One aspect that needs to be studied more deeply about the village administration in the era of village autonomy is the ability of the human resources in the management of village government in accordance village governance objectives and the demands of, “Undang – undang no 06 Tahun 2014 about the village. The capacity of the village government deemed not qualified to run the authority possessed by law the village. Weak capacity of rural government impact on law implementation failure that led to the poor rural village development. This study examines these issues. This study used qualitative research methods. The unit of analysis of this research that the village government Landungsari Dau District of Malang, East Java. This study was conducted over three years (2016, 2017, 2018). The findings of the research during the last four months in the first year of the study is Landungsari village administration showed a good performance in governance at the village of village autonomy era (the era of the Village Law. The village government is able to carry out rural development planning, village administrative governance, and the financial management of the village properly. Nevertheless, the village government also faces serious problems is the lack of human resource capacity of the village administration, village very less quantity, and village officials do not understand the duties of each. To address these issues, the village government seeks to organize village governance based on information technology (e-government), but the effort has not worked well because the village government does not have a human resources professional in the field of information technology and the village government does not have enough budget to develop the e-government program. Therefore, the research team conducting FGD on the development of e-government program. FGD village government resulted in an agreement in cooperation with governmental science labs and e-government program APBDes budgeted in fiscal year 2017. Step next phase is the research team conducting FGD Phase II to design e-government as a means of governance villages effective and efficient, to disseminate the e-government, and publishes scientific articles on the model of governance based rural e-government in the Journal of Politics and Government Muhammadiyah University of Yogyakarta. Our advice as a researcher is a village government should make regulations governing Internet-based mechanism of public services (e-government). The regulation is to encourage villagers Landungsari to get used to using services based on the Internet, the district government of Malang should provide support to the village government to make innovations in governance, and the central government should support the village government to strengthen rural government institutions such as the addition of the village

The village as the lowest government organizational structure becomes the frontline of services that directly come into contact with the community, therefore the ability and capacity of the village government apparatus plays a very important role. In order to create good village governance, the village government needs to be supported by proper village administration. The method used is in the form of training on village administration management. So that with this training, it is expected that government administration and financial governance, especially in increasing the capacity of human resources of village apparatus in realizing orderly village administration which functions as a source of data and information on village government administration, implementation of development, coaching, community, and community empowerment.

The Government of Bojonegoro Regency was an Indonesia representative in Open Government Partnership (OGP) of Subnational Government Pilot Program. This achievement raised new energy to implement openness in rural government. This policy was also in line with Rural Law. Mean while, to implement government openness, the use of e-Government was highly prioritized. By e-Government, the governance would be effective and efficient. However, only one of 419 villages in Bojonegoro succesded in implementing government openness, that was Pejambon Village. This village won the best website in East Java in 2016 and 2017. There after, it took the first place as the most informative and transparant village in national level in 2018. This research uses qualitative descriptive research methods. The results show that in general the success of E-Government implementation in the open government in Pejambon village is influenced by three main factors. First governing factors that include vision, leadership, and funding. Second, organizational factors that include policy, human resources, and collaboration. Third, technical factors that include IT infrastructure and IT standars. However, there are some indicators that need to get attention and improved by the village government of Pejambon, namely Funding, human resources, and IT infrastructure. If not immediately handled seriously, the future will impede the implementation of open government in Pejambon village.Keywords: Open Government, Succes Factors, e-Government, Grassroots, Village

The effective use of the village financial system can produce financial reports that are received in a timely, accurate, and reliable manner so that they can be used as a basis for decision making. The effectiveness of the use of the village financial system needs to be supported by the competence of good human resources and sophisticated information technology. This study aims to determine how the influence of information technology sophistication and human resource competence on the effectiveness of the use of the village financial system (Siskeudes) in the Village Government in Denpasar City. This research was conducted at the Village Government in Denpasar City with a saturated sampling technique using 54 samples. Data collection was carried out through interviews and questionnaires. The analysis technique used in this research is multiple linear regression analysis. The results of this study indicate that the more sophisticated the information technology and the better the competence of human resources, using the village financial system will be more effective. Complete Systematic  Land  Registration  (PTSL)  is  a  government  program  in accelerating mass land registration with a complete map concept. This program is  expected able to overcome the delays of previous mass land registration program through the scheme of ajudication and PRONA. To achieve the goals, throughout the year, the target is  high and always increase. Because of this high target, Land Office in Bantul District implement some innovations, especially in juridical data collection. This research aimed to explain the strategy in collecting juridical data in Palbapang Village, and find obstacles in data collection. Qualitative descriptive research was used for this research. The results of the research showed that: 1) the strategies used by Land Office is the use of SIAP application for juridical data input and involved several teams in the collection of juridical data such as puldatan team, village government and the community; 2) there are constraints on the implementation, including lack of human resources in carrying out tasks as a juridical task force, and there were still many villages that collect documents near the end of the fiscal year.

