Abstract The development of the lifelong education system is one of the most important areas of educational activity, which implies the continuity of processes in the systems of preschool, general secondary, primary, secondary, higher, postgraduate and additional professional education. The effectiveness and the possibility of educational activities are determined by the interconnections between the various stages of the innovation cycle, producers and consumers of services; firms, market, government and other social partners. Continuing education can be seen as part of a lifelong learning concept. Continuing education is not just a pedagogical system, characterized by certain structural features, functional relationships and teaching technologies, but also a specific component of the whole society. It becomes continuous, connected with life, and not just final, prescribed to a person during his studies at school, secondary school or university. The development of the lifelong education system allows creating all the necessary conditions to ensure the response of the education system to the dynamically changing needs of the individual, society, and the economy. In addition, many scientists note that the continuing education system plays an important role in the formation of personnel for the innovative development of Russian regions. The development of the lifelong education system is aimed at supporting the competent development of the individual, at implementing the concept of developing education. A competency-based approach to education creates all the necessary conditions for the diverse development of the individual, the formation of competencies and personal qualities that allow effective action in various life situations. The concept of lifelong education is based on the principles of continuity, flexibility, fast dynamics associated with changing needs in the labor market, for the implementation of education “not FOR life, but THROUGH life”. The article is devoted to the problem of implementation of continuing education in Russia and its impact on the quality of education in our country.

The article reveals the European context of the meaning of the «continuing education» concept, which is interpreted in the Memorandum on Lifelong Learning as a purposeful educational activity conducted on an ongoing basis to improve the knowledge, skills and abilities of citizens and is a basic principle of the education system. Continuing education has become a key element in the European Union definition of strategies to build the world’s most competitive and dynamic knowledge-based society. The analysis of international documents adopted by EU countries showed that the implementation of continuing education strategies in national systems is recognized as one of the priority areas and fundamental principles of educational system development in EU countries, which direct the national policy of their countries to implement the concept of lifelong learning and encourage higher education institutions increase access to education for different age groups. The system of continuing education is divided into three components. The first – additional professional education – contributes to the formation of the professional basis of human resources of the modern high-tech economy. The second component of the system of continuing education provides various groups with the opportunity to adapt to changing living conditions. The third component of the system of continuing education provides for the satisfaction of various individual educational needs of citizens. The implementation of the concept of continuing education is aimed at covering the educational programs of all people – from the youngest to the elderly. Attention is focused on finding ways to democratize access to education, increase the value of knowledge, increase investment in education and bring it closer to the consumer. The study and analysis of international documents on continuing education is necessary for the further development of the education system of Ukraine, which corresponds to the general trend of development of education systems in European and global space

The article presents a qualitative analysis of museum educational products. These products have been studied in terms of the possibility of their use in formal, non-formal and informal education. Thus, the role of the museum as an actor of continuing education has been determined. The role of continuing education in the educational process is becoming more obvious for most participants, and informal education plays a huge role in this process. It is urgent now to develop high-quality educational environment. Due to museums and their offline and online educational products, it is possible to get success. The author analyzed educational activities of leading Russian and foreign museums. As a result, the possibilities of museums as an educational institution for formal, non-formal and informal education were determined. Formal education is characterized by the network interaction of educational organizations and museums when the museum educational resources are included in the educational process. The largest number of museum educational products in traditional and innovative forms is made for non-formal or supplementary education. The traditional forms of museum educational resources include excursions, game formats for acquaintance with the exposition/exhibition (quests), museum master classes, interactive classes, as well as offline continuing education programs for a professional audience. The innovative forms include intra-museum programs, for example, performances, thematic classes within the museum’s profile, and Internet resources such as pages of official museum sites, online academies of museums, museum groups on social media, official museum channels on YouTube, webinars, virtual museums. Thus, non-formal educations could be in onsite or online training forms. Informal education can apply the museum’s resources both in traditional forms and in an innovative one. The museum online resources such as online museum games, massive open online courses (MOOC), and podcasts have the highest priority in this area. Museums and universities cooperate to get high-quality competitive educational online resources. In conclusion, it is possible to speak about a new stage in the development of museum educational activity. This stage is characterized by increasing attention to professional education by adding formal and non-formal (supplementary) educational programs, and, simultaneously, increasing the role of informal education due to online technology. It should be emphasized that museum staff could develop museum educational products for formal and non-formal education independently, but it is advisable for museums to intensify cooperation with universities to enter the online education market.

The problem of studying the gender approach in pedagogy is quite relevant today, due to changes in the modern education system in Ukraine. The goal of the gender approach is to reassess those stable traditional foundations of the education system that did not take into account the development of the individual as a representative of a certain sex and create the necessary conditions for self-realization. The article is devoted to the study of the gender situation in education, as well as the need to abandon traditional stereotypes and find new non-standard approaches, as well as to expand the educational space for the best realization of the individuality of each individual.

At present the higher education system does not meet the employer’s requests. Therefore, the concept of lifelong education is becoming more and more relevant. One of the aspects of such education is a corporate university which not only provides the necessary knowledge to work for a particular company, but also improves general cultural skills. On the basis of expert interviews (N = 100) conducted in 2017–2019. it was considered as high-tech industries are ready to participate in personnel training in order to have well-trained employees and receive economic profit. Attention is also drawn to the current state of the professional education system. The experts’ opinion on the corporate education, as well as on the basic university departments as one of the forms of such education is pondered upon. The interview is also focused on the effectiveness of continuing education courses. Attention is paid to the problems of insufficient level of professional competencies facing the employers and the possibilities of overcoming them. The experts expressed their opinion on the changes that they would like to see in the professional education system. Possible options for the development of professional training for lifelong education were considered. The article focuses on the interaction between lifelong education institutions and high-tech industries which will help bridge the gap between the education system and real production.

