describe widely and deeply about language development the children age 12 to 24 in Semarang. The method used in this research is qualitative method. Data collection is done by observation, interviews, and questionnaire. Data analysis techniques using Miles Hubermen’s model. Checking the validity of the data using triangulation data. The results showed that the development of language of children aged 12 to 24 months in Semarang in expressive is: can produce sound almost perfect in several words; Some of the letters of the words missing from the pronunciation; The missing letters are usually consonants; Haven't been able to pronounce the letter s and r; In General, most people are able to understand the speech of the children is an adult who is close to the child; There is a word that can be spelled perfectly by the child. The words are by and large is the words that are simple and close to the children's daily lives. As for the generally receptive: children can follow and obey what is spoken by adults; The children seem to understand when the adults were talking about them; and children  can understand  to the words that they  heard more than that they can speak.   Keywords: Language, children, expressive, receptive, word.

This study aims to determine the public relations strategy of Makassar State University in increasing the positive image of Makassar State University in the community. To find out these objectives, the researchers used a type of qualitative descriptive research. The informants in this study were as many as five people using data collection techniques carried out through observation, interviews and documentation. Data obtained from research results are processed using data analysis techniques consisting of data reduction, data presentation and conclusion drawing. The results showed that Public Relations devised a strategy so that the function could run in accordance with the objectives of Makassar State University, among others, trying to create a conducive climate between institutions and the public in order to do persuasive and educative approaches to the public, trying to create two-way communication by disseminating information from institutions to public parties. educate and provide information, in order to create mutual understanding, respect, understanding and also strive to foster harmonious relations between organizations and various groups, both in and out relations to enhance cooperation. Public Relations seeks to socialize the Makassar State University mission to be accepted or received support from the public / public.
