AbstractIn this article, we compare the solutions which the largest Polish cities apply to effectively manage and administer public urban transport. We pay attention to the legal, administrative, and political limitations of current activities; we also analyse public transport strategies in terms of plans for the future. We state that large Polish cities prefer to entrust public transport services to fully dependent companies, do not seek to diversify service providers and do not allow the coexistence of public and private operators. Our research is the first comparative study which has used the eleven largest Polish cities as a research sample. Its results are important not only for decision-makers, but also for entrepreneurs in the transport industry. Not only does our analysis prove that, currently, urban transport in the largest Polish cities is carried out mostly by companies which fully belong to cities, but also that the future strategies of the target state will not be determined by political decision makers at all, or no significant changes are foreseen. In the largest Polish cities in the future, the tramway sector will be fully controlled by municipal companies; in the bus transport sector, private carriers will be able to count on a maximum of 20–30% share of transport work while the railway sector will remain under the control of regional administration, not local urban administration.

Platformization affects the entire urban transport sector, effectively blurring the division between private and public transport modalities; existing public–private arrangements have started to shift as a result. This chapter analyzes and discusses the emergence of a platform ecology for urban transport, focusing on two central public values: the quality of urban transport and the organization of labor and workers’ rights. Using the prism of platform mechanisms, it analyzes how the sector of urban transport is changing societal organization in various urban areas across the world. Datafication has allowed numerous new actors to offer their bike-, car-, or ride-sharing services online; selection mechanisms help match old and new complementors with passengers. Similarly, new connective platforms are emerging, most prominently transport network companies such as Uber and Lyft that offer public and private transport options, as well as new platforms offering integrated transport services, often referred to as “mobility as a service.”

The article discusses the main activities of state authorities, labor collectives of transport enterprises in Western Siberia to improve the operation of urban public transport in the region during the eighth five-year plan (1966-1970). During the study period, the increase in the level of transport services for urban residents was directly related to measures to develop and strengthen the material and technical base of passenger transport enterprises, technical re-equipment of automobile and tram rolling stock, and construction of a new type of public transport in Western Siberia – the urban trolleybus. The author comes to the conclusion that during the eighth five-year plan, urban public transport enterprises in the region received significant material and technical development, which became the basis for increasing the volume of passenger traffic and improving the quality of transport services for the urban population of the West Siberian region

The assumptions and goals of sustainable urban mob ility are defined in global and national documents, for example, the United Nations 2030 Agenda and in the Transport Policy of the State of Poland for 2006–2025. Achieving these goals is a long process. Tools and actions have been identified that play a fundamental role in achieving sustainable mobility, and various methods of measuring the effectiveness of these activities have been presented and compared. The article presents the following research hypotheses: achieving the goals of sustainable mobility through the development of the public transport offer requires the use of modern management methods, it is necessary to identify the main attributes of public transport that determine the use of this type of transport and to finance those elements of the transport offer that correspond to these attributes. The aim of the article is to assess the role of public transport as an element of sustainable mobility and to explain the reasons for unsatisfactory policy effects in Poland. Analysing the effectiveness of actions and tools used in Polish cities in achieving the goals of sustainable mobility, the processes of management in public transport and shaping the attributes of transport services and technical solutions were selected for the analysis. The analysis was carried out on the example of selected Polish cities. On the basis of the conducted research, the authors formulated conclusions: the idea of sustainable mobility development is an element of the transport policy of modern European cities, achieving sustainable development requires changes in the structure of urban transport, effective implementation of a sustainable mobility policy leads to changes in transport behaviour, the condition for increasing the share of public transport is to increase the attractiveness of its services. Detailed conclusions were defined in relation to selected Polish cities, in particular Gdańsk and Gdynia. The use of public transport by people who can travel by car can be increase by affecting the freedom to use passenger cars in cities through traffic and parking restrictions. The most effective tool that limits the use of private cars turns out to be parking fees in the city. Conclusions from the conducted research allowed us to confirm the research hypotheses of the article.

The urgency of the problem under investigation is caused by the presence of contradictions that have arisen in the public and private regulation of relations in the provision of services to the population in the sphere of urban public transport and predetermines the need for coordinated legal regulation of transport relations, taking into account the specific functioning of public urban transport and its regional features. Such an approach will allow building public relations in the field of transportation in order to ensure not only effective regulation, but also its effective protection. Conclusions: In this connection, it is proposed to create a regional concept of transport development that takes into account the socio-economic characteristics of the region on the basis of monitoring of administrative-territorial units in order to identify priority areas and increase transport accessibility in every city in the region. Further improvement of the legislative regulation of this sphere will be futile without realizing that under current conditions the socio-economic and natural conditions of each particular region should be taken into account; it is simply necessary, as well as building parity between the population, the transport companies and the state.

