The state's policy is to integrate information systems into a single information space within the electronic health care system. The state plans and coordinates information systems that are implemented at the expense of the state or local budgets in order to rationalize the use of available resources and to avoid duplication of information systems functionality. With regard to information systems implemented through private funds, the function of the state is to build infrastructure (standardization, certification, market surveillance) for quality management in the market. The state provides single entry of information and its further processing in many information systems, storage of basic patient information within the central component of the WHO, and expanded information (eg data in clinical registers) in decentralized specialized information systems. The purpose of this study is to study the place of information technology in the implementation of medical activities. I would point out that medical activity is a set of actions of medical and pharmaceutical workers in providing medical care or service to a patient within the legal (subject to obtaining a license) and ethical (oath of Hippocrates) norms, ie compliance with the stages of treatment in accordance with the established standards of the Ministry of Health. We used in research scientific methods to analise in an objective and systematic way the information technology in the performance of medical activities, describe it with empirical. formal-logical, comparative-legal methods. It should be noted that e-Health is an electronic system that helps patients to receive and to doctors to provide quality medical services. All medical records throughout 2019 will be transmitted electronically. The main purpose of implementing an electronic healthcare system is to minimize fraud and corruption. In the future, e-Health will enable everyone to get their medical information quickly and doctors will be able to diagnose correctly with a holistic picture of the patient's health. The aim of the MoH is to launch a full-fledged eHealth by 2020, which would not only reflect the relationship between the hospital and the state but also be a register of medical records of all Ukrainians. Results. Thus, with the advancement of information technology, the growing share of medical research that relies on mathematical (computer) modelling has become commonplace in clinical practice, making it clear that IT capabilities are becoming a major contributor to medicine and health care. To date, many serious studies and projects are being implemented in the world to implement IT in the medical field. Due to medical reform, continuous computerization necessitated the need for medical staff to have computer skills. Today, in the medical field, services such as electronic medical record, electronic prescription, electronic referral, etc. are included in daily life. Electronic automated preparation of appointments, prescriptions, statements, hospital letters and other standardized documents for patients. In particular, there are automated databases of medical, pharmaceutical and scientific-pedagogical staff of the Ministry of Health of Ukraine. Conclusion. The impact of IT on health care plays an extremely important role, as with the implementation of health care reform in Ukraine there is complete computerization of all branches of the medical field.

In this article, the authors give an idea of the importance of analyzing large amounts of data on the development of information systems in health care, and the importance of statistical data collected by them in the system of the Ministry of Health, as well as the accurate, reliable filling and storage of documents by medical personnel in any health department.

This article reports on a proposed evaluation plan that has been developed to assess the work done by the State Information Technology Agency (SITA). The SITA programme was implemented in response to the South African government’s call to improve the lives of the populations in some rural areas through technology. The programme was meant to address slow development in  rural  areas  that  lack  technological  innovations  and  advances.  In  the proposed evaluation plan a review is made of secondary data, deciding how strategic priorities are to be determined, as well as analysis of the rural context environment. The researcher gives an account of how the evaluation strategies are to be piloted and rolled out thereafter. Lessons learnt are recorded and reported upon. A proposed evaluation plan will be developed, based on the lessons learnt in line with the objectives of the project.

During the first wave of the coronavirus disease 2019 (COVID-19) pandemic, the lockdown enforced led to considerable disruption to the activities of dental services, even leading to closures. To mitigate the impact of the lockdowns, systems were quickly put in place in most countries to respond to dental emergencies, giving priority to distance screening, advice to patients by remote means, and treatment of urgent cases while ensuring continuous care. Digital health was widely adopted as a central component of this new approach, leading to new practices and tools, which in turn demonstrated its potential, limitations, and possible excesses. Political leaders must become aware of the universal availability of digital technology and make use of it as an additional, safe means of providing services to the public. In view of the multiple uses of digital technologies in health—health literacy, teaching, prevention, early detection, therapeutics, and public health policies—deployment of a comprehensive program of digital oral health will require the adoption of a multifaceted approach. Digital tools should be designed to reduce, not increase, inequalities in access to health care. It offers an opportunity to improve healthy behavior, lower risk factors common to oral diseases and others noncommunicable diseases, and contribute to reducing oral health inequalities. It can accelerate the implementation of universal health coverage and help achieve the 2030 Sustainable Development Agenda, leaving no one behind. Digital oral health should be one of the pillars of oral health care after COVID-19. Universal access to digital oral health should be promoted globally. The World Health Organization’s mOralHealth program aims to do that. Knowledge Transfer Statement: This position paper could be used by oral health stakeholders to convince their government to implement digital oral health program.

This study aimed to assess the impact of information technology risks on security of information systems by following an analytical method based on the structural equation modeling (SEM). The study population was seven telecommunication companies in Yemen. A questionnaire was distributed to 356 participants, but only 218 forms were valid for analysis. The data was analyzed by the partial least squares (PLS). The study findings revealed that information technology risks had a negative impact on the security of information systems. The study recommended that the security of information systems should be strengthened so as to maintain the confidentiality of information, its availability and safety from risks, and to cope with speedy developments in information and communication technology.

