Nestas duas últimas décadas observamos, em todos os continentes, uma expansão da modalidade de Educação a Distância. Países têm investido na criação de universidades dedicadas unicamente a atuarem nesta modalidade: a Open University na Inglaterra, Austrália e Índia, a FernUniversität na Alemanha, a Uned na Espanha e Costa Rica, a Universidade Aberta em Portugal, a Télé-Université no Canadá, a UNA na Venezuela, a Unidad Universitária del Sur de Santafé de Bogotá, etc. A maioria delas atendendo a mais de 100 mil estudantes e oferecendo cursos os mais variados. Qual o sentido desta expansão? A Educação a Distância, por sua flexibilidade e economia de escala, tem sido chamada para dar uma resposta aos desafios político-social, econômico, pedagógico e tecnológico, postos à sociedade com a implantação do programa neoliberal, a globalização da economia e a introdução das novas tecnologias no sistema produtivo e de comunicação. Mas, ela tem essa potencialidade? Quais as limitações e os desafios encontrados? Como dar conta do divórcio entre o desenvolvimento dos conhecimentos e as limitadas oportunidades de acesso? Como garantir uma educação para todos, se os recursos públicos são cada vez mais escassos e reduzidos e os meios tecnológicos de comunicação ainda não foram socializados? É sobre este cenário que iremos deter nossas reflexões. Palavras-Chave: educação a distância, globalização, função da educação, comunicação de massa. Abstract In these two last decades, we notice, in all the continents, an expansion of the Distance Education. Many countries have invested in the foundation of universities full time devoted to this methodology (modalidade?): Open University (UK, Australia and India), FernUniversität (Germany), Uned (Spain and Costa Rica), Universidade Aberta (Portugal), Télé-Unversité du Québec (Canada), UNA (Venezuela), and so on, most of them enrolling more than 100.000 students and offering a diversity of courses. Which the reason of this expansion? Distance Education, for his flexibility and economy scale, can offer the way to solution of the political, social, economic, educational and technological challenges, raised from the new liberal program, from the (globalização) of the economy e from the introduction of the new technologies in the productive system and in the communication. Has it this strength? Which are the limitations (contraints ?) and the challenges? How to resolve the divorce between the development of knowledge and the restricted opportunities of access? How to guarantee education for all if the government resources are more and more scarce and reduced and the media aren’t yet socialized in Brazil? About this setting we’ll think. Literacy is an instrument of stability within and among countries and thus may prove an indispensable means of effective participation in the societies and (the) economies of today’s world. Eradication of illiteracy from the world is an important agenda of UNESCO, and one of the six goals of Dakar Framework of Action on Education for All. Illiteracy is also a major problem in Pakistan. The picture of illiteracy in Pakistan is grim, and although successive governments have announced various programmes to promote literacy the situation is still poor because of various political, social, economic and cultural obstacles. To sum up, it can be said that literacy is a skill necessary to acquire or transmit (information) to others.  It is a means not an end in itself. Keeping in view the gravity of the situation of literacy and basic education in the country, Pakistan has completed/implemented a number of actions/activities for broad-based consultations with principal actors of EFA. Furthermore, the Government of Pakistan has accomplished the preparation of provincial and national plans of action and resource mobilization for EFA planning. This paper therefore examines the efforts to decrease illiteracy in Pakistan, a signatory of the worldwide EFA movement.

Owing to fulfill the policy of the multi‐education system in Taiwan, the government adopt the open strategy of the high level education system, the number of universities is increase drastically since the late of 20 century, so the students have a large of chances to select the institute to learning, there are many universities have already adopt the media‐teaching style of the Open and Distance Education (ODE), it enlarge the score and model of course's selection in the traditional universities, so the only multimedia‐teaching university, the National Open University (NOU) have already lose her monopoly power in the open and distance education system in Taiwan, the NOU also faced the problem that the number of students had decreased drastically during these years. In order to improve the development of the instructional media teaching and learning in the NOU, it need to change the policy of teaching and learning style in order to match the challenge for the ODE in Taiwan in the near future.

Purpose The purpose of this paper is to describe how the introduction of new technologies has affected student support at the United Kingdom Open University (UKOU) particularly focusing on face-to-face tutorials and online tutorials, what this impact implies for open universities and in what direction the innovations toward the sustainability of open universities should proceed. Design/methodology/approach Research on the historical development of UKOU and a literature review was conducted. Findings The rationale behind the foundation of UKOU has been to provide higher education to those who have time and physical constraints. There is no doubt that the introduction of advanced technologies has played a significant role in the growth of the university. However, when the university attempted to replace face-to-face tutorials with online tutorials on the basis of its purpose, a number of students and faculty members opposed the decision even though online tutorials fit within its original objective. This paper suggests that face-to-face tutorials have become the essence of the university through the process of identifying the university in the past and the university’s identity may need to be distinguished from the rationale. Originality/value This paper emphasizes the necessity of rethinking the Open and Distance Education rationale and, on the basis of past studies on UKOU, offers a unique perspective about the changes that have taken place at the university.

The main objective of this investigation is to describe the current landscape of Industry 4.0 in Costa Rica. Industry 4.0 is a combination of technologies, such as robotics, big data, the Internet of Things (IoT), and artificial intelligence (AI). Latin America has mostly focused on the development of IoT technology. Costa Rica ranks second in terms of IoT implementation, with a strong focus on environmentally sustainable innovations. New technologies emerge daily, and the IoT is among these technologies. Thus, after comparing Costa Rica with other countries and regions, there are several areas of opportunity to upscale these revolutionary technologies beyond the IoT. The government of Costa Rica and local businesses should work on a joint roadmap to upskill the population on using these technologies. Additionally, this research provides resources and opportunities for experimentation through design thinking, allowing more innovation creation based on trial and error to find the best solutions to implement to add value.

