Purpose. The aim of the article is substantiation of theoretical and methodological principles and development of practical recommendations for the formation and implementation of innovative technologies in the production of agricultural enterprises. Methodology of research. General-scientific and special research methods are used in the process of research, in particular methods: dialectics and scientific abstraction – in determining the essence of the innovative model of development of the agricultural sector of the economy; economic and statistical – when analysing the current state of implementation of innovative technologies in the agricultural sector of Ukraine; monographic – used in presenting the results of the study. Findings. Theoretical bases of formation of innovative mechanisms and their introduction in agrarian sector are covered. Theoretical and methodological approaches to the management of innovative technologies in the production of agricultural enterprises have been formed. Organizational and economic measures for the introduction of innovative technologies in the production of agricultural enterprises are substantiated. Originality. The mechanism of introduction of innovative technologies in agricultural production in the conditions of unfavourable investment environment in Ukraine is improved, which in contrast to the existing mechanisms provides integration of state instruments of support and regulation of the industry and implementation of state and regional programs at the expense of state and local budgets. In the paper it is offered to allocate production-technological, organizational-administrative, selection genetic, economic and social-ecological mechanisms of integration of innovation in various subsystems of agricultural sector. The production and technological mechanism is a priority in providing state support for the development of animal husbandry and processing of agricultural products. Practical value. Scientific developments will allow to form in Ukraine an effectively functioning agro-industrial complex with optimal financing based on the introduction of innovative technologies in the production of agricultural enterprises. The development of the agricultural sector, like any other sector of the economy, depends significantly on funding. Insufficient funding is holding back a significant increase in the efficiency of agro-industrial enterprises. Information on the importance of agricultural enterprises in the development of Ukraine's economy is given. The article analyzes the results of the budget program PCECC 1201150 "Financial support of agricultural producers" in 2020, the current state and trends in lending to agricultural enterprises. Analyzing the attraction of soft loans by businesses in the agro-industrial complex in 2020, it was found that most agricultural enterprises need funds to replenish working capital, and long-term loans are in demand due to the need to upgrade fixed assets and construction and reconstruction of production facilities. Some programs confirm that the priority areas of state support for agricultural producers in 2021, as in previous years, are the development of animal husbandry, horticulture, farming, as well as cheaper loans and purchase of agricultural machinery. The results of the state program "Affordable loans 5-7-9%" are presented, according to which agricultural enterprises received almost half of the total amount of loans issued. The specific features of the agro-industrial complex presented in the article are the factors holding back their lending, so we believe that it would be appropriate to consider the creation of a specialized agricultural bank that would lend to small and medium-sized agricultural enterprises. The services of commercial banks that they offer for enterprises in the agricultural sector are analyzed. The variety of services and programs is due to the desire of banks to attract as large a range of enterprises in the agricultural sector to provide them with funds for further development.

The issues of performance audit of the use of budget funds aimed at the development of the agricultural sector of Kazakhstan are investigated. The relevance of the problem under consideration is due to the significant influence exerted by such a performance audit of the use of budget funds on all processes that subsequently occur in the agricultural and agro-industrial sector of Kazakhstan. Proper execution of the audit helps to increase responsibility, transparency, as well as accountability for the activities of government bodies responsible for its implementation. A comparative analysis of the development of the audit of the distribution of budget allocations in other countries is given. The formulations of the performance audit of the use of budget allocations adopted in various state systems are sequentially considered. The article provides a detailed analysis of the performance audit of the state programs implementation in the field of agriculture. The current state programs are assessed in relation to targeted budget allocations and established financial irregularities, and it is clearly demonstrated that the performance audit occupies an appropriate place in the system of state and local financial control in Kazakhstan. Prospects for research in this direction are determined by the possibility of developing clear criteria for assessing the effectiveness of the use of budget funds that are directed to the development of the agricultural industry and other economic sectors of Kazakhstan. Fundamental criteria are being developed to compare the effectiveness of targeted budget allocations in Kazakhstan, in comparison with other states. The applied value of the research in this direction is determined by: identification of the mandatory criteria for evaluating the performance audit in this direction, determination of the influence degree of the targeted use of budget funds for the further fully-fledged development of the agro-industrial complex of Kazakhstan and other regions as a whole. It is also important to identify the main shortcomings of the agrarian policy of Kazakhstan in comparison with other states and to identify the main opportunities to overcome this problem through the competent spending of budget funds.

The article studies the theoretical and methodological principles of investment support for agricultural enterprises development strategy. Under modern conditions, when the Ukrainian producers are forced to revise the strategic guidelines for their own development as a result of the lost traditional markets for agricultural products, the investment support for implementing the long-term development programs becomes especially topical. Such elements of investment support for enterprise development as investment environment, investment potential and investment climate, have to be considered not only by the commodity producers but also influenced by the state on a regular basis. The enterprises investment support system is dynamic and flexible in terms of quite turbulent modern economic development of Ukraine, it is constantly transformed under the influence of a wide range of factors. This requires the formation and implementation of an effective national policy to attract foreign investment, to boost the investment attractiveness of the national economy as a whole, to ensure an adequate protection level of investments and to implement other system measures to create a favorable investment environment. The study of the livestock sector development trend in Ukraine shows that after years of neglect to the industry development by the state we face degradation, evidenced by the negative dynamics of both volumetric and qualitative indicators. In terms of the research the attention was paid to the development of tools for forecasting the investment support impact on the livestock enterprises development indicators in order to use the predictive model in strategic planning.

