Abstract The article presents theoretical and practical aspects of political and legal instruments aimed at minimizing the risk of intra-Ukrainian political character. The priority in the implementation of administrative and territorial reform in Ukraine should be the implementation of the interests of local communities, and not the administrative, political and economic priorities of local elites. It should be emphasized that the territorial organization of Ukraine as a mandatory, indispensable element of the general organization of the state is considered mainly as part of the formed social structure and as a division of the country’s territory into certain parts. It is necessary to take into account the historical and legal nature of the tasks and functions of the state, as well as the organization of the system of state authorities and local self-governments.

The article considers a set of issues related to the formation of sustainability in the state at different levels of government: national, regional and local, with an emphasis on the sustainability of territorial communities. The concept of "sustainability" is defined, the criteria of sustainability for national security and its components at the local level are analyzed, in particular, in the formation of affluent communities. Sustainability is considered in various aspects: as a component of national security and defense of the state, in relation to the concepts of "cohesion" and "national security". Financial stability is justified as an important sign of the viability of local communities. The role of civil society in shaping the sustainability of communities is revealed, as well as different views of scientists on the impact of civil society on sustainability are analyzed. The foreign experience of implementation of the basic principles of sustainability in the life of communities is studied. The most important component of sustainability is the ability of the community to consolidate to counteract harmful and dangerous external and internal influences. Open partnership of public authorities with business structures and the public should be a prerequisite for this. It is proved that in the conditions of decentralization and various internal and external challenges, civil society (active citizens and civil society institutions) can and should be a driver of community sustainability. It is assumed that the implementation of state policy to promote the development of civil society should create a solid foundation of democracy in Ukraine as a component of national sustainability. Since the systemic mechanisms for ensuring national sustainability in the Ukrainian state at both national and local levels are not yet fully formed, the development and implementation of comprehensive strategic decisions in this area requires proper scientific substantiation, which is why the author’s contribution to this topic.

В статье рассматривается и обосновывается необходимость возобновления в уголовном праве института конфискации имущества в качестве уголовного наказания. Необходимость его возобновления обусловлена наличием ряда преступных деяний, представляющих угрозу обществу, государству, национальной безопасности Российской Федерации. В настоящее время законодательная регламентация конфискации имущества в качестве иной меры уголовноправового характера, вызванная неопределенностью его сущности, целевых установок и механизма назначения, не выполняет предупредительную задачу, установленную уголовным законодательством. The article discusses and substantiates the need to renew the institution of confiscation of property in criminal law as a criminal punishment. The need to resume it is due to the presence of a number of criminal acts that pose a threat to society, the state, and the national security of the Russian Federation. Currently, the legislative regulation of the confiscation of property as another measure of a criminal-legal nature, caused by the uncertainty of its essence, targets and the mechanism of appointment, does not fulfill the preventive task established by the criminal legislation.

Today, the different speeds of regional development and the preservation of unresolved structural contradictions, which have a pronounced regional dimension, have become one of the main foundations of political reconstruction in the growth of changes to ensure national security. Favorable regional institutional environment creates opportunities for optimal use of resources of the territory, which is the basis for ensuring the proper quality of life of the population of the region, eliminating all possible dangers at all levels. The strategic objectives of regional policy are to increase the competitiveness of regions and strengthen their resource potential, ensure human resources development, development of interregional cooperation, it is clear that under conditions of stable functioning of the security system at the regional level and thus the national system. In addition, the regional policy of the state - targeted actions of the state aimed at balancing the conditions of regions and their results, improving the use of aggregate regional resources and opportunities that can be implemented against the background of comprehensive security actions in all areas, including local levels. The mechanism of implementation of state regional policy, which can be defined as a system of specific state levers and organizational and economic means by which state influence on the spatial organization of society, provides socio-economic development of regions, improves the structure of their economic complex. That recently, due to the crisis situation in the country and military action, the system of state regional policy has paid considerable attention to the system of ensuring the security of the region from possible threats and challenges that may cause national dangers. The main components of the integrated mechanism of state regional policy of Ukraine, as defined by current regulations, are: the relevant legal framework, budget and financial regulation of regional development, forecasting and programming, development of various forms of territorial organization of productive forces. Legislative regulation at the international level of regulatory relations creates favorable conditions for a single legal activity related to national security, which, in turn, includes organizational and communicative tasks in the implementation of domestic and foreign policy at all levels.

