The article discusses the advantages and disadvantages of distance learning for staff in connection with the provision of advanced training courses. The purpose of the article is to highlight the most serious problems and advantages that an employee may face in the field of distance learning. The method for solving the problem posed is the analysis of articles and relevant literature in the field of sociology, psychology, information technology, etc. The results define the pressing problems of distance education, including the novelty of the research. One of the problems is associated with a change in ideas about what training is in the era of active digitalization. The second problem is related to the new learning opportunities that technology provides today (VR or AR learning technologies). Thus, modern IT technologies, individually and often together, have changed the concept of problems and learning opportunities and have led to the emergence of new training opportunities in the field of professional development of employees.

II Международный конгресс ЮНЕСКО «Образование и информатика» (1996) и «Окинавская хартия Глобального информационного общества» (2000) объявили информационные технологии стратегическим ресурсом в образовании. Революционные воздействия этих документов напрямую относились к жизни людей, их образованию и работе. И вот сейчас в 2021 году актуализировалась потребность использования информационных технологий в образовании для содействия и помощи студентам шире использовать свой потенциал и реализовывать свои устремления в эпоху пандемии COVID-19. В связи с этим для укрепления студенческого потенциала необходимо уделять особое внимание высшему образованию и одновременно расширять возможность пожизненного обучения с упором на развитие навыков использования информационных технологий через систему дистанционных образовательных технологий. Информационные технологии обучения – это совокупность электронных средств компьютера, компьютерных сетей, компьютерных телекоммуникаций, других средств связи и способов их функционирования, используемых для реализации образовательного процесса. Все эти средства должны эффективно работать не только для непосредственной информатизации учебного процесса, но и для информатизации всего комплекса процессов, характерных для системы высшего образования. Помимо расширения традиционной технической помощи для эффективного функционирования дистанционного обучения, необходимо содействовать подготовке специалистов в сфере информационных технологий и разрабатывать инновационные подходы. В статье анализируются проблема применения дистанционных образовательных технологий в системе высшего образования России. Авторы рассматривают информатизацию высшего образования с его достоинствами и недостатками с учетом собственного опыта преподавания, а также ставят вопрос о необходимости развития дистанционного обучения, повышения его эффективности и дальнейших перспективах. The II UNESCO International Congress "Education and Informatics" (1996) and the Okinawa Charter of the Global Information Society (2000) declared information technology a strategic resource in education. The revolutionary effects of these documents directly related to people's lives, their education and work. And now, in 2021, the need to use information technologies in education has become more urgent to promote and help students use their potential more widely and realize their aspirations in the era of the COVID-19 pandemic. In this regard, in order to strengthen student potential, it is necessary to pay special attention to higher education and at the same time expand the possibility of lifelong learning with an emphasis on the development of information technology skills through a system of distance learning technologies. Information technologies of education is a set of electronic computer tools, computer networks, computer telecommunications, other means of communication and ways of their functioning used for the implementation of the educational process. All these tools should work effectively not only for the direct informatization of the educational process, but also for the informatization of the entire complex of processes characteristic of the higher education system. In addition to expanding traditional technical assistance for the effective functioning of distance learning, it is necessary to promote the training of specialists in the field of information technology and develop innovative approaches. The article analyzes the problem of the use of distance learning technologies in the higher education system of Russia. The authors consider the informatization of higher education with its advantages and disadvantages, taking into account their own teaching experience, and also raise the question of the need to develop distance learning, improve its effectiveness and future prospects.

This article provides a brief history and level of study of distance learning courses. Also, retraining and advanced training courses for executives and pedagogical staff of higher education institutions are provided with modern forms and technologies of teaching in the educational process, including distance learning, webinar technologies, automated monitoring, electronic portfolio information systems and their coverage. The research studied the performance of trainees in 214 areas of 22 retraining and advanced training centers and regional centers. In the study, the mastery data of the trainees who improved their skills in the courses for 2017-2020 were published in the form of tables and diagrams. The study also highlighted the advantages of distance learning courses and the problems that can be solved.