Purpose. The aim of the article is to research budget support areas for logistical support of technological updating of production and modernization of activity of agricultural enterprises. Methodology of research. The methods of generalization, systematization, analysis, abstraction are used in the process of research to determine the directions of budget support for technological updating of production and modernization of activities of agricultural enterprises in the context of budget programs. The scientific base of scientific research was composed of scientific works of domestic scientists-economists and legislative and regulatory documents on budget support for the agricultural sector of the economy. Findings. The necessity of state support of technological updating of production and modernization of activity of agricultural enterprises is substantiated. Areas of budget support for material and technical support for technological upgrading of production and modernization of agricultural enterprises are identified and analyzed, in particular within budget programs for: partial reimbursement to the economic entities of the cost of construction and reconstruction of livestock farms and complexes and enterprises for the production of compound feed; budget livestock subsidies and state support for crop production; state support for animal husbandry; providing financial support to agribusiness entities through the mechanism of cheaper loans and offsetting of lease payments; financial support (development) of farms; partial compensation for the cost of sophisticated agricultural machinery of domestic production; partial reimbursement of the cost of construction of new greenhouse complexes; financial support for activities in the agro-industrial complex. Originality. The role of budgetary programs on technological updating of production and modernization of activity of agricultural enterprises are defined, analyzed and substantiated. Practical value. The obtained results of the study can be used to organize the process of technological updating of production and modernization of agricultural enterprises. The article analyzes the issues of financing the innovative component in the agribusiness of Russia. The article brings the analysis of the main indicators of agricultural production and reveals the current state of development of the agricultural sector. The authors highlight the features of the innovation process in the agricultural sector and the main directions of innovation in the activities of agricultural enterprises. The article also analyzes the main indicators of innovative activity in agriculture for the period 2016-2019. The work describes the sources of financing of innovation activities and the structure of institutions to support the innovation component in the agribusiness. The authors proved that the banking system is reluctant to lend to agricultural enterprises, and only a few Russian banks finance innovative developments in the agricultural sector. It is concluded that for the successful development of the agro- industrial complex, it is necessary to introduce innovations in production technologies, which requires increasing investment, as well as strengthening state support for the industry.

Despite modernization, digitalization, and informatization of human activity, economic systems continue to depend on natural factors. First of all, this applies to the agricultural sector, which depends on the dynamics of temperature, amount of precipitation, which affect the cultivation of crops, state of pastures, which is important for the development of animal husbandry. The purpose of this article is to analyze the situation in the Republic of Kalmykia in 2020 caused by natural and climatic disasters. For this purpose, the author used such methods as the analysis of documents, materials of the national and federal media, observation, interviewing during a scientific expedition to the regions of the republic. This approach allowed us to hear the opinions of rural residents whose livelihoods were affected by the unprecedented climatic drought and get a reliable picture of the consequences of the natural anomaly. The Republic of Kalmykia is the driest in the southern part of European Russia. Rural areas of the republic are regularly affected by drought, one successful year alternates with two or three unfavorable ones. The analyzed year of 2020 was the driest, which brought huge losses to the agricultural sector of the republic. About 54 agricultural organizations and 1,416 peasant farms were affected, the productivity of pastures in the republic fell by two or three times due to the drought, and even more in the most affected areas. Agricultural producers suffer huge losses, which will further affect the development of the region’s agro-industrial complex. The article analyzes how internal (agricultural enterprises, farms, authorities, the Ministry of Agriculture) and external resources (federal authorities) interacted in overcoming the emergencies. The lack of scientific analysis of the relationship between natural, climatic and economic factors hinders not only the adoption of the necessary measures to support the region, but also the prevention of negative consequences of various natural anomalies, and the timely and adequate response to them.

The paper describes the current state of the livestock industry and the problems that accompany it. The volumes of cultivation and sale for slaughter of farm animals, as well as the volumes of production of milk, eggs, wool, honey are analyzed. Significant structural changes during 2000-2019 in meat production by agricultural enterprises were revealed. The clustering of regions of Ukraine under similar conditions of development of the enterprises of the agricultural sector specializing in animal husbandry is carried out. According to the results of the analysis, 4 clusters were identified, which gave rise to the possibility of forming (developing) joint effective organizational and economic mechanisms to intensify the development of livestock enterprises, favorable for implementation within the cluster. Sustainable development of agriculture, including livestock, is essential to reduce poverty and ensure food security and nutrition, designed to meet the growing demand of the world's growing population for safe and guaranteed affordable food of animal origin, which is grown in compliance with increasingly stringent requirements, while protecting the environment. In the process of this study, attention is focused on the development trends of enterprises specializing in animal husbandry. The current state of the livestock industry is characterized by a number of problems, manifested in the following: – imbalance in the development of the agricultural sector: livestock significantly lags behind in terms of development compared to the crop sector; – low level of commodity production: the share of households in the production of livestock products, especially in the livestock sector, remains decisive; – low investment attractiveness: high cost of money in combination with a long payback period constrains investment in the development of the industry; – Insufficient level of consumption: consumption of meat and dairy products per 1 person is lower than reasonable norms; – a threatening epizootic situation: the spread of African swine fever threatens the entire pig industry. The application of multifactor statistical (cluster) analysis made it possible to group the regions of Ukraine under similar conditions for the development of agricultural enterprises specializing in animal husbandry. This provides opportunities for the formation (development) of joint effective organizational and economic mechanisms to enhance the development of livestock enterprises, favorable for implementation within each cluster (subject to the specifics of each region).