Background: Patients' access to their computerised medical records (CMRs) is a legal right in many countries. However, little is reported about the benefit-risk associated with patients' online access to their CMRs. Objective: To conduct a consensus exercise to assess the impact of patients' online access to their CMRs on the quality of care as defined in six domains by the Institute of Medicine (IoM), now the National Academy of Medicine (NAM). Method: A five-round Delphi study was conducted. Round One explored experts' (n = 37) viewpoints on providing patients with access to their CMRs. Round Two rated the appropriateness of statements arising from Round One (n = 16). The third round was an online panel discussion of findings (n = 13) with the members of both the International Medical Informatics Association and the European Federation of Medical Informatics Primary Health Care Informatics Working Groups. Two additional rounds, a survey of the revised consensus statements and an online workshop, were carried out to further refine consensus statements. Results: Thirty-seven responses from Round One were used as a basis to initially develop 15 statements which were categorised using IoM's domains of care quality. The experts agreed that providing patients online access to their CMRs for bookings, results, and prescriptions increased efficiency and improved the quality of medical records. Experts also anticipated that patients would proactively use their online access to share data with different health care providers, including emergencies. However, experts differed on whether access to limited or summary data was more useful to patients than accessing their complete records. They thought online access would change recording practice, but they were unclear about the benefit-risk of high and onerous levels of security. The 5-round process, finally, produced 16 consensus statements. Conclusion: Patients' online access to their CMRs should be part of all CMR systems. It improves the process of health care, but further evidence is required about outcomes. Online access improves efficiency of bookings and other services. However, there is scope to improve many of the processes of care it purports to support, particularly the provision of a more effective interface and the protection of the vulnerable.

The development and progress of IT-based information technology is very rapidly developing and has a very important role. Information systems are a necessity for agencies to utilize information as a basis for data administration and processing. To meet these needs, the agency conducts activities related to computer-based information systems as a tool to increase employee creativity. This system is designed to handle the transaction of escort and payment salary calculations and can guarantee validiity, complete authorization, classification of assessments, timeliness of each payroll transaction. In the Middle School Nusantara Wisata Respati Middle School still uses a manual payroll system, which is Microsoft Excel, so that people who are not authorized to enter and view data and can change the impact will disrupt the activity in processing salary data. For this reason, it is necessary to design a Java-based payroll information system at the Respati Archipelago Tourism Middle School.

The state of São Paulo, Brazil, where more than 94.000 dentists are currently registered, has become the epicenter of COVID-19 in Latin America. The aim of this cross-sectional study was to evaluate the impact of COVID-19 pandemic on dentists in this state. A semi-structured questionnaire was sent via e-mail to 93.280 dentists with active registration in the Dental Council of São Paulo (CROSP). The impact of COVID-19 pandemic was assessed through questions related to demographic, socioeconomic, dental practice characteristics and personal protective equipment (PPE) use. Ordinal logistic regression analysis was performed to investigate the association between all the variables (p<0.05). Over 8 days, 2113 responses were received. Only 26.52% of the sample reported a low-income reduction (from 0–10%), while the majority of dentists reported a more negative financial impact, 35.6% with a reduction of more than 50% of their monthly income. Dentists who worked in the private sector and at the capital had a greater financial impact when compared to those of the public sector and countryside of the state (p<0.05). Furthermore, about 83% reported not having received any specific training to control the transmission of coronavirus in the health area. This study provides evidence of the negative impact of the COVID-19 pandemic on the routine of dentists in the state of São Paulo, Brazil. Hopefully, this study will help dental and other health care professionals to better understand the consequences of disease in dental settings and strengthen preparedness throughout the dental health care system.

A retrospective and prospective analyses of the rate of incidence and prevalence of diseases of the population of Ukraine over 1990-2017 were carried out on the basis of sectoral statistical reports and professional editions, which made it possible to characterize the current state of health and identify the tendencies in the incidence and disease prevalence in the country. Objective: We studied and analyzed the tendencies of the health state of the population in Ukraine. Materials and methods: We used the data of the sectoral statistical reports and professional editions over 1990-2017, as well as the annual report “On the State of Health of the Population, Sanitary-and-Epidemiological Situation, and Results of the Activity of Health Care System” by the Ministry of Health of Ukraine, State Institution «Ukrainian Institute for Strategic Studies, Ministry of Health of Ukraine». The method of the statistical analysis of the factual and analytical material was used as a main one, it forms a holistic view of health and medico-demographic situation in the country. Results: During the years of Ukraine's independence, insufficient attention has been paid to the problems of health improvement. The population numbers is falling sharply. In Ukraine, health care costs are low in comparison with the European countries. The structure of morbidity has changed over the last 10-15 years. The most vulnerable groups: children and adolescents, the elderly are of particular concern. An important role in the formation of morbidity rates is played by chronic non-communicable diseases, their level increased significantly in 2005-2010. The general pathological incidence of school-age children in those years also increased and had a significantly higher level among girls than boys. The incidence rate of mental and behavioral disorders in Ukraine has increased. The prevalence of mental and behavioral disorders had its own features in different regions. The rates of incidence and prevalence of diseases in the children of 0-17 years old of age were quite high and had a wavy nature. Conclusions: The implementation of the state and sectoral measures for the improvement of the health of the population of Ukraine, a cardinal reconstruction of the public view regarding the causes and consequences of a significant deterioration in the health of the population can be solved by a radical way of the preservation and strengthening of both personal and public health.

This chapter examines the adoption of information technology and information systems to support the clinical process. It explores popular models of information systems adoption and success, and relates these to the health it context. The end result of successful adoption of technology should be the improvement in performance of health care delivery, yet measurement of performance is complex. The various approaches to performance measurement are discussed. As one of the challenges in predicting the outcomes of adoption is the lack of consistent taxonomy, a solution to which is proposed. The chapter then looks at evaluation of it projects and considers what special factors may affect health it adoption and benefits in developing health care systems.
