The paper focuses on the development of small and medium-sized deposits accompanied by implementing the investment design solutions, new expensive equipment and technologies. Further progressive development of the oil and gas complex depends on the implementation of measures supporting the operability of oil pipeline systems, the modernization and reconstruction of oil and gas complex enterprises. The main reasons for decreasing economic efficiency of the oil and gas complex are the outdated oil production technologies, as well as the obsolete drilling equipment. To make timely decisions and take measures to restore and improve equipment performance, a comprehensive assessment of the technical condition of the equipment is required, including not only an assessment of the safe operation of equipment and the possibility of extending service life, but also evaluating of the technological condition, the possibility and necessity of its restoration in terms of evaluating the efficient operation of the equipment.

The oil and gas pipeline companies in China are facing unprecedented opportunities and challenges because of China’s increasing demand for oil and gas energy that is attributed to rapid economic and social development. Limitation of land resource and the fast urbanization lead to a determinate result that many pipelines have to go through or be adjacent to highly populated areas such as cities or towns. The increasing Chinese government regulation, and public concerns about industrial safety and environmental protection push the pipeline companies to enhance the safety, health and environmental protection management. In recent years, PetroChina Pipeline Company (PPC) pays a lot of attention and effort to improve employees and public safety around the pipeline facilities. A comprehensive, integrated HSE management system is continuously improved and effectively implemented in PPC. PPC conducts hazard identification, risk assessment, risk control and mitigation, risk monitoring. For the oil and gas stations in highly populated area or with numerous employees, PPC carries out quantitative risk assessment (QRA) to evaluate and manage the population risk. To make the assessment, “Guidelines for quantitative risk assessments” (purple book) published by Committee for the Prevention of Disasters of Netherlands is used along with a software package. The basic principles, process, and methods of QRA technology are introduced in this article. The process is to identify the station hazards, determinate the failure scenarios of the facilities, estimate the possibilities of leakage failures, calculate the consequences of failures and damages to population, demonstrate the individual risk and social risk, and evaluate whether the risk is acceptable. The process may involve the mathematical modeling of fluid and gas spill, dispersion, fire and explosion. One QRA case in an oil pipeline station is described in this article to illustrate the application process and discuss several key issues in the assessment. Using QRA technique, about 20 stations have been evaluated in PPC. On the basis of the results, managers have taken prevention and mitigation plans to control the risk. QRAs in the pipeline station can provide a quantitative basis and valuable reference for the company’s decision-making and land use planning. Also, QRA can play a role to make a better relationship between the pipeline companies and the local regulator and public. Finally, this article delivers limitations of QRA in Chinese pipeline stations and discusses issues of the solutions.

Problems of ensuring the safe operation of an aircraft from the point of view of the fatigue life of its structure are considered. The relevance of the creation and implementation of diagnostic systems for monitoring the technical condition of structures of complex technical objects is shown on the example of a helicopter. An original approach to the creation and implementation of complex systems for diagnostics and monitoring of the technical condition of complex technical objects is presented, combining fiber-optic measuring technology and phase-chronometric method. It is shown that the use of monitoring and diagnostic systems ensures the transition to operation based on the actual technical condition. The proposed approach makes it possible to increase the time between overhaul intervals and reduce excess reserves in terms of the reliability factors of structures, which increases the flight performance of aircraft.

Subject. The article addresses the EV/EBITDA and EV/DACF ratios of the twenty five largest public oil and gas corporations from 2008 to 2018. Objectives. The purpose is to identify key trends in the value of EV/EBITDA and EV/DACF ratios of biggest public oil and gas corporations, determine factors resulted in the changes over the studied period, and establish the applicability of these multipliers for assessing the business value within the industry. Methods. I apply methods of comparative and financial-economic analysis, and generalization of consolidated financial statements data. Results. The study revealed that EV/EBITDA and EV/DACF multiples are acceptable for valuing oil and gas companies. The EV level depends on profitability, proved reserves, and a country factor. It is required to adjust EBITDA for information on impairment, revaluation and write-off for assets that are reported separately from depreciation, depletion and amortization costs, as well as for income or expenses arising after the sale of fixed assets and as a result of effective court decisions or settlement agreements. It is advisable to adjust DACF for income, expenses and changes in assets and liabilities, which are caused by events that are unusual for oil and gas companies. Conclusions. The application of EV/EBITDA and EV/DACF multiples requires a detailed analysis and, if necessary, adjustments of their constituent components. However, they are quite relevant in the context of declining profitability and growing debt burden in the stock exchange sector of the global oil and gas industry.