The urban population of Africa, the fastest urbanizing continent, has increased from 19% to 39% in the past 50 years, and the number of urban dwellers is projected to reach 770 million by 2030. However, while rapid urbanization has increased mobility and created a subsequent growth in demand for public transport in cities, this has not been met by the provision of adequate and sustainable infrastructure and services. The majority of low-income residents and the urban poor still lack access to adequate transport services and rely on non-motorized and public transport, which is often informal and characterized by poor service delivery. Lack of access to transport services limits access to opportunities that aren’t in the proximity of residential areas, such as education, healthcare, and employment. The urban public transport sector not only faces the challenge of poor service provision, but also of gender inequality. Research shows that, in the existing urban transport systems, there are significant differences in the travel patterns of and modes of transport used by women and men, and that these differences are associated with their roles and responsibilities in society. Moreover, the differences in travel patterns are characterized by unequal access to transport facilities and services. Women are generally underrepresented in the sector, in both its operation and decision-making. Women’s mobility needs and patterns are rarely integrated into transport infrastructure design and services and female users are often victims of harassment and assault. As cities rapidly expand, meeting the transport needs of their growing populations while paying attention to gender-differentiated mobility patterns is a prerequisite to achieving sustainability, livability and inclusivity. Gender mainstreaming in urban public transport is therefore a critical issue, but one which is under-researched in East Africa. This research explores gender issues in public transport in East Africa, focusing in particular on women’s inclusion in both public transport systems and transport policy decision-making processes and using case studies from three cities: Nairobi, Kampala and Dar es Salaam.

The expediency of the organization of the combined mode of traffic on city bus routes with taken into account the introduction allocating a priority lane in order to increase transport demand, due to involving interests of transport companies and the requests of passengers in terms of quality, reliability and safety are considered. As the level of motorization increases, a significant number of road accidents (accidents) are recorded by the Road Traffic Safety Administration in Ukraine, with not only an increase in their number but also their severity. Most road traffic accidents occur with the participation of city buses. In order to reduce the risk of vehicle collision and improve traffic safety, it is proposed to organize the movement of urban transport vehicles on a dedicated lane. To assess the possibility of implementing high-speed traffic or BRT-like systems by allocating a lane for urban transport routes, Kharkiv city route system was considered with various factors in mind. From the considered urban routes for further consideration regarding the implementation of the dedicated (specialized) lane for routes of the urban transport, the route network of the Slobidsky district of Kharkiv city was selected. Obtained indicators of the route № 226e of Kharkiv during full-time observations in the peak period and the use of the objective function of the feasibility of introducing a combined mode of traffic on city routes indicate that when organizing a combined mode of traffic on the route № 226e, a rational ratio of the number of vehicles is 4 buses operating normally and 2 in express mode. In this ratio, the total cost is minimal, which satisfies both the interests of the transport company and the interests of passengers. The assessment of the feasibility of organizing a combined mode of traffic on urban routes, taking into account the implementation of a dedicated lane indicates that such a process contributes to the reduction of harmful emis-sions into the air and increases the demand for urban passenger transport services by improving the quality of service. The results show that the implementation of a dedicated (specialized) lane for urban transport routes has the effect of reducing the likelihood of an accident, increasing the level of traffic safety along the route. Introduction. The results of the research of the social and economic preconditions and perspectives for the services market development of Ternopil city public transport are presented in this article. The population dynamics, migration level, wage level, household composition, household expenditure structure etc. are investigated here. The perspective of transport services monetization in view of the amount spent on the provision of urban public transport in Ternopil is analysed. Purpose. The article aims to identify social and economic preconditions and directions of development of the market of urban public transport services on the example of Ternopil region. Method (methodology). The results of evaluation of quality of urban public transport services which are carried out on the basis of personal interview and statistical review are presented in the article. Results. The survey has investigated the slow dynamics of social and economic indicators of development of Ternopil region through the prism of transport services consumption. The innovative state of urban transport in Ternopil city has been determined as satisfactory one. It has been proved that the monetization of transport services in Ternopil region does not have sufficient financial resources. It has been substantiated that strategic vectors of urban public transport should be based on the creative implementation of European experience and a harmonious combination of economic, environmental and social aspects. The results of the study can be used by scientists and graduate students in the field of public administration, marketing and management, managers of public transport enterprises.

