This paper deals with the dynamic of the development of technology and information that dominate every public spheres particularly in urban areas today. Modernization of technology plays an important role in determining the development of information and communication either in its capacity as a science or applied science. A myriad of communication models emerge and develop in the phenomenon of communication itself which indicate that modernization of communication is a  source of communication technology as applied science.  At the same time, modernization of communication using technologies is a part of causing factors to integration of communication compounded with modern architecture.  Therefore,  it can be used as a medium of Islamic preaching.

Fashion, eroticism and pornography, especially in recent years, have created different synergies that not only embrace the design of fashion products and collections, but have defined and define precise visual, photographic and cinematographic languages as well as communication strategies that have not only borrowed the language and aesthetics of pornography, but also communication models, tools and channels. Today, we have thus witnessed an increasing hybridization of languages and channels that have generated forms of communication (performative, editorial, cinematographic or digital). It is not easy to identify the limits between fashion and pornography and between private and public spheres. Through literature review and several case studies, the article aims to investigate the evolution of the relationship between fashion, pornography and mass communication from an aesthetic, performative and, last but not least, technological point of view.

This chapter discusses the importance of incorporating gender aspects into the national ICT policies in Africa. The mention of gender issues in national ICT policies in Africa is still very scanty (where they exist). Many countries in Africa have no clear gender aspects incorporated into their national ICT policies. The chapter focuses on the imperativeness of ICTs to the livelihood of women in Africa, the need and urgency of increasing and encouraging women participation in all aspects of ICTs. The enactment and implementation of ICT policies and strategies targeting women population in both rural and urban areas is inevitable. Thus, status of gender inequality of ICT in Africa, strategies geared towards addressing gender inequalities in ICT in Africa and gender and ICT perspectives were discussed.

As the second decade of the twenty-first century begins, information and communication technology has brought about significant changes in the way that people participate in political discourse and engage in civil society. This has led to a surge in scholarly interest in virtual public spheres, or the deployment of network structures to advance public discourse with the goal to influence political outcomes. This book brings together international scholars to analyze the impact of ICT on civil society, and in particular, the transition from e-government to e-democracy that is facilitated by virtual public spheres. Contributions to this book address several important issues ranging from the conceptual development of virtual public spheres to the challenges facing e-participation and e-government efforts. Several contributors to this book touch upon the conditions needed to facilitate e-democracy and the challenges confronting e-democracy efforts in developing countries. A little explored area of e-government, e-administration, is correctly identified by several chapters as potentially making contributions to e-democracy and virtual public spheres.

This article aims to describe the innovation of Bantaeng Local Government in the Disaster Preparedness Brigade program (BSB) and investigating the existence of local wisdom values on the program. The informants in this research included the Head of Innovation and Development Subdivision of the Regional Development Planning Board, the Head of Culture Division of the Education and Culture Office, Doctors assigned by the Health Office to the program, Traditional leaders and people who have benefited from the program. The data analysis includes data reduction, data display and conclusion drawing. The techniques of data collection used were in-depth interviews, direct observation, literature review and documentation. The results of this research indicate: (1) that integrated services of the BSB innovation program in Bantaeng Regency equalize health services between those who live in urban areas and in remote villages, (2) Decentralization  (3) Cooperation involving three government agencies and foreign parties, (4) Involvement of community members, and (5) Use of information and communication technology. Furthermore, the local values existing on the local government innovation in the BSB program in Bantaeng Regency include (1) Honesty, (2) Obedience, (3) Intellectual Value and (4) Tenacity.Artikel ini bertujuan untuk mendapatkan gambaran tentang inovasi pemerintah daerah dalam program Brigade Siaga Bencana (BSB) serta mengetahui eksistensi nilai lokal pada inovasi pemerintah dalam program BSB tersebut. Informan dalam artikel ini ialah Kasubag Inovasi dan Pengembangan Bappeda, Kabag Kebudayaan Dinas Pendidikan dan Kebudayaan, dokter yang ditugaskan oleh Dinas Kesehatan pada program BSB, Pemangku adat, serta masyarakat yang pernah merasakan manfaat dari program BSB tersebut. Analisis data yang digunakan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Teknik pengumpulan data dengan wawancara mendalam, observasi langsung, kajian pustaka dan dokumentasi. Hasil penelitian ini mengindikasikan: (1) Bahwa layanan terintegrasi program inovasi Brigade Siaga Bencana di Kabupaten Bantaeng menyetarakan pelayanan kesehatan antara yang tinggal di perkotaan dan di pelosok Desa, (2) Desentralisasi (3) Pemanfaatan kerjasama yang melibatkan tiga instansi pemerintah serta pihak asing, (4) Pelibatan anggota masyarakat, dan (5) Pemanfaatan Teknologi komunikasi dan informasi. Kemudian, eksistensi nilai-nilai lokal pada inovasi pemerintah daerah dalam program inovasi Brigade Siaga Bencana di Kabupaten Bantaeng terlaksana berdasarkan nilai yang ditemukan, yaitu: (1) Nilai Kejujuran, (2) Nilai Kepatutan, (3) Nilai Cendekia dan (4) Nilai Keteguhan.


