Silangit Airport is an air transportation infrastructure located in Silangit, North Tapanuli, North Sumatra Province. The government has set Lake Toba as a tourism destination the main attraction for local and foreign tourists. With the continued development of regional tourism, the number of passengers and the number of tourists to SIlangit Airport will continue to increase and affect the regional economic growth which will have an impact on the figure of the North Sumatra Province GRDP. Therefore, the government has begun a big plan to advance Indonesian tourism starting from the construction of facilities and infrastructure in each tourist area. Lake Toba, located in Toba Samosir Regency, North Sumatra, is the largest lake in Indonesia, which is expected to bring more visits from various regions, both domestic and foreign. The aim of the study was to identify and analyze the problems of developing Silangit airport to support the acceleration of development in tourism. The results are recommendations for developing the Silangit airport area, including increasing accessibility and transportation connectivity from / to tourist locations throughout the region of Lake Toba tourism object by building Kualanamu-Parapat toll roads, Silangit-Parapat and feeder roads as well as adequate and then traffic smooth, safe, safe.

This research is a quantitative study. The data used is sourced from CSA (Central Statistics Agency) North Sumatra and FSA (Financial Services Authority). The analysis used in this research is multiple linear regression analysis with method Ordinary Least Square using program EVIEWS 8. The results showed that: 1) the Real Sector significantly positively affected the Regional Economic Growth of the North Sumatra Region with a probability value of 0.0000 less than the significant level (5%) or 0.0000<0.05. 2) Islamic Finance significantly positively affects the Regional Economic Growth of the North Sumatra Region with a probability value of 0.0000 less than the significant level (5%) or 0.0000<0.05. 3) The results of the study simultaneously show that the Real Sector and Islamic Finance have a significant effect on the Regional Economic Growth of the North Sumatra Region with a probability value (F-statistics) less than the significant level (5%) or 0.0000<0.05. It can also be seen in the regression of the R-Square value which shows that around 0.724519 or 0.72% of the Real Sector and Islamic Finance variables can explain the Regional Economic Growth of the North Sumatra Region in the 2015 – 2019 period, while the remaining 28% is explained by other variables.Keywords : GDP, Islamic Banking, Islamic Fianancing, North Sumatera, Real Sector, Regional Economic Growth, Trade sector

Universities or institutions that operate in North Sumatra are very many, therefore, of course, competition in accepting new students is very tight, universities or institutions do certain ways or steps to be able to compete with other campuses in gaining interest from community or high school students who will continue their studies to a higher level. STMIK BUDI DARMA Medan (College of Information and Computer Management), is the first computer high school in Medan which was established on March 1, 1996 and received approval from the government through the Minister of Education and Culture, on July 23, 1996 with operating license number 48 / D / O / 1996, in promoting the campus, the team usually formed a promotion team to various regions in the North Sumatra Region to provide information to the community. Students who have learned in this campus are quite a lot who come from various regions in North Sumatra, from this point the need to process data from students who are active in college to be processed using data mining to achieve a target, one method that can be used in data mining, namely the ¬K-Modes clustering (grouping) algorithm. The circulation of narcotics is one of the problems that should get more attention in Indonesia, especially in the city of Medan. This study uses the juridical-normative method in explaining research questions. In reinforcing arguments and explanations, researchers used primary data through direct interviews with the North Sumatra National Narcotics Agency (BNN) and secondary through scientific writings, news and official government publications. This paper explains that the government must be able to enforce the law related to the crime of narcotics trafficking, this is due to the large impact that can arise from the destruction of Indonesia's young generation.