Annotation. Introduction. One of the key tasks of the formation of a socially oriented economy is to ensure a high level and quality of life of the population, which implies the satisfaction of the most necessary needs of citizens in comfortable housing, energy, sanitary and technical, transport services, etc. Satisfaction of the above needs is possible only under the condition of the efficient and uninterrupted functioning of utilities, since the main task of the utilities is to provide the population with heat, water, gas, electricity and other services on which the comfort of housing, the state of human health, the constant mode of operation of enterprises, improvement districts, ecological state of settlements. The efficient operation of enterprises of communal ownership largely depends on their financial condition. Therefore, the study of the development and financial support of public utilities, the effectiveness of their activities is relevant, especially in the context of decentralization. Now, the problems of public utilities require much attention, among which their financial condition is significant. Purpose. The purpose of the work is to analyze and study the financial condition of utilities and develop proposals for its improvement. Results. The article considers, analyzes and compares such indicators of the financial condition of utility companies in some cities of Ukraine as: financial results, depreciation of fixed assets, return on assets, absolute liquidity ratio. Factors influencing the financial results of utilities have been identified. The main ways to improve the financial condition of utilities have been identified. Conclusions. According to the results of the analysis of their financial condition, the prevailing loss, high level of depreciation of fixed assets and low capital productivity of most enterprises in this industry have been determined. The reasons for this situation are the lack of effective directions of financial policy in this area, the imperfection of the regulatory framework and miscalculations in the management of financial resources. The current state of this industry gives grounds to talk about the need to improve the effectiveness of its state regulation in order to solve the basic problems of its socio-economic development.

Оценка геоэкологических рисков на объектах нефтегазового комплекса непосредственно связана с обеспечением безопасности территорий, на которых они расположены. Особенно тяжелые последствия воздействия на экологическое состояние территорий оказывают аварийные разливы нефти и нефтепродуктов. Решение данного класса задач требует оценки уровня аварийного разлива и его классификации с позиций возникновения чрезвычайной ситуации. В статье рассмотрена возможность замены традиционных визуальных методов оценки разливов на разработанные автоматизированные и автоматические способы, использующие для решения задач классификации материалов аэрокосмических съемок. Приведены результаты автоматической классификации изображений мониторинговых наблюдений, которые имели место при аварийном разливе дизельного топлива в г. Норильске, аварии танкера на морской акватории о. Маврикий и аварии сухопутного нефтепровода. Полученные результаты показали работоспособность разработанных методов и возможность их использования в задачах инвентаризации и паспортизации аварийных разливов нефти на суше и акваториях. Purpose. The aim of this work is to ensure the environmental safety of the territories where the accidental spills of oil and oil products have occurred. They have a significant negative impact on the environment of land and water areas. To minimize their impact and eliminate the consequences, an “emergency” regime is introduced in Russia. Depending on the level of the oil spill, it may cover both the territory of a separate facility and a region, and the entire state as a whole. Methods. Traditionally, an estimate of the level of a spill is determined based on the mass of the spilled oil through visual observations from aircraft or ground measurements at selected points. This approach does not allow an accurate assessment of the total area of pollution, the nature of pollution inside the oil slick, as well as the dynamics of its spread over time. To eliminate these limitations, it is proposed to use systems of aerospace monitoring observations and automatic measurements of oil slick parameters: area, composition and mass. To solve this problem, the method of “comparison with the reference standard” was used. Here, samples of color gradations of oil and oil product spill spots proposed in the Bonn Agreement of 2004 were prepared as reference standards. Results. The method was implemented using the experimental software complex AGIR-TM (Aerospace, Geoinformatics, Research, Risks-Technological Modules) which was developed at the Department of Geoecology of the Gubkin Russian State University of Oil and Gas (NRU). During the experimental testing of this method, the work was carried out to assess the accidental spill in the following cases diesel fuel in Norilsk (2020), oil on a tanker in the water area of Mauritius (2020) and oil in an oil pipeline (2012, 2017). The method provides the localization of the area spills along with the color correction (normalization), classification of the composition of oil and oil products and the through account of the investigated processes. The work results in determination for the area of the oil and oil products spill, its composition and weight. Conclusions. The article shows the relevance of solving problems related to the problem of liquidation of emergency spills of oil and oil products at the facilities of the oil and gas complex. The main approaches to aerospace monitoring observations and automatic interpretation of spill parameters are considered. The proposed approach is based on the use of “digital twins” that implement the transition from manual (visual) to automated and automatic modes for determining the parameters of an oil spill: area, composition and mass. The results presented in the article showed the efficiency of the proposed method and the possibility of its use in the tasks of assessing geoecological risks associated with accidental spills of oil and oil products on land and in water areas.

