Background in this research begins with the existence of two kinds of tourism that is mass tourism and Alternative tourism, where in Alternative tourism there is one kind of tourism that is Ecotourism. Marine Tourism is one form of ecotourism. Labuan Amuk Beach has great natural potential to be developed. Lots of activities that can be done at Labuan Amuk Beach such as snorkeling and fishing. The purpose of this research is to know the existing condition of Labuan Amuk Beach, to develop product activity through its own natural potential, to identify product development opportunities, and to describe marine eco-tourism principles in Labuan Amuk Beach. Data collection in this research is done by observation, interview, and documentation. The method used in this research is qualitative method and the collected data is analyzed descriptively qualitative.The result obtained in this research is the existing condition of Labuan Amuk Beach which consists of attraction, accessbilites, amenities, and anciliary. While the potential is in Labuan Amuk Beach is the potential of nature and get what are the opportunities of product development and know the explanation of the principles of marine ecotourism at Labuan Amuk Beach Some suggestions that should be considered in this research are improvements to the role of government as facilitators and local communities as participants. In addition, the need for cooperation between stakeholders to synergize with each other to develop tourism in Labuan Amuk Beach. Keyword : Development, Potential, Product, Marine Ecotourism

This study aims to describe the role of local government and the participation of Micro, Small and Medium Enterprises in the development of Plastic Woven Crafts in Karanggebang Jetis Village, Ponorogo Regency. The theory used in the formulation of the first problem regarding the role of local government uses the theory of Gede Diva (2009) which divides the role of government in three ways, namely the role of government as a facilitator, the role of government as regulator and the role of government as a catalyst. Second, the participation of UMKM actors uses the theory of Cohen and Uphoff in Distianto (2016) into four forms of participation, namely participation in planning, participation in implementation, participation in the utilization of results and finally participation in evaluation.This research uses the descriptive qualitative method. The technique of determining informants using purposive sampling techniques and data collection techniques carried out through interviews, observations, and documentation. The results of this research in the efforts to develop UMKM Plastic Weaving Crafts in Karanggebang Jetis Village, Ponorogo Regency, in general, there has been no interference from the government and UMKM entrepreneurs. So far, plastic woven crafts are still not developed. To develop UMKM especially plastic woven handicrafts located in Karanggebang Jetis, it is necessary to have the role of government and participation of UMKM actors.

A'dangang ceremony is a cultural value in the Kajang Customary Area. The purpose of research to analyze the view of society and function of A'dangang Ceremony to the life of Kajang society. This type of research is descriptive qualitative method, data collection is used by observation, interview, and documentation. Processing techniques and data analysts performed through three stages of data reduction, presentation and draw conclusions. The results show there is a ceremony of death A'dangang, which consists of several levels, namely: a) Dampo Ceremony, b) Lajo-lajo Ceremony. The culture requires the role of government, cultural scientists, academics, journalists, students and all walks of life, to preserve traditional cultural heritage.Keywords: Structure, Ceremony, A'dangang

This study aims to determine the role of community leaders in shaping the personality of adolescents, the efforts made by community leaders, as well as the obstacles faced in the formation of the personality of teenagers in Tanjung Village. The method used in this research is qualitative method. The research background is located in Tanjung Village, District Bathin VIII, Sarolangun District. Data collection techniques used are observation, interviewand documentation. The results of this study indicate that: The role of community leaders in the formation of adolescent personality is good, by olding programs specifically designed for adolescents so that teenagers can follow and can avoid the form of juvenile delinquency, as well as cooperating with parents as people in the first example by his child. Data collection techniques are through informants. The stages in analyzing the data are: reduction, data presentation and conclusion making. Based on the results of this study indicate the state of personality of adolescents is not good, the efforts made by community leaders in shaping the personality of adolescents in entrepreneurship is good, the obstacles faced come from adolescents, teenage parents, youth education, and communication and information technology that makes adolescents difficult to entrepreneurship. In conclusion, community leaders can shape the personality of adolescents in entrepreneurship, but it must be supported by teenagers and teenage parents themselves. His advice to community leaders must never stop making activities that can make teenagers' personality in entrepreneurship better.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

The leadership of the kiai becomes very important in Islamic boarding school because the development of the quality of pesantren education depends on the competence of the leader, the meaning of the leader here is the kiai or caretaker of the boarding school. This study aims to describe the first role of leadership in improving the quality of education, secondly the leadership of kiai that is effective in improving the quality of education in Islamic boarding schools.This research uses a qualitative method, with a case study in Bahrul Maghfiroh Islamic Boarding School in Malang. Data collection was carried out using interview, observation, and documentation and observation techniques. Data analysis uses descriptive qualitative methods and inductive thinking patterns. The purpose is to analyze the data obtained from field objects, and then to be related to relevant theories.The results showed: 1) The role of the kiai in improving quality in the Bahrul Maghfiroh Islamic boarding school in Malang is as a manager, educator, human resource empowerment, decision maker, attainee of the pesantren, motivator and supervisor. 2) Effective kiai leadership is leadership that builds cooperation with kiai or other institutions, regenerates kiai and builds good relations with the community.