Vietnam is fifth in the hierarchy of countries likely to be severely impacted by climate change.  Since 2007 there has been a major expansion of reporting and discussion of this issue in Vietnamese news media.  This article reports on a research study of climate change coverage from 2000 to 2013 in four major news outlets: Vietnam Television (VTV), Tuoi Tre newspaper, Nhan Dan newspaper and VnExpress.  It found considerable variation on the content and temporal spread of coverage, but also some interesting commonalities, in particular an unusually prominent role for NGOs as sources.  There is currently a unity of purpose in the Vietnamese government’s approach to this issue at the moment. In other environmental issues, the major factor affecting government latitude for independent reporting has been the unity or conflict within government on the matter.  Where there has been no conflict there has been considerable latitude for journalists to take initiatives in independent reporting, expand the field of media independence and in the process develop their own capital and professional capacities.  Thus far in climate change reporting journalists have not taken advantage of this opportunity, but if the scientific predictions of catastrophic impacts are valid, the social, economic and political effects will be major, posing strong challenges to Vietnamese journalists.

In Sri Lanka securing a place in a higher education institute has become more and more competitive and as a solution to the demand on the government for higher education opportunities for qualified students. The Open University of Sri Lanka was built up with a goal to provide an opportunity to enter Higher education to a large number of people. The intention of this research is to find out whether the students who get admitted are really gaining a second chance for higher education through the Open University of Sri Lanka. This research has 3 goals. Study the methods of university entrance in Sri Lanka, look into the methods of admissions practiced by the Open University for distant studying and whether these admissions provide a solution to the problem of entrance to the higher education system in Sri Lanka. In this context the documented data and information are primarily used and for analyzing purposes 15 interviews are conducted. According to this information the Open University currently faces 3 problems on its admissions such as Supply being unable to meet the demand, Supply being unable to win the demand it needs and The decrease in the number of student admissions in both methods. As such the Open University is facing the following problems. The primary goals of the university are challenged. Therefore, to overcome these problems, the Open University should come up with a program to increase its student admissions through its 22 centers throughout the country.

The coverage of natural history in British newspapers has evolved from a “Nature notes” format – usually a regular column submitted by a local amateur naturalist – to professional, larger-format, presentations by dedicated environmental correspondents. Not all such environmental correspondents, however, have natural-history expertise or even a scientific background. Yorkshire's Michael Clegg was a man who had a life-long love of nature wedded to a desire to communicate that passion. He moved from a secure position in the museum world (with a journalistic sideline) to become a freelance newspaper journalist and (subsequently) commentator on radio and television dealing with, and campaigning on, environmental issues full-time. As such, he exemplified the transition in how natural history coverage in the media evolved in the final decades of the twentieth century reflecting modern concerns about biodiversity, conservation, pollution and sustainable development.

Abstract Distance learning and e-learning have significantly developed in recent years. It is also due to changing educational requirements, especially for adults. The article aims to show the advantages and disadvantages of distance learning. Examples of the 20-year use of the distance learning form of computer science describe the difficulties associated with the implementation and implementation of this form of teaching. The results of students in the full-time and distance form of teaching in the bachelor’s study of computer science are compared. Long-term findings show that distant students have significantly lower scores in the first years of study than full-time bachelor students. In the following years of study, the differences diminish, and students’ results are comparable. The article describes the possibilities of improving the quality of distance learning.

The commercialization of meclia in China has cultivated a new journalism business model characterized with scandalization, sensationalization, exaggeration, oversimplification, highly opinionated news stories, one-sidedly reporting, fabrication and hate reporting, which have clone more harm than good to the public affairs. Today the Chinese journalists are more prey to the manipu/ation of the emotions of the audiences than being a faithful messenger for the public. Une/er such a media environment, in case of news events, particularly, during crisis, it is not the media being scared by the government. but the media itself is scaring the government into silence. The Chinese news media have grown so negative and so cynica/ that it has produced growing popular clistrust of the government and the government officials. Entering a freer but fearful commercially mediated society, the Chinese government is totally tmprepared in engaging the Chinese press effectively and has lost its ability for setting public agenda and shaping public opinions.

The subject of the research is the current state of the fuel and energy complex (FEC) that ensures generation of a significant part of the budget and the innovative development of the economy.The purpose of the research was to establish priority directions for the development of the FEC sectors based on a comprehensive analysis of their innovative and investment activities. The dynamics of investment in the fuel and energy sector are considered. It is noted that large-scale modernization of the fuel and energy complex requires substantial investment and support from the government. The results of the government programs of corporate innovative development are analyzed. The results of the research identified innovative development priorities in the power, oil, gas and coal sectors of the fuel and energy complex. The most promising areas of innovative development in the oil and gas sector are the technologies of enhanced oil recovery; the development of hard-to-recover oil reserves; the production of liquefied natural gas and its transportation. In the power sector, the prospective areas are activities aimed at improving the performance reliability of the national energy systems and the introduction of digital technologies. Based on the research findings, it is concluded that the innovation activities in the fuel and energy complex primarily include the development of new technologies, modernization of the FEC technical base; adoption of state-of-the-art methods of coal mining and oil recovery; creating favorable economic conditions for industrial extraction of hard-to-recover reserves; transition to carbon-free fuel sources and energy carriers that can reduce energy consumption and cost as well as reducing the negative FEC impact on the environment.