Oil and Gas (O&G) platforms in the North Sea are facing aging problems as many of the installations have matured and are approaching their design lifetime. Flowlines are used to transport oil and gas well stream from the wellhead to the production manifold. They are categorised as one of the most critical components on a production facility. Flowline degradation takes place due to corrosion and erosion. The deterioration of a flowline may increase the risk of leakages, ruptures, etc., which shall lead to serious HSE (health, safety and environmental) and financial consequences. Any such risks have a direct impact on the O&G installation’s technical integrity as well as the operator’s sustainability concerns. Conventionally, pipelines are designed with safety provisions to provide a theoretical minimum failure rate over the life span. Furthermore, to reduce the risk of failure various techniques are routinely used to monitor the status of pipelines during the operation phase. The existing methods of flowline health monitoring planning requires one to take into consideration the operator’s plant strategy, flowline degradation mechanisms, historical data, etc. A technical condition report is made based on findings’ reports and degradation trends. This report recommends the inspection of a number of points on the flowlines in a certain year using non-destructive evaluation methods such as visual inspection, ultrasonic testing, radiographic testing, etc. Based on the technical condition report, in general for a certain preventive maintenance shutdown, 10 to 15 flowline inspection openings are accommodated as finance, time and resource availability are taken into consideration. However, it is customary to plan to open more locations in a certain inspection package than can be inspected and minimization of such points is at present done on an ad hoc basis. This paper suggests a formal model and a framework to formally minimize the number of visual inspections by executing the plant strategy as well as HSE concerns. The model is derived using analytic hierarchy process (AHP) framework, which is a multi-criteria decision-making approach. The model is developed based on literature, industrial practice, experience as well as real inspection data from a mature offshore O&G installation located on the Norwegian Continental Shelf.

Large energy reserves have been a major contributor to the Azerbaijan economy, and effected the country's exports volume, and have become a main determinant of the country's economic structure. Azerbaijan is a country that has major oil and gas based economy with the completion of the Baku-Tbilisi-Ceyhan Oil Pipeline in 2005 and Baku-Tbilisi-Erzurum Gas Pipeline in 2007. First export oil was pumped into Baku-Tbilisi-Ceyhan in May 2005, and the oil reached Ceyhan in May 2006. On the other hand, first export gas was pumped into Baku-Tbilisi-Erzurum in March 2007. The importance of country energy source revenues on Azerbaijan's export volume and the effects on national economy has increased with the completion of these pipelines year after year. Azeri export’s reliance on energy source revenues keeps dominant position in Azerbaijan’s exports despite efforts to diversify Azerbaijan’s economy away from oil. Finally, crude oil made 86 percent and oil products made 6 percent, so oil and oil products made 92 percent of Azerbaijan’s export in 2011. Non-oil products made up only 8 percent of the country’s export last year. Thus, non-oil sector contribution to Azerbaijani export was lower than Georgian export in 2011. This means that increasing of total export volume of Azerbaijan is not sustainable.

In the context of providing trouble-free operation of oil and gas pipelines and preventing possible negative impacts on the environment, the issues of constructing an integrated mathematical model for assessing the technical condition of pipelines and the impact of emergency situations on the state of the environment in the course of hydrocarbon leakage are considered. The model of the evaluation of the stress-strain state of the pipeline according to the data on the displacement of surface points for the above ground and underground sections is given by constructing the law of motion of the site by known displacements of a certain set of surface points using assumptions about the type of deformation of the sections and reproduction of the deformations and stresses tensors components   on the basis of different models of deformed solid body. The specified model does not require information on the whole complex of forces and loads acting on the investigated object during operation. The flow model has been refined in a pipeline with a violation of its tightness by recording a special type of boundary conditions for a Navier-Stokes equation system in a two-dimensional formulation and developing an original method for its solution on the basis of the finite difference method. In the article the stability conditions of the proposed numerical schemes on basis of the spectral sign of stability are presented. In order to assess possible negative impacts on the environment, a model of propagation of matter at its leakage from the pipeline was developed by solving two-dimensional diffusion equations taking into account the variables and different types of boundary conditions that take into account the number of sources of pollution and their intensity. The results of computations based on computational algorithms implemented by these models and graphic material illustrating these calculations are presented, peculiarities of distribution of harmful substances in the environment near the pipeline are analyzed. Directions of further researches for successful practical realization of the offered models are established.

Indonesian oil and gas transporter, PT Pertamina Gas (Pertagas), has a special task to operate the Tempino to Plaju Crude Oil Pipeline (TPCOP) to deliver 15,000 barrel-oil per day (BOPD) crude oil. Pertagas faced a big challenge and concern in the operation due to the frequent illegal tapping activities and risk of pipeline product theft. In 2012, 748 illegal taps cases or equal to a daily average of 2 cases were reported. The loss from crude oil transportation was approximately 40% per day and loss revenue was more than $20 million a year. Moreover, illegal tapping by cutting into pipelines can cause pipeline ruptures and explosions, leading to human casualties, destruction of property, and damage to the environment. Pertagas reported that illegal taps have increased to 400% from year 2010 to the year 2013. Efforts were taken to minimize the illegal tapping frequency by developing an integrated system that includes supervision and security of assets along the pipeline called “Security and Oil Losses Management with Integrated Detection System (SOLIDS)”. This system consists of Asset Management System (AMS), Liquid Management System (LMS), Leak Detection System (LDS), security patrol, Emergency Response Team (ERT), and is supported by Corporate Social Responsibility (CSR) programs. The implementation of SOLIDS proved to be an effective oil loss detection technology and pipeline security control that detects product thefts quickly and locates illegal tapping points accurately, so protective measures could be applied immediately. The implementation showed a good result. Pertagas has been succeeded in reducing losses from illegal taps from 748 cases in 2012 to zero cases in 2018. Consistent implementation of this system will provide a solution in reducing losses and illegal tapping under all operational conditions.
