Subject. This article deals with the current trends in regional innovation processes that are taking place in Russia. Objectives. The article aims to justify and systematize trends in the innovation sector of the region, determine their dependence on the rate of economic growth and development of the country's technological complex. Methods. For the study, I used the methods of systems, economic, and statistical analyses, SWOT analysis, classification, comparison, and expert assessment. Statistics and analytical data for the Russian Federation and the Tyva Republic are the basis for analysis. Results. The article highlights the main trends in the innovation-driven development of the regions of Russia, elements of the innovation infrastructure, and the regional innovation system framework. It identifies the obstacles to the transition to the knowledge economy, considering the Tyva Republic as a case study. Conclusions. The Tyva Republic has every opportunity to intensify innovation processes. On the basis of attracting investments, the Republic has begun forming local competitive innovation clusters. It is advisable to create a regional infrastructure to promote innovation and a system of stimulation and selection of innovative initiatives of the population.

The present approach aims to explore the innovation dynamic that may lead to knowledge opportunities in a specific regional cluster characterized by a strong touristic positioning. The new technology-based companies, namely the spin-out created from university research, represent a possible and reliable approach to the economy stimulation. This said, it is mandatory to explore the topics that will allow a reflection on the networks associated with innovation processes, developed from the relations between the public universe (including universities and research centers), and the new technology or humanistic based companies. This chapter intends to be a contribution to the discussion of innovation clusters and sets the preliminary issues to discuss and implement an innovation ecosystem. This chapter explores and reflects the importance of regional innovation clusters dynamics, setting and describing the steps and specific strategical procedures in order to implement an innovation ecosystem, using as example a specific touristic territory.

In recent years, great attention has been paid to the problems of developing innovation activities in the Kyrgyz Republic. They became the most discussed in the country, and modernization and industrialization are the main directions of the current state policy of Kyrgyzstan. The objective need for the implementation of scientific and other innovations in the country, taking into account regional particularities, determines the relevance of the research chosen. The article considers the possibility of implementing an effective regional innovation system based on the so-called “smart” specialization in the Kyrgyz Republic. The economy of the republic is extremely important constantly developing innovation process, and it should not end only on the acquisition of expensive innovative equipment. It is necessary to develop the whole system with the obligatory involvement of the regions. This is the only way to rely on the successful development of innovations. The paper analyzes the main directions of innovation development at the regional level. The problems of promoting the innovation ecosystem in Kyrgyzstan in general, and innovation processes in agriculture, in particular, have been identified.

Therefore, the transition to an innovative economy requires the development of a network of regional innovation systems. At the same time, the regional innovation policy should be aimed at the formation of regional innovation clusters as the basis of the innovation system of the region, where the best conditions for the innovation process are located. Of particular interest are regions with high scientific potential (as a rule, they include scientific fences and a number of academic towns and other territories with high scientific potential), as they have a significant stock of developments ready for commercialization. It is on the basis of such territories that it is necessary to develop regional innovation clusters. Despite the fact that the problem has been studied and the high level of attention, many of its aspects remain unresolved. Many authors have pointed out the limited possibilities of using classical methods of evaluating investment projects for innovation, and thus the proposed alternatives have not been widely used. The practical and actual significance of the problems of management and evaluation of innovative projects and the use of the most effective methods for this purpose, determined the choice of the dissertation topic, its content, goals and problems. The practical significance of Makala is in the development of management algorithms and evaluation methods for innovative projects. The algorithm includes intra-stage project evaluation and methodological justification of the manager's decision-making in the implementation of the project at each stage and ensuring the need to adjust the strategy. In addition, the analysis of the main barriers to practical implementation was carried out and recommenda-tions were developed to eliminate them. The developed method includes all the prerequisites for successful application in the specific activity of the region.

The article is devoted to the consideration of the functioning of the regional innovation system, which plays an important role in changing the paradigm of economic development from the natural resource to innovative technological. The object of study is the Republic of Udmurtia, which refers to industrial-oriented regions of the Russian Federation. The authors identified the features of the region affecting the development of the innovation sphere, emphasized the importance of regulatory and legal support of innovative processes, and disclosed the content of state regulation of the relationship between the subjects of innovation. In addition, the criteria for assessing the regulatory framework of the Innovation Policy of the region are presented. The results of the expert survey among leading specialists and scientists of Udmurtia on the state of innovative development of the economic and legal system of the region made it possible to draw conclusions about the general state of innovation in the region. Experts highlighted current factors, positively and negatively affecting the development of the innovation sphere in the Udmurt Republic. This made it possible to offer a list of elements of the innovation support system at the regional level. The issues that determine the features and level of development of regional systems in the field of innovation are formulated, the solution of which will have a positive effect on the overall level of innovative regional development and will make it possible to form a viable innovation management system.

The article discusses the Chinese and Russian experience in the transition to an innovative economy.Chinais the most successful example in stimulating innovation in the country, effective public administration of the innovation sector and the rapid growth of high-tech industries and number of companies in these industries. The author analyzes the mechanisms by whichChinawas able to reach a new level of technological development. The creation of special economic zones, industrial and innovation clusters, as well as high-tech zones in which technoparks, haxpaces and unicorns were located, served as the basis for the formation ofChina's national innovation system. A well-developed knowledge transfer system in technology based on the «triple helix» model of Henry Izkowitz, which is based on the integration of universities with government and business, has enabledChinato become a leader in science and high technology. Special attention is paid to the Russian practice. The author identifies such rivers of innovative growth of the Russian economy as innovative territorial clusters and technoparks created primarily in special economic zones and territories of advanced socioeconomic development. It is innovative clusters that can be the points of growth of the national economy that will make it possible to effectively use the innovative potential ofRussiato increase its competitiveness in the world.