This research is located in Pakraman Karang Sari, Village Office Suana, Nusa Penida in tourist attraction Pura Goa Giri Putri which aims to determine the function of local communities in the management of the attraction in the development and planning as a community-based tourism destination.         Data collection techniques in this study, by observation, in-depth interviews with 6 informant, and documentation study by taking a picture in the attractions of Goa Giri Putri. The data have been analyzed with descriptive qualitative data analysis techniques are broadly communicating, and systematic explanation of the data obtained in the field with the aim of obtaining a clear picture and objektif.  The result of this research is the role of local communities in the management of a tourist attraction Pura Goa Giri Putri is as pengemong / pengempon who have the responsibility to maintain and grow attractions Goa Giri Putri directly or indirectly such as participating maintain cleanliness, keeping tourist attraction Goa Giri Putri, keeping pemedek or tourists who visit and support the implementation of the current pujawali ceremony  / ceremony at Pura Goa Giri Putri with managers and other stakeholders.   Keywords: Participation, Local Communities, Management, Tourist Attraction, Community Based Tourism

This paper aims to determine the role of Banjar Kajeng community, Pemogan Village and relationship between government, investors and local communities in the management of ecotourism attraction in Tahura Ngurah Rai, Denpasar.Research method that used in this research is qualitative method, with theoretical analysis of typology of a community participation and theory of conflict perspective and equipped by tables of tourism actors involved and the patterns of relationship among tourism actors involved in the management of tourist attraction in Tahura Ngurah Rai. The results obtained by this reasearch are the Banjar Kajeng community participation type is manipulative participation and the relationship between the Government, Investors and Local Communities in the Management of Ecotourism attractions in Tahura Ngurah Rai are at conflict stage.

This study aims to 1) analyze the values of local wisdom Aceh traditional houses to mitigate earthquakes and tsunamis; 2) analyze community perceptions in maintaining (knowledge, attitudes, and behavior) local wisdom of Aceh traditional houses; and 3) reviewingtheroleofparentsinthelocalculturalinheritanceofAcehtraditionalhouses. The method used in this research is the qualitative method. Data collection is done by interviewing, observing, and documenting. The results show that: 1) Rumoh Aceh has the values of local wisdom to mitigate earthquakes and tsunamis. the values of local wisdom exist in the components of building forms and traditional ceremonies of Rumoh Aceh; 2) the knowledge, attitudes, and behavior of local wisdom in Rumoh Aceh teaches the community to adapt, care about cultural heritage, and form a social family system, and 3) the role of parents in the cultural inheritance local wisdom of Rumoh Aceh, carried out through civilization and socialization by involving the role of young people in traditional activities.

ABSTRACT Introduction. The purpose of this study was to determine the Jambi Province DPAD Strategy in developing a Social Inclusion-Based Library to Create a Literate Society, constraining factors in developing a social inclusion-based library in an effort to create a literate community in the Jambi Province Regional Library and Archives Service, and the efforts made to overcome these obstacles. Data Collection Metod. This study used a descriptive qualitative method with a purposive sampling approach. Resilt and Discussions. The results of this study indicate that there are several strategies implemented by DPAD Jambi Province in developing social inclusion in libraries, namely: involving the active role of librarians, issuing policy regulations and forming a Synergy Team, holding stakeholder meetings, Launcing Ipustaka Jambi, and carrying out activities advocacy Peer Learning Meeting. The obstacles faced by the Jambi Province Regional Library and Archives Office in developing social inclusion- based libraries are limited budget funds and networks. As for the efforts made by the Regional Library and Archives Office of Jambi province in overcoming the constraints of developing social inclusion-based libraries, namely establishing cooperation with various parties, both from the province, district and private sector and utilizing the existing budget optimally. Conclusions. Based on the research that has been done on the DPAD strategy in developing a social inclusion-based library. With this strategy, it is hoped that this social inclusion program can run well and can be developed for program development in program recipient libraries, namely district libraries and village libraries. Gampong development is an integral part of national development, because gampong is the basis of every national development as a whole, based on the principle of development that was born from the community, planned by the community, implemented and supervised by the community with the aim for the benefit of the community, then the development is more felt of benefits and its meanings. In the implementation of a gampong-based development program, it is very necessary to have a role for gampong officials in implementing it. The development implement with the role of the gampong officials through the Implementation of Financial Aid Program of Peumakmu Gampong in Pasi Rawa, Sigli City Sub-district, Pidie Regency was run well, because from the beginning the gampong officials had adopted community ideas and accommodated them as outlined in the development program. The implementation is also in accordance with applicable procedures as stipulated by the Aceh Provincial Government as the party providing financial aid. The purpose of this research is of course to describe the implementation process of financial aid program of peumakmu gampong, and to analyze the role of gampong officials in the implementation of that program in Pasi Rawa, Sigli City Sub-district, Pidie District. For this reason, the method used in this study is a qualitative method, because it is believed to be able to get representative results. While the data collection techniques that researchers do through observation, interviews and documentation. The results showed that the Implementation Process of financial aid program of peumakmu gampong in Pasi Rawa Gampong, Sigli City Sub-district has been running well and in accordance with the hopes and desires of community members, even though the implementation did not involve women, and was in line with the objectives and implementation instructions. Then with the role of the gampong officials both in the form of mind and in the form of energy provided without expecting financial rewards, it turns out that it can support the programs that are on target, on time, and also on quality, so as to provide convenience in its implementation. These results have positive implications both for the process and for the results of implementing the financial aid program of peumakmu gampong.