Purpose of the study: Within 10 years, the central government of Indonesia has granted the special autonomy fund to Aceh as a strategy to improve the welfare of Acehnese. Contrary, the special autonomy funds that cannot be implemented properly-affected to the poverty in Aceh-is not significantly decreased. This study aims to determine the failure of special autonomy funds to decrease poverty in Aceh. Methodology: This research used descriptive qualitative methods by conducting the primary data through interviews, also secondary data through books, journals, newspapers, and other related sources. The analysis data is doing by using Transactional Political Theory. Main Findings: The results of this study indicate that asymmetric decentralization can be seen from the weak Regional Economic Growth Rate and the slow improvement of the Quality of Human Development Index (HDI). Thus the failure was caused by two things, namely: the thick Political Content of The Local Political Elite and the Domination of Local Political Elite in the Management of Aceh's Special Autonomy Fund in the Compilation of Planning and Work Programs. The absence of control in the management of special autonomy funds is based on project performance without good planning, and the existence of interest-based planning in the management of special autonomy funds that based on populist activity programs following the wishes of politicians which have an impact on weak regional economic growth, slow index improvement of human development quality, high poverty rates, and high unemployment in Aceh. Applications of this study: The finding of this study offered the evaluation systems for the government of Aceh to strengthen better local government governance, especially in increasing budget planning and implementation efficiency and strengthening regulations, and implementing an e-planning system to select program activities from the Aceh special autonomy fund. Novelty/Originality of this study: Based on the literature review conducted, there were limited publications which are focusing on the failure of autonomy funds in Aceh. Therefore this research will enrich the publication that concerns the failure of managing special autonomy funds in Aceh.

The current condition of Indonesia's transport infrastructure has greatly declined. The implementation of the JPT filling policy was realized by the issuance of the Minister of Administrative Reform and Bureaucratic Reform Regulation No. 13 of 2014 concerning Procedures for Filling in JPTs at Government Agencies. The problem of this thesis is how the arrangement of the implementation of the selection of high-ranking leadership employees in the North Sumatra Provincial Government. How is the implementation of the filling of the position of Primary High Leaders according to Law Number 5 of 2014 in the Government of North Sumatra Province. What are the inhibiting factors in implementing Law Number 5 of 2014 concerning the Implementation of the Charging Selection for the High Primary Leadership in the Government of North Sumatra Province. The research is descriptive and uses a normative juridical approach and juridical empirise. Data obtained through library research (library research) and field research (field research). Based on the results of field research, it was obtained the arrangement of filling in the position of Primary High Officials by Law Number 5 of 2014 on Article 108, Article 113 and Article 115 and Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 13 of 2014 concerning the mechanisms and requirements must be fulfilled by the prospective Primary High Leadership Position. There are some knowledge gaps regarding the relationship between transportation infrastructure and economic development, especially about economic impacts that occur due to implementation of infrastructure in a given region, albeit various studies have addressed the issue. This paper aims to identify variables that affect economic development in order to contribute to the development of a theoretical model that could explain the relationship between transportation infrastructure and economic development. The theoretical model is satisfactory because it begins by analyzing the actions generated by the transportation infrastructure. Moreover, the model is based on the Location Theory considering the economic development and taking into account variables such as transportation costs, gain, product value, consumption, competition between companies and lastly monopoly. Finally, an econometric procedure, Spatial Panel Auto Regressive Vector Model (PVAR), was used to evaluate the relationship between economic development and investments in transportation infrastructure.

The eradication of criminal acts of terrorism in Indonesia is very intensively carried out due to the threat of terror, causing many casualties and public unrest at the strata of society. Therefore the government issued various regulations to overcome the criminal acts of terrorism. The eradication of the crime of terrorism certainly requires facilities and infrastructure, one of which is the bomb disposal unit. A detachment of the Gegana Brimob Bomb disposal unit is tasked with defusing bombs which are usually used by terrorists in carrying out their actions. This paper aims to analyze or examine the role of the North Sumatra Regional Police Mobile Brigade Detachment in the handling of terrorism crimes and the obstacles experienced by the North Sumatra Police Mobile Brigade Detachment in dealing with terrorism crime. The results of this study indicate that the role of the Police Mobile Brigade Corps Gegagana is carried out by bomb disposal which is carried out through the stages of preparation, implementation, and consolidation. The barriers experienced by the North Sumatra Regional Police Mobile Brigade Detachment Unit consisted of several internal and external factors.