Introduction. In domestic historiography for many decades personal subsidiary plots were viewed as some rudiment of a non-socialist form of farming in the country’s agricultural sector. In accordance with the political principles of party ideologists, most researchers in every possible way emphasized the futility of the personal subsidiary plots and the inevitability of their soon withering away. And at the beginning of the XXI century they re-main a kind of “islands” of small business in the countryside and the main form of earnings for the total mass of rural workers. The main objective of this study is a comprehensive analysis of the current state of personal subsidiary plots of the rural population of Tatarstan in the context of determining the main socio-economic indicators in relation to the study area; identification of the most important development parameters of this form of small business. Materials and Methods. The scientific study is based on source materials from various government departments (including the Tatarstan Statistical Office), newspaper and journal periodicals, as well as data from historical, economic and sociological literature. When writing the article, the author was guided by the principles of historicism, complexity and objectivity. The research is based on the methods of historical science: problem-chronological, comparative-historical, systemic, etc. Results. During the study, the current state and indicators of the development of personal subsidiary plots of the rural population of the Republic of Tatarstan were systematically reviewed, in particular, their participation in the structure of regional gross income. It has been established that the main branches of economic activity of peasant farmsteads are vegetable growing and productive animal husbandry. It is proved that the strengthening of the positions of large investors in the village led to the curtailment of certain branches of production of personal subsidiary plots and their transition to a consumer rate of management. Discussion and Conclusion. The intensive development of various forms of small business in the post-perestroika period, including personal subsidiary plots of the population, intensified the market diversification of the economy of the agricultural sector in general and of high-quality peasant farmsteads in particular. During the forced dismantling of the collective farm and state farm management systems and the formation of new forms of entrepreneurship, peas-ant farmsteads became not only the economic basis for the existence of the rural population, but also a form of self-preservation of many settlements.

The article is devoted to the study and analysis of the current state of the animal husbandry industry in the Republic of Kazakhstan in the context of regions. The indicators of the dynamics of the number of livestock of farm animals for the period 2015-2019 by regions, indicators of productivity in the industry, indicators of the volume of production of meat products are analyzed. The dynamics and structure of costs in the country’s livestock industry are also considered.Today, one of the most pressing problems in the development of the agro-industrial complex is the low level of labor productivity due to low automation and digitalization of technological processes. The need to meet the demand for livestock products in the domestic market of the Republic of Kazakhstan, as well as to increase its export resources, poses a challenge for Kazakhstani science and practice to develop, scientifically substantiate and master modern technologies for the production of low-cost, environmentally friendly, competitive products of the industry. They should be resource-saving, aimed at maximizing the use and improvement of the genetic potential of farmed farm animals, adapted to the specific natural and economic conditions of the regions of the republic. The development and mastering of such technologies will make it possible to weaken the negative impact of the industry on the environment, reduce the cost of material resources, and effectively use the available land and water resources [5].The main problems hindering the effective development of the country’s livestock industry are identified. The promising strategic directions for the development of this industry have been determined. From the point of view of experts of the financial organization, the country has good potential and opportunities to export its beef and pork to China, and the lamb of the Edilbay sheep breed to the countries of the Middle East.

The description of the main characteristics of the modern stage of development of information technology and global trends in digitalization is given. A brief information is given on the state of informatization in Russia as a whole, as well as in the country’s agriculture. A comparative analysis of the level of digitalization in rural areas and urban districts is given, the main reasons for the differences are highlighted. The necessity of information technologies development in the agricultural sector of the economy, as a factor in ensuring the country’s food security and a factor in the competitiveness of domestic agricultural products, is substantiated. The features of intellectual agriculture, its benefits for producers and for the population are shown. The dynamics of innovative technologies development is given based on the digital economy in recent years with the release of lagging branches of the agro-industrial complex. The regional differentiation of digitalization of the economy among the population is shown, the interrelation of the informatization level of the population with the development of innovative technologies in the economy of the region is shown. Using the example of cellular communication development, the convergence of digitalization level in cities and villages of the country has been proved. The main problems hindering the information technologies development in agriculture and new solutions adopted at the level of the President and the Government of Russia on the development of informatization are highlighted. The most promising areas of agricultural transformation are shown, focused on the digitization of various aspects of the industry and infrastructure production and sales.