Analysing the costs of new learning technologies within the educational sector is currently a neglected area, yet the issue of how to spend money effectively in this context is a question that must be answered. This question is made especially pertinent with the current expansion of information technology into higher and further education. To know the costeffectiveness of these initiatives, it is first necessary to gain some comprehension of the costs involved. This must be done in a way that is comprehensible to everyone in academia. Introduction. The modern development of information and communication technologiesand the current epidemiological situation have led to the widespread use of distance educational technologies. The article presents the results of a statistical analysis of the data obtained during the hygienic assessment of the characteristics of the lifestyle and activity of students in the period of active introduction of forms and methods of distance education.Material and methods. An online survey of 498 students in 2019 during the period of traditional education and 1587 students in April 2020 during the implementation of the educational process in the distance format was conducted. The coordinator of the work was the Department of Hygiene of the Pediatric Faculty of the N.I. Pirogov Russian National Research Medical University, Moscow.Results. The obtained data allows talking about the negative impact of electronic devices on the lifestyle of students. A significant increase in the time of the use of gadgets (almost twice) and their number (2-4) when transferring the educational process to a remote format is proved. In general, the use of stationary and mobile electronic devices in more than 50% of respondents amounted to five hours or more. A decrease in the quality characteristics of the lifestyle of students in higher education during the transition to distant education has been established, while more than a third of them do not realize this. As risk factors, a decrease in motor activity, visual impairment, neuropsychic stress, poor nutrition, etc. In the absence of direct contact with university teachers, the opportunities for creating healthy lifestyle skills within the university are reduced and the importance of teachers as an authoritarian influence and a personal example for students is reduced.Conclusion. Informatization and the introduction of distance learning technologies in the higher education system require comprehensive studies of the advantages and disadvantages of such a learning format. The forced mass introduction of distance learning technologies in the educational process has exposed many problems that have not yet been given sufficient attention and, in the future, they can become the basis for promising research in the field of educational hygiene. The results obtained suggest that modern students do not pay enough attention to their lifestyle in the period of the distant education.

Currently, the number of applicants who prefer distance education is growing every year. This form of learning reflects all the inherent components of the learning process such as goals, content, methods, organizational forms and means of learning. The widespread demands for this form of education and the modern realities caused by the COVID-19 pandemic have created the need the development and implementation of distance learning technologies. Ensuring educational dialogue in distance learning is done with the help of telecommunication technologies. The main technologies most widely used in this form of education include a variety of video lectures, electronic multimedia textbooks, computer training and testing systems, and other. In this article the new information technologies used in the process of distance learning discussed in detail. Although we discussed advantages and disadvantages of the new information technologies. In addition, distance learning using Internet technologies is gaining more and more popularity. The Internet has a number of specific features (openness, accessibility, variability, interactivity) that must be considered when designing, creating and conducting distance learning courses. The main strengths of this form of learning, in our opinion, are flexibility, modularity, accessibility, cost-effectiveness, mobility and manufacturability. Weaknesses include the lack of direct face-to-face communication, the mandatory availability of a personal computer and access to Internet resources, the problem of user authentication when testing knowledge, the high complexity of developing distance learning courses and others. Also considered are the main models the organization of distance learning, which are used in the leading universities in the world. These include: consortium, franchising, validation, distance audiences, projects, and open learning. Thus, despite the weaknesses, modern computer telecommunications is able to provide knowledge transfer and access to various educational information equally, and sometimes much more effectively than traditional teaching aids. A variety of educational technologies can not only ensure the active involvement of students in the learning process, but also allow you to manage this process, unlike most traditional learning environments.

To accomplish its mission, the European Centre for Nuclear Research (CERN, Switzerland) is committed to the continuous development of its personnel through a systematic and sustained learning culture, that aims at keeping the knowledge and competences of the personnel in line with the evolving needs of the organisation. With this goal in mind, CERN supports learning in its broadest sense and promotes a variety of learning methods. Over the last few years, CERN has focused its efforts on expanding the learning opportunities of its personnel via newly available software and e-learning tools and methodologies, thereby bringing a shift in the learning culture of the organisation. In September 2018, CERN launched a new Learning Management System centralising all learning opportunities in a single platform, the CERN Learning Hub. In addition, new e-learning resources are now widely available to the personnel, including customised internally created e-learnings, an e-library, a commercial e-learning platform for self-paced learning and online surveys (180 feedback tools for CERN managers and leaders). This paper presents the experience gained by CERN in testing and adopting these new e-learning technologies and discusses the future vision for CERN.