This article examines student politics articulated by university students in contemporary Ternate, North Maluku. The involvement of students in the political arena in the region is mostly organized through regional (ethnic) organizations.The larger context of such political process is decentralisation, which make religional resource resources dominated by the state. At the same time competition among local elites and ethnic groups flourish. This is the main background of a new formation of group interests in local level -including local university students-- to gain group advantages. The case of Ternate, North Maluku, is an example of how groups of students organize their practical interests in the arena of politics by exploiting youth associations and ethnic organizations.Artikel ini mengkaji tentang politik yang diartikulasikan oleh kalangan mahasiswa dalam percaturan politik lokal di Ternate, Maluku Utara. Keterlibatan mahasiswa dalam arena kekuasaan di kawasan ini lebih banyak dilakukan melalui instrumen organisasi kedaerahan (etnis). Konteks besar yang menjadi landasan dari proses sosial ini adalah desentralisasi yang menempatkan sedemikian rupa sumberdaya pembangunan lebih banyak didominasi oleh negara, tapi pada saat yang sama perkembangan politik etnis terus menyertai persaingan kelompok dan elit lokal. Kasus Maluku Utara adalah sebuah contoh bagaimana kaum muda memainkan kepentingannya sendiri dalam percaturan kekuasaan dan dalam hal memanfaatkan kesempatan-kesempatan praktis untuk mereka.

The monograph examines the social and legal nature of the category "national security" as a socially significant good, an object of criminal law protection and a general object of crimes. The existence of a specific "sphere of crimes and crime" in public life is substantiated, its general characteristics are given, and the state of crime is analyzed as one of the most dangerous threats to national security in modern conditions. The problem of ensuring national security by criminal law means, the place and role of criminal policy and criminal law in the policy of combating crime and ensuring the national security of Russia are considered. Defines the concept of criminal law impact as a law-mediated reaction of the state to crime and crime, one of the key directions of the policy of combating crime, a comprehensive criminal law institution and one of the elements of the mechanism for ensuring national security. This article explores the political economy of Closed-Circuit Television (CCTV) in Australia, providing new insights into the relationship between government policy and its economic implications. I have rationalised state-sponsored street cameras as a component in the cultivation of consent between the state and local communities; a mechanism for government to facilitate the flow of public funds to business through arrangements that are virtually unchecked and non-evidence based; a mechanism for government to facilitate profitable opportunities in and beyond the security technologies industry; and, a mechanism to normalise hegemonic social and political relations at the level of discourse. This article explores how government has assisted growth in the security industry in Australia. I draw on a case study about Kiama Municipal Council’s decision in 2014 to accept funding from the Abbott Government to install CCTV cameras through the Safer Streets Programme. This is despite historically low crime rates in Kiama and an inability to demonstrate broad support for the programme in the local community. This study reveals how politicians have cultivated support for CCTV at the local level and pressured councils to install these systems despite a lack of evidence they reduce, deter or prevent crime. Examined is how the footage captured on local council CCTV has been distributed and its meanings mediated by political and commercial groups. I argue that the politics of CCTV dissemination in Australia is entwined with the imperatives of electoral success and commercial opportunity—a coalescent relationship evident in the Safer Streets Programme. Furthermore, the efficacy of CCTV as an electoral tool in Australia is explained via the proposition that street cameras perform a central role in the discourses and political economy of the state.

The research of coordination of activities and responsibility-sharing at the appropriate level of road safety management, conducted by analyzing responses from the prepared Questionnaire, in the period before and after the adoption of the Global Plan for the Decade of action for road safety 2011-2020, showed that the improvement or deterioration of the state of road safety at all levels of management, particularly at the local level within Montenegro, can be directly associated with the achievement of coordination of activities and responsibility sharing for the state of road safety. The aim of the paper is to encourage the development of the road safety system in local communities, basing on a vertical coordination in national and local activities and horizontal coordination in activities at the local level, with the establishment of a responsibility sharing system for the state of road safety in local communities.

The last decade in Indonesia has seen the emergence of localized militia groups. In Bali, these groups are now particularly prolific. Conventional wisdom in international relations thought is that these organizations constitute a threat to the authority of the state (its monopoly on the legitimate use of force) and may require national security measures to deal with them. Yet these organizations ultimately define their own role in terms of the provision of security, claiming that they act to preserve or advance core values of their communities. In this sense, their security role with reference to the state is ambiguous: they often enjoy legitimacy at the local level and perform important security functions for their local communities, even while constituting an alternative site of security practice and challenging the (exclusive) security role of the Indonesian state. Drawing on ethnographic research, this article examines these actors as security agents and employs a framework of security contestation to make sense of the manner in which they engage with and redefine the provision of security in Bali. In this context, the emergence and practices of Balinese militia groups challenge the way we view non-state actors in the security space and, more generally, the way we conceive security agency in international relations.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.