The role of Information and Communication Technology (ICT) improves the overall growth and economy of the country by implementing better services in smart city environment relating to the land and property. ICT implements proper management of properties through a single platform. Plot and Property Management (PPM) is a system which is made to improvise the manual system in urban areas. With the implementation of this system owner/allottees of the property can monitor the status of their application on internet. This system can reduce the rush in Estate Offices. This system brought transparency in the working of the current system. This system also increases the efficiency of the staff as compared to the earlier system

While Indonesia is recorded as one of the greatest social media republics in the world, the gap of rural-urban internet access remains a great challenge. As reported in the 2016 Information and Communication Technology (ICT) Indicators, the number of households with internet access in rural areas is nearly half of those in urban areas; 26.3% and 48.5% in a consecutive way. Rather than simply seeing the internet as a medium, this paper discusses the internet as material culture; therefore, it goes beyond the access and focuses on the ways people use the internet to define their culture. From this perspective, this paper draws the two levels of the digital divide of Indonesian rural-urban dwellers. Lack of motivation and limited material access due to social inequality is at the very base of the digital divide. Subsequently, digital skills and usage deepen the digital divide. While splitting people into either rural or urban categories often produces misleading policies, this paper proposes the rural-urban linkages to bridge the digital divide in Indonesia. The rural-urban linkages particularly incorporate the flow of people and information across space as well as the interconnection between sectors, such as agriculture and service.

Based on a cross-sectional study using a data set of 77,400 households in 37 regions of Nigeria, the authors examine how the ability of the poor to use information and communication technology-based products (their ‘venturesomeness’) influences the location of entrepreneurial firms in urban and rural regions. They investigate in particular the role of human capital in mediating the relationship between such venturesome consumption and the location of entrepreneurial firms. They test three sets of hypotheses to examine this relationship using multiple regression analyses, bivariate correlations and t-tests. The authors find that the use of information and communication technology by both the urban and rural poor is significantly linked to the location of entrepreneurial firms. While human capital mediates this relationship with regard to the poor in urban areas, the same is not the case for the rural poor. Implications are drawn for theory, practice and policy.

This study discusses the communication model and assistance pattern of information and communication technology (ICT) literacy for students conducted by teachers in SDI Lukman al Hakim Hidayatullah Mataram. This study is a descriptive qualitative research using participatory observation and in-depth interviews for two months. The study finding shows there are three models of assistance in ICT literacy, ie individual, group, and synergistic teacher-guardian. While the communication models used by teachers are linear and transactional communication models. By utilizing those models, ICT usage in this school has contributed in positive and significant way to support the process of increasing knowledge, learning experience, and internalization of students' tauhid.