The paper aims to study the methodological and theoretical foundations of the development of innovations in the field of continuing professional education (CPE). The methodological foundations of the study of the phenomenon of innovation in CPE (general laws of dialectics, systemic, synergetic and acmeological approaches) are identified and characterized. The external factors of the education sector cased by globalization, internationalization, digitalization and the “force majeure” of pandemic were determined and their influence on the development of CPE in the first quarter of the XXI century was revealed. The features of the current continuing education were revealed. They were developed both under the influence of environmental factors and as a result of internal tendencies of self-organization. On the basis of a theoretical analysis of the requirements for education caused by these factors, the types of CPE problems were formulated. The necessary nature of educational innovations was substantiated. The role of innovations in resolving the problems of continuing education was described. Typical modern innovations and their role in the development of continuing education as an aspect of a person's lifelong education were characterized.

Introduction:modern conditions of development of society cause the need for further development of the professional education connected with new requirements to the maintenance of the professional training corresponding to a certain level of development of culture, personal and professional qualities, scientific and technical development of productions reflecting character of the market relations.Professional education is aimed at the development of professional and personal qualities, skills to navigate at the labor market, to establish professional cooperation, which ensures successful employment.Thus, professional education is the Central link in the training of workers and specialists.The main purpose of this article is to determine the nature and characteristics of education in vocational schools, to identify effective methods of studying the problems of educational activity.Matherials and methods: in research theoretical and empirical methods of cognition are used: methods of the analysis of materials, the analysis of literature, the analysis of documents, the analysis of works, the analysis of orally transmitted ideas, methods of the analysis of the phenomenon of education in practice, oral polls (interviews, conversations), observations, written polls, experiment, and also complex, differentiated, integrationally-methodical, polytheistic approaches.Result of the research: professional education is expressed in the unity of socialization and professionalization of the individual. A professionally developed personality is considered as a socially-professionally - integrative type of its orientation and efficiency.Professional education is considered as a set of three components: personality orientation, technical processes management, management  of technological methods of activity, which determines the effectiveness of professional work. The main integrator of professional education of future workers and specialists are objective and subjective factors of personal development, mutually supporting the success of the solution of personal, professional and social-life tasks.Universal values are of fundamental importance for professional education from the point of view of humanistic orientation, socio-economic transformations.The system of educational values highlights civil, cultural, socio-pedagogical, professional and environmental values. The formation of these values requires the implementation of integrative and professional sociological approaches to the education of workers and specialists.For professional activities, it is considered appropriate to create common and particular professional values, reflecting the specific occupations and activities.Discussion and Conclusions:the essence of professional education is defined, features of methods of research of problems of professional education, the factors influencing spiritually-moral and professional development of future workers and experts are revealed.

The research is an attempt to substantiate the system of professional education of future railway transport specialists in the conditions of lifelong education as the unity of such blocks as purposeful, informatory, operational and effective. The components of each block are analyzed, as well as the relationships between them. The essence and analysis of key characteristics of the definition of «pedagogical system» are revealed. The professional education of future railway transport specialists must meet the demands of society, as well as reflect the level of development of science and technology. Future railway transport specialists must have professional competence, which is considered to be crucial quality of specialist in the context of European integration processes, labor market mobility and growing demands of employers. The system-creating factor is the goal, that is the formation of professional competence of future railway transport specialists in the system «college-university». The research purpose is to substantiate and build the structural and functional model of the system of the future railway transport specialists professional education in the conditions of lifelong education. The research methods are analysis of psychological and pedagogical literature on research problems, pedagogical modeling, comparative analysis, systematization and generalization of results. The results. Building an authorʼs system of professional education for future railway transport specialists should be an attempt to improve the traditional system of vocational education. Such system should be based on humanistic principles, according to which each individual is of the greatest value, along with its individual characteristics, inclinations and abilities. The key methodological approaches of professional education system of future railway transport specialists should be personality-oriented, activity-oriented and competence-forming. The key principles of building the system are continuity, professional orientation, system and consistency, continuity of education, «education for the future». Conclusions. To study the system of professional education of future railway transport specialists, a structural-functional model of such a system has been built, which reflects the functional connections between the structural components of the system. The development of the model makes it possible to search for ways to improve the system of professional education of future specialists in this field. The introduction of professional education system of future railway transport specialists in the educational process will increase the efficiency of the process of training future specialists at different stages of higher education.

На сегодняшний день в условиях низкого показателя правовой культуры российского общества проблема правовой социализации молодежи становится настолько актуальной, что затрагивает интересы многих специалистов в различных областях деятельности. Прежде всего такое повышенное внимание объясняется такими факторами, как социальная трансформация личности и модификация образовательной системы, которые в первую очередь способствуют определенным трудностям в процессе правовой адаптации подрастающего поколения к новым реалиям окружающего мира. В данной работе анализируются новейшие тенденции в развитии методики преподавания правовых дисциплин в высших учреждениях профессиональной системы образования. Кроме того, представлено влияние правовой культуры на поведение человека при реализации творческого потенциала в процессе правовой деятельности и социального взаимодействия. Today, in the conditions of a low indicator of the legal culture of Russian society, the problem of legal socialization of young people is becoming so urgent that it affects the interests of many specialists in various fields of activity. First, such increased attention is explained by certain factors such as the social transformation of the individual and the modification of the educational system, which, first of all, contribute to certain difficulties in the process of legal adaptation of the younger generation to the new realities of the surrounding world. This paper analyzes the latest trends in the development of methods of teaching legal disciplines in higher institutions of the professional education system. In addition, the influence of legal culture on human behavior in the implementation of creative potential in the process of legal activity and social interaction is presented.