The paper is devoted to study of the modern innovative environment in the Republic of Belarus, its most important characteristics, problem areas. A conceptual apparatus has been given in the paper that determines an innovative environment, institutional conditions that contribute to its formation, priorities for development of research activities have been given and specified in the paper with due account of the requirements for modernization of the economy. The paper presents a definition of the innovation system which is given by distinguished western scientists and researchers who have been seriously engaged in its study. The aim of the research is qualitative, quantitative analysis of the innovation environment of the Republic of Belarus and also a comparative  analysis of  the innovation  environment of  the  Republic of  Belarus, its main  components  (legal, financial support, institutional specific features of function- ning) against the background of Russia and Kazakhstan. The paper contains SWOT-analysis which is used  to find possible directions of  innovative development of  the economy of the Republic  of  Belarus  on the basis of the existing national economic system and taking into account the peculiarities of the national mentality. Attention has been attracted to the fact that such factor of innovative development as “innovative behavior of employees” which is one of the key factors of competitive advantage in the world's leading companies is very important for evaluation and analysis of the innovation environment. The paper presents  an own model of the national innovation  system which consists of three subsystems: human capital, technological infrastructure and innovation support subsystem. Process of creating innovative products  has been shown in the paper and these products make it possible to understand interrelation of  the innovative ideas market  and the market of innovative product. It is proposed to use a categorical apparatus of legal acts of the Republic of Belarus to describe and characterize the markets of innovative ideas and innovative products. The analysis has been performed while using legislative acts, resolutions of the Government of the Republic of Belarus, analytical articles, conference materials, electronic resources, official statistics of the National Statistical Committee of the Republic of Belarus.

This paper analyzes the regional innovation system of the department of Antioquia in Colombia, from a complex systems perspective and using an agent-based simulation model. Among the results is a model with significant variables and indicators for generating new knowledge and innovation on a regional scale. This provides evidence that more favorable conditions exist, insofar as a significant number of explorers encourages greater reciprocal actions with other agents in the regional structure. The number of patents and publications being generated will increase significantly and better network clustering becomes evident as a result. Finally, the model explores the dynamics, structures and relationships among agents in the system, paying special attention to the conditions within which innovation processes unfold at a regional level.

The importance of developing the region’s leading sectors based on regional uniqueness and competitiveness will accelerate regional economic growth. Tourism development is expected to be one of the drivers of economic growth, as can be seen from its contribution to economic growth, employment opportunities, income generation, and equitable development. The city of Banjarmasin is known as a city of trade and services in South Kalimantan, establishing river tourism as one of its leading sectors to support the economy. This study aims to formulate strategies for developing floating market tourism at the City of Banjarmasin. The development of the Floating Market tourism as a main component of the regional innovation system aims to revive the Floating Market with a modern tourism approach based on innovation and cultural reengineering. This research uses qualitative research with an explorative descriptive approach and analyzed using the SWOT method. The development of river-based tourism with the Floating Market as its main icon will have a major impact on their economy if it is managed and developed seriously and comprehensively. Based on the results of the SWOT analysis, the development of the floating market will be focused on the development of the river tourism ecosystem in the form of river cruises and the development of transit points along the river for the craft and culinary centers. Abstrak Pentingnya mengembangkan sektor-sektor unggulan berbasis keunikan/kekhasan daerah akan mempercepat pertumbuhan ekonomi regional. Pembangunan pariwisata sebagai sektor unggulan diharapkan dapat menjadi salah satu motor penggerak pertumbuhan ekonomi, hal ini dapat dilihat dari kontribusi pariwisata pada pertumbuhan ekonomi dan penciptaan peluang kerja, peningkatan pendapatan masyarakat dan pemerataan pembangunan. Kota Banjarmasin sebagai kota perdagangan dan jasa telah menetapkan pariwisata sungai sebagai salah sektor unggulannya. Penelitian ini bertujuan untuk merumuskan strategi pengembangan pariwisata Pasar Terapung di Kota Banjarmasin. Pengembangan pariwisata Pasar Terapung merupakan komponen utama Sistim Inovasi Daerah (SIDa) Kota Banjarmasin yang bertujuan untuk menghidupkan kembali geliat Pasar Terapung dengan pendekatan pariwisata modern berbasis inovasi dan rekayasa budaya. Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif eksploratif dan dianalisis menggunakan metode SWOT. Pengembangan pariwisata berbasis sungai dengan Pasar Terapung sebagai icon utama daerah akan memberikan dampak yang besar bagi Kota Banjarmasin apabila dikelola dan dikembangkan secara serius dan komprehensif. Berdasarkan hasil analisis SWOT, pengembangan pasar terapung difokuskan pada pengembangan ekosistem pariwisata sungai berupa susur sungai dan pengembangan titik persinggahan disepanjang sungai berupa sentra kerajinan dan sentra kuliner.
