Abstract Redefining recruitment systems and evaluating civil servants to take into account a number of general macroeconomic issues. Professionalization of the public function in order to identify future practical solutions to recruitment and evaluation processes is necessary to make a decision on several fundamental aspects of the public service system. Analysis of the relationship between the available human resources and the probable evolution of the quantitative and qualitative analysis of the existing resources as well as the design of future resources.

Scholars have argued that whistle-blowing is consistent with public service motivation (PSM), given that whistle-blowing is a form of self-sacrifice and concern for the public interest. Such a connection is also consistent with the Prosocial Organizational Behavior (POB) Model. However, only one article was found that examined the direct association between PSM and whether or not employees reported unlawful acts. Furthermore, no article was found to explore the relationship between PSM, whistle-blowing, and seriousness of wrongdoing—an important intervening factor that influences decisions to report. This is surprising because whistle-blowers can prevent detrimental harm to individuals and society and yet we still know little about the internal motives that cause them to come forward. Consequently, the connection between PSM and whistle-blowing was investigated further in this article. Consistent with the POB Model, PSM was positively associated with whistle-blowing generally, as well as internal and external whistle-blowing. Seriousness of wrongdoing was also found to have a positive effect on whistle-blowing. Furthermore, seriousness of wrongdoing was found to moderate the relationship between PSM and only internal whistle-blowing. The implications of the findings are discussed in the article.

The aim of the study is to analyze the existing approaches to the classification of the public services system and to develop an approach that would meet modern domestic requirements. The urgency is due to the insufficient level of theoretical organization of the general array of public services, hence the practical need for the effective functioning of all areas of the system. The results of the study reveal the relationship between the lack of a proper approach to the classification of the public service system and the heterogeneity of changes that occur in different areas of this system. The existing approaches to the concept of "classification" are considered and the author's definition is offered, it is established that classification acts as an important tool of the theory of public administration. The level of complexity of the "service" category as an object of scientific research and the "public service" category is outlined. Modern approaches to classifications of public services are given, among which it is necessary to allocate (by subjects of service rendering, subjects of reception, by groups of services, by types of services, etc.), but it is established that existing approaches do not allow to organize the whole array of public services. Therefore, the author's approach that meets the requirements of this study is proposed. The conclusions are to substantiate the impossibility of establishing a modern system of public services without the development of adequate approaches to classification. The study clarifies the concept of classification, reveals that existing approaches to the classification of public services do not allow them to properly systematize and organize, resulting in the proposed author's approach to the classification of public services by area of provision, but deserves special attention to the criterion of delegation possibility of public service.

Exigir um comportamento adequado do servidor à missão e aos limites da sua competência legal como forma de garantir a correta prestação do serviço é uma forma de incrementar a produtividade e a eficiência, além de preservar a boa imagem das instituições, e que também contribui para aperfeiçoar a conduta do servidor em todos os aspectos de sua vida funcional e privada. A metodologia de pesquisa consistiu em pesquisa bibliográfica, realizada por meio da análise de livros, artigos científicos, de revista e pesquisa documental quanto à legislação específica.</p><p>Civility is a thermometer that indicates how society, in a specific contexto and at a specific time, perceives authority, public service and the relationship between citizens and public institutions. Demanding from public servants a standard of behavior that is appropriate to their mission and the limits of their legal competence, as a means of ensuring that they do their jobs properly, is a way to increase productivity and efficiency and preserve the reputation of an institution; and it also helps improve the public servant’s behavior in all aspects of their work and private life. The research methodology consisted of an analysis of books, scientific articles and magazines, and documentary research relative to specific legislation.</p>

The regulation on the relationship of the central and local governments in Hungary has transformed significantly in the last decade. However, the government have strong tools for the control of the local activities, these tools are just rarely applied by the supervising authorities. The main transformation of that relationship could be observed in the field of the public service provisions. The former municipally based public service system was transformed into a centrally organised and provided model, thus the role of the local governments in Hungary has decreased. The centralisation process have been strengthened by the reforms during the COVID-19 pandemic.

Object: It is a social relations, developing in the sphere of formation of the civil service in the Republic of Kazakhstan. National and other countries experience indicate that it is impossible to create an effective public service system without developing scientifically based and verified concepts and features of personnel management in the public service system, which would eliminate systemic contradictions in the legal regulation. The growth of scientific interest in the problems of theory and practice of public service has objective grounds of the study. Methods: Methods of grouping and classification, as well as methods of mathematical modeling, were used in the processing and systematization of data. An econometric model was constructed. Findings: While investigating the features of personnel management in the system of civil service of Kazakhstan, it was revealed that the civil service is based on certain principles, on the basis of which it is possible to carry out personnel planning to respond to changes in the needs of the public service. The authors hypothesized, there is a relationship between the indicator "Services in the field of public administration; services in the field of mandatory social security" and the factor "The list number of employees in the field, mandatory social security" and "The average monthly salary of civil servants". A regression analysis was performed to prove or disprove this hypothesis. Conclusions: Based on the analysis we can say with confidence, the hypothesis put forward about the relationship between the indicators in previous stage are confirmed. The authors comes to the conclusion that the staffing of civil servants is a necessary management process, since the effectiveness of the activities of public authorities is largely determined by the quantity and quality of resources for effective public administration

This article describes the civil service in the Republic of Uzbekistan, including the civil service system, regulatory documents, the need and importance of their improvement. At the same time, the article focuses on improving the procedure for admission, passage and termination of civil service, labor and responsibility of civil servants in general, reducing a number of legal gaps in the legislation on civil service, creating a transparent mechanism for admission and transition to the civil service, including the development of selection procedures , training and placement of modern and innovative personnel in the public service. In addition, proposals and recommendations have been developed to improve the civil service in the Republic of Uzbekistan.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

This study aims to determine the index of public satisfaction in public health center services in Sumenep Regency and the relationship between the services to the public satisfaction. The analysis measured the index of public satisfaction and logistic regression methods to determine the effect of the relationship on total satisfaction in the health services of Public Health Center. The results of the study are the alignment between interests and patient satisfaction is still not aligned, there are still differences between interests and satisfaction, the pattern of the result is the relationship between the assurance dimension to the service satisfaction of the public health center, and the results of the index of public satisfaction  values show that the results of the community assess the public health center performance is very good by getting an A grade. Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.