The global pandemic and forced self-isolation have become significant factors in the rapid restructuring of training at all levels of education, and postgraduate in particular. They have caused not only the reformatting of the content, forms and methods of the advanced training system, but also mastering of tools and technologies of distance learning as the main way of communication between the educational process subjects. The article analyzes the contemporary tendencies in organization of the advanced training process of physical education teachers based on introduction of distance learning technologies. Improving the advanced training system of physical education teachers comprises the use of their multilevel preparation, which consists of continuous self-educational activity (first level); regular participation in organized forms of advanced training (advanced training and internship courses) (second level); analytical, scientific, and practical activity (third level). Self-educational activity includes acquaintance with online tools for distance learning organization and their use in practice. «Methodical materials» prepared by the Committee of Physical Education and Sports of the Ministry of Education and Science of Ukraine for physical education teachers, the implementation purpose of which is to diversify motor leisure in quarantine terms; informational content of the YouTube channel «Junior Z» in the framework of the All- Ukrainian project «Physical Culture of the Future»; the project of the Ministry of Digital Transformation of Ukraine «Digital Physical Education for schoolchildren with the participation of sports stars» are among them. The example of organized form of advanced training of physical education teachers is given based on the experience of Lesya Ukrainka Eastern European National University in the sphere of postgraduate education and continuous pedagogical education. In particular, the curriculum and organization peculiarities of the distance advanced training course for physical education teachers in quarantine terms are characterized. By conducting distance learning courses in such a way, teachers' behavior is modelled when they need to organize distance learning support for students in their schools. Within the framework of continuous education, physical education teachers should improve their qualification not only in their professional specialization field, but also in the sphere of information and communication technologies.

The global spread of coronavirus infection has paralysed the work of many areas of economic, business, and, of course, educational activities of almost all countries on the planet. Unfortunately, Ukraine is no exception and a quarantine regime has been introduced in this country. The way out of the current situation in education in Ukraine was the introduction of distance learning in all educational institutions, which created new challenges for both teachers and students. The purpose of the paper was to study information technologies, tools and methods of learning that can be used for distance learning in educational institutions under quarantine. As a result, authors analysed world practices in ensuring the educational process within the framework of distance learning. The advantages and disadvantages of distance learning technologies for both higher education institutions and higher education seekers were identified.

The article considers the theoretical foundations of distance learning technologies in the educational process of specialized schools; the article shows the analyze of the efficiency and studding of concrete practical models of its realization, in the organization of comparative researches taking into account a scientific methodology. The introduction of distance learning, as a technology of change and transformation, requires additional efforts of both teachers and pupils, which allow more effective use of the benefits of e-learning and eliminate or mutually compensate for the shortcomings of the educational process. The following advantages are noted: unlimited access to educational and other types of information; the ability to selectьthe desired content, methods, teaching methods; transparency and clarity of the evaluation system; ability to track the learning process. New properties of the content of digital educational resources are investigated and examples of new didactic functions are given. The main reasons that stimulate the development and implementation of blended learning are identified: the desire to create a personification of the learning model; increasing the diversity of individual motivation of students; transition to the state system of online testing; the need to increase study time and expand the list of available learning resources; improving the conditions of pedagogical and educational activities; reducing the cost of information and pedagogical technologies; habituation of students and their parents to the use of mobile educational applications; interest in overcoming the significant gap between the needs of modern production technologies and readiness for such technologies of graduating schools with different starting access to information resources and their IT competence.The advantages and disadvantages of full-time and distance learning of chemistry in comparison with other types of education, in particular blended, are considered. Problems in the development of distance learning models are identified – insufficient IT literacy, dependence on technology, broadband Internet, stability of the online mode, lack of unlimited tariffs, rigidity of certain forms, the dominance of narrow subject specialization in curriculum development. The main components of the use of distance learning technologies in the training of students of specialized schools in chemistry are identified and their effectiveness is tested.
