In this study, emphasis will be given to the challenge of the organizational management process within a development model that considers the territorial possibilities and necessities as a basis for the process of sustainable, endogenous development. The territorial unit considered in the study is the municipality, highlighting the existing possibility in Brazil of implanting a model of participatory management on taking into account the large number of small municipalities existing in the Country. The problematic of large cities is also analyzed, recognizing, however, the greater difficulty of articulation among the representative players of society, based on the exogenous forces engaging within these regions. In order to study the management process, the contexts that support the concept of sustainable development and the form of organizing the economic activities will be defined. In the discussion of management properly stated, emphasis will be given to administrative decentralization and to articulation, to planning process and to dissemination of information.

The article defines the target points for the secondary vocational education organizations, located in territories that simultaneously have the status of “single-industry city”, “closed administrative-territorial unit” and “advanced development zone” development (the cities of Seversk, Ozersk, Snezhinsk, Zheleznogorsk, Zarechny). Based on information and analytical materials for the training quality monitoring, vectors allowing these institutions to achieve high indicators of both “The national project “Education”“ and the territorial development indicators values have been formed. The main designated target points are global trends, regional projects within the framework of Federal projects, priority economic activities in these territories, and the interests of city – forming enterprises.

The main task of planning documents is to achieve maximal rationality in the use of space, spatial resources, and balanced territorial development. The preparation of plans is regulated by a legislative framework, which embraces multiple phases and stakeholders. In a perfect planning process, it would be expected that all the elements are well coordinated and brought to common understanding, but in reality, obstacles and challenges can occur in any of these steps, especially in the implementation phase. Although a plan is fully prepared to be practiced, its implementation might be omitted. Therefore, this article analyzes the full process of spatial and urban planning from the perspective of plan implementation. The methodology is based on a combination of different data collection methods (interviews, fieldwork, direct observation) with the analysis of plans and the particular mention of those plans that picture the implementation issues the most. Also, legislative acts and semi-annual and annual reports on the achievements of the local government budget are analyzed. The approach indicates that plan implementation depends the most on the willingness of the government to perform changes in the system and to peruse punitive policy comprehensively. Although it is about implementation at the local level, the success primarily depends on clear definitions given in the legislative acts, freedom of the local communities to make their own decisions, and financial decentralization, side by side with the regional and local circumstances, institutional technical and staff capacities, and application of participatory planning that involves actors from various sectors.

The aim of the article is to evaluate the time availability of food stores for the population permanently residing in the city of Nitra (Slovakia). Parts of the city where poor accessibility has been identified can be described as “food deserts”. In the last two decades, there have been dramatic changes in the retail network in Nitra, as well as extensive housing construction and an aging change in the demographic structure. Therefore, we evaluated the years 2008 and 2019 separately. This made it possible to evaluate the changes in time availability and the number of inhabitants located in individual zones. During the years 2008–2019, the residential zones of the city of Nitra increased by 43.86%, the area of food desert increased by up to 68.78%, and the number of inhabitants endangered by the food desert increased by 1100 residents, i.e., 23.9%. In 2008, 5.51% of Nitra’s residents lived in the food deserts, in approximately twelve years this percentage increased to 7.45% of the population (2019). The proximity to the nearest grocery was in Nitra in 2008 median 504 m, while in 2019 median 623 m. Evaluating the time availability of grocery stores and identifying so-called “food deserts” can be interesting for both the city’s residents and the business community, especially for potential developers. It can also be used effectively in the spatial planning process and in the rational management of complex territorial development, as well as in local politics. Given the character of the city of Nitra, it can be assumed that the acquired knowledge can be extrapolated to other post-socialist cities of a similar size and hierarchical level.

In the strategies of regional development, an increasing importance is given to identifying the possibilities of endogenous development which, besides the exogenous impulses, contributes to an optimal development of local economies. Gorj County is one of the counties which recorded a major economic decline following the restructuring of economic activities. These counties need interventions at the strategic level, in order to identify the development alternatives, based on the capitalization of local resources. Following the analysis of the relation between the enterprise initiative and development, the way in which it has become fundamental for the development of a geographical space was clearly underlined. The analysis of this determination offers a well documented scientific support to the local and central authorities; this support regards the development of the enterprise initiative in territorial profile and, on this basis, it offers concrete solutions, based on decisional chains, which will have as a result the attenuation of the imbalance within the territorial profile. The endogenous development of the territorial systems may contribute to the sustainability of the cohesion process at local, regional and national levels.

Purpose – The purpose of this paper is to evaluate the recent evolution of store flyers to illustrate how a tool of traditional marketing can be applied to generate insight on customer “couch-to-cart” behaviour thus supporting an innovating shopper marketing approach. The authors support this position by elaborating on three themes: first, the recent evolution of flyers, driven by incorporation of customer insight derived from loyalty data and by new features enabled by flyer digitalization; second, the evolution of the flyer planning and management process, related to opportunities and challenges in the retailer organisational structure; and third, the rise of online flyer aggregators. Design/methodology/approach – The authors used field interviews. The authors included the perspectives of different subjects involved in planning and delivering flyer-based promotions. Secondary data were also collected regarding flyer activities of a sample of 67 retail groups across 15 countries and four industries. Findings – Critical aspects of flyers as retail marketing tools emerged. The authors found that there are changes taking place in flyer-based promotion caused by “fertilisation” by loyalty data and digital that have not been captured by research so far. Retailers are experimenting with flyer aggregators. These infomediaries generate new insight on various aspects of the shopping cycle. Retailers can use these metrics to improve flyer strategy and negotiation with suppliers. The authors shed light on obstacles that prevent exploitation of shopper marketing benefits and value. Among the managerial challenges the authors found retailer organisation and management and functional integration. Research limitations/implications – The paper points to four areas for future research: promotion innovation, electronic intermediaries, marketing organisation and competition. Research questions are suggested. Practical implications – This study contributes to retail management by identifying best practices that support promotional campaign development in a shopper marketing perspective. The authors provide suggestions around the incorporation of loyalty data in the flyer planning process and the creation of inter-functional teams. Originality/value – Academic research has long addressed flyer-based promotion, but has not linked it to innovation or shopper marketing. Little or no attention has been paid to the flyer management process and its organisational dimensions, nor to digital flyers.

ABSTRACT This article discusses whether Baja California, a northern border Mexican state, has an endogenous local development dynamic, or its achievements in economic growth rest on a weak economic base with a high level of exogenous dependency. Being one of the TLALCAN-winners does not seem to have endowed this region with inner articulation as to find a Local Productive System on which Baja California could ground an endogenous development model. The recent (2002) change in the regional development policy targeting «clusterization» of economic activities could contribute start a new way to talk competitivity in the region.
