Abstract The article examines the issues of intersectoral price relations in agri-food chains in Ukraine. It is proved that the imbalance of relations between different spheres of the agro-industrial complex due to price disparity causes the withdrawal of financial resources from one industry to another, without creating conditions for expanded reproduction. The factors influencing prices in agri-food chains are systematized: inflation, disparity, currency fluctuations, sales channels, etc. It is confirmed that the subjects of entrepreneurial activity of the agricultural sector of economy operated in conditions of price disparity during 2000–2019, which led to a relatively low value of their profitability. At the level of a participant in the chain of food industry entities, the price index for food industry products has been exceeded over the agricultural level, but there is a very low level of profitability – 1.4% in 2019. Analytically proved existence of a disparity between retail prices for food and agricultural products provides a profitability of wholesale and retail trade at 15.8–23.3%. Violation of the equivalence of exchange in supply chains at the level of wholesale and retail trade leads to the entry of agricultural enterprises into vertically integrated associations of the holding type. It is substantiated that ensuring the equivalence of exchange in agri-food chains requires the introduction of a set of value-added tools in the agricultural sector of antitrust regulation, market infrastructure development, rural cooperation and integration, and support for the development of small producers.

The article is devoted to the study of the problems of infrastructure developing that ensures the economic security of small and medium-sized entrepreneurship in the agro-industrial complex, the analysis of factors restricting the development of SMEs and their support institutions is carried out, measures to overcome the problems of developing the infrastructure ensuring the economic security of SMEs are proposed. Infrastructure development depends on the capabilities of SMEs, and the opportunities are due to the influence of the external environment. To assess the situation, a survey of agricultural entrepreneurs was conducted, and according its results entrepreneurs noted the most significant factors limiting the development of SMEs: difficult access to loans, external financing; lack of own funds for business development; taxation; strong competitors, etc. Among the problems that hinder the development of infrastructure were noted: the financial illiteracy of start-up entrepreneurs, the low level of entrepreneurial activity and the income received by SMEs, the disproportion in the distribution of support institutions across the Orenburg region and, as a result, their absence in remote areas and rural areas. To overcome these problems, the creation of institutions for training and retraining entrepreneurs and the “Business Center for Small and MediumEnterprises”.

An efficient development of the agricultural sector of the economy of Ukraine is possible only under the condition of stability and optimality of tax legislation, while its constant changes adversely affect the activities of agricultural enterprises. Therefore, the State support and the creation of favorable conditions for development will allow the agro-industrial complex to become a highly efficient and competitive sector of the economy. The article is concerned with studying and analyzing the transformational changes in taxation of agricultural producers in Ukraine. Both the positive and the negative consequences of tax reforms implementation are examined, in particular, the results of the introduction of a single tax for the taxation of agricultural enterprises are considered and the dynamics of volumes of its revenues to local budgets is analyzed; the main problems that arose in the agricultural sector as a result of the reform carried out by the State on receiving the value added tax (VAT) from agricultural enterprises are distinguished and the impact of this reform on the profitability of these enterprises is disclosed. Efficiency of the introduction of the system of budget subsidies for agricultural producers, which were provided to them in connection with the abolition of a special VAT tax regime, is analyzed. Since support for the agricultural sector is one of the strategic priorities for the development of the national economy, the main aspects of the processes of further reform of the taxation system of agricultural enterprises are distinguished. This will increase the efficiency of their activities, improve the financial condition and develop agricultural production in Ukraine. As a result, this will have a positive impact on the increase in tax revenues to budgets of all levels and reduce attempts to evade taxation.

The article considers the peculiarities of the formation of intersectoral relations in the agro-food complex of the country, taking into account their impact on the creation of value added by type of economic activity. The need to ensure the principle of equivalent intersectoral exchange and components that contribute to the increase of value added has been proved. It is established that during 2010-2018 the value of gross agricultural output in the prices of the reporting year increased 4.6 times, but in comparative prices in 2016 there was an increase of only 1.41 times, which is evidence of the impact of inflation. It is determined that the share of the processing industry in 2010-2018 in the structure of gross domestic product decreased by 5.8%, which is an unfavorable factor in terms of opportunities for value added. There was an increase in the share of agri-food exports in the structure of total exports compared to 2018 by 5 percentage points, the largest increase in supplies of crop products, which occurred due to the imbalance of relations between producers and processors of agricultural products. It is estimated that during 2010-2018 in agricultural enterprises gross value added increased 6 times, in households - 3.4 times. It is substantiated that there is an increase in the volume of unearned gross value added of business entities in the field of agriculture during the study period from the violation of the equivalence of intersectoral relations, which exacerbates the crisis in the industry. It is established that in basic prices the volumes of production of gross value added of the food industry increased for the period of 2000-2018 almost in 1,7 times, and with use of a deflator only by 50%. The growth of the share of GVA in trade in the overall structure of gross value added is proved, which indicates the strengthening of its role in the formation of value added of agri-food. The calculation of the change in the value of airborne forces using the deflator proves a slight increase, which suggests the effect of inflation on the value of the indicator. It is generalized that unfavorable conditions for the formation of gross value added due to inequality of exchange with the food industry and trade have been created for agriculture, which requires the introduction of the process of regulating the formation of gross value added of the agricultural sector. Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

The article defines the innovative potential of the member countries of the Eurasian Economic Union (hereinafter — the EAEU, the Union), assesses the structural ratio of trade in agricultural products in the total food consumption of the EAEU. The internal investment potential of the EAEU countries is described. The article considers the mechanism of foreign direct investment as a tool for increasing the gross value added of goods during their cross-border movement in the member countries of the Eurasian Economic Union. The dynamics of retail trade turnover in the EAEU is presented. At the same time, in the global aspect, topical issues of the quality of investments in the agro-industrial complex are touched upon, since their volumes do not meet the needs of financial support. At the same time, the mechanism of accelerating the turnover of investment capital is analyzed through the prism of identifying and assessing the state of poverty in rural areas as a risk factor for the agro — food policy of the EAEU member states. At the same time, it is most important to increase the level of food independence of the EAEU member states, to ensure conditions for the growth of the number of new high — performance jobs. The issues of production and consumption of marketable products in the EAEU member states are studied, taking into account the dynamics of prices and the socio-economic situation in the foreign trade space. Based on the generalization of the experience of integration associations of the world economic system, the article concludes that it is necessary to introduce a comprehensive intellectual system into the value chain of commodity products created in the analyzed states. The authors systematize the priorities of the conceptual development of economic relations in the integration of foreign trade processes in the EAEU until 2030. In the system of assessing the mechanism of cross-border traffic through the EAEU, the authors focus on the issues of optimizing the speed of delivery of goods from the seller to the consumer and the modernization of the road transport and logistics infrastructure of the member states of the Union. Based on the analysis of the logistics efficiency index in foreign countries, the necessary conditions for achieving the key effects of the economic development of the EAEU until 2030 are proposed.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.