Systematization literary sources and approaches for solving the problem of ecologists of «smart» city indicates that among factors that probably can affect the innovativeness of Ukrainian providers of urban public transport services have been used environmental factor, marketing expenses, financial potential, wear rate, level of quality of service, level of management skills, market share, tariff for passenger transportation. The purpose of the study is to identify the ways to improve the innovativeness of urban public transport service providers of the regional centres of Ukraine. The main aim of the research is to estimate the impact of several factor variables on the resulting attribute used multivariate regression analysis, which provided an adequate model. A significant contribution to the development of the theory and methodology of management of urban public transport enterprises were made by Nunes, Krasnyanskiy, Umpleby, Walters, Huang, Morchadze. The results of the evaluation of the innovativeness of Ukrainian providers of urban public transport services carried out based on the mathematical multifactor model are presented in the article. In January-March 2018, the authors initiated a study on the current state of urban public transport in regional Ukrainian cities. Methodological tools of the research were multivariate correlation-regression analysis and survey (the requests for public information were submitted by the Law of Ukraine «On Access to Public Information» to all city councils of Ukraine's regions except temporarily occupied territories). The study included a survey of 20 experts (marketers and experienced managers of transport companies) to determine weighting factors and the level of innovativeness through questionnaires. The expert evaluation was carried out using the marks method. The research has shown that the size of the innovativeness of providers of public transport services can be successfully interpreted through functional and statistical dependencies, which reflect the general and individual laws of the development of such entities using multi-factor mathematical models. The econometric model was tested for the adequacy with the Fisher criterion and the presence of autocorrelation. The research empirically confirms and theoretically proves thatsuch controllable factors are an environmental factor, financial potential, level of quality of service, level of management skills, the tariff for passenger transportation. The model can be used to predict the influence of controllable factors at the level of the innovativeness of providers of urban public transport services. The results of the research can be useful for scientific and practical workers, teachers, students of higher educational establishments. Introduction. The article presents the results of the research of communication activity of Ukrainian public service providers in Internet and perspectives for the development of marketing of city public transport services. The level of public relations management, the positive publications about the service provider, the presence of interactive capabilities, the presence of social advertising of public transport services, the level of positioning of service providers and image support, a function of management of customer relations are investigated. The article analyses the market of Internet researches in Ukraine and identifies the main factors influencing the development of the market. Purpose. The article aims to identify the level of communication activity of Ukrainian public service providers in Internet and vectors of the market of Internet marketing research development. Method (methodology). The results of evaluation of communication activity of Ukrainian public service providers in Internet, which are carried out on the basis of personal observation and statistical review, are presented in the article. Results. "The availability of interactive capabilities" has been determined as the most developed parameter of the sites of providers of urban transport services. "The function of management of relationships with customers" has been defined as the least developed parameter. Thus, the element "promotion" has been recognised as the most popular one among Ukrainian providers of urban transport services. The results of the study may be useful for scientists and graduate students in the field of public administration, marketing and management, managers of public transport enterprises.

The subject of the study is the formulation of strategic measures to improve the quality of public transport services. The goal is to justify a set of strategic measures aimed at improving the quality of public transport services. To achieve this goal, the following research objectives have been identified and solved: to establish the specifics and principles of effective strategic planning for urban transport services provision; to identify the features of urban transport services system; to identify the main measures for urban public transport services development, in particular, for the city of Kyiv. To achieve the goal of the study, a set of system theory methodologies has been selected. In modern science, this approach is considered to be the most productive and capable of providing a high degree of verification of the results obtained. As a result of the study: 1) a complex of strategic measures is substantiated, aimed at improving the quality of public transport services, namely: optimization of modal transportation; integration of modal transportation; optimization of road space; increasing the bus fleet; improving bus design and increasing the comfort in passenger compartments; selection of fare forms; development of information systems of interaction; compliance with the Traffic Laws and passenger transportation rules; increase of internal efficiency of transport operators’ activities; use of information technologies; increase of transport operators’ incomes; 2) the specifics and principles of effective strategic planning for urban transport services provision are established. They consist in applying an iterative approach to strategic planning. Its advantages are due to simultaneous execution of any strategic planning work (from writing the following elements of the strategic plan to the fulfilment of its objectives) with continuous analysis of results obtained, which makes it possible to adjust the works according to the changing environment conditions; 3) the features of the urban transport service systems are revealed, namely: urban public transport systems are complex open dynamic socio-economic systems. We consider multimodality of external environments, multifactoriality of external influences, presence of internal imbalances in systems as one of the main reasons for their unsatisfactory state. Therefore, a multifaceted approach is needed, which takes into account the maximum number of factors and combines a range of measures to improve the quality of urban passenger transportation; 4) the main measures for the development of urban public transport services, in particular, for the city of Kyiv, are identified, namely: ensuring multimodal public access to public transport stations and public places; organization of information and communication interaction between all elements of the passenger transportation system; use of various forms of urban public transport fare; mathematical modelling of integration interaction of different types of public transport.