This study aims to determine the effect of the quality of human resources, the use of information technology and organizational commitment to the timeliness of financial reporting by the village government (empirical study on Village Government of Tanah Datar Regency). This study uses subject data. The sampling technique used the total sampling method with a sample size of 75 villages. The data analysis used multiple linear regression analysis. The results showed that the quality of human resources and organizational commitment had a positive and significant effect on the timeliness of the Village government financial reporting. Information technology has no effect on the timeliness of the Village government financial reporting.

This research aims to describe the effectiveness of e-goverment in the village of Ketapang District Kalipuro, Banyuwangi regency that implements the concept of Smart Kampung initiated by Banyuwangi Regency Government. The research used methods of literature study by analyzing the results of previous research with a variety of written sources of archives, books, articles, and journals with several documents relevant to the problems studied. The results of this research show the effectiveness of Smart Kampung program goes well. It can be seen from the input and output factors proposed in the compatibility theory proposed by Ali Muhiddin (2009). With holding of training and mentoring regularly and providing scholarships to the village apparatus to continue the education in order to be a superior human resources. The Ketapang village government is also very utilizing the utmost technology by using hardware and software to support the implementation of Smart Kampung innovations. The obstacles that stand out in this case are the problem of Internet networking is crucial to organize the Smart Village Innovation program based on information technology. Penelitian ini bertujuan untuk mendeskripsikan efektivitas e-goverment di Desa Ketapang Kecamatan Kalipuro, Kabupaten Banyuwangi yang menerapkan konsep Smart Kampung yang digagas oleh Pemerintah Kabupaten Banyuwangi. Penelitian ini menggunakan metode studi literature dengan menganalisis hasil dari penelitian terdahulu dengan berbagai sumber tertulis berupa arsip, buku, artikel, dan jurnal dengan beberapa dokumen yang relevan dengan permasalahan yang akan dikaji. Hasil penelitian ini menunjukkan efektivitas program Smart Kampung berjalan dengan baik. Hal tersebut dapat dilihat dari faktor input dan output mengacu pada teori efektivitas yang dikemukakan oleh Ali Muhiddin (2009) . Diadakannya pelatihan dan pendampingan secara rutin serta memberikan beasiswa kepada aparatur desa untuk meneruskan pendidikan agar nanti dapat menjadi SDM yang unggul. Pemerintah Desa Ketapang juga sangat memanfaatkan tekhnologi secara maksimal dengan menggunakan hardware dan software untuk mendukung pelaksanaan inovasi Smart Kampung. Adapun hambatan yang menonjol dalam hal ini yakni, masalah jaringan internet merupakan hal yang krusial untuk menyelenggarakan program inovasi Smart Kampung yang berbasis tekhnologi informasi.

This study aims to examine and obtain empirical evidence on partial evidence of the influence of Human Resources, Use of Information Technology and Public Participation on Transparency and Accountability of Village Financial Management in East Praya District, Central Lombok Regency. Type of research is explanatory method with purposive sampling method. It retrieved by 55 respondents, who are the core of the village, members of BPD and communities willing to provide information on village financial management. Data analysis is SmartPLS 3.0. The results of this study indicate Human Resources, Use of Information Technology and Public Participation have a significant positive effect on Transparency and Accountability of Village Financial Management in East Praya Subdistrict. This research is expected to be able to give contribution to Local Government, Village Government and society in order to have the better level of transparency and accountability of village financial management as one effort to improve prosperity of society in East Praya Sub-district

ABSTRACTE-village government is a breakthrough that can be used by village to support the village governance’s transparency and accountability after the issuance of Village Law. Of the 301 villages in Banyumas, only 47 villages have village website on their own initiative. Of the 47 villages that have website, only 4 villages have informative, timely, relevant, and sufficien website which can be used as a medium for two-way communication between village government and the people. Village location that is close to the district capital and educational level of village people do not make the village more responsive in supporting the development of e-village government. Progressive and innovative village leaders are the main factors in implementing e-villagegovernment. Some villages have not implemented e-village government because they still have lack of human resources, lack of experience and lack of supervision.
